The modern state administration and its bodies and special organizations should act in the field of the rule of law. It is a term that originates from the Anglo-Saxon legal world, but it is also a category and a principle of the Constitution of Serbia from 2006. The paper points out the different understandings of the rule of law and briefly looks at the position of the administration or the phase in its historical course until its subsumption under the principle of legality. In Serbia, state administration bodies consist of ministries, administrative bodies within the ministry and special organizations. Administrative or special organizations are formed by the state in order to perform professional and related administrative tasks. In order to permanently and unhinderedly perform the professional work of these organizations, they can act authoritatively. Special organizations have numerous and diverse administrative powers. The paper points out both the similarities and differences of special organizations in relation to administrative bodies. A review of the activities and organizational structure of all special organizations (secretariats, institutes, directorates and one center) established by the Law on Ministries from 2020 was performed. It was also pointed out that all institutes: the Republic Institute of Statistics, the Republic Hydrometeorological Institute, the Republic Geodetic Institute and the Intellectual Property Institute are special organizations that provide services to interested parties. In one part of the final considerations, the author states that for special organizations (as part of the state administration) it could be concluded that they really operate in the field of rule of law as an order with positive properties as characterized by the Constitution, it is necessary to strictly respect the principles organization of state administration prescribed by the Law on State Administration: independence and legality; expertise, impartiality and political neutrality, effectiveness in exercising the rights of the parties, proportionality and respect for the parties; publicity of work. ; Published
Effectiveness of the administrative system as a whole depends on the quality of its organization. The Organizational structure reflects functional dynamic of the public administration. On the other hand, functional requirements of efficiency and effectiveness of the administrative system determine organizational forms. The scope, character and nature of administrative actions require optimal and coordinated external (macro-organization) and internal (micro-organization) organizational structure, which will allow optimal functioning of an administrative system. Therefore, the organizational structure is not immutable category, because tasks and roles, activities and goals, are changing in the same government system and sometimes even the whole system, so it is necessary to change the administrative organization. Administrative organization is systemic (external and internal) open dynamic structure of state government agencies and other bodies and organizations with public (administrative) powers prescribed in the course of lawful relationships of dynamic interaction, based on the hierarchy or coordination, depending on the nature and objectives of administrative tasks. Current organization of the state administration has not been made according to the principles of modern management. It is a result of the political spoils system, and reflects the need for political control of the administrative departments. It lacks functional analysis and expert approach.
The article provides an analysis of youth values in Croatia in the socialist and post-socialist periods, comparing them with values of older citizens and of the political elite. The comparative analysis is based on data obtained through four empirical investigations conducted in 1986, 1999 and 2004. The results show that the predominant youth values remain stable, with minor oscillations in rank. The aspects in which the young are different from the older citizens are a broader variety of interests, a greater acceptance of post-materialistic values, and a lesser acceptance of traditional and political values. It is also shown that the optimism of youth is constantly on a high level, as well as their satisfaction with life, which is more pronounced than with older citizens. In all analyzed segments the political elite is noticeably different from both above-mentioned groups. The overall findings confirm that the acceptance of observed values varies depending on the social-political context, and the age and social status of the respondents. Since the scope of the variations is limited, the author concludes that this analysis gives one more confirmation of the relative stability of values, and of the fact that they are transmitted from generation to generation in a way which does not endanger social continuity. Ova disertacija nudi odgovor na pitanje zbog čega, 17 godina od otpočinjanja demokratske transformacije, službe bezbednosti u Srbiji ne samo da nisu reformisane u potpunosti već je napredak ostvaren u pojedinim oblastima reforme bezbednosno-obaveštajnog sistema skroz urušen, te postoji jak trend povratka na staro. Autor koristi koncept reforme sektora bezbednosti i iz njega izvedene elemente reforme službi bezbednosti, koji služi da se utvrdi željeno stanje u transformaciji službi bezbednosti iz tajne policije u savremene bezbednosno-obaveštajne službe. U radu se koristi i istorijski institucionalizam, koji omogućava da se istraže uslovi, događaji, procesi i akteri koji su uticali na tokove, ishode i domete reforme službi bezbednosti u Srbiji 2000–2017. godine. Posebna pažnja posvećuje se utvrđivanju značaja nasleđa, neformalnih institucija, interesa i odnosa moći između aktera, kao i ideacionih faktora u oblikovanju njihovih odluka u ključnim momentima političkih promena, odnosno kritičnim tačkama reforme službi bezbednosti. Nalazi disertacije potvrdili su glavnu postavku istorijskog institucionalizma: institucije se teško menjaju, a promena službi bezbednosti, kao veoma zatvorenih i konzervativnih aktera koji su navikli na neformalnosti, još je teža. Da bi do promene došlo, neophodno je da politički