The aim of the article is to explore how the results of the U. S. subprime mortgage crisis influenced economic policy of governments in highly developed countries. It analyses consequences of a state intervention especially for government budgets and a rise of government debts. Then the article discusses the point of view of the Austrian school. Austrian economists argue a state is not an economic subject and its fiscal policy is very dangerous for effective allocation of the available resources of production's factors. They advocate a society with a small government and liberal economic policy. The author believes that Austrian approach to economic problems is more realistic and more pertinent than the approach of those, who demand more government intervention. The article draws on the concept of 'replacement migration', widely presented by the Population Division of the UN Department of Economic and Social Affairs in 2000 and 2001, which elaborated a concept and conducted a comprehensive analysis of international migration as a solution to the problem of population declines and demographic ageing. This concept was applied as an example to selected countries in the world, the European region, and the European Union as a whole. It involves calculating the number of foreign migrants necessary to completely offset future changes in the size or age structure of the given country's population as a result of the predicted demographic trends. The following article describes the formulation of this concept and looks at its application on a general methodological level and in the specifi c case of the Czech Republic. A detailed description is given not just of the model used but also of its internal and external assumptions. The constructed model is then applied towards determining the, necessary number of 'replacement migrants' in order to prevent a signifi cant change in the Czech Republic in: 1) the total size of the population, 2) the average age of the population, 3) the percentage of people of working age, and 4) the ratio of people of post-productive to productive age. With the aid of the results the authors clearly demonstrate that while international migrants could effectively help maintain the current size of the population, they would not be able to prevent the continued ageing of the population or even have a decisive impact on the course of this process. With these fi ndings the authors hope to contribute to the debate on the topic of the ageing population in the Czech Republic, and they call strongly for more intensive and especially more effective preparations for this real and unavoidable era in the development of Czech society.
The study provides estimates of the size of the fatherhood premium for the Czech Republic in the years 2006-2017, using data from the EU SILC survey. In the years 2006-2009, the fatherhood premium in the Czech Republic does not manifest itself if explanatory variables include the marriage premium and the partner's labour market participation. The fatherhood premium only starts to express itself in 2010 and the following years, when it reaches values from 11% to 15% as a consequence of a decision of families with high-income fathers to have a third child in the years after 2010.
UN peacekeeping operations are viewed as a relevant instrument of conflict resolution in the post-Cold War era. A significant part of them operates in Africa, the place with the largest "demand" for conflict resolution. Why are some operations successful, while others not? What are the determinants of their success? The author focuses on six determinants relevant for the outcome of peacekeeping operations: support of the UN Security Council, a clear & feasible mandate, equipment & size of the operation, duration of the operation, will of the belligerents to end the conflict peacefully & support of an African regional organization. Based on case studies representing ten UN peacekeeping operations in Africa, the author evaluates the determinants of success & thus shows the difficult striving of UN peacekeeping for success. This paper investigates the effects of economic growth on income inequality in EU countries by employing econometric models. We estimated the effect of growth on the share of income for all particular deciles of population and on the Gini. Other control variables were included in the models as well. The results showed a negative effect of economic growth on inequality, while this impact is the largest for the deciles ranging from the third to the seventh. This can be perceived as an indication of a shrinking middle class. Inequality-increasing effects were found for long-term unemployment, openness and partly for indicators of importance of the financial sector. Factors reducing inequality were rule of law and population with tertiary education. The size of government turned out to be a rather insignificant determinant.
We use EU SILC data for the Czech Republic to estimate the size of the motherhood penalty for the period 2006-2017. We find out that adjusted motherhood penalty amounts to 11-15% in the period 2006-2008. At that time, the Czech Republic appeared to be comparable to countries such as Germany and the UK. However, the motherhood penalty effectively disappears after 2009 and the Czech Republic is now placed in the same group with Scandinavian countries, France and Belgium. Despite that, there are still many obstacles for mothers to increase their labour market participation, which translate mainly into wage penalties via the experience and labour intensity channels. The study also supports other general evidence from cross-country motherhood penalty comparisons, motherhood penalty being mostly a phenomenon of middle-educated, married women located outside large cities, employed in private industry and having more than one child.
