Purpose
– Large-scale shale gas reserves have recently been identified under many parts of the UK. Development pressure for detailed exploration and possibly the exploitation of these reserves by hydraulic fracturing, popularly described as fracking is growing rapidly and seems to have UK Government support. With this in mind the purpose of this paper is to offer a general review of the possible development of shale gas reserves by fracking within the UK and to explore a number of the property and investment issues associated with such development.


Design/methodology/approach
– The briefing note begins with an outline of the characteristics of shale oil and the fracking process and of the initial developments within the UK and discusses some of the property and investment issues associated with such developments. The note is based upon information drawn from the internet sources, principally national and local governments, property, financial and environmental organisations and on visits to a small number of sites of exploratory fracking.


Findings
– The paper identifies a wide range of potential environmental impacts associated with the development of shale gas reserves by fracking and reveals growing awareness in the UK that such development could have a major impact on property values, on the availability of mortgages and on property insurance. At the same time the paper also suggests that financial institutions are increasingly taking steps to minimise risks to their investments and reputation from potential environmental impacts.


Practical implications
– The paper suggests a number of issues property managers and consultants will need to address in monitoring the impact of shale gas development by fracking on property values and it offers some guidelines to investment managers.


Originality/value
– This paper provides an accessible review of the development of shale gas resources by fracking within the UK and as such it will be of value to a range of property and investment management professionals and to students pursuing property and investment courses.

Implementation of the Caribbean Local Economic Development Project (CARILED)1began in 2012 in seven countries for a duration of six years, to support sustainable economic growth in the region. CARILED has introduced the idea of local economic development (LED) to the 'development' debate in the region but has also brought the organisational capacity of local government, and local government's role as 'facilitator' of LED,to the fore. This paper assesses organizational behaviour and capability in local government in Jamaica to determine the state of readiness for a developmental role. The paper draws on two sets of research data to aid its analysis–a capacity audit (CAPAUD) conducted in 2010 and an organisational analysis (OA)commissioned by the Ministry of Local Government in 2010, both of which targeted a sample of local authorities in Jamaica.The study found that when assessed against established criteria for an LED organisation, ie: research and information provision; marketing and coordination; learning and innovation; and leadership - local government's institutional and organisational capacity for development is unevenly distributed. For instance, local leaders understood organisational purpose but efforts to give effect to this appeared undeveloped, sporadic and uni-directional. It was also evident that participatory strategies are used to gain information from communities but these were often devoid of systematic research methodologies rendering formal community impact on local planning negligent. Finally there is strong potential for the kind of administrative leadership required by a developmental local government to evolve,indicated by the quality of training, quantum of managerial/supervisory staff, and stability of staff establishment. However, this potential is threatened by the deficiencies in the non-traditional functional areas that are strategic to the organisation's effectiveness as a 'facilitator' of LED, ie:alignment of community engagement/interface with LED priorities, diffusion of information technology in organisational processes, and utilisation of policy analysis and development. These findings contribute important policy relevant information to the discourses in the region about the construction of alternative solutions to institutional and organisational problems in response to the economic crises of small island developing states (SIDS).

Purpose
– This paper aims to explore some of the contextual reasons for the failure of key or strategic account management (K/SAM) programmes. It will discuss how organisational context impacts the implementation and effective operation of such programmes in business-to-business markets. The paper looks at the issues affecting K/SAM programmes rather than the management of individual relationships.Organisational context shapes the work environment (Rice 2005, Porter and McGloghlin, 2006): it is comprised of those elements that drive behaviour and facilitate or impede management processes (Goodman and Haisley, 2007). The literature prescribes a wide range of contextual elements conducive to K/SAM processes, but is less expansive on the subject of elements that may cause K/SAM programmes to disappoint.


Design/methodology/approach
– This work in-progress paper takes an inductive approach to material provided by surveys of K/SAM communities and their discussions in LinkedIn special interest groups or similar forums to develop a model to give structure to the organisational context issues which may be responsible for K/SAM failure.