akteri preduzmu sveobuhvatne i korenite reforme u skladu s konceptom reforme službi bezbednosti, i to u ranim fazama kritičnih tačaka, jer rane odluke utiču na dalji tok i domete reforme. Svaka nepotpuna promena službi bezbednosti omogućava opstanak starih neformalnih pravila koja otežavaju buduće opsežnije promene, te u nepovoljnim političkim uslovima ugrožavaju i napredak ostvaren u pojedinim oblastima reforme bezbednosno-obaveštajnog sistema. ; This dissertation seeks to explain not only why Serbia's security services have not been comprehensively reformed – 17 years since the onset of the country's transition to democracy – but also why progress achieved through certain aspects of security and intelligence service reform has been completely undone, resulting in a powerful regressive trend. In order to establish the desired outcomes of transforming the security services from a secret police force into modern security and intelligence services, the author relies on the concept of security sector reform and elements of security service reform derived therefrom. The paper also draws on historical institutionalism, facilitating exploration of the conditions, events, processes and actors that have influenced the trends, outcomes and scope of security sector reform in Serbia from 2000 to 2017. Particular attention is paid to determining the importance of institutional heritage, informal institutions, interests and power relations between actors, as well as the ideological factors that shaped their decisions at key moments of political change – i.e. during junctures critical for security sector reform. The dissertation's findings confirm the main premise of historical institutionalism: that institutions resist change, and none more so than those as closed, conservative and accustomed to informality as the security services. For change to be enacted, political actors must embark upon comprehensive and deep-rooted reforms that adhere to the principles of security service reform. And they must do so early on in the transition process, since decisions made ahead of time shape the further course and scope of reform. Every incomplete transformation of the security services allows their old, informal habits to persist, hindering more profound change in the future and, in times of political turmoil, endangering the progress achieved in particular aspects of security and intelligence service reform.
The Lisbon Treaty has brought significant changes into the architecture of the European Union. The most important novelty, however, is the establishment of a full unity of the Union structure achieved by creating new and strengthening the existing elements. The new elements of this unity are the disappearance of the European Community, the 'independence' of the European Atomic Energy Community, constituting the European Union as a single entity and the introduction of EU values. At the same time, the Lisbon Treaty has strengthened the existing elements of the common institutional mechanisms, rules on amending the founding treaties and EU membership. However, constituting the Union as a single entity which has replaced and succeeded the European Communities has not abolished the EU elements of diversity. In the areas that differed, even before the adoption of the Lisbon Treaty, from the community pillar, there remain significant differences in the nature and the scope of competences of the Union institutions. This mainly regards the common foreign and security policy, which now includes the defense policy, where the existing model of inter-state cooperation has been only slightly interfered with. In contrast, in the field of police and judicial cooperation in criminal matters, which has become part of a larger Area of Freedom, Security and Justice, the inter-state model of cooperation has been abandoned in some of its most important elements. However, the implementation of some of the important elements of the supranational model has been postponed.
Примена обновљивих извора енергије на зградама школа, фискултурних сала и предшколских установа представља студију у којој су дефинисани могући модалитети и домети примене различитих расположивих видова обновљивих извора енергије у Србији, уз ограничења која намећу бројни затечени услови, пре свега локације. У уводном делу описан је значај примене обновљивих извора у глобалним и локалним тенденцијама одрживог развоја, као и главни међународни и домаћи легислативни акти. Потом је дефинисана методологија прорачуна потребних капацитета и енергетских добитака за сваку од анализираних технологија примене обновљивих извора енергије. Анализирани су системи топлотних пумпи, могућност примене енергије биомасе, као и могућност примене соларне енергије путем термалних соларних колектора и фотонапонских система. Могућност примене дефинисане методологије у теоретском делу илустрована је кроз конкретне случајеве школских и предшколских зграда, као и зграда школских фискултурних сала, у складу са претходно дефинисаним типологијама и условима конкретних локација. ; Application of renewable energy sources in school, gym and kindergarten buildings is a study where a multidisciplinary team of experts defined possible modalities and scopes of application of different available types of renewable energy sources in Serbia, taking into account the limitations imposed by the numerous conditions, primarily locations. The introductory part describes the importance of renewable sources implementation in global and local sustainable development tendencies, same as the applicable international and domestic legislation. This is followed by the defined calculation methodology of required capacities and energy gains for each of the analysed technologies underlying the application of renewable energy sources. The analysis encompassed heat pump systems, possibility of biomass energy implementation, and the possibility for solar energy implementation via thermal solar collectors and photovoltaic systems. The possibility for implementation of the defined methodology in theoretical part is illustrated by specific cases of school and kindergarten buildings, but also school gym buildings, in line with the previously defined typologies and conditions in specific locations.
