Economic growth is no longer just to improve the economy alone, but economic growth must also pay attention to the welfare of the community and be carried out by paying attention to the quality of the economic growth. Good economic growth is not only temporary but long term. One of the government's efforts by this concept is to create inclusive and sustainable economic growth. The measure of the quality of economic growth can be seen through the Inclusive Economic Development Index (IGI). However, achieving inclusive economic growth is not easy. The novelty of the research is that inclusive economic growth is not only approached with an economic approach but non-economic variables are also included, to see further this interrelation. The method used in this research is quantitative with a descriptive approach. Panel regression analysis models and techniques using stata. The results of this study indicate that technology and human resources have a significant and positive effect on inclusive economic growth in Indonesia from 2017 to 2019. Meanwhile, politics has a positive but not significant effect on inclusive economic growth in Indonesia from 2017 to 2019. From the results of this study, it can be seen that also that technology, politics, and human resources simultaneously have a significant and positive effect on inclusive economic growth in Indonesia from 2017 to 2019. Acceptance of technology for consumers is still an interesting part to be investigated to date. Although the Technology Acceptance Model (TAM) has been widely referred by researchers from various sciences, there are still weaknesses that can be investigated, including not fully answering the problems related to cognitive and affective factors in understanding consumer behavior. The purpose of this study is to develop and test an integrated model to determine the intention of consumers to use technology. The object used is the go-pay application as e-Wallet-based Electronic Money which is one of the relatively new technology products as an alternative means of payment or transaction and is part of the National Non-Cash Movement by the government of the Republic of Indonesia. Modeling in this study, integrating the TAM model by involving affective factors namely Pleasure, Arousal, and Dominance (PAD) theory, and prior experience variables as a direct effect on perceived usefulness and attitude toward usage, then its effect on adoption intention. The sample in this study is millennial age people who have known go-pay in areas of East Java with a total sample of 270 respondents. Collecting data through questionnaires using a Likert scale with analysis techniques using Partial Least Square (PLS). The results of this study indicate that Perceived Usefulness, Perceived Easy of Use, Pleasure, and Arousal have a positive effect on attitude and intention to use go-pay, while Prior Experience supports perceived usefulness, but does not support attitude, neither does Dominance support the attitude of using gopay.

This study aimed to analyze the measures the Government in strengthening the sovereignty of Indonesia in the border region, which includes the strengthening in the areas of national defense, science and technology, as well as strengthening in the field of foreign policy. Indonesia's national sovereignty repeatedly at stake in the face of the world when it happens to border disputes with some neighboring countries, namely Malaysia, Singapore, and the Philippines. As for the problem within the borders of sovereignty is related to a claim made by Malaysia against some of the areas that became the border area between the Republic of Indonesia and Malaysia. There are at least three cases of border disputes that make the relationship between Indonesia and Malaysia heats up, the Ambalat case, Sipadan-Ligitan, and recently is happening is Tanjung Datu. Indonesia and Malaysia border disputes does not necessarily happen. Dispute Indonesia and Malaysia on the border line in the waters of Sulawesi following a change in the ownership status of the islands of Sipadan and Ligitan, the border line on the island of Borneo (Ambalat), and the latter case that has yet to be resolved by the construction of the stake by Malaysia in Tanjung Datu (West Kalimantan). It is a trigger factor rift diplomatic relations the two countries.In this regard, there needs to the appropriate strategy with regard to strengthening the sovereignty of the Homeland border region is the duty of the Government in an effort to protect the people and maintain the territorial integrity of NKRI. Some recommendations dispute resolution sovereignty border areas studied in this paper, including: (1) Establishing institutional aspects of defense and security by providing strong security of island-outer islands, (2) Establishing institutional aspects of science and technology to conduct training on the management and conservation of resources natural resources (SDA) and the building of infrastructure and transport, as well as (3) to strengthen aspects of foreign policy with increased foreign cooperation with neighboring countries, especially with Malaysia.Keywords: Dispute, Border, Defense and Security, Science and Technology

