A disszertáció öt fejezetből áll. A bevezetés meghatározza a disszertáció kereteit. A konklúzió összefoglalja a kutatás eredményeit. A disszertáció különböző módszertani megközelítéseket ötvöz annak érdekében, hogy átfogó képet adjon a kutatási kérdésről: egyrészt jogi szempontból normatív elemző, másrészt diskurzív, hamradrészt empirikus.

The aim of the study is to present the European Parliamentary elections taking place on 22 May 2014. The first part of the study focuses on the results, the Europeans and the Hungarian as well. The turnout was almost the same as last elections in 2009, but the balance of power has been shifted slightly. The political groups have remained almost the same like before. The European People's Party lost several mandates, the Socialists and the Greens managed to maintain almost the same size of group with a small loss, while the liberals lost the biggest. The European Conservatives became the third biggest political group in the newly elected European Parliament. The left wing parties are also the winners of this election: the GUE/NGL succeeded to gain several new seats. The study also shows how the newly elected European Parliament (EP) held its inauguration session. The first step was the formation of the different political groups. Then, during its inauguration session held in Strasbourg, the new members of the parliament elected the President, the 14 Vice-Presidents, and the quaestors. In addition, the essay gives a short outlook to the ongoing institutional changes, mainly concentrating on the new European Commission.

Croatia becomes the newest star of the European Union in year 2013 which event has already been equal to a quiet difficult task for the country and at the same time for its country image recently, and will mean the same during the brand-new episode in the life of Croatia beginning with its accession to the European Union. Conscious development and constant cultivation of the country image are prominent tasks for all countries of today, the 21st century, as the transformations of the end of the last century, births and rebirths of new countries have resulted an extremely hard situation in the nations' competition for the tourists, the investors, the export, or even for the recognition and positive judgement of Europe, thus the European Union. Croatia's country brand is a specific one as it is built up of really sensitive elements, while in its centre there is a nation that used to be part of series of confederations during its history, adapting or not adapting to the actual one in each period; and from the year 2013 it has to find its place in the European Union.

Administrative procedures, as well as public bodies that carry out these procedures, ought to perform functions related to the application of administrative law in a constantly changing social, economic, and political environment. This presents them with new challenges and expectations time and time again. According to the findings of the this study, the relation of transparency and administrative procedures – which could be described as a type of historically rooted but, at the same time, contemporary expectation towards public administration – fits in the above concept. The study attempts to interpret and define the concept of transparency on the basis of the terminology used by international organisations in the field of the examination of administrative procedures, and thus to highlight the issues, divergences and their causes.

The digital changes of the 21st century have brought us many new tools, technologies, and, with them, new challenges. The changes fully permeate economic processes and at the same time have a significant impact on work performance. As a result of the changes, many jobs will be lost, new ones will be created, and we will witness ever-faster changes in the labour market. Employers and employees need to adapt to these changed circumstances, in which working time and its scheduling play a key role. In the course of the present work, I examine the feasibility of the shorter working hours that have become available due to technical development, both from a theoretical and a practical point of view. In connection with this, the development of a flexible work schedule will also be subject to a legal examination.

"Following the coming into force of the new Social Dialogue Act in 2011, the Romanian collective bargaining system has fundamentally changed due to the restructuring of the levels of collective bargaining and the definition of the representativeness criteria. The collective agreement is the central institution of the collective labour law, the existence or non-existence of it, the content of the agreement being of a real interest for the enforcement of employees' interest. The new regulation significantly weakened the bargaining power of the social partners, which very soon led to a drastic reduction in the number of the concluded collective agreements.
In our study, we try to point out the problematic issues of the Romanian regulation related to the collective agreement, anticipating at the same time the possible new perspectives opened up by the attempt to amend the law."
This research investigates the interaction between the effects of wording and other elements of framing on public attitudes toward asylum policies. In particular, we focus on the labels of asylum-seekers and the discourse about the recent refugee crisis in Europe. In 2015 and 2016, we conducted two survey-experiments in Hungary where mass migration was the major issue on the political agenda at the time of the surveys. The salience of the issue was manipulated in both studies. Earlier findings have indicated that even words with the same meaning could prompt different interpretations in specific contexts. In contrast, we show that even large effects of wording, even if they are driven by differential meaning, can be suppressed by other elements of framing. The paper with the scientific results of this collection are currently under anonymous review. After the review process, the author of this collection will be revealed.