Зборник који је пред читаоцима садржи радове претходно представљене на међународном научном скупу Музички модернизам - нова тумачења који је у организацији Музиколошког института САНУ и одељења ликовне и музичке уметности САНУ одржан у Београду од 11. до 13. октобра 2007. године. Чињеницом да је радни језик скупа био енглески, објашњава се објављивање текстова на том језику (с једним оправданим изузетком). Циљ скупа био је да се подстакну и прикажу нова сагледавања стваралаштва музичког модернизма, сложеног покрета чије је деловање обележило развој музике скоро целог XX века, а првенствено да се на свеж начин протумаче естетичке дилеме и расправе о карактеристикама, смислу и значењу разноврсних и често контрадикторних стремљења у овом раздобљу. Тематски спектар приказаних радова био је изузетно широк: кретао се од преиспитивања музичког модернизма помоћу категорија носталгије и присвајања, преко сагледавања односа центара и периферије, до разматрања сложених веза између модернизма и политике. Као што смо и очекивали, пажња је била усмерена не само на значајне личности и појаве у међународним музичким токовима, већ и на оне у српској музици. Аутори радова нису себи поставили циљ - нити су то могли - да понуде чврсте закључке, дефиниције, класификације. Уместо тога, они су донели вишеслојна и иновативна разматрања ове узбудљиве уметничке епохе окренуте будућности и прогресу, из перспективе XXI века који је остао без многих илузија, неминовно остављајући широк простор за нова тумачења. ; The articles collected in this volume were presented at the conference Rethinking Musical Modernism that took place in Belgrade from 1 1-13 October 2007 and was or ganised by the Institute of Musicology and the Department of Fine Arts and Music of the Serbian Academy of Sciences and Arts. The working language of the conference was English which explains the publication of the contributions in that language (with one justifiable exemption). As the title of the conference indicates, the main aim of the organisers was to stimulate novel investigation of musical Modernism. The papers were thus focused on discussions of the ideas, characteristics, and meanings of the diverse and often contra dictory tendencies that existed in that period. The thematic scope of the papers was wide: from new approaches to musical Modernism using the categories of nostalgia and appropriation, and novel observations on the relationship between centres and peripheries, to questioning of the ties between Modernism and politics, the problems of terminology, and analysis of important aspects of the modernist achievements on the international and Serbian modernist scene. The contributors did not - and could not - pursue the aim of reaching firm conclusions, definitions, and classifications. This article firstly focuses on the initial recognition, in the final period of the second Yugoslavia, of the existence of social inequalities, as the first serious symptoms of abandoning the ideology of social equality and socialism as a whole. Moreover, the nationalist mobilization was used as a lever for restoration of capitalism as a typical class society. After that it briefly outlines two post-war periods of structuring social opportunities in societies in the West, and partly also in the East. The first period is designated primarily by egalitarian tendencies, which is manifest in increased popularity of critical and radical trends in social sciences. The second period, which still lasts, is quite opposite in orientation, and this is, in turn, manifest in ever greater relevance of social Darwinism as a discursive foundation of a series of sciences. The next, and largest, part of the article is dedicated to an attempt at explaining the permanence of social inequalities, and the author stresses the inexhaustible character of Rousseau's question regarding the origin of social inequalities. In the present-day quest for an answer to that question, certain similarities are noticeable between (neo) evolutionism and (neo) Marxism. Although Marx himself stressed the correspondence of his conception of class struggles in history with Darwin's conception of struggles for survival in nature, but also took into account the differences (between natural evolution and human history), the conclusion on the identity of their conceptions imposes itself through observations about the constant defeat of the proletariat in age-long struggles against the oppressors, which continue to this very day in the epoch of neo-liberal global capitalism. Reflecting on possibilities of a generally different outcome in the struggles for a more just society, the author finds that there are two interrelated prerequisites to their existence. The first has to do with connecting the theory and practice of liberalism and socialism with the aim of establishing a balance between the mechanisms of individual freedom and competition on the one hand, and social sensitivity or solidarity on the other. The second prerequisite is the construction of a world democratic state. Its political interest and scope of governing would neutralize the key concept (and self-reproduction mechanism) of social Darwinism -- inclusive fitness. Quite simply, the latter means to favour "one's own" group while humiliating or excluding the other. In a society with a globally ruling government, the division between "one's own" and "somebody else's" parts of the world -- the boundaries of which are nowadays all too often shifted to and fro as a consequence of the erratic character of expansion and contraction of the market and the breaking out of conflagrations of war, producing a permanent Hobbesian "state of nature" -- would make way for wisdom of governing and for work of all for the benefit of all. The Republic of Serbia represents an employer for civil