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD). ; Konsistensi yang terjadi antara perencanaan dan penganggaran menjadi hal yang penting untuk diperhatikan karena menjadi penanda bagi pemerintah daerah dalam menilai kinerja seluruh program dan kegiatan pemerintah, apakah berjalan dengan baik dan sesuai dengan tujuan yang telah ditetapkan. Perbedaan konsistensi di Pemerintah Kota Pangkalpinang terjadi dari tahun ke tahun. Namun tetap ada komitmen dari Kepala Daerah untuk membangun konsistensi antara perencanaan dan penganggaran untuk mewujudkan kesejahteraan masyarakat. Penelitian ini memiliki tujuan: untuk mengetahui dan menganalisis bagaimana konsistensi antara perencanaan dan penganggaran pada tahun anggaran 2018 hingga 2020 melalui analisis proses perencanaan dan proses penganggaran untuk melihat faktor-faktor apa saja yang mendukung konsistensi tersebut. Metode penelitian yang digunakan menggunakan pendekatan kualitatif dan analisis melalui Model Interaktif Miles dan Huberman. Hasil yang diperoleh dari penelitian adalah proses dan penganggaran di Pemerintah Kota Pangkalpinang masih belum konsisten. Lokus penelitian berada di Badan Perencanaan Pembangunan dan Penelitian Pengembangan Daerah Kota Pangkalpinang, Badan Keuangan Daerah Kota Pangkalpinang dan Badan Anggaran DPRD Kota Pangkalpinang. Konsistensi yang terjadi berbeda pada setiap tahun Rencana Kerja Pemerintah Daerah (RKPD). Konsistensi tertinggi terdapat pada bagian akhir Rencana Pembangunan Jangka Menengah Daerah (RPJMD) yang dalam penelitian ini jatuh pada Rencana Kerja Pemerintah Daerah (RKPD) tahun 2018.

The background of this article is the existence of a global pandemic COVID-19 which has an impact in various fields. This article seeks to explore the impact of the COVID-19 global pandemic on information and communications technology (ICT) in the form of digital diplomacy. Exploration is carried out by investigating the case of Indonesian diplomacy at the United Nations (UN) in March, April, and May 2020. The main concept in this article is digital diplomacy. This concept illustrates the use of ICT as a means of diplomacy for state actors and changes at the policy and institutional levels. This article found various digital diplomacy activities from the Permanent Mission of the Republic of Indonesia to the United Nations in New York, United States during the global pandemic COVID-19. These activities include: 1) coordination with Indonesia's Embassy and Consulate General in the United States to protect Indonesian citizens; 2) participation in UN Security Council virtual meeting to discuss international peace and security issues; and 3) participation in other UN bodies virtual meetings to discuss international development issues. This article argues that the impact of the COVID-19 global pandemic in the field of ICT is reflected in Indonesia's digital diplomacy at the United Nations. The global pandemic COVID-19 changed the means and tools used by Indonesian diplomats to gather information, negotiations, and responses on international issues. Even so, Indonesian diplomacy at the UN continues to run optimally.

The development of science and technology gives the impact in the change of perspective and activities of citizens in communicating. Cyberspace phenomenon or called the virtual world would result in narrowing space, time, and distance so that they are connected to each other. Increasingly internet users in Indonesia need to be utilized as a container in expressing interests, critics and be a public discussion space. As citizens, Internet political activism needs to be positioned as demos for countervailing and supervising the state. In the democracy aspect, the utilization of internet technology becomes a solution for civil society movement. Penetration by social media users in the cyberspace is able to encourage the deliberation of democratic values such as voluntarism, egalitarianism, or networking in contemporary democratic conditions. This paper aims to deepen and add insight about the role of Cyberspace as the form of Internet Political Activism in Indonesia. The method of this research is library research by collecting some related references. Thus, it will improve the knowledge about the role of Cyberspace as the form of internet political activism in Indonesia.

