This note assesses whether social protection programs are adequately financed in mainland Tanzania. We find that social protection programs are an important component of Government expenditures, and complements other Government social spending, including education and health spending. In recent years, the Government has strengthened social protection by: (i) increasing social protection expenditures; (ii) shifting social assistance from generally inefficient food and in-kind programs to more efficient cash-based programs; (iii) shifting social assistance from relatively untargeted programs to those which are targeted to poor people; and (iv) easing demand side constraints faced by households investing in human capital. Despite these positive developments, challenges to social protection remain: (i) social assistance and employment programs remain underfunded relative to the needs of the population; (ii) development partner financing remains crucial even though they are prone to external risks; (iii) little isknown about which social welfare services and employment programs work well; (iv) many pensionparameters are not in line with best-practice and therefore, sustainability can be improved; (v) generalized subsidies, which are notoriously bad instruments to target poor people, are absorbing Government resources in a tight fiscal environment.

This note highlights the critical contribution that social protection can make to a broader disaster recovery effort by helping directly to disaster-affected households. It is intended primarily for those government officials involved in organizing the post-disaster response and recovery effort who may not be familiar with social protection or the contribution it can make as part of their response and recovery plans. It also provides a high-level sensitization to the main social protection programs and their potential uses in response and recovery, including their primary strengths and limitations in post disaster settings. It is hoped that this indicative information can provide the basis and impetus for government officials leading the response and recovery effort to collaborate with their own national social protection ministries, departments and agencies in order to assess the most appropriate contribution that social protection can make in their specific country contexts, and at a much more detailed degree of technical specificity.

A key challenge in Nepal is the intersection of predictable chronic or seasonal poverty andvulnerability, with rapid-onset and acute shocks. Nepal in the last few decades has epitomized the'perfect storm' in which a number of different factors—disasters, conflict, political uncertainty, and challenges to economic growth—coincide with deleterious effects on people's well-being anddevelopment progress. While social protection (SP) is playing an increasing role in tackling chronic and seasonal poverty and wider vulnerability and exclusion, recent disasters in Nepal, particularly in 2015, highlight how making SP more flexible and adaptive could allow a more effective and efficient development and humanitarian response. The World Bank in Nepal contracted the Centre for International Development and Training at the University of Wolverhampton, United Kingdom, and the Nepal Institute for Social and Environmental Research, to carry out the technical assistance (TA) project 'Review of policies, systems and programs in social protection and shock response for adaptive social protection in Nepal'. The overall objective of the work is to make recommendations on possible policy, programmatic, and institutional measures for more adaptive social protection (ASP). The analysis was delivered using a mixed-methods approach. An analysis of existing data (including the Household Risk and Vulnerability Survey [HRVS] data) was used to understand the scope and coverage of existing programs and their links to disasters and shocks. A desk review of literature explored legislation and policies, program documentation and official implementation guidelines, and evaluations and research. Interviews took place with key informants at the national, district, and local government levels as did focus group discussions (FGDs) and individual interviews, especially with recipients of SP programs, at the ward or village level in the districts of Bardiya, Humla, Saptari, and Sindhupalchok.

This report reviews Sri Lanka's social protection programs and proposes strategic options for enhancing their role in promoting growth with equity. Well designed social protection (SP) systems can help address poverty and inequality through redistribution, and mitigate risks and facilitate employment opportunities, thus contributing to both growth and equity goals. The report first identifies the poor and vulnerable (chapter 1) and then reviews and evaluates employment protection and promotion policies and programs (chapter 2), social security/insurance schemes (chapter 3), and safety net programs (chapter 4) and proposes policy options The concluding chapter summarizes key analytical findings and presents a unified policy framework to improve social protection. The report relies mainly on extensive existing literature from Sri Lankan and international researchers. The remaining part of this section summarizes the main issues and policy options.

