Russia is currently in search of its place and its role in the world. In the conditions of intense relations with the Western states, a political discourse is experiencing the change of priorities in defining a direction of the country's development. Therefore the European vector which served as an orientation point in the political elite in 1990s - the beginning of 2000s, is replaced by the Eurasian one. It is also caused by strengthening the economic and political influence of the Asian states on the international processes. The Eurasian integration project initiated by Russia, finds support among a number of the countries of the post-Soviet territory. The created Eurasian economic union becomes the significant subject of the international political process that gives confidence to Russia as far as its forces in building relations with the Western countries are concerned, as well as the search of self-identity. Russia aspires to become the bridge connecting the West and the East that can serve as its contribution to the creation of equal relations in the global world. The article attempts to highlight the trends of modern Russian civilization identification process within the political science discourse. This process is associated with inconsistent implementation of the political, legal, socio-economic and socio-cultural (ideological) projects of society and the state modernization. The author focuses on the fact that the center of the discussions in the socio-political discourse is increasingly shifting towards the search of Russian interests not within civilizational projects, but in the search for an independent path of development, which is most fully consistent with the historical destiny of Russia. The author substantiates positive and negative factors that contribute to the realization of the Eurasian project aimed at the integration of countries and peoples in the context of the implementation of democratic reforms and the national models of political modernization. Supporting students' self-determination is a pedagogical task according to legislative acts, social demand and analysis of scientific literature. However, modern research proves that in practice, teachers are not sufficiently motivated and do not have necessary knowledge to provide this assistance. Generalization and consideration of the literature has revealed that existing projects to support students' self-determination are mostly aimed at students, and the formation of teachers' readiness to support students remains unexplored. Thus, there is a need to increase the level of teachers' readiness to support students' self-determination and develop a project to raise it. The article describes the development and implementation of the project aimed to form teachers' readiness to support students' self-determination. The author clarifies the concept of pedagogical project, describes pedagogical models and projects aimed to support students' self-determination; develops a project to form teachers' readiness to promote students' self-determination; describes the components of this project; implements and evaluates its effectiveness. The methods of scientific analysis and synthesis, survey and statistical data processing were used. The novelty of our project is in the fact that we develop teachers' readiness to assist students' self-determination. The teacher training program was implemented in person, remotely and in a blended form. Comparison of the effectiveness of the project depending on the form of implementation makes it possible to conclude that the most effective one is a face-to-face form. ; Содействие самоопределению обучающихся является педагогической задачей согласно законодательным актам, социальному заказу и анализу научной литературы по данному вопросу. Данное исследование посвящено анализу вклада известных зарубежных (А. Адлер, М. Р. Гинзбур, А. Маслоу, К. Хорни, Э. Эриксон) и российских ученых (В. А. Айрапетова, Е. А. Александрова, Е. А. Бауэр, А. В. Малышев, A. B. Мудрик, В. А. Сластенин, В. И. Слободчиков) и авторов диссертационных исследований (А. В. Бугославская, К. И. Буякова, Е. А. Салахутдинова, С. Ф. Шляпина) в решение проблемы профессионального самоопределения и вхождения в будущую профессию студентов вузов разных профилей и направлений подготовки. Из приведенного обзора следует, что само понятие «профессиональное самоопределение», а также процесс вхождения в будущую профессию студентов разных направлений и профилей подготовки не изучены в должной мере, что и подчеркивает актуальность темы нашего исследования. Работа опирается на общетеоретические подходы (системный, компетентностный, деятельностный и др.), а также на высказывания ученых, приведенных в монографиях, диссертационных исследованиях и других научных изданиях. Акцент сделан на вопросах педагогического сопровождения, дана авторская интерпретация понятий «педагогическое сопровождение» и «вхождение в будущую профессию» будущих педагогов-психологов. Приведены результаты анкетирования студентов, поступивших на первый курс педагогического вуза, которые подтверждают, что выбор профессии ими обусловлен в большей степени уровнем оплаты труда и возрастанием влияния средств массовой информации, особенно Интернета. Отмечается, что большинство первокурсников не представляют особенностей своей будущей профессиональной деятельности. Считаем, что опыт организации педагогического сопровождения будущих педагогов-психологов в Ивановском государственном университете, Шуйском филиале, реализованный на основе идеи о необходимости интеграции вузовского и дополнительного образования средствами вовлечения студентов в волонтерскую, тьюторскую, кураторскую деятельность, привлечения к участию в проекте «Дети в университете», является интересным для широкой педагогической общественности России.
