The policy of restraining the opening hours of bars to prevent homicides, developed in south area of São Paulo, may be considered an innovating initiative giving the articulation of political actors and the alternatives used to overcome the local difficulties. This research has two general intents. First, is to contribute for debate about the elements that support the effectiveness of security policies, pointing at the difficulties and solutions founded to reduce violent crime in the area; second, analyze the institutional conditions and the behavior of actors concerning the development of collective action to promote the local public security. The co-ordinated actions of public institutions and the support of the civil society to the implementation of preventive actions represent a new way of subjugating the structural limitations that normally affects the security policies. This experience transcended the pattern of implementing policies based on coercion and repression and the positive result can only be explained by the cooperation of public, collective and individual actors involved.

We analyze the combined methodology developed by the South-American Defense Council (SDC) for assessing Defense expenditures. We examine its backgrounds, its limitations, its innovations and the profile of Defense budget expenditure. In this region, up to 60% of total Defense budget was allocated to personnel and their social security payroll; on the other hand, research and technology were allocated only 0.5%. From the results, we defend the modernization of both Armed Forces and Defense Ministries in South America, specially a sensible equalization of their expenditure by subject, as a requisite for increasing the sector's budget. The increase in violence and crime has generated discussions about police education. The study analyzes the knowledge about the training of the Military Police in Brazil after the approval of Law 13.675 of 2018. A qualitative approach was adopted, developed through bibliographic research, from books and scientific journals. Muniz, Tavares dos Santos and Poncioni were references in the study. The analysis of Law No. 13,675 of 2018, which created the current National Public Security Policy, was also performed. The data were treated by content analysis. A growing demand for the redemocratization and reformulation of the formative processes of Military Police officers reinforced by the new national public security policy is verified. The law guides the training of public security professionals to act in a preventive way, in order to overcome the traditional repressive police model, which is inefficient in fighting crime and violence. ; El aumento de la violencia y el crimen ha generado discusiones sobre la educación policial. El estudio analiza el conocimiento sobre la formación de la Policía Militar en Brasil luego de la aprobación de la Ley 13.675 de 2018. Se adoptó un enfoque cualitativo, desarrollado a través de investigaciones bibliográficas, libros y revistas científicas. Muniz, Tavares dos Santos y Poncioni fueron referencias en el estudio. También se realizó el análisis de la Ley N ° 13.675 de 2018, que creó la actual Política Nacional de Seguridad Pública.Los datos se trataron mediante análisis de contenido. Existe una demanda creciente de redemocratización y reformulación de los procesos de formación de la Policía Militar reforzada por la nueva política nacional de seguridad pública. O estudo analisa os saberes presentes na educação policial militar e o tipo de formação policial militar que é legitimada pela Lei nº 13.675 de 2018. No estudo utilizou-se a abordagem qualitativa, por meio de pesquisa bibliográfica e documental. Os dados foram tratados pela análise de conteúdo. Constata-se uma demanda crescente de redemocratização e reformulação dos processos formativos de Policiais Militares, trazidas nas últimas décadas e reforçada pela nova política nacional de segurança pública. A lei orienta a formação dos profissionais de segurança pública para atuarem de forma preventiva, a fim de superar o modelo de polícia tradicional repressivo, que demonstra ser ineficiente no combate à criminalidade e à violência.

Computing, electronics and internet provides the free and fast flow of information across the globe. In a way, modern society depends on these autonomous control systems. However, this technological innovation requires a price to be paid: investment in cyber security of people, data, information and infrastructure. Some countries have already absorbed the issue as a matter of state and institutionalized government structures to take care exclusively of it. This paper presents some relevant points of the International Strategy for Cyberspace of the United States, besides the positioning of Russia and India on the subject. It then presents an overview of the Brazilian situation, from the the National Defense Strategy, a document that introduces the responsibility of protecting Brazilian cyberspace. It shows the arrangement, in the federal government hierarchy, of the various national agencies and organizations responsible for conducting intelligence activities necessary for the national security of Brazil. Finally, it provides an overview of the IT infrastructure existing in Brazil, especially in the federal public administration.

The reform of the Social Security system is perhaps the most important item of the agenda of Constitutional reforms in Brazil. Without it, the increase in the (Number of retired people/Number of contributors) ratio will create dramatic fiscal problems in the long term. This article analyzes the evolution of the Social Security expenditures in Brazil during the last 15 years. The focus of the paper is on the composition of expenditures and the trajectory of its real value, with special emphasis on the impact of inflation. After the Real Plan, the possibility that the prices might accomodate the structural pressures for increasing expenditures has practically disappeared. As a consequence, the necessity to reform the retirement system has become more evident. The paper defines a taxonomy of the different proposals of reform, comments on the most relevant issues being discussed within the debate about the Social Security and includes a proposal of reform. This proposal makes only a few changes in legislation and preserves the legal existence of the job time retirement. Nevertheless, it would have a considerable economic impact compared with the preservation of the status quo and would be a more ambitious and more feasible alternative than the one currently being discussed by Congress.

