International audience ; While the question of aging was highlighted in the late 1970s, Gérard-François Dumont inventing the expression "Wrinkled Europe" to illustrate its evolution, the community institu-tions have long remained deaf to this concern. In 2004, the enlargement to ten new member countries is achieved without any public questioning about the demographic implications of their integration. It is only after the enlargement of 1 May 2004 that politicians consider the is-sue. On 29 October 2004, the President of the European Council, the German Chancellor, the President of the Spanish Government, the Prime Minister of the Kingdom of Sweden and the President of the French Republic write to the President of the European Commission : "Europe must not not to resign oneself to the inevitability of aging and skepticism ; on the contrary, it must make the bet of dynamism and youth. We therefore propose that the European Union make it a priority ". However, the main demographic characteristics of the EU remain proble-matic and the demographic projections for 2060 show an EU marked by the weight of the elder-ly.
Transparent pension rules imply that workers are able to predict, a few years before they retire, the approximate amount of public pension they will receive. This predictability of the amount of pension is also a necessary condition to enable workers to make an informed decision when they choose the age at which they wish to retire. However, the several retirement reforms across the past 20 years in France may have hindered the predictability of the level of pension in the French public pension system, by modifying calculation rules for workers who were already very close to retirement ages. We quantify this impact of retirement reforms on the predictability of pension for workers aged 50 and more, by running simulations using a microsimulation model.Although there exists in all cohorts a share of workers who were not impacted by retirement reforms –and therefore enjoyed a complete predictability of their pension–, this happens to concern only a minority of workers. Among all cohorts born between 1933 and 1956, most workers actually had to face changes in calculation rules after the age of 50, and therefore could only make at that age –and also often at the age of 55– a biased prediction of their future level of public pension. However, the change in the level of pension –either negative or positive– remains small in most cases.
A broad debate has started in Western countries to change pay-as-you-go pension systems. It is often difficult to identify the mechanisms at work in recent studies, based on simulations, which seek to quantify the issues at stake. We hope here to clarify the long-term effects of changing pension systems. In the context of a interlinked generation economy, we assess the impact on the steady balances of variations in the contribution rate to a system of apportionment with different policies for financing public expenditure. ; There is a lot of pressure in the developed countries to modify the pay-as-you-go social security systems. It is often unclear to separate what is important from what is accessory in recent simulation studies, which depend on precise assumptions regarding the demographic trends or taxes. We try to clarify the debate using a simple theoretical overlapping generations model. We analyze the comparative statics of the long run stationary equilibria with respect to the contribution rates to the pay as you go system, under various financing arrangements, through public debt, a wage tax or a tax on interest income. ; A broad debate has started in Western countries to change pay-as-you-go pension systems. ...
National audience ; We examine the effects of the French government's 1990 reform for the farming sector on individuals' retirement behavior. This reform has induced different changes in the Social Security Wealth of farmers living in different rural areas, and thus provided a natural experiment framework. Therefore, we can use this reform to study the impact of Social Security on retirement decisions using French individual data. Our results show that the retirement decisions of farmers are influenced by the changes induced by the 1990 reform.
This study aims at understanding why teachers nearing retirement are staying on in education priority zone high schools in France. Reforms have been initiated by the French government since the mid 1970's, such as the increasing numbers of students admitted to secondary education and the creation of Education Priority Zones (ZEP) which have brought about significant changes in the teaching career. Indeed, when these priority zones were created, partnerships were created with local entities granting them a certain autonomy and allowing the work collective and the teachers to detach themselves from the standard formats. Plasticity meant that teachers nearing retirement could give a new shape to the job and over their entire career take on the shape of that job.Semi-structured interviews (involving 79 teachers and 20 high school directors) point to specific resources mobilised in cases where tests are numerous, whether in daily work situations or in more demanding situations where teachers confront tests head on.Some subjects seem to stabilise teachers in their positions in ZEP high schools while other subjects favour their leaving these same schools.Teachers were separated into two age groups : 55 and over / 54 and below, bringing to the fore an age threshold which determines at what point teachers leave their positions in priority zone schools. Working with pupils presenting learning difficulties, the complicated social context in some suburban areas, the fact that teachers are aging, government imposed reforms, all this puts teachers under a lot of pressure; it is becoming harder and harder to remain for the long haul in priority zones given the educational context. Professionalism in ZEP teaching has two aspects; on the one hand the subjective dimension of giving, emotion, recognition and on the other the rational approach to the work including innovation, partnerships, networking. This combination has until recently attracted older teachers to stay on. But for new generation teachers, working in a priority ...
