This article deals with problems of poverty in Croatian society. The introductory part points out the economic and political circumstances in which the poverty of a considerable number of citizens becomes an important social problem. In the next part, concepts of absolute, relative and subjective poverty are defined. This is followed by an overview of the results of research into the extent of absolute and relative poverty in Croatian society conducted from 1998 to 2009. The results show that the rate of relative poverty basically remained the same throughout the above-mentioned period. Furthermore, it is shown that the risk factors causing citizens' poverty are the following: low level of education, unemployment, low retirement pensions, old age, and large number of children in the family. The author concludes that the Croatian government neither developed nor carried out any systematic and efficient plan of fighting poverty in Croatian society. Adapted from the source document.

Prošle godine ponovo su oživele rasprave o sudbini srušene Njegoševe kapele na Lovćenu, čiji ostaci čame već četrdeset godina na Ivanovim koritima, u obliku gomile numerisanih kamenih blokova, nedaleko od crkve Svetog Preobraženja i Velikog gumna. Ostaje pusta nada da će u godini Njegoševog jubileja biti otvoren put za ponovno podizanje Vladičine zadužbine na Lovćenu i da će, kada njegovi zemni ostaci po sedmi put budu sahranjeni na mestu koje je sam izabrao, konačno prestati razlozi zbog kojih je i napisana ova nevesela knjiga.

At the end of 1944 NDH was in a very difficult military and political position. Not only were strong Tito's Partisan forces operating on its territory, but at the same time Soviets and Partisans occupied Serbia and advanced to the eastern border of NDH. This was the reason for the NDH authorities to reorganise their existing armed forces, and also to organise a nation-wide mobilisation. This organization, which was under control of the civilian authorities, was intended to be filled with men not serving in the armed forces and women. Its main purpose was to help war efforts with various labor activities (agricultural works, construction of fortifications). There were also plans to create armed units of people's defence, but NDH was short of infantry weapons even for its armed forces, so these plans were never materialized. Because of the difficult military situation, people's defence units were never organized in most parts of the NDH. At the same time NDH armed forces organized the People's Uprising Corps under the command of general Metzger. This unit, which was much more effective than the people's defence, was active in Slavonia, Srijem and northern Bosnia and filled with around 40 000 civilians living in that area. Its main duties were agricultural works on farms abandoned by their owners (Volksdeutsche) who were evacuated to the Third Reich, repairment of roads, construction of field fortifications, guard duties, etc. (SOI : CSP: S. 49)

The Constitution of 1990 established a bicameral parliamentary system. The constitutional bicameralism has never been seriously theoretically and politically expounded; thus the issue of the representativeness and functionality of the second House of "Sabor" has remained open. The constitution of "zupanija" (county) casts some doubts on the representative function of that body, while the consultative and deliberative functions and especially the interventions into the legislative system by means of the suspensory veto have remained unfulfilled due to the same party's majorities in both houses. Regarding the 1997 electoral results for the House of Counties, this situation will not be dramatically changed. (SOI : PM: S. 103)

This article deals with the history of the Croatian left in the last seventy years with a special emphasis on its role during World War Two. The author analyzes the national policy of the Croatian left towards Croats and Croatia in the second Yugoslav state and highlights numerous positive attempts at solving the Croatian national question. He goes on to point to the difficulties which the Croatian left had to face in achieving the desired aims. The unsatisfactory solution for the Croatian question in the second Yugoslavia was the cause of constant friction and of the disintegration of the Yugoslav federation. The author is of the opinion that the Croatian leftist parties should not repeat the same mistakes and harbour illusions of a Yugoslav community, which has always been extremely detrimental to the Croatian nationalist interests. Supilo, as one of the most significant Croatian politicians left an indellible mark on Croatian political life due to his discerning political judgements. After his attempts to secure the unification of Croatia with Bosnia-Herzegovina within the Austro-Hungarian Empire by means of a joint Croato-Serbian effort had fallen through, he became one of the most fervent advocates of the unification of all South Slavs within a common state. But he was also the first to recognize the destructiveness of the Greater Serbian politics for a harmonious political life of the future South-Slavonic state; With the same ardour with which he once advocated the unification, he began his fight against it and for the independence of Croatia hoping in this way to save its territorial and national integrity. According to Paul Kahn, one of the leading American constitutional theorists, the terms 'nation' and 'national sovereignty' are beyond the moral argument. From the perspective of constitutional ontology, the nation is the community of all those who share the 'political eros' love of the nation, who are ready to respond to her call and, if necessary, lay down their lives on the altar of its self-preservation. The moral debate about the limits of nation's state is meaningless, tells us Kahn. The boundaries of all, even liberal states arise through a 'make sacrifices' they 'never just a matter of geography', and therefore 'there is no abstract drawing of borders by some principle of justice. Nove etnicke manjine u Europi: Muslimanske zajednice

The essay first highlights certain basic features of the attitude of the European immigrant countries towards the new (migrant) ethnic minorities in their midst, the attitude that at the same time is indicative of the existence of various forms of ethnicity in the development of the European nation-states. The differences in the individual "national responses" regarding the existence of new ethnic communities reflect these differences in the understanding of the ethnic/national identity of individual countries. The author then goes on to deal more specifically with the presence of the Muslim population in West-European countries, the population that - perhaps more than any other group of "aliens" - is torn between the Westeuropean practice of ethnic and increasingly cultural discrimination, and a belief in liberalism and pluralism. ln connection with this, the role of Islam and the "Muslim" identity in the Muslim communities in West- European countries is analyzed.
