Reconnection production-consumption: change to achieve food and nutritional security, as well as rural development. ; Reconexión producción-consumo: cambio para la seguridad alimentaria y nutricional y el desarrollo rural
The aim of this study was to analyze the importance of changing the conventional food system to achieve food and nutritional security, as well as rural development. This text was divided into three sections. In the first one, the conventional food system and its consequences were characterized, showing the need for a change that seeks the integration of social, environmental, and health dimensions. The second part addressed the interventions related to the food supply system made by the Government, which are fundamental to achieve food and nutrition security, as well as to promote development processes in rural areas. Finally, the experience of Brazil's National School Feeding Programme was presented. That program links food produced by small producers with the National School Feeding Program, allowing the reconnection of production and consumers through institutional markets. That link created incentives for food and nutrition security of small farmers and, at the same time, improved the availability of higher- quality food for vulnerable populations and promotedeating patterns that allow the preservation of food culture. ; El objetivo de este estudio fue analizar la importancia del cambio del sistema alimentario convencional para el logro de la seguridad alimentaria y nutricional y el desarrollo rural. Este texto se dividió en tres secciones. En la primera se caracterizó el sistema alimentario convencional y sus consecuencias, mostrándose la necesidad de un cambio que procure la integración de las dimensiones social, ambiental y de salud. En la segunda parte se abordó el papel del Estado en las intervenciones relacionadas con el sistema de abastecimiento alimentario, las cuales son fundamentales para la construcción de la seguridad alimentaria y nutricional y la activación de procesos en el área rural que favorezcan su desarrollo. Finalmente, se presentó la experiencia de Brasil con el Programa Nacional de Alimentación Escolar, en la cual se realizó una vinculación de los alimentos producidos por los pequeños productores con el programa de alimentación escolar, permitiendo la reconexión de la producción y el consumidor a través de mercados institucionales. Esta vinculación creó incentivos para la seguridad alimentaria y nutricional de los pequeños productores y al mismo tiempo, mejoró la disponibilidad de alimentos de mayor calidad para poblaciones vulnerables y promueve patrones alimentarios que permiten la conservación de la cultura alimentaria.

Fit for what? Towards explaining Battlegroup inaction

The thrust of this paper concerns the case of the European Battlegroup (BG) non-deployment in late 2008, when the United Nations requested European military support for the United Nations Organisation Mission peacekeeping force in the Democratic Republic of the Congo (DRC). The argument is built on the fact that when, in official documents, the EU approaches the European security and ESDP/CSDP's military crisis management policy and interventions, it makes strong references to the United Nations and the UN Charter Chapter VII's mandate of restoring international peace and security. Such references make it seem that supporting the UN when it deals with threats and crises is a primary concern of the EU and the member states. These allusions lead to the main contention of this paper, that there is much ambivalence in these indications. The paper develops its argument from one key hypothesis; namely, that the non-deployment of a European BG in the DRC, at the end of 2008, constitutes a useful case study for detecting a number of ambiguities of the EU in respect of its declarations in the official documents establishing the European military crisis management intervention structure. The Danish defence opt-out will hamper the protection of Danish interests if, in the future, there is dynamic integration, working towards increased European strategic autonomy. Conversely, the defence opt-out will be less important if the EU's defence cooperation stagnates or is rolled back, for example due to internal disagreement among the member states. These were the main findings in the external DIIS report from 2019 that has now been translated to English. The report was commissioned by the Danish government in November 2018 and focuses on the development in the EU in the field of security and defence policy cooperation and its significance for Denmark. Picking up from the last DIIS report (2008), the new report focuses in particular on the period following the launch of the EU's global strategy in the summer of 2016. The analysis is based on interviews with experts, officials and representatives from the EU, NATO, Denmark and other Member States, as well as case files in the archive of the Danish Ministry of Foreign Affairs, official documents, and existing research.
