The concept of empowerment is hard to miss in the field of social work, (health)care and welfare. Here, empowerment seems to stand for the autonomy and competence of the individual, who learns to make a positive contribution to society. In this book, Richard de Brabander traces the evolution of the notion of empowerment: whereas its roots can be found in the civil rights movement and its fight against oppression and injustice, nowadays the term is mostly used in strategies to make people adapt to dominant norms. While it should motivate us to resist patterns of exclusion and to create new ways of living, today that meaning seems to have turned into its opposite. - In politieke discussies en beleid op het gebied van sociaal werk, zorg en welzijn vliegt de term empowerment je al snel om de oren. Toen The SAGE handbook of the philosophy of the social sciences uitkwam, wist ik niet hoe snel ik een exemplaar te pakken moest krijgen. Omdat ik wel eens op dit gebied publiceer, was ik bang dat mijn kennis achterliep bij de internationale 'voorhoede'. Na lezing van het handboek kan ik gerust ademhalen. Dit is een conservatief handboek waarin weliswaar een aantal interessante ideeën staat, maar weinig nieuwe inzichten te vinden zijn. Daarnaast zijn er twee hoofdstukken die tot diepere inzichten kunnen leiden, zoals ik hieronder zal aangeven. Het handboek bestaat uit een inleiding, vier omvangrijke delen over respectievelijk de ontwikkeling van de wetenschapsfilosofie, sociale ontologie, paradigma's en methodologie, en een epiloog. In totaal bevat het handboek 39 hoofdstukken.

The trend that saw care, welfare and educational institutions being expected to collaborate at a local level began in the 1980s. This is now standard practice, with, for example, the implementation of the WMO (Social Support Act) or the Brede School (a network of provisions for children, parents and district with the school at its core), but Zuidersma noticed that this was still very much in its infancy fifteen years ago. She conducted research into local collaboration between care and educational institutions with a focus on Nursing and Care programmes. 'What was already conceived in 1980 was only introduced from 1997 onwards. In my research I discovered that there was great call for collaboration but that very little was known about how this should take shape and which attitudes should be fostered to achieve a concrete result.' Success factors Questionnaires and observations of dozens of collaborating organizations helped Zuidersma come up with a number of critical success factors. First, the institutions involved need to be aware that their partnership is not an organization in itself but a network with a specific goal. This actually requires the different layers at the partner organizations to interact: for example, the manager of a care institution speaking directly with a teacher at a school. Together with this multilayered aspect, Zuidersma introduces the term of reciprocity, in which not the status of the organization is the main focus but, for example, the interest of students or patients. Over the course of time the organizations should sense where this joint interest lies and none of them should dictate the agenda. They must be able to grow together. This is crucial to the success of a project. 'I noticed that the parties involved generally collaborate well, but that if things are proceeding less smoothly the organizations stake out their positions, making effective consultation more difficult.' Two other factors that Zuidersma distinguishes are that the collaboration has a long-term perspective and that those working in such a partnership are accessible, both physically and digitally. Measuring instrument On the basis of her research Zuidersma can provide a method which organizations working in different social fields can use to structure their partnership. This includes a measuring instrument that makes it clear whether objectives are being achieved and an observation method that determines whether difficult discussions involving divergent interests are actually effective. It is also a good test for checking whether collaboration is worthwhile at all, says Zuidersma. 'I hope that my thesis will communicate the message that one can look at these conditions and say with certainty: we will not opt for collaboration at present. Organizations must look very critically at whether they have a joint objective; otherwise they should not even begin. You should never collaborate for the sake of collaborating.'

The impact of the EU on everyday life is huge, but not always visible. Educating young people to become informed and empowered EU citizens requires a strategy of active learning to prepare them for civic responsibility and democratic participation. The energy transition reflects fundamental changes in energy supply. During that transition, society also expects the high-quality nature of the energy supply to be maintained. The energy transition is therefore confusing and makes people have to deal with uncertainty. They not only experience changes in the energy supply, but also a change from a consumption paradigm (purchasing of energy) to an exploitation paradigm (self-generating and consumption of energy). The objective of the research is to gain insight into whether and how parties (public, private, citizens) are able to involve everyone in a community in the development of renewable energy production and consumption. The thesis' presents the 'analysis framework for steering on public value in sustainable development'. The framework shows what parties do to support the ambition of renewable energy for everyone. It is based, amongst others, on Elinor Ostrom's 'institutional analysis and development framework', on Mark Moore's work on public value, and on the collaborative governance philosophy, in particular Ansell & Gash's 'contingency model of collaborative governance'. The framework provides an instrument for recording and analyzing the input of diverse disciplines in public value creation and in this way combines policy development and system development. The ambition of 'renewable energy for everyone' implies that renewable energy is to be viewed as a 'common-pool resource', one type of goods according to Elinor Ostrom's typology of goods. It has two characteristics. One characteristic is that the use of a good by one is at the expense of the possibilities for the other to also use that good. The other characteristic is that excluding a party from a good is considered to be socially undesirable or unacceptable, and may therefore incur social costs.