servants and employees, for employees who perform tasks within the scope of state administration bodies, courts, public prosecutors' offices, for police officers as a separate category of civil servants, etc. The regulation of the labor legal status of these persons is also carried out through the conclusion of special collective agreements in addition to the normative. A significant part of the state administration is made up of public services that, by their significance and manner of carrying out tasks of general interest, as well as by the method of financing, represent the central level of the state that encompasses the entities which are responsible for the provision of predominantly non-market services which the state is obliged to provide in order to meet the general needs of its people. The concept of administration has been established as a profession of general interest. Administration carried out by the state authorities itself is viewed in a narrower sense, and when we look at the administration through public services or public administration, we have to bear in mind that non-state actors are also entrusted with administrative activities. Based on the nature of their work, state authorities have a significant administrative function in regulating tasks and prerequisites which are important for collective negotiations in the public sector. The state administration also carries out registration of social partners, tasks related to determining the representativeness of social partners, registration of collective agreements and decision-making on the extended effect of the collective agreement. Relevant authorities, councils, state administration boards and special organizations perform their activities through tripartite and bipartite social dialogue, and decisions are made by consensus. The state administration performs and ensures the performance of state functions important for collective negotiations in the public sector, conducts a procedure for obtaining the authority of representatives of state bodies and public services to start, negotiate and conclude a collective agreement. Also, the state administration has an active role in the process of registration of the collective agreements, as well as in the obligatory mediation and conciliation and arrangement of the minimum work process in activities of general interest. The state administration maintains the legal order and secures public interest through the procedure of concluding and applying collective agreements in the public sector. Through the realization of these activities, the participation of state entities in the conclusion of collective agreements opens the question of the legal nature of collective agreements, that is, leaves the possibility for the analysis and comparison of the collective agreement and the administrative contract. Collective agreement is a general act, but in its adoption, administrative-legal relationship is recognized as a significant relationship which is regulated by numerous norms of international and national law. Both contracts are concluded with the agreement of the contracting parties, and with the reduced authoritative function of the state administration. A particularly collective association of state bodies and public services can be considered as social acts that regulate rights, obligations and responsibilities from the employment of public sector employees, which contain mandatory and normative parts, but each is an autonomous source of labor law in the public sector.
Ideja o značaju roditeljstva i njegovog uticaja na dečiji rast i razvoj, kao i razvoj društva u celini široko je prihvaćena i priznata, o čemu govore istraživanja iz ove oblasti, kao i sve veća pažnja i značaj koji se pridaje podršci roditeljima u Evropi i svetu. U zemljama Evropske unije oblast podrške roditeljima je godinama činila segment šireg političkog konteksta koji je sadržao intervencije i korektivne mere usmerene ka "rizičnim grupama" roditelja. U poslednje dve decenije, usled promena porodične politike u oblasti podrške roditeljima, sve više se govori o preventivnim aktivnostima koje se zasnivaju na konceptu ljudskog, odnosno društvenog kapitala. Teorija ljudskog kapitala pruža adekvatan okvir za razumevanje značaja investiranja u razvoj veština i znanja pojedinca kroz obrazovanje i podučavanje, insistirajući na odgovornosti za sopstveni status i napredak. U skladu sa tim, na podršku roditeljima se sve više gleda kao na značajnu socijalnu investiciju koja doprinosi dobrobitima dece, a roditeljske kompetencije se sagledavaju kao preduslov razvoja pojedinca i društva. Primenom analize sadržaja dokumenta – izveštaja Eurofonda i izveštaja Evropske komisije, da bismo stekli uvid u tendencije u okviru oblasti podrške roditeljima koja se razmatra sa stanovišta teorije ljudskog kapitala, sagledali smo elemente podrške i strukturu usluga, sferu politike i praktične primene u nekim zemljama EU. Integrisan pristup univerzalnim uslugama, raznovrsnost obima, organizacije, modeli usluga i finansiranje čine glavne odlike podrške roditeljima. Kritičkim sagledavanjem oblasti i postojećih tendencija, putem unapređivanja obrazovnih ishoda, definisanjem jedinstvenih kriterijuma kvaliteta i nacionalnih standarda moguće je unaprediti podršku roditeljima kako u kontekstu Evrope, tako i naše zemlje. ; The idea of importance of parenting and its impact on children's growth and development as well as on development of overall society, is widely accepted and acknowledged, as evidenced by the research in this field. It is also maintained by increasing attention and significance attached to support to parents, in Europe and worldwide. In the EU countries, the support to parents has been a part of a broader political context for years, with implied interventions and corrective