Este artigo analisa o estado atual dos recursos tradicionais de financiamento da televisão, detectando uma situação crítica em suas três fontes principais (publicidade, assinaturas e taxas de serviço). Em seguida, discute a parte mais dinâmica do setor televisivo: os serviços de Video on Demand (VoD) e de Subscription Video on Demand (SVoD), que poderiam gerar novos recursos para a produção audiovisual. Porém, a análise dos catálogos desses serviços mostra baixa oferta de filmes europeus, em comparação com os dos Estados Unidos. Desse modo, como em outras ocasiões, o desenvolvimento de novos serviços de televisão e de novos modelos de negócio pode ser uma oportunidade perdida para a indústria audiovisual europeia. ; This article analyzes the current state of traditional television financing resources, detecting a critical situation in its three main sources (advertising, signatures and service charges). Next, it discusses the most dynamic part of the television sector: Video on Demand (VoD) and Subscription Video on Demand (SVoD) services, which could generate new resources for audiovisual production. However, the analysis of the catalogs of these services shows a low supply of European films compared to the United States. Thus, as on other occasions, the development of new television services and new business models could be a missed opportunity for the European audiovisual industry.
Este estudo trata dos fatores associados aos desperdícios ativo (corrupção) e passivo (ineficiência) que ocorrem no processo de gestão pública, aqui focado nos gastos com saúde pública. Buscando chamar a atenção para a ocorrência do desperdício passivo, a pesquisa investigou a seguinte questão: quais fatores de desperdício ativo e passivo estão associados com as irregularidades na gestão dos recursos repassados pela União aos municípios brasileiros para a área de saúde no ano de 2010? As evidências empíricas foram obtidas nos relatórios de auditoria da Controladoria Geral da União (CGU) elaborados no ano de 2010 referentes a 102 municípios fiscalizados. Para a identificação do desperdício ativo foram observadas 3 variáveis e para o desperdício passivo 17 variáveis. Os dados relativos às variáveis foram submetidos a uma análise fatorial para agrupá-los em fatores associados estatisticamente com as irregularidades na gestão dos recursos destinados à saúde pública dos municípios auditados. Os resultados da pesquisa não mostraram nível adequado de significância para o desperdício ativo, enquanto que, para o desperdício passivo, evidenciaram três fatores denominados: Fator 1 Inadequabilidade Administrativa (o qual agrupou as variáveis: não pagamento de tributos, não ocorrência de contrapartida e má administração); Fator 2 Fraca Fiscalização (o qual agrupou as variáveis: inexistência ou fraca atuação do conselho e licitação fracionamento); e Fator 3 Baixo nível de Compliance (o qual agrupou as variáveis: licitação irregular e irregularidade não relacionada ao Prefeito). A principal conclusão da pesquisa relaciona-se à identificação da necessidade da implantação de mecanismos de governança no setor público, os quais poderiam reduzir o desperdício ativo e passivo. ; This study addresses factors associated with active (corruption) and passive (inefficiency) waste that occur in the process of public management and focuses on public health expenditure. The environment and the health of mankind are subject to strong pressures from pollutants. The ambition of a better quality of life is often frustrated by the increase in emissions as a result of the increasing consumption of resources and energy to satisfy the growth of the world's population and its expectations for socioeconomic development. At times, problems take on a planetary dimension, the best known example being greenhouse gas emission, with the resulting effects of climate change. Pollution highlights our failure to provide adequate education, which is essential if we are to become fully aware of problems and actively seek sustainable solutions. To this end, it is essential to set up an extended environmental and health education program in all communities that will accompany younger generations from the beginning of their education in order to make them conscious players in protecting the environment and their own health. The size of the problems requires that a joint effort be made at an international level in the political realm and in the scientific-cultural realm in order to share experiences and sensitivity and to seek joint solutions. It is necessary to assign an increasingly important role to scientific and technological innovation which, in the last century, from Marconi to Einstein to Fleming, to the most recent innovations in the fields of