Findings
– From an initial reading of the literature, two broad categories of factors were identified as elements of organizational context: what might be called the formal or "hard" elements supporting K/SAM programmes and the "soft", more informal and partly cultural elements that "moderate" or "intervene" in implementation. A model is developed to illustrate the linkages between organizational elements in K/SAM.


Research limitations/implications
– Although a pilot study, we believe that valuable insights into KAM failure are provided by the study. The next stage will include a co-operative inquiry approach based on this data, in which participants will actively validate and develop the model by exploring it within their organisations.


Practical implications
– The paper draws out a number of significant implications for managers.


Originality/value
– The existing context within which attempts are made to implement K/SAM have received little attention and often are ignored or remain "unspoken". This paper addresses those important issues.

The call for improved performance by government ministries and departments is not a new phenomenon in both the developed and the developing countries. The Botswana public service experiences problems which hamper the country's ability to be competitive. It is therefore important to investigate strategies used by the Botswana public service for the management in performance. Performance management entails formally guiding, directing, measuring, evaluating and rewarding employee effort, competencies and talent to achieve organisational and strategic objectives (Boselie 2010, p. 173). Performance management is also a combined effort between a supervisor and employee to achieve organisational goals. This study investigates the performance management strategies needed for the effective management of performance in the Botswana public service. Subsequently to review literature, the paper proposes a performance management strategic model for the effective facilitation of the of performance management system for the Botswana public. The proposed integrated model serves as a basis for drawing up a survey questionnaire to establish the extent to which supervisors, line and senior managers in the Botswana public service agree or disagree with the model. The questionnaire was sent to a random sample of supervisors, line and senior managers in the Botswana public service, in the Gaborone, Botswana. The empirical results obtained from the survey were analysed and interpreted. They indicated a strong concurrence with theoretical performance management strategies presented in the study. On the basis of the literature that was completed and on the basis of the results of the empirical study, a performance model for the effective implementation of performance management in the Botswana public service was developed. It must be noted that performance management should not be done in a mechanical manner, but should be understood as an essential tool in achieving the vision and mission of an organisation. Performance management also does not take place in a vacuum. It is essential that an organisational culture be analysed to see in which aspects it fosters or hinders effective performance. The organisational culture should be crafted and reinforced to create a high performance environment. Specific attention should be given to leadership, learning and the alignment of individual, team and organisational goals.

This article1 is drawn from the work of Barry MacDonald and is written as a tribute to him. It addresses an issue he raised some while ago whose relevance intensifies today in a world seeing the demise of independent professional practice and public sector ethos. The 'portrayal of persons' relates to a paper MacDonald wrote in 1976 (MacDonald 1976), at a time when the discipline and the practice of evaluation was in rapid emergence and development. He was arguing forcefully that to understand innovation we have to understand innovators. This was not a new message. It had been enunciated elsewhere, including by Schwab (1978) and Schön (1971) whose work revealed individualism, values and exchange as key elements of innovation. But what MacDonald added was a political dimension: using the portrayal of persons to share control of the evaluation by passing responsibilities for interpretation (generalisation) to the evaluand; and by empowering the organisation by enhancing knowledge of itself (for example, against attempts to enforce external values on professional action through external accountability). The rationale was the same as that for case study evaluation: to ground generalisations in the experience of the practitioners and to shape evaluation around issues and dilemmas encountered in their practices. This inevitably leads to working with small samples (cases) but not losing the aim of deriving broad generalisation. This was the key methodological principle that provoked and continues to provoke reaction from those who believe in a quantity theory of generalisation—that systems are made up of patterns of action and phenomena, and that we need sufficiently broad ranges of data to ensure that we have captured the full extension of a pattern. Case theorists argue that even where this is true, it is more important to capture the inherent qualities of the patterning and its contingent relationships with context. MacDonald sought to show, as I do in this article, that it is possible to arrive at important and generalisable (provisional) insights from a sample of one.