measures directed at "at-risk groups" of parents. In the last two decades, due to changes in family policy in the field of support to parents, there has been an increasing talk of preventive activities based on the concept of human and social capital. Human capital theory provides a suitable framework for understanding the importance of investment into development of the individual's skills and knowledge through education and teaching, and insists on responsibilities for own status and progress. In this regard, the support to parents is increasingly seen as a significant social investment that contributes to wellbeing of children, while the parental competencies are seen as precondition for development of an individual and society. Using the content analysis of a document - the Eurofund report and the report of European Commission to gain the insight into trends in the field of support to parents observed from the standpoint of the human capital theory, we reflected on the elements of support and structure of services, political factors and practical use in some EU countries. Integrated approach to universal services, diversity of scope, organization, service models and financing are the main characteristics of support to parents. By critically reviewing the field and current trends, by improving educational outcomes, defining unique quality criteria and national standards, it is possible to improve support to parents both in Europe and our country. ; Zbornik rezimea / 24. Uvod: Sajber kriminal se odnosi na svako nezakonito delo izvršeno korišćenjem računara, računarskih mreža ili drugog oblika informacionih i komunikacionih tehnologija. U zavisnosti od toga da li je tehnologija meta ili sredstvo izvršenja, možemo razlikovati krivična dela koja podrazumevaju napade usmerene na uređaje i računarske mreže i različite oblike "tradicionalnih" krivičnih dela čiji se obim i domet povećavaju upotrebom digitalnih tehnologija. Usled KOVID-19 pandemije ljudi su prisiljeni da ostaju kod kuće i da se, više nego ikada pre, oslone na računare, telefone i internet, kako bi mogli da rade, uče na daljinu, kupuju, informišu se i komuniciraju sa drugima. Premeštanje svakodnevnih i poslovnih aktivnosti iz fizičke u digitalnu sferu otvara i mogućnost nastanka novih oblika pretnji i rizika u sajber prostoru. Cilj: Cilj rada bio je da se eksplorativnim istraživanjem ustanove zastupljenost, raširenost i oblici ispoljavanja sajber kriminala tokom KOVID-19 pandemije. Metod: Korišćena je metoda pretraživanja i analize velikog broja primarnih i sekundarnih izvora informacija (desk research), proučavanjem različitih naučnih baza podataka i sprovedenih istraživanja o zastupljenosti i različitim oblicima sajber kriminala tokom pandemije. Rezultati: Podaci pokazuju da je tokom KOVID-19 pandemije došlo do povećanja stope raširenosti i sofisticiranosti sajber kriminala. Mete sajber napada su pored pojedinaca i malih preduzeća, sve više velike korporacije i institucije koje imaju ključnu ulogu u odgovoru na izbijanje bolesti. Pored rapidnog rasta sajber napada na računare i računarske mreže, došlo je i do povećanja broja "tradicionalnih" krivičnih dela u sajber prostoru, uz iskorišćavanje bezbednosne ranjivosti rada od kuće i straha i neizvesnosti zbog pandemije. Zaključak: Enormni rast sajber kriminala tokom KOVID-19 pandemije predstavlja ozbiljan izazov za državne strukture. Državno reagovanje na krupan porast sajber kriminala prvenstveno bi trebalo da se usmeri na sprovođenje preventivnih mera kroz edukacije i kampanje podizanja svesti, jer je najveći bezbednosni rizik potcenjivanje ili nedostatak svesti o pretnjama u sajber prostoru. ; Introduction: Cybercrime refers to any illegal act committed using computers, computer networks, or other forms of information and communication technologies. Depending on whether the technology is a target or a means of execution, we can distinguish between crimes that involve attacks aimed at devices and computer networks, and different forms of "traditional" crimes whose scope and reach increase with the use of digital technologies. As a result of the COVID-19 pandemic, people have to stay home, rely more than ever on computers, phones, and the Internet to telework, learn on distance, buy things, get information, and communicate with others. The shift of everyday and business activities from the physical to the digital sphere also opens the possibility of the emergence of new forms of threats and risks in cyberspace. Aim: The paper aimed to explore the prevalence and forms of manifestation of cybercrime during the COVID-19 pandemic. Method: Desk research was conducted by gathering and analyzing a plethora of primary and secondary sources of information, various scientific databases and research findings on the prevalence and various forms of cybercrime during the pandemic. Results: The data show that during the COVID-19 pandemic, there was an increase in the prevalence, widespread presence, and sophistication of cybercrime. In addition to individuals and small businesses, the target of cyberattacks in greater amount is large corporations and institutions that play a crucial role in responding to the outbreak. Besides the rapid growth of cyber attacks on computers and computer networks, the rate of "traditional" crimes in cyberspace has also increased by exploiting security vulnerabilities of teleworking and fear and uncertainty due to the pandemic. Conclusion: The enormous growth of cybercrime during the COVID-19 pandemic poses a serious challenge to government structures. The state's response to the huge rise of cybercrime should initially focus on implementing preventive measures in the form of education and awareness-raising campaigns, as the greatest security risk is underestimation or lack of awareness of cyber threats.