genomics and microchips, has allowed humanity to achieve a rate of growth of wellbeing never previously seen in its thousands of years of history. This innovation must rationally be entrusted with our expectations to provide a practical solution to the problems of pollution that threaten our everyday lives and the survival of the planet. This text discusses the types of progress most eagerly awaited in the fields of water supply, wastewater treatment, atmospheric pollution and waste disposal. ; O meio ambiente e a saúde humana estão sob forte pressão de poluentes. A ambição de uma qualidade de vida melhor é muitas vezes frustrada pelo crescimento das emissões, devido ao aumento do consumo de recursos e energia para atender à crescente população mundial e às expectativas de desenvolvimento socioeconômico. Às vezes os problemas assumem uma dimensão global, da qual o exemplo mais conhecido é constituído pela emissão de gases de efeito estufa e os consequentes efeitos nas alterações climáticas. Poluição tem as suas raízes na falta de educação adequada, como base imprescindível para uma tomada de consciência das questões e participação na busca de soluções sustentáveis. Neste sentido, é essencial começar, em todas as comunidades, um extenso programa de educação ambiental e de saúde que possa acompanhar a geração mais jovem desde as fases iniciais do estudo, para torná-los protagonistas conscientes do meio ambiente e da sua própria saúde. A dimensão do problema exige um esforço conjunto a nível internacional pela política e pela ordem científico-cultural para transferir experiências e sentimentos e também buscar soluções compartilhadas. Um papel sempre mais importante deve ter a inovação científica e tecnológica, que no século passado, a partir de Marconi a Einstein e a Fleming até as últimas inovações nas áreas de genômica e microchips, permitiu à humanidade alcançar uma taxa de crescimento do bem-estar nunca conseguida antes, em milhares de anos de história. Esta inovação está atrelada às nossas expectativas de fornecer uma solução prática para os problemas de poluição que ameaçam a nossa vida diária e a sobrevivência do planeta. O trabalho teve por fim identificar a relação do índice de liquidez estrutural (ILE) com variáveis macroeconômicas, características dos bancos e vigência do Acordo de Basileia III. Embora a discussão acadêmica sobre liquidez bancária aborde essencialmente questões de curto prazo, o monitoramento da liquidez de longo prazo permite avaliar a dependência excessiva de recursos instáveis pelos bancos e, assim, contribuir para mitigar os riscos de crises sistêmicas de liquidez, como a de 2008. Ao fornecer evidências das relações do ILE com variáveis explicativas selecionadas, o estudo insere-se no contexto das deliberações do Acordo de Basileia III, que preveem cumprimento, a partir de 2018, da exigência regulamentar do índice de liquidez (IL) de longo prazo. O modelo foi formulado com base em 14 hipóteses de pesquisa testadas por meio de regressões com dados em painel agrupadas, estimadas por mínimos quadrados, mínimos quadrados com efeitos fixos e mínimos quadrados em dois estágios com efeitos fixos. A variável dependente foi construída a partir de dados contábeis de 184 conglomerados e instituições financeiras individuais existentes no país entre junho de 2002 e dezembro de 2014. O ILE apresentou relação positiva com as variações da taxa de câmbio, reservas internacionais e depósitos compulsórios, além da rentabilidade, tamanho e especialidade principal das instituições. Foi encontrada relação negativa do ILE com as variáveis taxa básica de juros, risco-país, saldo da balança comercial, período de vigência do Acordo de Basileia III, tipo de controle do capital (público ou privado) e terem ou não capital aberto, com ações listadas na Bolsa de Valores, Mercadorias e Futuros de São Paulo (BM&FBOVESPA). A validação da relação dessas variáveis explanatórias com o ILE fornece uma compreensão mais ampla dos riscos aos quais instituições financeiras estão expostas, contribuindo para a análise preventiva do risco de liquidez bancária – indicador antecedente de crises financeiras, de perda de confiança e de instabilidade econômica. ; This study aimed to identify the relationship between the Structural Liquidity Index (SLI) and macroeconomic variables, bank characteristics, and the validity period of the Basel III Agreement. Although the academic discussion on bank liquidity essentially addresses short-term issues, monitoring long-term liquidity helps assess any excessive dependency of banks on unstable resources, thus contributing to mitigating the risks of systemic liquidity crises such as that of 2008. As it provides evidence of the relationship between the SLI and the