Flexible work arrangements have become a new thing in government agencies due to the Covid-19 pandemic. So this study was conducted to see the effect of flexible work arrangements on work life balance, job satisfaction and employee performance in government agencies, especially the Ministry of Environment and Forestry. And by considering the mediating factor of job satisfaction in the relationship of flexible work arrangements with work-life balance and the relationship of flexible work arrangements with employee performance. This research is a quantitative research by conducting an online survey. Respondents in this study were employees of the Ministry of Environment and Forestry, especially at the central level as many as 222 employees. The research hypotheses were tested using Structural Equation Modeling (SEM) analysis techniques. The results showed that there was a significant effect between flexible work arrangements, job satisfaction, and employee performance. Job satisfaction also has a significant effect on work-life balance and employee performance. In addition, job satisfaction was found to be a mediator between the effects of flexible work arrangements and work-life balance, and flexible work arrangements and employee performance. ; Pengaturan kerja yang fleksibel menjadi hal yang baru diterapkan di instansi pemerintah akibat pandemi Covid-19. Maka penelitian ini dilakukan untuk melihat pengaruh pengaturan kerja yang fleksibel terhadap work life balance, kepuasan kerja dan kinerja pegawai pada instansi pemerintah khususnya Kementerian Lingkungan Hidup dan Kehutanan. Dan dengan mempertimbangkan faktor mediasi kepuasan kerja dalam hubungan pengaturan kerja yang fleksibel dengan keseimbangan kehidupan kerja dan hubungan pengaturan kerja yang fleksibel dengan kinerja karyawan. Penelitian ini merupakan penelitian kuantitatif dengan melakukan survei online. Responden dalam penelitian ini adalah pegawai Kementerian Lingkungan Hidup dan Kehutanan khususnya di tingkat pusat sebanyak 222 pegawai. Hipotesis penelitian diuji dengan menggunakan teknik analisis Structural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa terdapat pengaruh yang signifikan antara pengaturan kerja yang fleksibel, kepuasan kerja, dan kinerja karyawan. Kepuasan kerja juga berpengaruh signifikan terhadap work-life balance dan kinerja karyawan. Selain itu, kepuasan kerja ditemukan menjadi mediator antara efek pengaturan kerja yang fleksibel dan keseimbangan kehidupan kerja, dan pengaturan kerja yang fleksibel dan kinerja karyawan.

Even in a system of state administration was still found subsystem administration of a group of society who came from thr territory of a certain country, seemingly there was a relationship of influence between administration of a part of the terriory with the surrounding community, both the physical environment and community circles viewed from the science of biology, its an ecology that studies the relationship of reciprocal influence between the natural surroundings with a living organism.

Global warming has seized the world's attention will be growing even larger in the future considering the consequences of it. UNO, through environmental program UNEP (United Nations Environment Progranune) and the World Meteorological Organization (World Meteorological Organization, WMO) formed the Intergovernmental Panel on Climate Change (IPCC) in 1988 to examine and analyze issues emerging science. Since 1990, every five or six years the IPCC has issued reports related to science through observation and prediction to determine the trend in the future. The conclusions that can be described are one of the strategic ways to protect the atmosphere is to control the use of natural resources. Increasing number of both large and medium industries in order to meet consumer needs for industrial products is contributing to increased emissions of greenhouse gases (GHG) emissions from industrial processes. To meet international standards for the environment, using the GHG Emission Standard, Indonesian follows the IPCC (Intergovernmental Panel on Climate Change) guidelines. In applying these standards in the steel, chemical , aluminum and cement in Indonesia has two options: firstly, replacing old technology with new technology that GHG emissions is small, the second, modifies or adds equipment that reduce GHG emissions. This type of cooperation corresponding to the four types of industries (chemical, steel, cement and aluminum) are complementary models, simultaneous agreement model can be complete each other. Furthermore, various agreements between countries can be done through a variety of mechanisms. In addition, we need to realize the importance of industrial processes and ' clean production ', as this can increase the efficiency of use of raw materials, energy, prevent or replace the use of hazardous materials and toxic, reducing the amount and toxicity levels of all emissions and wastes before leaving the process. Clean production was essentially aimed at reducing the environmental impact throughout the product life cycle, from raw material collection to final disposal after the product was not used. Finally, community participation, industrialists, and government jointly required because it is the most effective measure in mitigating the effects of greenhouse gases.