Purpose– Benedictine abbeys are highly stable organisations that have existed for almost 1,500 years. The extant literature ascribes this stability in part to the notion of Benedictine governance, which centres on the Rule of St Benedict (RB). An integral part of Benedictine governance is the cellarer, who plays a role comparable to that of a chief financial officer (CFO) in a traditional corporation. Unlike corporations, however, in which the CFO has emerged into a more important role over the past few decades, the cellarer has been an official position in Benedictine abbeys since the introduction of the RB in the sixth century. The present paper aims to explore the cellarer's role and assesses which parts of it could be reasonably transferred to the corporate world.Design/methodology/approach– Informed by organisational role theory, the authors conducted a single case study in an Austrian Benedictine abbey. The authors used group discussions and semi-structured interviews as the main research instruments.Findings– The authors find that the cellarer's behaviour shows strong signs of stewardship, which could serve as a role model for corporate CFOs. However, because of the studied abbey's situation of financial distress, the cellarer also experienced severe role conflicts rooted in his obedience to the abbot, the high involvement of the abbey in the local economy, and the cellarer's conscience as a Christian monk. From these findings, the authors describe those aspects of the cellarer's role that should thus be avoided for corporate CFOs.Research limitations/implications– The presented findings are based on a single case study. Therefore, because of the contextual factors idiosyncratic to the abbey under investigation, the results must be interpreted with care. Nevertheless, the findings explain the cellarer's role and depict its potential benefits for the corporate world, which should induce further research.Originality/value– This is the first paper to explore in-depth the cellarer's role as well as one of the first to transfer the potential benefits of single roles rooted in Benedictine governance to the corporate world.

Fruit is a highly perishable product, susceptible to biological, physical and chemical hazards. All these risks are higher when fruit are transacted in international trade. In this case fruit suppliers and fruit buyers are exposed to elevated transaction costs, since both sides need to deal with questions like product specifications, post-harvest processing and logistics. Quality management can be employed in order to organize all production, processing and logistics operations. Our aim in this paper was to verify if producers, exporters and importers of fruit are making use of quality management concepts in order to reduce risks and transaction costs. As investigation method, semi-structured interviews were conducted in Brazil and the UK. The content of the semi-structured interview questions was chosen based on the literature review of TCE, the international fruit trade and quality management. The questions were carefully chosen to reveal the factors which are determinant for the configuration of transaction arrangements in the fruit trade. The topics investigated were: the technical activities performed by the organisations operating in the fruit commerce; the main types of commercial clients (partners) of the firm; the nature of the market type relations maintained by the firm; the level of quality problems perceived by the firm; and the quality management strategies adopted by the firm. These topics served as the foundation for the elaboration of the main questions and the probe questions. They also gave the direction for possible follow-up questions. The results of the interviews support the idea that quality consciousness is fundamental in the fruit trade. The majority of companies approached in the research were shown not to perceive as a problem the several parameters that affect the quality of the final product. In other words, the results suggest that firms that are incapable of handling quality issues satisfactorily find little place in the fruit trade. Quality management concepts are commonly employed in order to guarantee product specifications and rationality in the operation processes and, by doing so, it contributes to reduce transaction costs between the trading parties.

This research is concerned with assessing from a national perspective the role, work and historical impact of the Irish Red Cross Society (IRCS) between 1939 and 1971. During this period the IRCS discharged three primary functions: it provided first aid services both in war-time and peace-time; it pioneered public health and social care services; and acted as the State's main agency for international humanitarian relief measures. Although primarily a national organisational history of the Society, it is not a history in isolation. A broader perspective demonstrates that the work undertaken by the IRCS has relevance to the medical, social, religious, cultural, political and diplomatic history of twentieth century Ireland. This study assesses the impact of a number of significant public health and social care initiatives which the IRCS implemented and developed since its inception and how most of these were subsequently developed independently by the State. During the early 1940s, the Society's formation of a national blood transfusion service ultimately laid the foundations for the establishment of a national blood transfusion service. The Society's steering of a national anti-tuberculosis campaign in the 1940s brought the issue of the eradication of TB to the fore and helped to change public attitudes towards the disease. The concept of caring for the needs of the elderly in Ireland was largely unknown until the IRCS began addressing the issue in the 1950s and, for more than two decades, was effectively the only organisation in the State that campaigned and introduced innovative services for the aged. The IRCS made a significant impact in terms of its commitment to the needs of refugees and the provision of international humanitarian relief from Ireland. The Society's donation in 1945 of a fully equipped hospital to the population of Saint-Lo in France, its war-time overseas relief efforts and its post-war work for child refugees earned Ireland significant international recognition and prestige and, more importantly, justified Ireland's war-time policy of neutrality. With Ireland's admission to the UN, the government became more dependent on the IRCS to consolidate that position.