selected explanatory variables, the study can be included in the context of the discussions involving the Basel III Agreement, which establishes the implementation of the long-term liquidity index regulatory requirement as of 2018. The model was formulated based on fourteen research hypotheses, tested using panel data regressions estimated via pooled ordinary least squares, least squares with fixed effects, and two-stage least squares with fixed effects. The dependent variable was constructed based on the accounting data of 184 conglomerates and individual financial institutions operating in the country between June 2002 and December 2014. The SLI presented a positive relationship with changes in the exchange rate, international reserves, and reserve requirements, as well as with the profitability, size, and main specialization of the institution. On the other hand, we found a negative relationship between the SLI and the basic interest rate, country risk, balance of trade, validity period of the Basel III Agreement, type of equity control (private vs. government), and the bank being publicly listed on the São Paulo Stock, Commodities, and Futures Exchange (BM&FBovespa) or privately held. The validation of the relationships between these explanatory variables and the SLI provides a broader understanding of the risks to which financial institutions are exposed, contributing to the preventive analysis of bank liquidity risk – an antecedent indicator of financial crises, diminished confidence, and economic instability
This study explores the factors related to the difficulties of implementing strategic human resource management policies. The objective is to identify the institutional, political, organizational, and sectoral factors that may interfere in the implementation of strategic human resource management policies in the case of a public enterprise according to contingency categories found in the literature. Qualitative research using documentary research and interviews was carried out, and the data were analyzed through content analysis. The results indicate that the main interfering factors are related to i) cultural aspects, due to the profile of the organization employees; ii) political aspects, because strategic projects tend to be discontinued in the organization; and iii) sectorial aspects, since the human resource management unit has low credibility, reputation, and autonomy. In conclusion, the implementation of strategic human resource management policies is mainly a process of cultural change. ; Frente a la dificultad percibida de implementar políticas estratégicas de gestión de personas, este estudio explora qué factores de interferencia contribuyen a estas dificultades. Este artículo pretende identificar los factores institucionales, políticos, organizacionales y sectoriales que pueden interferir en la implementación de políticas de gestión estratégica de personas en el caso de una empresa pública según categorías de contingencia previamente planteadas por la literatura. Se realizó una investigación cualitativa, en la cual se emplearon investigaciones documentales y entrevistas. Los datos se analizaron mediante análisis de contenido. Los resultados indican que los principales factores de interferencia están relacionados con aspectos: i) culturales, debido al perfil de los empleados de la organización; ii) políticos, porque los proyectos estratégicos tienden a ser discontinuados en la organización; y iii) sectoriales, ya que la unidad de gestión de personas tiene baja credibilidad, reputación y autonomía. En conclusión, la implementación de políticas de gestión estratégica de personas es sobre todo un proceso de cambio cultural. ; Diante da percebida dificuldade para implementar políticas estratégicas de gestão de pessoas (GP), este estudo explora quais são os fatores que contribuem para tal dificuldade. O artigo identifica fatores contextuais de natureza institucional, política, organizacional e setorial que podem interferir na implementação de políticas de gestão estratégica de pessoas (GEP) no caso de uma empresa pública, segundo categorias de contingências levantadas previamente na literatura. Trata-se de pesquisa com abordagem qualitativa e uso de entrevistas e pesquisa documental. Os dados foram submetidos a análise de conteúdo. Os resultados indicam que os principais fatores interferentes se relacionam a aspectos: a) culturais, devido ao perfil dos empregados da empresa; b) políticos, pois na empresa os projetos estratégicos tendem a ser descontinuados; e c) setoriais, pois a unidade de GP goza de baixa credibilidade, reputação e autonomia. Conclui-se que iniciativas de implementação de políticas de GEP constituem, sobretudo, um processo de mudança cultural.