Following independence from the former Soviet Union, Tajikistan inherited an extensive social protection system that included a range of cash and noncash benefits. While the economy is well into its transition from a centrally planned to a market-oriented economy, its social welfare policies still adhere to the methods and approaches of the Soviet period. This is true for social protection, which has both social insurance and social assistance components, and for which benefits are effectively noncontributory in nature in that no contributions are collected from employees. In this paper, we examine the performance of the country's social protection system - essentially public transfers for the elderly and disabled - in terms of reducing poverty, with the aim of identifying its key problems. Since the government provides such public transfers mainly as pensions (i.e., old-age pension, disabled pension, and survivors pension), it merits an in-depth analysis of whether or not these transfer programs reach the intended beneficiaries; that is, how well do they target the intended beneficiaries? Using data from the Living Standards Measurement Survey conducted in 2007, the study finds that only 43% of poor households are receiving transfers from the government, while 33% of nonpoor households receive transfers. This study argues for applying a targeted approach to public transfer programs, including noncontributory pension schemes aimed at the most vulnerable populations.

COVID-19 and the measures governments have put in place to prevent its aggravation have triggered an economic recession that will increase poverty rates and hunger. In June, the International Monetary Fund projected a 4.9% decline in global economic growth compared to 20191. A similar forecast has been generated under Ceres2030, a research project co-directed by the International Food Policy Research Institute, Cornell University and the International Institute for Sustainable Development that is calculating the cost of effective interventions to end hunger sustainably. When countries in the Middle East and North Africa (MENA) achieved their independence, formal social protection schemes established by former colonial powers were, to varying degrees, assimilated or mimicked by the State, particularly pension systems for government and formal-sector workers. These systems, however, have proven to be highly subsidised and regressive in terms of income distribution in the face of large segments of the population engaged in the informal sector (or rural work), who have remained excluded from formal social protection unless eligible for some social assistance programmes, mostly with lower coverage and benefits. In fact, a significant share of the social expenditure with a social protection function in most of these countries was assigned to universal or quasi-universal subsidies of fuel and staple foods. Sub‐Saharan Africa is expected to face the highest population growth rates leading up to 2060, yet this region faces uncertainties concerning how to cope with this demographic boom. Social protection has been a central theme in the political economic literature on advanced democracies, but little research has focused on the current social protection systems in sub‐Saharan Africa. Using a latent profile analysis, four clusters of social protection regimes were found in the region. Policy analysis is the cornerstone of evidence-based policy making.1 It identifies the problems, informs programme design, supports the monitoring of policy implementation and is needed to evaluate programme impacts (Scott 2005). Rigorous and credible policy evidence is necessary to ensure the transparency and accountability of policy decisions, to secure political and public support and, hence, the allocation of financial resources. Sound policy analysis helps design effective and efficient programmes, thereby maximizing programme impact.

Since the early 2000s international development agencies have actively promoted social protection as a new global public policy. This process can be understood as flowing from related shifts within the global political economy and of development ideology, and involved international development agencies deploying strategies of governmentality to 'render technical' social protection, and cash transfers in particular, as the logical solution to myriad development problems, including within Africa. The paper places this move in historical perspective and examines the role that a particular aid agency played in shaping the transfer of cash transfers to Africa.

According to some estimates, about 60 million people of Italian origin live outside of Italy today. To manage and, at first, encourage emigration, Italy has historically built a composite diaspora infrastructure which is discussed in the first part of this chapter. Doing so, we demonstrate that instruments to consult and represent politically citizens abroad are core features of Italy's diaspora engagement policies. In the second part of this chapter, we examine the social protection dimension of diaspora more closely and highlight the central role played by the Patronati (welfare advice agencies). We show that Patronati are to this day a unique institution at international level, by which Italians abroad can be helped, free of charge, to gain access to social protection in Italy and abroad. ; Peer reviewed

This case study aims to measure the coverage of social protection in Sudan, by analysing the extent to which the diverse risks faced by the different groups are covered. Data from the National Household Budget and Poverty Survey (NHBS) 2014-2015 shows that the governmental provision of social protection in Sudan has the smallest contribution to mitigate risks with an average protection coverage rate of only 0.4% vs. an average of 1.3% for informal social protection.