Disertacija sarži uvod, četiri poglavlja i zaključak. U prvom poglavlju pod naslovom "Nastanak i delovanje Organizacije ujedinjenih nacija" izložen je početak pojave ideje Međunarodne organizacije kao i istorijski razvoj ovog koncepta do svetske porodice u današnje vreme, koju čine 193 države. Takođe, dotaknuta je serija izjava kao i međunarodne konferencije koje su dovele do formiranja Organizacije ujedinjenih nacija, formulisanja njenih ciljeva i principa, kao i načina i uslova učlanjenja u tu organizaciju. Detaljnije su proučavane uloge Generalne skupštine i Saveta bezbednosti zbog njihove važnosti. U drugom poglavlju, pod naslovom "Razlozi koji ukazuju na potrebe reforme Organizacije ujedinjenih nacija", objašnjeni su sledeći razlozi neophodnosti reforme ove organizacije: 1. skretanje Ujedinjenih nacija s puta; 2. kontradiktornosti sistema Ujedinjenih nacija; 3. nedostaci Povelje Ujedinjenih nacija; 4. nedostaci u mehanizmu donošenja odluka; 5. svetske promene; 6. mistifikacija u misijama Ujedinjenih nacija; 7. moćna središta; 8. raskorak između misije i raspoloživih sredstava; 9. korupcija. U trećem poglavlju, pod naslovom "Organizacija ujedinjenih nacija između povelje i dominantne sile" objašnjen je odnos Sjedinjenih Američkih Država sa Organizacijom ujedinjenih nacija kroz sledeću grupu tačaka i tema: 1. siže američkih promena od izolacije do internacionalizma; 2. politika SAD u Ujedinjenim nacijama tokom hladnog rata; 3. stav SAD o ulozi UN u oblasti čuvanja mira, ekonomske saradnje i ljudskih prava; 4. stav SAD prema UN u periodu pre raspada Sovjetskog Saveza; 5. SAD i UN posle hladnog rata; 6. američki stav prema UN posle završetka hladnog rata 7. administracija Džordža Buša i Ujedinjene nacije (opšti stav prema međunarodnoj organizaciji, političko viđenje SAD pre i posle događaja 11. septembra 2001. godine); 8. američki interesi i reforma Ujedinjenih nacija (reforme UN i realizacija američkih interesa, američko viđenje reformi); 9. predsednik Barak Obama i njegova metodologija za promene i odnos sa UN. U četvrtom poglavlju, pod naslovom "Reforme Organizacije ujedinjenih nacija" definisan je problem ove studije kroz grupu tačaka i pitanja i istraživane su međunarodne promene koje je svet doživeo kao glavni faktor za izvršenje procesa reforme koje su potrebne Ujedinjenim nacijama. ; The dissertation consists of an introduction, four chapters and the conclusion. The first chapter:"The Emergence and the Function of the United Nations", deals with the emergence of the idea of international system , and how this idea developed historically till it reached nowadays to international family consisting of 193 states of various continents and cultures . These states are joined in an institutional frame founded on optional and contractual pillars, which is the United Nations. In addition, it deals with the chain of declarations and conferences that led to the foundation of this organization. Moreover, it focuses on the purposes, principles and membership of the United Nations, as well as the General Assembly and Security Council due to their important role in the United Nations system. The second chapter: "The Reasons for the Reform of the United Nations", deals with the necessity reasons for reform; due to the United Nations is in urgent need of it. The intended reform is to do whatever necessary to raise its efficiency and performance. Therefore, it is possible to determine the objective reasons of this reform in the following titles, and they are: 1. The deviation of United Nations from its course that it was founded for; 2. The inherent contradictions of United Nations system since its foundation, 3. The deficiencies and imbalances in the United Nations Charter; 4.The imbalance in decision –making structures and mechanisms; 5. International Changes; 6.The vagueness of tasks entrusted to the United Nations; 7. Extreme Centralism; 8. The big gap between the intended tasks to be achieved and the available resources; 9. Corruption. The third chapter: "The United Nations between the Charter and the Dominant Power", focuses on the relation between the USA with the United Nations. This is a necessary item for the research due to the current international conditions and challenges facing humanity such as local and regional conflicts, health, natural catastrophes, etc. which fall under the scope of the United Nations. The dominant role the US plays in the international arena singles out its special impact on the performance of this organization. This role has gone through many changes in recent history depending on the geopolitics of the world namely after the collapse of the Eastern Bloc and the advent of the short-lived unipolarity up to the beginning of emergence of multipolarity. Every stage marked nuances in the US policy towards the United Nations. In fact, the US approach to international affairs developed in big leaps from isolationism to its involvement in WWII and the establishment of the United Nations.