The provisions of S 31 of the Income Tax Act 58 of 1962 governing certain crossborder transactions amongst entities form the basis of transfer pricing legal regulatory regime in South Africa. The arm's length principle forms the backbone of applying the provisions of the section. The existing legislation is wide in scope hence difficult to apply on the taxpayer's hand; consequently, in some instances it does not serve its intended purpose. For this reason, the South Africa Revenue Service (SARS) has provided a practice note (SARS practice note No. 7 of 1999) which gives guidance on the determination of taxable income of certain persons from nternational transactions. The practice note is largely based on the Organisation of Economic Cooperation and Development (OECD) comprehensive transfer pricing guidelines. These guidelines are found in the OECD Report, Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations (1997).These guidelines have increasingly been adopted by many states. South Africa is a non-member state of OECD Model Tax Convention but has however adopted the transfer pricing guidelines therein. This study, examines the OECD transfer pricing guidelines, with a view of analysing the manner and extent to which South Africa has adopted them in its current transfer pricing policy. The unique South African economic situation is taken into account. The rationale and extent to which such guidelines have been adopted is relevant and critical in determining efficacy. The findings of this study are threefold. Firstly, the OECD transfer pricing guidelines provide globally accepted standards and methodology by which tax authorities act in common interest to share satisfactorily in the tax which is properly due to them from the taxpayer. Secondly, South Africa has, to a larger extent,managed to keep abreast with the international developments in transfer pricing and compares favourably with the OECD guidelines. Finally, existing legislation has shortcomings such as regulation of financial intra-group assistance services especially the characterisation of certain intra-group debt for transfer purposes. This suggests deviations from the OECD guidelines. Therefore, whether existing law suites local circumstances is doubtable.

Die meisten bewaffneten Konflikte heutzutage sind in ihrer Natur innerstaatlich, das bedeutet, die Feindseligkeiten spielen sich innerhalb der Staatsgrenzen, zwischen der Regierung dieses Staates und nicht-staatlichen Gruppen oder unter diesen Gruppen untereinander, ab. Diese Arbeit soll dem Leser einen Eindruck davon vermitteln, welche Probleme sich im Wechselspiel nicht-staatlicher Akteure und humanitärem Völkerrecht ergeben, insbesondere die Herausforderung, die Einhaltung des humanitären Völkerrechts durch die Konfliktparteien des innerstaatlichen Konfliktes, besonders durch nicht-staatliche Akteure, zu gewährleisten. Dazu wird behandelt, welche bestehenden humanitären Normen des innerstaatlichen Konfliktes auf nicht-staatliche Gewaltakteure Anwendung finden. In diesem Zusammenhang wird die Frage aufgeworfen, ob das geltende humanitäre Völkerrecht den heutigen Herausforderungen noch gerecht wird oder ob es einer Form der (normativen) Weiterentwicklung bedarf bzw. welche Einrichtungen zur Verbesserung der Einhaltung und Durchsetzung berufen sind. This thesis aims to give the reader an idea of the issues arising from the topic non-state actors related to international humanitarian law, therefore especially pointing out the challenge of ensuring respect for international humanitarian law by the parties to the conflict of a non-international character, particularly by non-state actors. These issues are based on the basic question whether existing humanitarian norms, namely those concerning non-international armed conflicts, apply to non-state armed groups. In this context, the question arises whether the applicable international humanitarian law is still sufficient to today's challenges or whether it requires a form of (normative) development, especially concerning the questions concerning which institutions are called to improve compliance and enforcement with international humanitarian law. This raises further the issue of applying existing international mechanisms to internal armed conflicts. Abstract Background The World Health Organisation has advocated for comprehensive primary care teams, which include family physicians. However, despite (or because of) severe doctor shortages in Africa, there is insufficient clarity on the role of the family physician in the primary health care team. Instead there is a trend towards task shifting without thought for teamwork, which runs the risk of dangerous oversimplification. It is not clear how African leaders understand the challenges of implementing family medicine, especially in human resource terms. This study, therefore, sought to explore the views of academic and government leaders on critical human resource issues for implementation of family medicine in Africa. Method In this qualitative study, key academic and government leaders were purposively selected from sixteen African countries. In-depth interviews were conducted using an interview guide. All interviews were audio-recorded, transcribed and thematically analysed. Results There were 27 interviews conducted with 16 government and 11 academic leaders in nine Sub-Saharan African countries: Botswana, Democratic Republic of Congo, Ghana, Kenya, Malawi, Nigeria, Rwanda, South Africa and Uganda. Respondents spoke about: educating doctors in family medicine suited to Africa, including procedural skills and holistic care, to address the difficulty of recruiting and retaining doctors in rural and underserved areas; planning for primary health care teams, including family physicians; new supervisory models in primary health care; and general human resource management issues. Conclusions Important milestones in African health care fail to specifically address the human resource issues of integrated primary health care teamwork that includes family physicians. Leaders interviewed in this study, however, proposed organising the district health system with a strong embrace of family medicine in Africa, especially with regard to providing clinical leadership in team-based primary health care. Whilst these leaders focussed positively on entry and workforce issues, in terms of the 2006 World Health Report on human resources for health, they did not substantially address retention of family physicians. Family physicians need to respond to the challenge by respondents to articulate human resource policies appropriate to Africa, including the organisational development of the primary health care team with more sophisticated skills and teamwork.