This study offers an analysis of the role of private security companies (PSCs) in the Czech Republic that builds on the model of global security assemblages developed by Abrahamsen and Williams. It applies this model to the Czech experience with the privatization of security since the end of the cold war by utilizing available data, complemented with information derived from structured interviews with the owners of PSCs operating in the Czech Republic. It suggests that the Czech market with commercial security services exhibits several specific characteristics, including the relatively high total number of registered PSCs (7000+) and their professional associations (16), the size of the gray and black markets involving PSC services (30 to 40 percent of the entire market), and the phenomenon of so-called "reverse revolving doors," whereby former owners or top managers of PSCs directly, or through family members, enter into, or establish their own, political party. Overall, however, this study confirms the key conclusions from previous applications of the model regarding the partial disassembly of the Czech state's security functions and the corresponding re-articulation of relations among public and private actors in the provision of security. This article presents the initial results of a research project on the politics of local referendums in the Czech Republic, situating the Czech experience in the context of other Visegrad states. Data on Czech local referendums from 20002005 have been compiled from multiple sources -- local and national newspapers, data from municipal, district and regional authorities, interviews, and statistical indicators -- to ensure the completeness and comprehensiveness of the dataset. The article conceptualizes local referendums as the product of often arduous civic campaigns that, in the light of local political opposition, frequently fail to carry out the referendum. The study thus takes a referendum campaign's level of "success" as the dependent variable, and considers a range of demographic, political and civic factors as independent variables. Quantitative as well as case-study evidence is provided. The article finds that of the 114 local referendum campaigns that were initiated from 20002005, 82 referendums were ultimately held, of which about 48 were initiated by environmental NGOs or directly addressed environmental issues. The key variables determining the success of local referendum campaigns are municipal size, referendum theme, and the legal capacities and campaign strategies of the referendum initiators. The publication output of all political science and international relations departments and their individual scholars in the Czech Republic is analyzed and ranked here using publication indicators from the Web of Science and Scopus citation databases. Both individual and departmental rankings are constructed based on a composite measure of publication activity which incorporates three indicators: the sum of author shares (in order to account for each authors contribution in the case of co-authored articles) of articles registered in either database, the number of citations of these articles, and the impact factor of the journal. The departmental rankings are further weighted by the size of a given department. The analysis takes into account all departments with an active undergraduate or graduate program in political science or international relations (a total of 14), and all researchers with an institutional affiliation to these departments. The original dataset used for this analysis was compiled from both citation databases and validated by information from the internet presentations of the departments and by sending a questionnaire to the heads of all the departments. The results suggest a weak overall performance of Czech political science in terms of the used publication indicators. However, the analysis of recent trends shows a significant increase in overall Czech publication activity since 2006. Both this trend and the emergence of scholars with consistent publication activity registered in the citation databases constitute a positive development and allow for optimism in the near future. Purpose of the article: Current students of Czech and Slovak universities have lived most of their lives in the separate Czech/Slovak Republic, in new political, economic and technological conditions and also in a more intensive contact with members of other cultures than the previous generations. This could have affected their self-identification, national sentiments and attitudes to the EU. There is minimum empirical knowledge answering the question whether this hypothesis is right. The aim of the research was to contribute to the reduction of this deficit in knowledge and provide a starting point for further, more extensive, studies. Methodology/methods: The research used a sample of 134 Czech and 119 Slovak students of economy oriented universities. The research data were collected by means of a questionnaire, providing us with quantitative and qualitative data. The results were processed separately for the Czech sample and the Slovak sample and then compared. Scientific aim: The aim of the research was: (1) to explore the extent of national pride of young Czech and Slovak students of economy oriented universities as well as their identification with their country; (2) to explore the young Czech and Slovak students' opinions on the entry of their country in the EU and what they expect from the EU membership in the future; (3) to compare responses of Czech and Slovak respondents and identify the differences in their sentiments and attitudes to the EU. Findings: The research has revealed some differences in the extent of Czech and Slovak students' identification with the regional units where the respondents live and in the perception of the contribution the entry of their country in the EU could bring. The expectations of both groups of respondents mainly concern better standards of living and a better economic situation of inhabitants. Conclusions: Generally, the results indicate that the attitudes of the students of the selected economy oriented faculties to EU membership are related to the perception of economic benefits and contributions to personal development and success at the labour market on the one hand, and on the other hand, to the perception of personal identity formed in the context of the country's historical development. It means, these are not mere results of rational calculations - the results indicate that even the generation of young, economy educated people who grew in new conditions shares the sentiments connected with their national identity. Due to the size of the sample set, the results cannot be considered valid for the entire population of students of economy oriented Czech and Slovak universities. The purpose of the research was to provide basic empirical knowledge, mainly of qualitative character, that will form a starting point for further, more extensive studies.
