The communist political systems had a special and unique character: the nomenklatura system. Every party committee had a document called 'cadre jurisdictional list' containing a set of positions of different organisations from social, political, economic, cultural areas. According to the lists the party committees had right to appoint the nominees to the positions. In every 3-4 years the Central Committee accepted a resolution about these lists. The paper examines the phenomenon of the nomenklatura system based on the party resolutions.
Rotation is a practice whereby officials are regularly moved between equally ranked positions. Focusing on governor rotation, this paper examines the effect of official rotation on corporate innovation in China. First, we find that official rotation significantly promotes corporate innovation, including enterprises' innovation investment, quantity, and quality. Second, we find that the effect of official rotation on corporate innovation varies because of official and regional heterogeneity. Officials rotating from other provinces significantly stimulate corporate innovation, but officials rotating from the central government have an insignificant influence on corporate innovation. In addition, officials rotating to non-eastern regions significantly enhance corporate innovation, while officials rotating to eastern regions have a negligible impact on corporate innovation. We further examine the driving mechanism behind the effect of official rotation on corporate innovation and find that officials rotating from eastern regions to non-eastern regions can significantly promote corporate innovation, but officials rotating from non-eastern regions to eastern regions do not boost corporate innovation. These findings imply that the different effects of official rotation on corporate innovation are due to the official experience effect. We also find that official rotation can promote corporate innovation through reducing corporate charitable donations and increasing corporate innovation subsidies. In a supplementary analysis, we find that GDP-oriented performance appraisal pressure weakens the effect of official rotation on corporate innovation. The lower the pressure on officials regarding their performance, the more significant the effect of official rotation on corporate innovation. In addition, official rotation can significantly promote the development of the regional economy and improve the GDP growth rate via corporate innovation, which is a micro-level economic growth effect of official rotation. Overall, our findings further verify the economic effect of official rotation and extend our understanding of the influencing factors of corporate innovation from the perspective of the official governance system. Our findings also have clear policy implications for how the government can improve the official governance model to promote corporate innovation during the transition period of the national innovation system.
This paper analyses the voting power of individual members of the ECB Governing Council and, in particular, that of the Executive Board in the light of recent information published by the ECB. Using the randomization scheme based on the multilinear extension of games, we modify the standard analysis in three ways. First, we include heterogeneous preferences of the Governing Council members. Second, we address the agenda-setting power of the ECB president. Third, we take into account the dynamic decision setting. We show that the rotation model is able to stabilize the position of the core countries of the euro area. Adapted from the source document.
[EN] A plastic filament of poly (methyl methacrylate) (PMMA) was fabricated by extrusion. The mode confinement was simulated using numerical software. The idea is to study how the light intensity changes inside the plastic optical fiber (POF) when a bending in multiple directions is applied. The results obtained from the simulation were compared to the experimental observations. The non-circular shape of the POF allows sensing a rotation applied as well. The angle of rotation was obtained processing two images of the end facet of the fiber (one with the fiber in a reference position and one with the rotated fiber), using an intensity-based automatic image registration. There is a growing demand for an increasing presence of women in political decision-making. It is argued that women need to be 'empowered' in the realm of political decision-making so as to facilitate their 'real' empowerment.
Abstract In a mental rotation task, children 5 and 6 years of age and adults had to decide as quickly as possible if a photograph of a hand showed a left or a right limb. The visually presented hands were left and right hands in palm or in back view, presented in four different angles of rotation. Participants had to give their responses with their own hands either in a regular, palms‐down posture or in an inverted, palms‐up posture. For both children and adults, variation of the posture of their own hand had a significant effect. Reaction times were longer the more awkward it was to bring their own hand into the position shown in the stimulus photograph. These results, together with other converging evidence, strongly suggest that young children's kinetic imagery is guided by motor processes, even more so than adults'.
The article analyzes the emergence of a new political class or elite in the United States, which is called the minority elite. This article is the first in a series dedicated to this topic. The author formulates three interrelated prerequisites that have caused the emergence of the new elite: the spread of the Affirmative Action (AA) to all spheres of public life and, above all, to the education system; the phenomenon of "woke" capitalism; a long history of minority protest movements. Experts take the current protests for a revolution; the author proves the opposite statement: protests are a direct consequence and one of the stages of a step-by-step revolution. Its roots lie in the long-term training of personnel for the revolution and social technologies for it, in the creation of financial, informational and organizational infrastructures of protest movements, and in moral defeat and the surrender of the intellectual class. Over the decades, hundreds of protest movements of various sizes have been co-organized in the United States and dozens of professional protest organizations have been formed. One of them, Black Lives Matter, has its own program, strategy, tactics and a solid budget. The goal of the organization is to create its own ruling elite. The Protestant (WASP) elite ruled the country for more than two centuries, in the second half of the 20th century it was replaced by the so-called intellectual elite. Harvard University, by its decision to raise the level of acceptance tests in the 1960s, spawned new, intellectual elite, California universities, by abolishing tests in the 2010-2020s, bring to power a new social group – the beneficiaries of the AA. The black movement is confidently entering the final phase of its development – the placement of its representatives in state and federal authorities, political parties and other social institutions. Ideologues of identity politics, primarily racial, have arrogated to themselves the position of mentors and experts on social justice and the protectors of civil rights in society. Other protest organizations have joined the BLM, with socialist-oriented organizations in the lead. These organizations have effectively "hijacked" a wave of protests and are already working on a socialist agenda for the Biden-Harris administration, if elected.

Classical ballet dancers are exposed daily to physically demanding movements. Among these, the Grand Plié stands out for its biomechanical complexity, particularly the stress applied to the knee joint. This study investigates the knee kinematics of healthy professional classical ballet dancers performing the Grand Plié. Twenty dancers were evaluated with a motion analysis system using a marker-based protocol. Before measurements, the self-reported Global Knee Functional Assessment Scale was delivered for the knees' functional ability, and the passive range of knee motion was also assessed. The average score on the Global Knee Functional Assessment Scale was 94.65 ± 5.92. During a complete circle of the Grand Plié movement, executed from the upright position, the average maximum internal rotation of the knee joint was 30.28° ± 6.16°, with a simultaneous knee flexion of 134.98° ± 4.62°. This internal rotation observed during knee flexion exceeds the typical range of motion for the joint, suggesting a potential risk for knee injuries, such as meniscal tears. The findings provide an opportunity for future kinematic analysis research, focusing on the movement of the Grand Plié and other common ballet maneuvers. These data have the potential to yield valuable information about the knee kinematics concerning meniscus damage.

The posture of the head and shoulders can be influenced negatively by many diseases of the nervous system, visual and vestibular systems. We have designed a system and a set of procedures for evaluating the inclination (roll), flexion (pitch) and rotation (yaw) of the head and the inclination (roll) and rotation (yaw) of the shoulders. A new computational algorithm allows non-invasive and non-contact head and shoulder position measurement using two cameras mounted opposite each other, and the displacement of the optical axis of the cameras is also corrected.