This study is devoted to the analysis of the contribution of both well-known foreign (A. Adler, M. R. Ginzbur, A. Maslow, K. Horny, E. Erikson), Russian (V. A. Ayrapetova, E. A. Alexandrova, E. A. Bauer, A. V. Malyshev, A. V. Mudrik, V. A. Slastenin, V. I. Slobodchikov) scientists and authors of dissertation research (A. V. Bugoslavskaya, K. I. Buyakova, E. A. Salakhutdinova, S. F. Shlyapina) in solving the problem of professional self-determination and entry into the future profession of university students of various training programs. It follows from the review above that the very concept of professional self-determination as well as the process of university students' entering the future profession are not studied well enough which reveals the relevance of the research topic. The work is based on general theoretical approaches (systemic, competence, activity, etc.), as well as on the statements of scientists given in monographs, dissertation studies and other scientific publications. The emphasis is placed on the issues of pedagogical support, the author's interpretation of the concepts of pedagogical support and entry into the profession of future educational psychologists is given. The results of the questionnaire survey of first-year pedagogical college students are presented, from which it follows that the choice of profession is largely due to the level of wages and the increasing influence of the media, especially the Internet. It is noted that the majority of first-year students do not imagine the peculiarities of their future professional activity. We believe that the experience of organizing pedagogical support for future educational psychologists at Shuya Branch Ivanovo State University due to the necessity to integrate higher education and additional education by involving them in volunteering, tutoring, mentoring, and participating in the project "Children at University" is interesting for the wide educational community of Russia.

This article concentrates on the basic problems respecting the "economic sovereignty" and "economic self-determination", and especially on the right to choose he economic system of a state, the permanent sovereignty over natural wealth and resources, the right to free disposal of natural wealth and resources and the problems of economic coercion. In the opinion of the present writer a delimitation should be drawn between he rights of states on the one hand, and the corresponding rights of peoples on he other. Such a delimitation must be based on the assumption that in international aw the concept of sovereignty is connected exclusively with the states, and the concept of self-determination exclusively with the peoples. According to that the right to choose the economic system and the permanent sovereignty over natural wealth and resources are fundamental rights of states flowing from their sovereignty The corresponding rights of peoples flowing from their right to selfdetermination, i.e. the right of every people to choose the economic system of its state and the right to free disposal of its natural wealth and resources,, are only complementary to those fundamental rights of states; they are strengthening the prohibition of foreign intervention which is inherent in sovereign equality of states. Ii is, however, possible that the exercise of "economic sovereignty" may contradict the right of a people to "economic self-determination, especially when the economic system does not conform to the wishes of a people or when a people is being deprived of its own means of subsistence. In such a case the question of foreign intervention arises in a different context. It can be taken for granted that the people's right to self-determination excludes the admissibility of foreign intervention by invitation of the government. On the other hand, it is certain that international law does not authorize any intervention in favour of the people's right to self-determination. The last section of the article is concerned with the problems of economic coercion. The article looks at the issues of the developing and actualizing the political capability of the new generation of the Russian youth, with a special focus on the specific details of the youth's political positions. We analyze the political and social resources of the younger generation as a special cohort of society, which at the same time does not appear as a unified group. Further participation of young people in the social and political life of their country will be determined by the youth's internal social, economic and political differentiation. In the article, we outline the structure of value ideas among the youth, which is a crucial factor for its level of involvement in the political and social life of Russian society.We have analyzed the outcomes of sociological studies of how youth is integrated in social and political practices, including "Youth: Age Limits, Values, Specific Features" by the Public Opinion Foundation (FOM) (2014), and "The Youth of the Oryol Oblast in 2015" (2015). We have chosen the level of interest in political events as an indicator of socio-political self-determination of the Russian youth. On the one hand, young people do possess the required capability of influencing the political sphere, but on the other, their social activity requires support from both the state and public institutes. As the research has shown, lability of consciousness and instability of political orientations and views are typical for young citizens. These characteristics can promote disorganization and development of protest behavior among the youth.Also outlined are the prospects of actualizing the political capabilities of Russia's young citizens. Political education is paramount for the rise of formation of political subjectness of the youth in contemporary Russia. We have focused on the objective and subjective factors influencing both political socialization of the youth and its participation in the political process of the country. ; В статье раскрываются проблемы формирования и реализации политического потенциала нового поколения российской молодежи. Авторы останавливаются на специфике становления политической позиции молодых граждан. Анализируется специфика политических и социальных ресурсов молодежи как особой социально-демографической группы, которая тем не менее не обладает целостностью. Внутренняя социальная, экономическая и политическая дифференциация определяет дальнейшее участие молодого поколения в общественно-политической жизни страны. Приводится дифференциация ценностных представлений молодежи, обусловливающих степень ее включения в политическую и социальную сферы российского общества.В статье проанализированы результаты социологических исследований процесса интеграции молодежи в социально-политические практики, в том числе Фонда общественного мнения «О молодежи: возрастные границы, ценности, особенности» (2014), «Молодежь Орловской области в 2015 году» (2015). В качестве показателя социально-политического самоопределения российской молодежи рассматривается уровень ее интереса к политическим событиям. С одной стороны, молодежь имеет необходимый потенциал влияния на политическую сферу государства, а с другой — нуждается в поддержке своей социальной активности со стороны государственных и общественных институтов. Авторы показывают, что молодых граждан отличает лабильность сознания, неустойчивость политических ориентаций и взглядов. Данные характеристики молодежной группы могут способствовать ее дезорганизации и развитию протестного поведения.Обоснованы перспективы реализации политического потенциала молодых граждан. Политическое воспитание имеет первостепенное значение в становлении политической субъектности молодежи в современных российских условиях. Авторы акцентируют внимание на объективных и субъективных факторах, влияющих на процессы политической социализации и участия молодежи в политическом процессе страны.