This research aims to identify the prospects and challenges for implementing smart villages using a case study of Genteng Village in West Java, Indonesia, according to the sustainable development perspective and the enabler factors of socio-economic factors, village's technology, and environmental aspects. This research uses a qualitative approach to assess the potencies and challenges from social, economic, environmental, and infrastructure perspectives. This research conducts a field survey with in-depth interviews and observation in Genteng Village, Sukasari Sub-district, Sumedang Regency, West Java Province to tap the information needed. Interviews with stakeholders were conducted with informants representing the rural stakeholders consisted of village official government, village local champion/leader, and farmer group representatives. Researcher involvement in nearly two years in regular visits and observations before this research has enriched and validated the information obtained. This research found prospective local social capital components and economic potencies to develop using the smart village framework. Environment and infrastructure are relatively still the challenges to be overcome towards the smart village. This research concludes that Genteng Village is on the right track, though early-stage to develop as a smart village. External factors, mainly information and communication technology, will be one of the main driving factors for optimism in implementing a smart village in Genteng Village. ; Penelitian ini bertujuan untuk mengidentifikasi prospek dan tantangan penerapan desa cerdas menggunakan studi kasus Desa Genteng di Jawa Barat, Indonesia, menurut perspektif pembangunan berkelanjutan dan faktor pendorong dari faktor sosial ekonomi, teknologi desa, dan aspek lingkungan. Studi ini menggunakan pendekatan kualitatif untuk menilai potensi dan tantangan dari perspektif sosial, ekonomi, lingkungan, dan infrastruktur. Penelitian ini melakukan survei lapangan dengan wawancara mendalam dan observasi di desa Genteng, Kecamatan Sukasari, Kabupaten Sumedang, Provinsi Jawa Barat untuk menggali informasi yang dibutuhkan. Wawancara dengan pemangku kepentingan dilakukan dengan informan yang mewakili pemangku kepentingan desa yang terdiri dari perangkat desa, tokoh masyarakat desa, dan perwakilan kelompok tani. Keterlibatan peneliti selama hampir dua tahun dalam kunjungan rutin dan observasi sebelum penelitian ini telah memperkaya dan memvalidasi informasi yang diperoleh. Studi ini menemukan potensi komponen modal sosial lokal dan potensi ekonomi untuk dikembangkan dengan kerangka kerja desa cerdas. Lingkungan dan infrastruktur relatif masih menjadi tantangan yang harus diatasi menuju desa cerdas. Studi ini menyimpulkan bahwa desa Genteng berada pada jalur yang benar meskipun masih dalam tahap awal untuk berkembang menjadi desa cerdas. Faktor eksternal, terutama teknologi informasi dan komunikasi, akan menjadi salah satu pendorong utama optimisme penerapan desa cerdas di Desa Genteng.

On the other hand, mastering technology enables the owner to gain strength not only in the economic field, but also socially, as well as politically. Therefore, it is natural for technology owners to try to maintain the technology they have. However, due to dependence on technology, developing countries have to pay high prices for the purchase of these technologies. In addition, developing countries are also not able to exercise control of the industries built, and also will not succeed in develop"indigenous technological capability".

