Efficient functioning of the local government depends on its territorial organization, which must correspond to the objective needs of building public power structures, capable of responding, in line with European standards, to the new political, social, economic and cultural realities in which located Republic of Moldova. To investigate the phenomenon and identify efficient solutions was proposed to change the paradigm of investigation the phenomenon. It affirms the necessity to abandon the paradigm of an administrative-territorial organization and adopt a paradigm for the territorial organization of public power. In this sense, a theoretical-conceptual and methodological basis was elaborated in the domain of the territorial organization of the public power, in general, and in the local one in particular.
We still many illusions or idealistic conceptions of what should be the relations between socialist countries and what is communism. But that's life proved stronger than some illusions or idealistic understanding of problems and helped us to understand that to get the relations between the socialist and communist parties and between countries is necessary that each communist party to make every activity in this sense, because, unfortunately, some remnants of relationships in the capitalist world, which should not exist in the socialist world, are still manifest, that the big countries, strong countries want to impose their views. This refers not only to the Soviet Union, refers to China and if you want to know our opinion, the divergence is precisely the struggle for primacy....
As a sovereign and independent state, the Republic of Moldova has been going, for more than two decades, through a long process of asserting the country globally, certifying the status of the Republic of Moldova as a member of the international community and subject to international law. An important role in this sense is also the membership of our state in various regional and international organizations, and of increased interest are those specialized in combating all forms of organized crime. Taking into account its geographical position, but also the socio-human factor, we can not neglect the strategic role played for this purpose by the organizations from the Community of Independent States, those from the Black Sea Basin, or the Western Balkans. Thus, this article aims to review the most important regional and international organizations fighting cross-border organized crime of which our country is a member, with the presentation of the activity and role of the Republic of Moldova within them
In the interwar Romanian democracy, the main actor in this political mechanism around which the electoral system and the political parties were rounding was the King. He was designating a party in order to form the government, and afterwards the elections organized by the cabinet were inevitably won by the political party in power. As no party was designated one after another to rule the government, the sequence in power was simply and efficiently ensured. Winning the elections for each party in power was closed related to the voters dedicated to the government, meaning those who were giving their votes to the leading power. And this way, the interwar electoral puzzle was completed. The cohort of voters willing to vote for the government was influenced by many indicators such as cultural (literate) and economic ones, so that the electoral behavior differences between regions like Oltenia and Banat were significant, taking into consideration the economic gaps. Therefore, the electoral comparison between Romania and Dobrudja in the interwar period makes sense.

This article reviews the importance of national interest in the context of democratic transformations. The Republic of Moldova has to define its national interests as an opportunity to demonstrate that it has committed itself to respecting the values of freedom and tolerance, to demonstrate that it is open to bilateral and multilateral dialogue and cooperation and it tends to become a reliable security partner also by that gaining more audience and credibility. Even if the national interests of the Republic of Moldova are of a regional character, because its political and economic potential is limited, so it can not claim global roles in the world arena, the national interests synthesize the trajectories on the basis of which the Republic of Moldova conceives its present and the future. In democratic transformations, the role of state power in contemporary conditions does not diminish, but vice versa complicates and increases. Regardless of the social model that our society develops on, the state is the most important instrument for increasing people's well-being, building civical and political activity as well as strengthening the sense of citizenship. Thus, the course and results of democratic transformations are to a large extent determined by the quality of state leadership. The national interest is a well known determinant of political behaviour which motivates and stimulates different actors to develop political goals, to take actions that address both the political sphere as well as other social spheres. Starting from the premise that we are still doomed to governments formed by coalition, we consider absolutely necessary for all political formations to place on the first place the national interest, democratic transformation, sovereignty, human dignity, rights and freedoms, and not the narrow interests of the party or group.

Monografia jest rezultatem wysiłku intelektualnego, którego podjęli się wspólnie naukowcy z Mołdawii, Niemiec, Polski, Rumunii, Stanów Zjednoczonych Ameryki i Ukrainy podczas Międzynarodowej Konferencji Naukowej "Wspólne dziedzictwo kulturowe i językowe" w Jastrowiu w czerwcu 2019 roku. Na publikację składają się poszerzone wersje wypowiedzi zaprezentowanych podczas tego spotkania. Tom, który oddajemy do rąk Czytelnika, pomyślany jest jako zbiór zróżnicowanych spojrzeń na problematykę dziedzictwa. Języki i kultury Bukowiny stały się inspiracją dla analiz wychodzących poza tematykę tego regionu. Autorzy tekstów reprezentują różne perspektywy i dyscypliny naukowe: językoznawstwo, kulturoznawstwo, literaturoznawstwo, historię, politologię, socjologię, etnologię i historię sztuki. The present volume, which contains extended versions of their papers, is conceived as a collection providing different perspectives on the issue of cultural heritage. The invited authors represent various perspectives and fields of study: linguistics, cultural studies, literary studies, history, political studies, sociology, ethnology and art history. The implementation of the principles of local democracy has proven to be one of the most complicated tasks of the political and administrative reform in the Republic of Moldova. To overcome this situation, it is important to develop and substantiate theoretically such concepts as "local power", "the subject of local power", "local territorial collectivity". A clear scientific definition of those notions would serve as a foundation for developing an appropriate legal framework and public policy in the field. In order to elucidate the notions mentioned above, the existing essential approaches in the contemporary social sciences regarding the public territorial collectivities have been analyzed. The factors affecting the formation and existence of the local territorial collectivities have also been emphasized. Two types of authorities: private and public have been briefly considered. This paper analyzes the concept of "local authority" in contrast to the term "territorial administrative unit" with which the legislator operates in the Republic of Moldova. It was concluded that the concept "local collectivity" is more acceptable because it is the appropriate expression of the phenomenon of the territorial organization of public power in general, as opposed to the concept "administrative unit" which refers only to the territorial organization of state public power. So, from this point of view, the territorial administrative units and the local territorial collectivities are two different phenomena. In a strictly legal sense, the territorial-administrative unit is an inhabited territory which has no heritage (in the territory there is the state property or another kind of heritage) and it is administered by an official appointed by the state. The local collectivity has its own heritage that is managed on its own account and in order to solve local problems. The issues belonging to state power can be delegated to local authorities by sending financial and material resources needed to achieve them. A territorial community of the residents becomes local authority if it possesses and uses democratic institutions, creates bodies of self administration on the basis of the elective principle, takes binding decisions for the community, and has its own financial and material resources in order to regulate the internal life. These indicators make public territorial collectivities to be different from the territorial administrative units, in which only administrative methods of management are used. The defining elements of the identity of a local collectivity, such as: a) name, b) territory, c) population, d) the public authority of the eligible authorities, e) the Statute, f) the distinctive insignia of the local collectivity, have been identified. These elements make the local territorial collectivity to be distinguished from other similar collectivities.