Ова књига садржи студије настале на основу излагања на међународном скупу Музичке праксе Балкана: етномузиколошке перспективе, одржаном новембра 2011. године у Београду. Организовањем скупа желели смо, пре свега, да као домаћини међународног скупа допринесемо учвршћивању постојећих контаката међу истраживачима који се баве музикама Балкана, као и да пружимо могућност за нова професионална познанства. У проблемском смислу, намера нам је била да створимо прилику за преиспитивање и унапређивање сопствених учешћа у етномузикологији, да дискутовањем о различитим истраживачким стратегијама примењиваним на балканске музичке праксе у новије време допринесемо унапређењу њихових истраживања, као и да скретањем пажње на специфичне проблеме, али и вредности етномузикологије, односно "националних етномузикологија" на Балкану учествујемо у ефикаснијем укључивању "малих" дисциплинарних заједница у светско етномузиколошко друштво. Овакве, у извесном смислу опште потребе, потенциране су околностима развоја етномузикологије у Србији, посебно последњих деценија. Интересовања за традиционалну народну музику изражена кроз записе о њој, њено нотирање и снимање, а потом и прве студије образованих музичара, махом композитора, у Србији су (тек) 1948. добили институционално окриље оснивањем Музиколошког института Српске академије наука (данас Српске академије наука и уметности – САНУ). Од оснивања до данас то је државна установа, те је начин рада условљен државним културним и научним политикама, а обим научне продукције кључно је одређивао увек мали број истраживача. Повећање броја етномузиколога запослених у Институту резултирало је иницијативом да се у оквиру обележавања 170 година постојања САНУ, након већег броја скупова које су организовали музиколози из Института, приреди међународни етномузиколошки скуп. То је, уједно, био и први специјализовани етномузиколошки симпозијум у Србији, а сходно томе, ово је први зборник таквог профила објављен у нашој земљи. Комплексна подршка коју смо добили од САНУ – Одељења ликовне и музичке уметности, као и признавање важности оваквог скупа од стране Министарства просвете и науке Републике Србије, што је подразумевало финансијску помоћ организацији, били су неопходни предуслови и за саму реализацију скупа, и за објављивање овог зборника. Као и увек, обим помоћи, а посебно рокови, били су лимитирајући фактори нашим идејама и професионалним жељама. Изражавамо нарочиту захвалност уваженим колегама који су били у саставу Програмског одбора скупа: Изаљију Земцовском, Џиму Самсону, Мартину Стоуксу, Лозанки Пејчевој и Палу Рихтеру. Непосредне задатке из домена организације скупа делили смо првенствено са колегама-етномузиколозима из Института, Растком Јаковљевићем и Маријом Думнић. Велико нам је задовољство што смо имали прилику да окупимо 26 етномузиколога из 11 земаља: Бугарске, Велике Британије, Грчке, Литваније, Мађарске, Македоније, Русије, Словеније, Турске, Аустралије и Србије. Жао нам је што, због објективних околности, на скупу нису могли да узму учешћа неки од истраживача музика Балкана са других подручја, чија би искуства несумњиво допринела квалитету симпозијума и зборника. Велика већина учесника скупа је приредила своја излагања за публиковање. Сада се пред читаоцима налази двадесет једна студија која на различите начине осветљава музичке праксе Балкана, сведочећи о ширини актуелних истраживачких интересовања и методологија. Издање укључује и вредне аудио и видео примере на приложеном диску, чиме читаоцима омогућавамо потпунији увид у истраживану музику и научне приступе. Обраћајући се ширем кругу читалаца, зборник је публикован на енглеском језику, али је ауторима остављена могућност да своје радове приложе и на матерњим језицима, па су ове верзије такође приложене на диску. Уређивање овог обимног и комплексног зборника је било посебно искуство. Захваљујемо се свим ауторима за прилоге и сарадњу. Посебну захвалност дугујемо рецензентима студија. У овом обимном послу подршку смо имали од читавог колектива Музиколошког института, а нарочито од колегинице др Мелите Милин, која је имала мноштво драгоцених сугестија. Ангажовање др Јелене Симоновић-Schiff (Државни универзитет Портланда, САД) око лекторисања текстова на енглеском језику, Зорана Јерковића у припреми звучних примера, Милоша Рашића у обради видео- примера и Горана Јањића на техничкој припреми издања, далеко је превазишло