This thesis considers the management and performance of Australian superannuation funds in the period since the introduction of compulsory superannuation contributions in 1991, and the institutional history of the decisions that led to the current position. It highlights principal-agent failures in the Australian superannuation system (contributing to rent extraction via excessive fees and charges) and asymmetric information (which has permitted conflicts of interest to be exploited and also facilitated rent extraction). Design of the system has led to the majority of members to be in defined contribution schemes, rather than defined benefit, which has transferred the risk of underperformance from fund sponsors to (less well informed) members.The thesis also explains how current structure and organisation of the industry resulted from the decision to introduce compulsory superannuation contributions (thus creating huge funds to be managed), acceptance by unions, trustees and government that the private sector should manage the majority of these funds, and extensive outsourcing and delegation of responsibility and authority. The resulting complexity, and in particular the multi-layered nature of the industry, has led to a degree of separation between the ultimate beneficiaries of superannuation funds and those who make decisions on their behalf.The costs and performance of the system are analysed using cost, performance and financial data at the fund level published by APRA, and an international database of US, Canadian and European funds. Simulation modelling suggests that fund assets might now be several hundred billion dollars greater if they had been invested passively in a single fund. International comparison shows higher costs and lower efficiency than oveseas funds, highlights the superior performance of passive management, and demonstrates the superior performance of passively managed funds.Suggestions for reform include enabling proper competitive pressures to emerge, full disclosure of all investment management costs and conflicts of interest, creation of a single regulatory agency with a clear remit to improve the efficiency of the industry and a primary duty to promote competition, stronger use of trust law to enforce the fiduciary duties of trustees, and creation of a publicly administered agency which offered a centrally-administered, passively managed, alternative fund.