OBJECTIVE: To identify factors producing new trends in basic health care unit management and changes in management models. METHODS: This was a prospective study with ten health care unit managers and ten specialists in the field of Health in São Paulo, Southeastern Brazil, in 2010. The Delphi methodology was adopted. There were four stages of data collection, three quantitative and the fourth qualitative. The first three rounds dealt with changing trends in management models, manager profiles and required competencies, and the Mann-Whitney test was used in the analysis. The fourth round took the form of a panel of those involved, using thematic analysis. RESULTS: The main factors which are driving change in basic health care units were identified, as were changes in management models. There was consensus that this process is influenced by the difficulties in managing teams and by politics. The managers were found to be up-to-date with trends in the wider context, with the arrival of social health organizations, but they are not yet anticipating these within the institutions. CONCLUSIONS: Not only the content, but the professional development aspect of training courses in this area should be reviewed. Selection and recruitment, training and assessment of these professionals should be guided by these competencies aligned to the health service mission, vision, values and management models. ; OBJETIVO: Identificar los factores que producen nuevas tendencias en el gerenciamiento de las unidades básicas de salud y cambios en los modelos de gestión. MÉTODOS: Estudio prospectivo con diez gestores de unidades de salud y diez especialistas del área de salud de Sao Paulo, SP- Brasil, en 2010. Se adoptó la metodología Delphi. Se utilizaron cuatro circulaciones para la colecta de datos, tres cuantitativas y la cuarta cualitativa. En las tres primeras se alzaron las tendencias de cambio en los modelos de gestión, en el perfil del gestor y en las competencias requeridas para la función, utilizando la prueba estadística de Mann Whitney. La cuarta circulación ocurrió por medio de un panel con los involucrados, habiendo así escogido el análisis temático. RESULTADOS: Se identificaron los principales factores que están impulsando el gerenciamiento de las UBSs así como los cambios en los modelos de gestión. Se llegó al consenso que las dificultades en el gerenciamiento de los equipos y en las políticas influyen en este proceso. Se verificó que los gestores están a la par de las tendencias del macro contexto con el advenimiento de las organizaciones sociales de salud, pero, aún, no están anticipándose en las acciones institucionales. CONCLUSIONES: La formación académica debe ser revisada no sólo con respecto a los contenidos, sino también con relación al desarrollo de esos profesionales. El reclutamiento, la selección, el desarrollo y la evaluación deben ser norteados por tales competencias alineadas a la misión, a la visión, a los valores y a los modelos de gestión de las organizaciones en el contexto del SUS. ; OBJETIVO: Identificar que fatores produzem novas tendências no gerenciamento das unidades básicas de saúde e mudanças nos modelos de gestão. MÉTODOS: Estudo prospectivo com dez gestores de unidades de saúde e dez especialistas da área de saúde de São Paulo, SP, em 2010. Foi adotada a metodologia Delphi. Foram utilizadas quatro rodadas para a coleta de dados, três quantitativas e a quarta qualitativa. Nas três primeiras foram levantadas as tendências de mudança nos modelos de gestão; no perfil do gestor e nas competências requeridas para a função, foi utilizado o teste estatístico de Mann Whitney. A quarta rodada ocorreu por meio de um painel com os envolvidos, tendo sido escolhida a análise temática. RESULTADOS: Foram identificados os principais fatores que estão impulsionando o gerenciamento das unidades básicas de saúde, como as mudanças nos modelos de gestão. Foi consenso de que as dificuldades no gerenciamento das equipes e nas políticas influemciam nesse processo. Verificou-se que os gestores estão a par das tendências do macrocontexto com o advento das organizações sociais de saúde, mas ainda não estão se antecipando nas ações institucionais. CONCLUSÕES: A formação acadêmica deve ser revista não só quanto aos conteúdos, mas quanto ao desenvolvimento desses profissionais. O recrutamento, a seleção, o desenvolvimento e a avaliação devem ser norteados por essas competências alinhadas à missão, à visão, aos valores e aos modelos de gestão das organizações no contexto do Sistema Único de Saúde.