базичне задатке, због чега смо им велики дужници. ; This book is comprised of studies presented at the international symposium Musical practices in the Balkans: ethnomusicological perspectives, held in November 2011 in Belgrade, Serbia. By organizing this international meeting, as hosts, we above all wanted to contribute to strengthening the existing ties among researchers involved with Balkan musics and to facilitate new professional contacts. Our intent was to create an opportunity for reassessment and improvement of each of our own shares in ethnomusicology, to contribute to the advancement of research by discussing various research strategies recently applied to Balkan musical practices, and to participate in the more efficient inclusion of 'small' disciplinary communities in the global ethnomusicologies by highlighting specific values and problems of 'national ethnomusicologies' in the Balkans. These, so to speak, general needs, were reinforced in circumstances of the growth of the ethnomusicology in Serbia, particularly in recent decades. The interests in traditional folk music expressed through writings, notation, and recording of the same, followed by the first research studies by educated musicians—mainly composers, became institutionalized in Serbia (only) in 1948 with foundation of the Institute of musicology of Serbian academy of sciences (today Serbian academy of sciences and arts—SASA). Since its beginning, SASA has been a state institution, with its work regimen determined by the government culture and science politics and the scope of research output administered by a small number of researchers. The increase in number of ethnomusicologists employed by the Institute resulted in an initiative to celebrate the SASA 170th anniversary by organizing an ethnomusicology conference, in the footsteps of a number of similar professional meetings coordinated by the Institute's musicologists. This was at the same time the first narrowly specialized ethnomusicology symposium in Serbia, and consequently, in front of you is the first proceedings of such profile published in our country. The substantial support received from the SASA Department of fine arts and music and the acknowledgement of the significance of such a meeting by the Ministry of education and science of the Republic of Serbia, including funding the event organization, were essential and indispensable prerequisites for the Symposium realization and publication of this book. As is usually the case, the extent of financial support and particularly deadlines, imposed limits on some of our ideas and professional desires. We are deeply grateful to our esteemed colleagues, members of the Symposium Program committee: Izaly Zemtsovsky, Jim Samson, Martin Stokes, Lozanka Peycheva, and Pál Richter. The Symposium immediate logistics duties were helpfully shared primarily with our colleagues, the Institute ethnomusicologists, Rastko Jakovljević and Marija Dumnić. It was our satisfaction to have the opportunity to gather twenty-six ethnomusicologists from eleven countries: Bulgaria, Great Britain, Greece, Hungary, Lithuania, Macedonia, Russia, Slovenia, Turkey, Australia, and Serbia. We regret that due to objective circumstances, some of the Balkans researchers from other regions, whose experiences would unquestionably contribute to the quality of the Symposium and these proceedings, could not take part. The vast majority of the Symposium participants prepared their papers for publication. The readers are offered twenty-one studies that in different ways illuminate Balkan musical practices and testify to the breadth of current research interests and methodologies. The publication also includes a compact disc with useful audio and video examples, assembled with the idea to provide the reader with even more complete insight into the researched music and utilized approaches. In order to address a wider audience, the proceedings are published in English. Since the contributing authors could optionally submit an additional version of the paper in their native language, those versions are also provided on the compact disc. Editing of this extensive and comprehensive publication presented a unique experience. We would like to thank all of the authors for submitting their papers and for their cooperation. We also extend our sincere gratitude to our reviewers.