Ferenc Finkey gave his inauguration speech at the Hungarian Academy of Sciences, entitled Injustice as a Criterion of Punishable Acts. This inauguration speech can also be paralleled with problems today such as the issue of criminal liability for self-driving vehicles. In the case of offences caused by self-driving vehicles, the issue of illegality depends on the degree of automation. For vehicles with higher automation, it is already questionable who is responsible for the accident at all (the manufacturer, the programmer, the owner/operator, the user, or the car as a digital person), and the issue of injustice may vary depending on this. According to Finkey, it is not necessary to define the concept of injustice in the Criminal Code. At the same time, it states that lawful action is not punishable, and this should be the guiding principle in determining criminal liability for self-driving vehicles.

The validity as an essential element of contract is the basis for achieving the economic purpose set out in in it. Without validity there is no legal way to enforce the contractual content. In addition to the identity of the theoretical foundations of the legal institution of validity, significant differences can be observed between Romanian and Hungarian law. Those differences justify the performance of a comparative legal study beside several other specific reasons. The first of the this special reasons is the cross-border economic relations and the Hungarian legal society in Romania, which can play a 'bridge' in this matter. The real need for professional co-operation between members of the same mother tongue lawyers results summaries of the conceptual issues based on comparative legal studies. For theoretical, scientific and practical purposes the study outlines the basic issues of the nullity and avoidance of a contract, the partly different basic positions of the two legal systems, the grounds for annulment and the legal consequences.
Mass migration, as it appears in the 21st century, is one of the greatest challenges of our globalized world. The unanswered questions of European Union (EU) immigration policy that emerged over the past few decades have become more pressing than ever. One of these urgent questions is: how can we provide for a developing European economy in an era of demographic decline in a way that it is based on the opportunities opened up by legally regulated forms of migration. A second question is: how can the EU ensure the safety of the newly arriving people in need and, at the same time, keep away illegal migrants and eliminate criminal activities related to migration. The European Union is destined to spread the principles of peace and unconditional respect for human rights not only within its own borders, but also on a global scale, when engaging in international affairs. In addition to observing human rights, however, the EU must also take into account all security considerations that are pertinent in guaranteeing the free movement of its citizens within the Member States.

In our study, we attempt to provide a broad picture about the views of those authors who assessed the nationality concept of Ferenc Deák and József Eötvös, and through this analysis we would clarify how diverse approaches of the same issue might exist within the academic literature. We rely on the main relevant sources drafted under different political regimes: from the dualist period, Béla Grünwald, Lajos Mocsáry, and Oszkár Jászi are highlighted; from the era between the two world wars, Gyula Szekfű, Imre Mikó, and Kálmán Molnár will be cited; while the communist approach would be represented by Erzsébet Fazekas and Gábor Kemény G. Apart from the most influential Hungarian scholars, some authors from the neighbouring countries and the mainstream contemporary international literature on the status of national minorities will be also referred to. The core of our research is not the evaluation of the 1868 Act on nationalities or its application itself but the ex-post assessment of the political nation concept provided by Deák and Eötvös, which was a point of reference for the whole contemporary Hungarian political community and which also determined the logic of the 1868 Act on nationalities.

The study presents in brief the life of Imre Mikó, lawyer, author of several significant works of legal literature in the field of minority rights in inter-war Transylvania, who was also, briefly, a member of the Hungarian Parliament. The life and activity of Imre Mikó may be divided into two major periods. Before the Second World War, as a student of law and theology, and later as a minority rights advocate he distinguished himself with a wide array of interests, both in the field of law and politics. He was appointed to the minority protection service of the Hungarian Community in this period. His activity was interrupted by the advent of World War Two. During the war, he fell into captivity, and, after his release from the Soviet Union, he attempted to resume his political and advocacy carrier only to be side-lined, spending almost two decades in the menial occupation of bookshop clerk. His belated and partial rehabilitation following his appointment as chief curator of the Unitarian Church is described in the study. The study also makes mention of the newly discovered information regarding the fact that Imre Mikó, under significant duress, collaborated with the Securitate, while at the same time he was himself under surveillance.
; The volume Ethnology of Serbs in Hungary: Situation and Perspectives contains papers from the scientific conference held under the same title on November 19th and 20th, 2010 in Budapest, in organization of the Serbian Institute from Budapest and co-organization of the Institute of Ethnography SASA and the Nationalities Section of the Hungarian Ethnographic Society. The conference was envisaged as the first in a serial of conferences devoted to various academic disciplines considered as highly interesting for the Serbian community in Hungary (ethnology, linguistics, history and social sciences – sociology, political science, law), to be organized by the Serbian Institute (established in 2009) in order to obtain an overview of the situation, to detect the flaws and define the priorities for further research projects. The aim of the conference was, therefore, a critical summary of the overall results of ethnologic and ethnographic work among Serbs in Hungary. There were 17 participants from Hungary and Serbia. On the same occasion a round table was held as well, aimed at discussing the needs and possibilities for organization of further research. 29 / Collection of Papers of the Institute of Ethnography SASA 29