The USA became a colonial empire when it took Guam and Puerto from Spain after the Spanish-American war in 1898. Despite continuous struggle of the local populations for self-determination, both territories essentially remain US colonies. The authors try to assess the degree of success reached by Puerto Rico and Guam in their struggle for sovereignty. We analyze it both on the international level – appealing to the United Nations, and on the national level – actions in the US Congress. Unfortunately, Russian scholars have not conducted significant research of this subject, although self-determination of conquered peoples and territories remain an important and politically painful issue for the USA. Несмотря на борьбу населения этих территорий за право на самоопределение, до сих пор обе территории во многом остаются фактически колониями США. Авторы статьи ставят задачу рассмотреть, каких успехов добились Пуэрто-Рико и Гуам в борьбе за обретение суверенитета. При этом анализируются как действия на международном уровне – обращение к институтам ООН, так и на национальном уровне – в Конгрессе США. Отмечается более значительный прогресс, достигнутый в этом отношении Пуэрто-Рико. К сожалению, данная тематика пока не получила достаточного освещения в работах отечественных исследователей, хотя для США вопросы самоопределения завоеванных американцами народов и территорий остаются крайне актуальными и политически болезненными.Ключевые слова: США, Гуам, Пуэрто-Рико, колонии, суверенитет.

The article deals with the features of contemporary political development of Serbia, including the main areas of cooperation with the European Union (EU). Since the early 2000s the strategic priority of the country's foreign policy is participation in the European integration process, which is accompanied by support of consistent and pragmatic relations with the other key partners, primarily with Russia. The principle of multi-vector foreign policy has been developed since the fi rst half of the 2010s, but its use is treated with the lack of uniqueness by different social strata and political movements. Mechanisms of acceleration or slowing down the integration process are used by offi cial Brussels depending on the current aims and political conjuncture (for example, to weaken Russian infl uence in the country and in the region). However, despite the success achieved on the path to the EU accession and the favorable dynamics of negotiation process, the level of support of pro-European policy has been decreasing in Serbian society since the end of the 2000s. The main challenges of the near future, in addition to the growth of euroscepticism, include problems of institutional harmonization with the EU and the compliance with the Copenhagen criteria, the enforcement of the Brussels agreement with Pristina, as well as maintaining of balanced foreign policy.