This research focuses on the relation of elite H. Andiwarto with sub-elite and village community in maintaining Masra family dynasty for village head position. Masra family dynasty has run for a long time. For 150 years, Masra family descendants occupy the village head position. The survival of Masra family dynasty in the Gapurana Village Government is studied in the relation of H. Andiwarto, who is Masra descendant with sub-elite and village community to maintain Masra family descendant dynasty as a village head. This research used a qualitative method with descriptive research type. The elite theory proposed by Suzanne Keller was used to analyze the relation of elite, sub-elite, and the community. This theory has 4 (four) indicators: the governing elite, the ruling elite, the not ruling elite, and the community. Based on these indicators and the results of this research, the relation built by H. Andiwarto in maintaining Masra family dynasti consists of three relations: relation with the political elite, relation with economic elite, and relation with the social elite. The political elite's relationship is vital in maintaining the Masra family descendant dynasty. In contrast, the relation between the economic elite and the social elite supports relations for keeping the legitimacy of the village community towards Masra descendants. ; Penelitian ini berfokus pada relasi elite H. Andiwarto dengan sub-elite dan masyarakat desa dalam mempertahankan dinasti keluarga Masra untuk jabatan kepala desa. Dinasti keluarga Masra sudah berjalan sejak lama. Selama 150 tahun, keturunan keluarga Masra menduduki posisi kepala desa. Kelangsungan hidup dinasti keluarga Masra dalam Pemerintahan Desa Gapurana dikaji dalam relasi H. Andiwarto yang merupakan keturunan Masra dengan sub-elite dan masyarakat desa untuk mempertahankan dinasti keturunan keluarga Masra sebagai kepala desa. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian deskriptif. Teori elite yang dikemukakan oleh Suzanne Keller digunakan untuk menganalisis relasi elite, sub-elite, dan masyarakat. Teori ini memiliki 4 (empat) indikator yaitu elite yang memerintah, elite yang berkuasa, elite yang tidak berkuasa, dan masyarakat. Berdasarkan indikator tersebut dan hasil penelitian, maka relasi yang dibangun oleh H. Andiwarto dalam mempertahankan dinasti keluarga Masra terdiri dari tiga relasi yaitu relasi dengan elite politik, relasi dengan elite ekonomi, dan relasi dengan elite sosial. Relasi elite politik merupakan relasi yang paling vital dalam mempertahankan dinasti keturunan keluarga Masra. Sebaliknya, relasi elite ekonomi dan elite sosial mendukung relasi untuk menjaga legitimasi masyarakat desa terhadap keturunan Masra.

The increase in funds received by each village all devices of the village should be ready and able to manage those funds with transparent and accountable in order to avoid legal issues. Therefore, it is very important the presumably conducted research on the risk management of the financial management of the village. As for the goal of the research is to identify, measure and strategy of financial management of the village. This research is a case study in the village Bay and the village of Sekura Swell Sub Sacred Bay with respondents Councilor. Data required primary data is sourced from an interview through the questionnaire and FGD and secondary data obtained from the study of librarianship. The analysis of the data used is with the SWOT and QSPM. Data processing is carried out with the help of Microsoft Excel. Internal identification results are: 1)the already high level of education; 2)Regulation of the 56th Government village is getting better; 3)coordination with subordinate and BPD is already good; 4 the performance of the device has not been fullest village; 5)device capabilities are categorized as low; f) knowledge of the Administration is still low; 6)still focuses on infrastructure development; 7)haven't been able to capitalize on SDA; 8)internal control systems are still weak. While the Eksternalnya factors are: 1)the magnitude of the ADD-ON brings; 2)progress of information technology; 3)oversight by BPD is getting better; 4)Regulation of financial governance of the village is already good; 5)lack of transparency; 6)the uncertain political conditions; 7)less supervision of society; 8)there are still proposals are a desire, not a necessity; 9)understanding of the public about the legislation in force; 10)quality development results are not yet in compliance with the planning. The average level of risk: risk of planning (with a value of 4.4); the risk of implementation (4.8); the risk of administering, reporting, and accountability (4.2); and risk oversight (4.3). Financial management strategies and their importance, namely: 1)increased understanding of the planning and supervision on the activities in the village; 2)strengthening regulation on management and governance by making use of information technology; 3)improve the quality of planning, implementation, and monitoring; 4)increased the capacity and capabilities of the device with the science and technology advances to financial management, the utilization of SDA and the making of the regulation; 5)enhance coordination to provide an understanding of the legislation and transparency Keywords: finance, financial management, risk management
