Referral to the CJEU for the pronouncement of preliminary rulings regarding the interpretation of European Union law cannot have a purely theoretical purpose (e.g. the Court Ordinance of October 7, 2013 in case C-82/13) but a necessarily practical one, such as to allow the national court to resolve the specific dispute with which it is vested. Therefore, knowledge of the judicial decisions pronounced by the national courts after receiving the answer to the preliminary question from the CJEU is very important to evaluate the implications of the CJEU jurisprudence in the law of the member states and the effectiveness of the dialogue between it and the national courts. Next, the decisions of the courts in Romania are presented in some cases in which the CJEU was referred with preliminary questions, respectively those that were resolved in the cases registered on its roll with no. C-62/19, C 354/18 and C 644/19.

In this article, I will try to open a new discussion on the intersection between Gramsci and Foucault. First of all I will try to identify if these two authors could be used together in order to analyze the power relations in a society, by discussing some of the most important contributions on this subject. I will identify the points of intersection and the points of tension between the two authors, in order to find the best way to combine the theories of hegemony and governmentality. The main goal of the article is to find if the two theories can be compatible and how they could work together in order to obtain a better understanding of the power relations. Gramsci could offer a better tool to analyze the institutional context, the role of the social classes and the way in which the interest of the classes are build. By using the concept of governmentality one can analyze the way in which the techniques of power are working and which rationalities contribute to the change of human behavior.
At the end of World War I, Germany was neither politically, nor culturally "attendable", for most of the European countries. In this context, one of the main cultural aims of the Weimar Republic will be the resumption of the cultural and academic relations with other countries. The foreign students were invested with a major role in this respect. The Weimar Republic has taken institutional and financial steps in order to intensify the student migration and to repopulate its universities with foreign students, measures that have paid off in the mid 20s. In 1925, the percentage of foreign students in Germany reached again the pre-war level. The groups of foreign students best represented in the German universities were the Romanians, the Bulgarians and the Polish. The paper also takes a look at the evolution of the foreign students in Germany during 1918-1933, focusing on their country of origin, the preferred institutions of higher education and fields of study, as well as on the presence of female students from foreign countries in Germany.
This article explores the emergence and development of anarchist ideas and groups in Romania in the period 1880-1945. Western revolutionary trends such as socialism had permeated, by the 1880s, the Romanian cultural-political space. Socialism has been studied extensively and it only seems reasonable to extend the scope of previous research to other revolutionary movements or ideologies of the same period that have not benefitted from much or any scholar attention. To this date, researchers in the fields of history or political science have not provided any comprehensive study on Romanian anarchism and, consequently, the aim of the following endeavor is to offer a first sketch of the history of Romanian anarchism. This article is based on information drawn from primary sources such as radical journals of the epoch discussed, documents belonging to state institutions charged with surveillance of radical political activity, as well as memoirs; it is also based on works by western scholars that have focused on European anarchism.
The issues related to the territorial organization of public power have existed from ancient times to the present. The territorial organization of public power has a special importance in the process of building a democratic state in the Republic of Moldova. It is necessary to clarify the essence of the concept of public power in order to reform the current system of territorial organization of public power. The author has analyzed the scientific publications from the Republic of Moldova that were designed to study the public power. The research results have found that the scientific publications do not offer competent answers to the existing problems related to the territorial organization of public power; the experience obtained in the process of reforming the territorial organization of the public power has not been systematized in theory; it is very important to give a scientific definition of the concepts related to that field for the efficient functioning of the system of public power; in the contemporary world, there is a growing interest about this issue, especially in the context of regional development, strengthening the local autonomy, deconcentration and decentralization.
The combination of the words "sustainable development" has become a popular slogan in the discourse of contemporary development. However, despite its ubiquity and the massive popularity it has accumulated over the years, the concept remains to be partially researched. There are still many questions about its significance and history, as well as about what it implies in terms of sustainability from a theoretical and applied point of view. The aim of this paper is to contribute to the research of sustainability approaches in the light of the Sustainable Development Goals (SDGs). This is achieved through an extensive analysis of the literature, combining the theoretical aspects of the subject studied with the practical dimensions, which are easier to measure. According to the "Global Survey on Sustainability and the SDGs", the main sustainability benchmarks are essentially anchored on distinct but interconnected three-dimensional pillars, namely the environment, the economy and society. Decision-makers must constantly pay attention to the relationships, complementarities and trade-offs between these pillars and ensure responsible human behavior at international, national and community level. ; Garbuz, Veronica.