A guerra é um fenômeno em transformação. Desde meados dos anos 1970, houve uma queda significativa dos conflitos armados interestatais, de modo que os conflitos intraestatais passaram a dominar as formas de violência organizada. Mais de 400 conflitos armados entre atores não-estatais ocorreram entre o fim da Guerra Fria (1947-1991) e o ano de 2010. A globalização, possibilitada pela revolução das tecnologias da informação e pelo aperfeiçoamento dramático da comunicação e do processamento de dados, levou a uma intensificação da interconectividade global, nas esferas política, econômica, militar e cultural. Essas transformações impactaram os conflitos armados, o que tem conduzido à emergência das chamadas "novas guerras". Essas novas formas de conflito são combatidas por uma grande variedade de atores estatais e não-estatais, estes de natureza privada e assimétrica, e eles são altamente descentralizados e operam por meio de uma mistura de confronto e cooperação, mesmo quando em lados opostos. Assim, esta pesquisa procura analisar os impactos dos novos atores combatentes nas "novas guerras". Conduzimos uma análise de fontes secundárias a fim de identificar as transformações no combate dessas novas formas de conflito e os efeitos sobre a população civil causadas pelos novos atores combatentes. Os resultados para os principais impactos da diversidade de atores no fenômeno das novas guerras são: o questionamento do monopólio do Estado sobre os meios de violência; e a assimetria, "subnacionalização", transnacionalização e o aprofundamento do conflito.

Ao se pensar o subcomplexo regional do Norte Andino, processos de amizade e inimizade se configuram. A grande instabilidade dessa região de governança de segurança híbrida tem como maiores expoentes a interferência estadunidense e o narcotráfico, ambos retratados de maneira intensa na Colômbia. O Plano Colômbia e a tentativa de construção de bases dos Estados Unidos em seu território, foram alguns dos mais importantes acontecimentos que marcaram essas questões no país durante o século XXI. Atualmente, sobre o governo de Iván Duque, retornou de maneira mais explícita a abertura à interferência estadunidense, por meio por exemplo, do envio da brigada SFAB, junto a quebra de acordos estabelecidos no Acordo Final de Paz com as FARC. Todos esses acontecimentos contribuíram para a instabilidade sub-regional, ampliando a desconfiança e gerando processos de securitização. A Venezuela, por sua história conjunta, por sua grande fronteira compartilhada, pelo fluxo migratório e mais atualmente, pela diferença ideológica de governos e conflito ao governo dos Estados Unidos, foi um dos países que mais afetou-se com essas dinâmicas. Este paper busca investigar esses processos do século XXI colombiano por meio de bibliografia sobre o tema, e responder que a instabilidade sub-regional, em principal em relação com a Venezuela, tem se intensificado com o atual governo de Iván Duque.

O presente trabalho tem como objetivo explicitar o debate que circunda a definição conceitual de terrorismo. Com vistas em fomentar reflexões e problematizar as definições atuais, apresenta-se alguns elementos considerados centrais para se compreender a complexidade do terrorismo enquanto um fenômeno e as diversas variáveis que envolvem a sua definição enquanto conceito. Objeto de diversas discussões entre pesquisadores e autoridades políticas, o tema terrorismo se consolidou como pauta prioritária na agenda internacional de diversos países no século XXI. No entanto, o debate que envolve a sua definição ainda se encontra distante do fim, devido à complexidade política e social envolvida. Para exemplificar essa discussão, analisa-se o caso do Hezbollah, grupo atuante no Líbano que divide a opinião dos países sobre se enquadrar como um grupo terrorista ou não, evidenciando-se a inexistência de um consenso sobre o que é terrorismo. Para se realizar esse estudo, partiu-se de fontes secundárias e de uma análise bibliográfica focada em identificar os pontos de divergência e convergência entre diferentes pesquisadores do assunto. Como perspectiva teórica, optou-se em compreender o conceito de terrorismo como uma construção social, que envolve a disputa de interesses políticos e ideológicos, e se prevalece aquela designação que é imposta pelo mais forte nas relações de poder. O estudo não objetiva apresentar, nesse momento, conclusões finais, expondo apenas algumas considerações sobre os elementos principais da discussão conceitual que envolve o fenômeno do terrorismo, assim como as consequências que esse debate acarreta.