The article on «Multiculturalism and the problems of self-determination of ethnocultural minorities» covers an explanation of the multiculturalism concept, its manifestation in state policy and the solution of the problem of self-determination of national minorities and ethnic groups in international practice. The similar and distinctive features are derived and shown with Nagorno-Karabakh, which is the territory of the Republic of Azerbaijan. Self-determination can be achieved without the formation of the new sovereign states. There is also another level of self-determination in the international practice: national and cultural autonomy promoting the preservation by the representatives of different ethnic communities, in particular, by small ethnic groups, national and other minorities, of their own way of life, their languages, cultures, traditions, etc. within the supremacy of territorial integrity and the sovereign rights of the states on the territories they live. Any nation, any population can survive and develop in case of preservation of specify of their culture, cultural identity. Azerbaijan firmly adheres to the principles of an independent, legal and democratic society. The Republic of Azerbaijan has always stated that the protection of the rights and freedom of citizens is regarded as a determining factor in the existence of a democratic society. ; В статье на тему «Мультикультурализм и проблемы самоопределения этнокультурных меньшинств» дано разъяснение концепции мультикультурализма, проявления его в политике государства и решение проблемы самоопределения национальных меньшинств и этнических групп в международной практике, показаны и ведены схожие и отличительные черты с Нагорным Карабахом, который является территорией Азербайджанской Республики. Самоопределения можно добиться и без создания новых суверенных государств. В международной практике имеет место и другой уровень самоопределения: национально-культурная автономия, которая способствует сохранению представителями разных этнических сообществ, в частности малочисленными народами, национальными и иными меньшинствами самобытного образа жизни, своих языков, культур, традиций и т.д. в рамках верховенства территориальной целостности и суверенных прав государств, на территориях которых они проживают. Любой народ, любая нация способны выжить и развиваться только в случае сохранения специфичности своей культуры, культурной идентичности. Азербайджан твердо придерживается принципов независимого, правового и демократического общества. Азербайджанская Республика всегда заявляла, что защита прав и свобод граждан рассматривается как определяющий фактор существования демократического общества. ; У статті на тему «Мультикультуралізм і проблеми самовизначення етнокультурних меншин» дано роз'яснення концепції мультикультуралізму, прояву його в політиці держави і вирішення проблеми самовизначення національних меншин та етнічних груп в міжнародній практиці, показані і наведені схожі та відмінні риси з Нагорним Карабахом, який є територією Азербайджанської Республіки. Самовизначення можна домогтися і без створення нових суверенних держав. У міжнародній практиці має місце й інший рівень самовизначення: національно-культурна автономія, яка сприяє збереженню представниками різних етнічних спільнот, зокрема нечисленними народами, національними та іншими меншинами самобутнього способу життя, своїх мов, культур, традицій і т.д. в рамках верховенства територіальної цілісності і суверенних прав держав, на територіях яких вони проживають. Будь-який народ, будь-яка нація здатні вижити і розвиватися тільки в разі збереження специфічності своєї культури, культурної ідентичності. Азербайджан твердо дотримується принципів незалежного, правового і демократичного суспільства. Азербайджанська Республіка завжди заявляла, що захист прав і свобод громадян розглядається як визначальний фактор існування демократичного суспільства.

Раскрывается сущность советской национальной политики в Беларуси на фоне политической трансформации общества в условиях Октябрьской революции 1917 г. Рассматриваются идейные взгляды большевистских руководителей как Центрального комитета, так и Северо-Западного областного комитета РСДРП(б). Подробно освещается история созыва, работы и разгона Всебелорусского съезда. Указывается на идейные и политические противоречия в партии большевиков, а также в белорусском национальном движении. Источниковую основу исследования составили многочисленные архивные документы, в том числе приводимые впервые. = The author reveals the essence of the Soviet national policy in Belarus during the political transformation of society in the conditions of the October Revolution of 1917. The ideological view sof the Bolshevik leaders of both the Central Committee and the Northwest Regional Committee of the RSDLP(b) are considered. The history of the convocation, work and dispersal of the All-Belarusian Congress is covered in detail. It points to the ideological and political contradictions that took place in the Bolshevik Party, as well as in the Belarusian national movement. At the same time, the source of the research was the numerous archival documents, including those cited for the first time.

В статье рассматриваются агитационные и пропагандистские мероприятия, осуществляемые партийными органами и их роль в организации и проведении военно-оборонительных мероприятии в Ульяновской области в 1941-1945 гг. Эти мероприятия считались эффективным методом профилактики преступности. Автор утверждает, что в годы Отечественной войны происходит увеличение роли агитации и пропаганды, как ключевого средства, способствующего улучшению морального состояния населения и поддержанию отлаженной работы тыла. В статье проведен анализ основных видов агитационно-пропагандисткой деятельности, таких как собрания домовладельцев, партийный суд. Средства массовой информации, в основном в форме газет и журналов, были наиболее массовыми источником информации, помогали поддерживать патриотический дух и беззаветную преданность Родине. В рассматриваемый период главным их содержанием стало освещение в печати боевых действий на фронтах и настойчивый, самоотверженный труд в тылу. Военно-технические и агитационные мероприятия успешно проводились и транслировались благодаря местной печати. Печать выступала не только как коллективный пропагандист и агитатор. Успешному проведению политической агитации содействовала мощная организационно-методическая работа. Эффективная организация политической работы была обусловлена постоянным и эффективным контролем за работой, проводимой агитаторами.