Este artigo descreve a estrutura do preparo de medicamentos em seu ambiente físico, recursos materiais e humanos. Trata-se de estudo exploratório e descritivo. Os dados foram coletados por meio de roteiros estruturados para observação e entrevista, aplicados em amostras de 92 e 76% dos auxiliares de enfermagem e 100% dos enfermeiros, em dois hospitais na cidade de Recife, PE. Os resultados mostraram que o ambiente do preparo de medicamentos se encontra em discordância com a legislação vigente, os materiais disponíveis precisam ser revisados e os profissionais necessitam de capacitação. Concluiu-se que a estrutura em um sistema de medicação é essencial e que os fatores apontados interferem na qualidade do processo de medicação. ; Este artículo describe la estructura de preparación de medicamentos en su ambiente físico, recursos materiales y humanos. Se concluye que la estructura dentro del sistema de medicación es esencial y que los factores señalados influyen en la calidad de tal proceso. ; This article describes the physical environment, material and human resources of the structure for the preparation of medicaments. It is an exploratory descriptive study. Data were collected through scripts structured for observation and interview carried out with a sample of 92 (76%) nurse auxiliaries and all nurses of, two hospitals in Recife, PE, Brazil. Results showed that the environment in which medication is prepared is in disagreement with current legislation, the available materials need to be reviewed and professionals need to get their knowledge updated. It is concluded that the structure in the system of medication is essential and the factors pointed out in the study interfere with the quality of the process of medication.
ABSTRACT. This was a descriptive survey study design which sought to establish the school based factors that affect the learning of Kenyan Sign Language in primary schools for learners with hearing impairment in Embu and Isiolo counties in Kenya. The target population was all teachers teaching in primary schools for learners with hearing impairment in the two counties. From the selected schools, the study purposively and randomly sampled 2 head teachers and 8 teachers respectively. Interview guides were used to obtain data from the head teachers, questionnaires from teachers while observation schedules were used to obtain data on the general nature of the school environment. Quantitative data collected were analyzed using descriptive statistics and tabulated in frequency tables, bar charts and pie charts while qualitative data were analyzed and presented in narrative form. The study findings revealed that all the sampled respondents had training in special needs education but only 25% had training in KSL as a subject. Basing on the findings the researcher recommends that the TSC should post only teachers trained in KSL to teach KSL among learners with HI and that the universities should introduce KSL as a teaching subject alongside other subjects like Mathematics, English and Kiswahili. ; This was a descriptive survey study design which sought to establish the school based factors that affect the learning of Kenyan Sign Language in primary schools for learners with hearing impairment in Embu and Isiolo counties in Kenya. The study findings revealed that; school infrastructure had a direct impact to the academic achievement of learners, teachers made use of curriculum instructional materials such as KSL dictionaries, charts and KSL texts books to teach KSL although the researcher's observation indicated inadequacy of these resources, all the sampled respondents had training in special needs education but only 25% had training in KSL as a subject and finally the findings also revealed that the school management had a bearing effect on the learning of KSL among learners with HI. Basing on the findings the researcher recommends that the government through the MoE should increase the funding of these schools in order for them to have the adequate resources required, to put up and maintain good quality and adequate infrastructure, teachers teaching KSL should move further and make use of audio visual curriculum materials such as TVs and computers instead of only relying on the KSL dictionaries, charts and books. On the academic training of the KSL teachers, the TSC should post teachers trained in KSL to teach KSL among learners with HI and the universities should also introduce KSL as a teaching subject alongside other subjects like Mathematics, English, Kiswahili and the like. The researcher further recommends for the training of all stakeholders in education management since training the heads alone is not sufficient because school management