Le rôle de la culture pour les villes créatives On a assisté au cours des deniers années à la multiplication de plaidoyers en faveur de la mise en place de nouvelles activités culturelles pour rendre les villes plus soutenables et plus créatives. Sans doute les villes témoignent-elles de capacités de créativité peu connues jusqu'ici, mais ce sont aussi des lieux où des inégalités économiques sociales et culturelles se développent, ce qui conduit à penser que les résultats attendus de cette créativité ne se réaliseront pas en l'absence de solution à ces problèmes. Ce n'est pas là seulement un problème de redistribution mais aussi de citoyenneté et de démocratie, de telle sorte que le potentiel de créativité soit porté par toute la collectivité. La créativité ne peut pas seulement être importée dans la ville par des hackers impénitents ou des bohémiens au goût du jour; elle doit être sécrétée par les relations et les réseaux de production et de vie en société. Dans cette perspective, les activités culturelles apparaissent comme un levier pour créer à la fois de nouveaux espaces de production et de consommation.

"Quand un conflit localisé dans une partie d'un pays donné a des répercussions ou des prolongements aux niveaux national et sous-régional pour engendrer une dynamique de conflits qui se superposent, se chevauchent et s'influencent, un système de conflits voit le jour. Avec l'effet de contagion d'un autre système, un complexe régional de sécurité peut en découler. Ce livre traite de cette problématique dans l'espace de la Sénégambie en analysant les liens directs et indirects entre les politiques coloniales, les conflits et les forces armées. Cette évaluation des problèmes et des atouts socio-économiques et sécuritaires postcoloniaux en Sénégambie est aussi une analyse critique des interactions entre l'ensemble des acteurs et des facteurs déclencheurs, accélérateurs et amplificateurs des conflits et les dynamiques de la gouvernance sécuritaire en cours et des réformes à envisager. Created in 1952 to wage « another type of war » (J.F. Kennedy), the US special operations forces (SOF) are, after Afghanistan and Iraq, on the threshold of a profound evolution. The context lends itself: as the Obama presidency avoids large operations, the use of force is preferentially entrusted to them. Enjoying political protection which earned them a particularly comfortable budget, benefiting in the public opinion as within the Congress of a support not far from worship, SOF were able to listen effectively the presidential strategy. That is why they have taken a significant step ahead in managing conflicts in inter-agency mode. They have created a global network, based both on a geographical redeployment of the force and the development of partnerships with other countries units. The canvas of this global network now covers the two thirds of the states of the world. It is built on a foundation of classical training and cooperation, but also on the belief that SOF is a confidence factor to the United States. To achieve the latter objective, they must create a new type of soldier, at the same time commando, diplomat and development expert. This new start will doubtless collide with great difficulties. However, the first measures are taken. They announce a limited appeal to the strength by often violent and always political operations, which are more police actions than war operations. War is left with the partners and with the allies, who now have to rely on themselves and on the support, on their rear, of SOF. Following this logic, SOF could specialize – that is a major innovation - in avoidance of war. The theoretical analysis of those new practices - that can not be extracted from a broader strategic plan - proves to be difficult and contrasted from one author to another. International audience ; Background: Public health is a multidisciplinary activity whose fields of action are acquiring an increasingly broad. The Service de santé des armées (SSA) has always had a culture of public health problems thanks to doctors specialized in the treatment of major diseases. Often involved in public health activities, health professionals nevertheless have a fragmented vision. The objective was to describe the social representations of public health of military healthcare workers.Method: The responders were doctors, nurses, veterinarians and pharmacists practicing in different areas of SSA (caregivers, administrators, policy makers) and were interviewed by telephone. A question of spontaneous evocation on the representations of public health in the army was asked. The overall lexical analysis was performed according to the method of rank-frequency. Categorical analysis was conducted to better understand the whole lexical field use.Results: There were 90 responders. The most salient terms were "prevention, epidemiological surveillance and vaccination". The categorical analysis showed that doctors used a lexical field primarily focused on diseases and risk behaviors, nurses on the specifics of military surveillance and policy makers about the cross-discipline.Conclusion: Public health in the army is mainly represented by epidemiological surveillance and prevention. Given the non-mentioned fields, a strengthening of communication on the current challenges of public health would probably improve adherence of healthcare professionals since public health takes on more and more importance in the development of the national health policy and management of health crises. ; Position du problème: La santé publique est une activité multidisciplinaire dont les champs d'action sont de plus en plus nombreux. Le Service de santé des armées (SSA) a toujours eu une culture de la santé publique grâce notamment aux médecins des grandes endémies. Souvent impliqués dans des activités de santé publique les professionnels de santé en ont pourtant une vision parcellaire. L'objectif était de décrire les représentations sociales de la santé publique des professionnels de santé militaires.Méthode: Les répondants étaient des médecins, infirmiers, vétérinaires et pharmaciens exerçant dans les différents domaines du SSA (soignants, administratifs, décideurs) et ont été interrogés par téléphone. Une question d'évocations spontanées portant sur les représentations de la santé publique dans les armées leur a été posée. L'analyse lexicale globale a été effectuée selon la méthode des rang-fréquence. Une analyse catégorielle a été réalisée pour mieux appréhender l'ensemble du champ lexical utilisé.Résultats: Le nombre de répondants a été de 90. Les termes les plus saillants étaient « prévention, surveillance épidémiologique et vaccination ». L'analyse catégorielle a montré que les médecins des forces avaient un champ lexical principalement axé sur les maladies et les conduites à risque, les infirmiers sur les spécificités de la surveillance militaire et les décideurs sur la politique de santé et l'organisation des systèmes.Conclusion: L'image de la santé publique dans les armées est représentée essentiellement par la surveillance et la prévention. Compte tenu des champs d'activités non évoqués, un renforcement de la communication sur les défis actuels et la valorisation des activités de la santé publique permettrait sans doute d'améliorer l'adhésion des acteurs à leur mission de santé publique, au moment où elle revêt une importance majeure dans le développement des politiques de santé et dans la gestion des crises sanitaires.

Materials and Methods: This study is a prospective study on the future, the consequences and the perceived ability delivered by specialist armed. 39 patients were included to assess compliance with the decision within the unit and the perception of the decision by Gps and patients. Results: 86% of skills are respected by Gps. The hierarchy follows 74% of the decisions that are made but with a marked respect for the decisions that affect managers. 35% of patients have a psychological impact and 30% of employment. 86% of patients want to stay in the military, despite the finding of unfitness. 69% of patients report their illness to their superiors. 93% of Gps are totally satisfied with the quality of the response of specialist and 100% of response time. Discussion: The medico-military decision is followed by the general forces while applying he hierarchy seems less pronounced ability. Abilities of NCMs are less respected by management and should be to reduce this difference to strengthen the links between the general practitioner and his unit. In the context of strengthening bthe mission of care in SSA, we propose to empower Gps advantage when the decision toreview the suitability and exchange between GP and hospital by modern means of communication. The psychological military unfit to be developed. In recent years, governments have increasingly detained children for suspected association with non-state armed groups, particularly in conflicts involving violent extremist groups. Between 2012 and 2017, the United Nations recorded a five-fold increase in the detention of children in armed conflict.1 At any given time, thousands of children are imprisoned for suspected association with armed groups, often without charge and in inhuman and degrading conditions. ; Ces dernières années, les gouvernements ont de plus en plus souvent détenu des enfants pour association présumée avec des groupes armés non étatiques, en particulier dans les conflits impliquant des groupes extrémistes violents.
