Toutes les armées éprouvent le besoin de disposer de textes susceptibles d'inspirer et d'orienter les comportements ; il en est ainsi des puissances majeures que sont l'Allemagne, les États-Unis, la France, le Royaume-Uni et même en son temps l'Union soviétique. Une étude comparative des textes de chacune de ces armées est particulièrement éclairante. Au-delà des diversités de forme, elle révèle une véritable exception américaine dans la prééminence de la victoire absolue, au détriment d'une notion récurrente chez les Européens, celle de la maîtrise de la violence.

Since the 1990s, African armed forces have been the subject of significant amount of doctrinal production devoted to Security Sector Reform (SSR). However, beyond the efforts to rebuild fragile security apparatuses, it's worth to indicate that one dimension has been underestimated: the process of civil-military hybridisation of the armed forces, which is less commonly used under the expression "dual forces" constitutes the main objective of this study. The dual function of the army is its ability to conduct defense and development missions. In this perspective, the military engineers, "building arm" of the State of Cameroon, is regularly commissioned to carry out local development missions. How do Cameroonian military engineers apprehend the concept of "dual force"? What are the effects of civil-military action on the relationship between the army, politics and the population? How does this public policy evolve? Using a qualitative approach, this study shows that dualisation is no longer an accidental process implemented in a sporadic way, but constitutes a structured public policy. However, it encounters difficulties: on the one hand, the political authorities are cautious of the negative developments of a practice likely to set up the army as an economic actor with the drifts observed in the Egyptian model. On the other hand, the army is still very attached to its martial identity. Nevertheless, dualisation consolidates the relationship between the military, politics and the population, holding the hope for strengthening the army-nation nexus. ; Depuis les années 1990, les forces armées africaines sont l'objet d'une importante production doctrinale consacrée à la Réforme du Secteur de la Sécurité (RSS). Cependant, par-delà les efforts tendant à refonder des appareils sécuritaires fragiles, force est de constater qu'une dimension a été sous-estimée : il s'agit du processus d'hybridation civilo-militaire des forces armées qui, sous le vocable moins usité de « force duale », constitue l'objet central de ce travail. La fonction duale de l'armée est sa capacité à conduire des missions de défense et de développement. Dans cette perspective, le Génie, « bras bâtisseur » de l'État au Cameroun est régulièrement commissionné pour assurer des missions d'aménagement du territoire. Comment le Génie militaire camerounais s'approprie-t-il le concept de « force duale »? Quelles sont les effets de l'action civilo-militaire sur les relations entre l'armée, le politique et les populations? Comment évolue cette politique publique ? A l'aide d'une méthode qualitative, ce travail montre que la dualisation ne relève plus d'une démarche fortuite mise en œuvre de façon sporadique mais qu'elle constitue une politique publique structurée. Toutefois, elle rencontre des difficultés : d'une part, le politique se méfie des évolutions négatives d'une pratique susceptible d'ériger l'armée en acteur économique avec les dérives constatées dans le modèle égyptien. D'autre part, l'armée est encore très attachée à son identité martiale. Il n'en reste pas moins que la dualisation reconfigure les rapports entre le militaire, le politique et les populations, en des termes porteurs d'espoir pour le renforcement du lien armée-nation.

This thesis aims to fill a historiographic vacuum. Namely, it studies the plurality of the use of cinema by the French Armed Forces between the time war cinema was put on hold in September 1919 and the Armistice of June 1940. This work is based on unpublished archives, which were repatriated from Russia. They shed a new light on the link between cinema and the Ministry of War (including the Army), especially for educational purposes. Our study is structured around a double movement, which is at the heart of our research problem: the use of the medium within the military institution, and its inscription in the state landscape of a cinema simultaneously used for education and propaganda ; this plurality attained a certain golden age at that point. The first movement deals with a structural analysis of the Army Cinema Section (ACS), which reemerged in summer 1920, and it includes an overview of its stakes and progress during the interwar period. At the same time, the question of the use of cinema in the French Navy and Air Force reveals a political use, which was focused on meeting structural challenges. In the second part, we study the production of the ACS, including the instructional films at the heart of this filmography, other educational films (such as moral, patriotic, or prophylactic), and propaganda films (particularly colonial). La première partie porte sur une analyse structurelle de la Section cinématographique de l'armée (SCA) qui renaît au mitan de l'année 1920, avec une mise en regard de ses enjeux et de ses avancées pendant l'entre-deux-guerres. En parallèle, la question d'un emploi du cinéma au sein de la Marine nationale et de l'Armée de l'Air révèle un usage politique, visant à répondre à des défis structurels. Dans une seconde partie, nous étudions la production de la SCA, à la fois les films d'instruction – cœur de sa filmographie – et ceux s'inscrivant dans une logique d'éducation (morale, patriotique ou prophylactique) et de propagande notamment coloniale. Enfin, notre propos explore la mutation du cinéma militaire et son entrée dans l'âge adulte de la « drôle de la guerre » à juin 1940.

The double reading –or writing– of such a phrase in a text by Solon, because of a lapsus calami – indeed a masterly slip of the pen, as Derrida reminds us– allows us to see the –paradoxical– double face of the sovereign kratos: that of force without law and outside the law that establishes the law, and that of force incorporated into the law to accomplish justice. The figure of the wolf embodies this paradox of sovereignty.

Le role les forces paysannes dans l'élaboration de la politique agricole commune, par Hélène Delorme
En matière agricole les institutions européennes disposent de pouvoirs largement définis. Mais les profondes oppositions d'intérêts entre les Etats membres n'ont pas permis de préciser dès l'origine le contenu de la politique à suivre. Ainsi les forces agricoles ont été incitées à participer de près à l'élaboration de la politique agricole européenne. Elles ont utilisé dans ce but trois types de stratégies. L'alliance avec le gouvernement national est la plus fréquemment observée. A l'échelon européen, l'entente avec la Commission semble l'accès privilégié à la décision communautaire. Enfin, différentes formes de fronts paysans européens se constituent parfois. L'introduction récente de l'opinion agricole dans les discussions communautaires pose ainsi le problème de l'adaptation des mécanismes institutionnels existants.

The reflection embodies this philosophical controversy in the field of legal sociology. More than an admission of the limits of knowledge, chance is a form of sociological or psychological necessity that flires with the nature of things. The rules governing the status and career of academics are hardly escaped, as evidenced by demographic, budgetary or historical constraints in training and adoption of the Staff Regulations, the creation or abolition of categories of academics, the institutionalisation of academic disciplines and the development of academic franchises. These creative forces of university law, which are apories of legal logic, must be supplemented by legal constraints, in particular constitutional constraints. The difficulty of ensuring faithful traceability of the causes of the law and the difficulty of summoning them in order to take the measure of free arbiter into them reveal the complexity of the social facts and justify recourse to the method of explaining the argument to the detriment of that of demonstration in the context of sociology without rigour of university law. ; The reflection writes down this philosophical controversy on the land of the legal sociology. More than a confession of the knowledge's limits, the luck is a form of sociological or psychological necessity which flirts with the nature of the things. The rules which govern the academic's condition and career there hardly escape as testifies the demographic, budgetary or historic constraints's weight in the statute's formation and the adoption, the creation or the deletion of academic's categories, the academic disciplines's institutionalization and the academic exemptions's evolution. These academic law's creative forces, aporias of the legal logic must be completed by the legal constraints notably constitutional.