is a team effort. ; RESUMEN. Este estudio se caracteriza como una investigación descriptiva que tuvo como objetivo señalar los factores escolares que influyen en el aprendizaje de lengua de signos en las escuelas primarias de Kenia para los alumnos con discapacidad auditiva en los municipios de Embu e Isiolo, Kenia. La población objetivo era que todos los maestros que enseñan en las escuelas primarias para los alumnos con discapacidad auditiva en ambas ciudades. Para la selección de las escuelas, el estudio seleccionado al azar 2 directores y ocho profesores asistentes, respectivamente. Las entrevistas se utilizan para obtener datos de los grandes maestros, cuestionarios para los asistentes de enseñanza, y también se utilizó para observar, con el fin de obtener datos sobre la naturaleza general del entorno escolar, locus de esta investigación. Los datos cuantitativos obtenidos fueron analizados utilizando estadística descriptiva y se tabulan en tablas de frecuencias, gráficos de barras y gráficos circulares mientras que los datos cualitativos fueron analizados y presentados en forma narrativa. Los resultados del estudio revelaron que todos los encuestados de la muestra fueron capacitados en educación especial, pero sólo el 25% tienen formación en KSL como sujeto. Con base en los hallazgos de la investigación, se recomienda que el TSC debe publicar sólo los profesores con formación en KSL para enseñar KSL a los estudiantes con entre HI y que las universidades deben presentar KSL como una disciplina de enseñanza junto a otras disciplinas como las matemáticas, Inglés y kiswahili. ; ABSTRACT. A população-alvo foi todos os professores que ensinam nas escolas primárias para os alunos com deficiência auditiva nos dois municípios. Para a seleção das escolas, de forma aleatória o estudo selecionou 2 professores principais e 8 professores assistentes, respectivamente. Foram utilizadas entrevistas para obter dados dos professores principais, questionários para os professores assistentes, e também foi utilizada a observação, com o objetivo de obter dados sobre a natureza geral do ambiente escolar, lócus desta pesquisa. Os dados quantitativos coletados foram analisados por meio de estatísticas descritivas e tabulados em tabelas de frequência, gráficos de barras e gráficos de pizza enquanto os dados qualitativos foram analisados e apresentados em forma de narrativa. Os resultados do estudo revelaram que todos os entrevistados da amostra tiveram formação em educação especial, mas apenas 25% tinham formação em KSL como sujeito. Baseando-se nas conclusões do pesquisador, recomendamos que a TSC deve postar apenas os professores com formação em KSL para ensinar KSL entre os alunos com HI e que as universidades devem apresentar KSL como uma disciplina de ensino ao lado de outras disciplinas como Matemática, Inglês e Kiswahili. Com o advento do século XXI, a região mais boreal do planeta voltou a ser valorizada, graças aos vastos recursos estimados na região e à progressiva navegabilidade das rotas marítimas possibilitada pelo degelo da calota polar, o que levou os Estados Árticos e outros atores do Sistema Internacional a desenvolverem estratégias que salvaguardem os respetivos interesses na região. Foram publicados trabalhos marcantes que abordam o Ártico em diversas óticas, mas faltava abraçar a perspetiva geopolítica, de natureza multidisciplinar, pelo que nos apoiamos, entre outros, em múltiplas fontes e obras, estudos técnicos, tratados, convenções, institutos, centros de estudo e universidades, o que nos permitiu conhecer as enquadrantes, as disputas prevalecentes e as estratégias da Rússia, EUA, Canadá, Noruega, Dinamarca, Islândia, China e UE. Desenvolvemos uma análise inovadora que busca caracterizar o Ártico como espaço geopolítico, na atualidade, indagando as dinâmicas de poder engendradas entre os diversos atores e ponderando quatro fatores geopolíticos: físico, militar, circulação e recursos naturais. A investigação realizada permitiu-nos concluir que os atores com interesses na região irão privilegiar relações de cooperação e acomodação, que o degelo e acesso mais facilitado aos recursos naturais não induzirão relações conflituais, que os investimentos efetuados no instrumento militar lhe pressagiam importância acrescida no espaço Ártico, que o sistema de transporte marítimo será francamente ampliado, os gasodutos apenas serão incrementados na Rússia e os oleodutos no Canadá e, finalmente aferimos que as alterações do fator físico terão impacto nas relações de poder estabelecidas entre os atores com interesses na região ártica. ; With the advent of the 21st century, the boreal region of the planet came to be valued, due to the vast existing resources estimated