An increasing interest is emerging in ecological compensation or biodiversity offsets as an instrument for slowing down the rate of biodiversity losses, with programs ongoing in more than 40 countries. Adhering to the polluter-pays principle, the instrument requires the intervening party to compensate for environmental degradation that has occured as a result of development. However, its use is contested as the instrument may facilitate a 'license to trash' if more development permits are allowed under the assumption that the degradation can simply be compensated. This paper increases the understanding of whether existing programs for ecological compensation effectively addresses the loss of biodiversity and ecosystem services. A literature review is conducted with five case studies of ecological compensation programs representing middle- and high- income countries. We begin by describing the different approaches of designing compensation programs in Australia, England, Germany, South Africa and the U.S. Key issues in the program design are reviewed: policy goals, adherence to the mitigation hierarchy, weighting of losses and gains, and monitoring activities. We then evaluate the programs' outcomes, in terms of the ecological and social benefits provided. From these case studies, we find three design aspects that may contribute towards improving the compensation programs' outcomes: (1) integration of compensation programs with conservation landscape planning, (2) adequate commensurability of ecosystem functions and (3) an open access centralised reporting system. We also identify four safeguards to contribute towards protecting the ecological and social benefits: (1) allocate co-responsibilities of equivalence weighting and monitoring to an independent, external organisation, (2) consider local livelihoods at both the impact and proposed compensation site, (3) ensure access to recreation and (4) stakeholder participation from the general society and consultation of the directly affected community. Background: Integrated care is increasingly present in the agenda of policy-makers, health professionals and researchers as a way to improve care services in relation to access, quality, user satisfaction and efficiency. These are overarching objectives of most sectoral reforms. However, health care and social care services and systems are more and more dependent on the performance of each other, imposing the logic of network. Demographic, epidemiologic and cultural changes result in pressure to increase efficiency and efficacy of services and organisations in both sectors and that is why integrated care has become so relevant in the last years.Methods: We first used concept maps to organise and systematise information that we had gathered through deep literature review in order to set a framework where to base the subsequent work. Then, we interviewed informants at several levels of the health and social care systems and we built a list of major recent reforms addressing integrated care in Portugal. In a third step, we conducted two independent focus groups where those reforms were discussed and evaluated within the context of the concepts and frameworks identified from the literature. Results were confronted and reconciled, giving place to a list of requisites and guidelines that oriented further search for documentation on those reforms.Results: Several important health reforms are in course in primary and hospital care in Portugal, while a so-called third level of care has been introduced with the launch of the National Network of Long-Term Integrated Care (RNCCI – Rede Nacional de Cuidados Continuados Integrados). The social care sector has itself been a subject of alternative models springing from opposite political orientations. All these changes are having repercussions on the way the systems work with each other as they are leading to ongoing and ill-evaluated reformulations on the way they are governed, financed, structured and operated.Conclusions: Care integration is not absent from policy-making and implementation endeavour in Portugal. However, recurrent issues seem to be consistently hampering the efforts regarding the integration of care in the country. It is urgent to assess current situation as experienced by those closely involved and directly affected.

Explosive economic growth in South East Asia has resulted in unparalleled wealth creation. Forbes magazine reports there are 386 billionaires in the Asia Pacific region. While the region's emerging economies report hopeful signs of a broadening middle class, income inequality is rising faster than living standards for the majority. There is widespread agreement that the stark income disparity must be addressed or it risks threatening political and social stability. For those interested in the social economy, key questions remain unanswered: first, will philanthropic giving match the fast pace of wealth accumulation, and second, will that philanthropy be strategic and targeted enough to address the critical social issues of the day? Where previous studies profiled the characteristics and motivations of Asia's wealthiest givers, this report examines the public policies influencing those charitable decisions to assess whether those policies are helping or hindering the growth of philanthropy. This study looks at four roaring economies: Indonesia, the Philippines, Singapore, and Thailand. Overall, this study finds the environment for philanthropy in the region to be quite challenging. Tax policies are either neutral or ineffective in incentivising philanthropy; opportunities for the charitably-minded to gain the skills necessary to address complex social problems are lacking; partnerships between civil society organisations and funders that enhance the capabilities of each other are rare; and the data that would assist the nascent field in quickly prototyping and innovating are non-existent and to some extent resisted. Certainly the tide could change. South East Asia has demonstrated incredible resilience along the steep upward climb of development. Few would have predicted the achievements of the past few decades, and it is entirely possible that the charitable sector in this region will evolve in ways currently not imagined. The purpose of this study is simply to raise questions about the assumptions that underlie so many discussions about Asian charity, wealth, and economic stability. Will the newly wealthy deploy their incredible resources to solve entrenched social problems by becoming active participants in and financial supporters of the social economy? Does growth in the charitable sector automatically follow wealth creation? The data analysed for this report suggests the answer is, not necessarily.