and the possibility concerning the future navigation of the iced sea routes: this led to the Arctic States and other actors in the International System developing strategies to safeguard their respective interests in the region. Important works have been published, but none take into account a geopolitical perspective, which is multidisciplinary by nature. Considering that, we have based our academic search and findings on multiple sources, technical studies, treaties, conventions, institutes, study centers and universities, which allowed us to know the frameworks, disputes and strategies prevailing in Russia, USA, Canada, Norway, Denmark, Iceland, China and European Union. We developed innovative analysis, in our opinion, looking for the characterization of the Arctic as a geopolitical space, nowadays questioning the power dynamics engendered among the various actors and considering four geopolitical factors: physical, military, circulation and natural resources. The research allowed us to conclude that actors with interests in the region will focus on cooperation and accommodation relationships, that the melting ice and easier access to natural resources will not induce/provoke conflicting relationships, that investments made in the military instrument demonstrates its increased importance, that maritime transport system will be significantly expanded, that pipelines will only be incremented in Russia and Canada, and finally we assess the changes regarding the physical factor which impact in power relations between the actors with interests in the Arctic region.
This article examines the world military expenditures in the period 1991-2009, based on an exploratory analysis about the institutional and economic factors that affected the defense budgets in the countries with the largest military expenditures in the world. Furthermore, there is a comparative analysis of the composition of military expenditures in Brazil and North Atlantic Treaty Organization (NATO) countries in the 2000s, expounding differences on the proportions of resources allocated for weapons purchases and payment of personnel. Finally, the article analyzes the different degrees of investments on capital intensity in these countries' militaries, stressing their differences in comparison with the United States.
Objective: The aim was to reflect upon the participation of nursing with the client, focusing the prevention of pressure ulcers. Method: A descriptive study approaching pressure ulcer, which has become a serious public health car issue that demands public prevention policies. Results: The importance of client's evaluation and the preventive care based on recommendations from public entities and results from scientific production is presented, aiming at risk-free care for the physical, mental and spiritual integrity of the cliente and for the nursing professional. Conclusion: To sum up, it is indispensible to implement structured and organized edcational programs that are comprehensive and directed to all levels of health care service. The qualification of the professionals will enable the acquisition of resources, aiming at a health care assistance compatible with human dignity and for the professional that is vulnerable to criticism and judicial action.
The relations between the United States & China were heading towards a second cold war before September 11. In a sense, the priority changes in American strategy & the focus on the struggle against the threat of catastrophic terrorism & nuclear proliferation created an opportunity for security cooperation between the two great powers. The Chinese strategy on "peaceful rise" is a response to this new situation aiming at consolidating external conditions favourable to China's international recovery. However, the factors of strategic competition have not disappeared & they have been aggravated by competition for energy resources & by regional rivalries not only in Eastern Asia, but also in South & Central Asia & in the Middle East. This paper argues that in controlling public prices the Brazilian government gets into a trap: The control does not reduce inflation as expected in the first term, and it activates factors that will increase it later on. The analysis is developed for government administered prices in the area of energy, and it employs an input-output model that takes into account the direct and indirect impacts of price changes. When public prices are reduced, the impact on the inflation is small. But, since this creates financial difficulties for the public companies, they will either demand government resources or price appreciation later on, to the effect to increase inflation more than proportionally in the future.
