This research focuses on how the public policy against domestic violence has been set up, how it has evolved, and how it is currently implemented. Using a sociohistorical approach, I did an ethnography of some of the feminist non-profit organizations which provide victims of domestic violence and their children with counseling and accommodation, and I did interviews with professionals of government institutions in order to understand how public action has been dealing with the issue of domestic violence. Framed as intolerable at the end of the second wave feminist movement, domestic violence became a feminist cause which is now supported by professional and institutional associations. Thanks to the production of a body of scientific knowledge and its practical translation by state feminism, this cause has become legitimate and was put on the political agenda. Analyzing the activist careers of the organizations' founders helps to understand the organizational decisions they made, as well as the reasons why they moved into the social work sector. A new group of professionals came into being, and it was made of three types of activist workers. Their professional training and socialization participate in shaping a feminist professional group, differing from social workers in their practice as well as in their framing of domestic violence. The way laws and judicial practice has evolved, professional controversies and the new public management of public policies are all elements which shed light on the dynamics of change in the public policy. What does it mean to engage in strengths-based (SB) approaches from a social justice perspective? In this paper we explore the accounts of educators who work with youth experiencing social and educational barriers to describe what it might mean to engage in SB practices from a social justice perspective. Using data generated from interviews, we draw on educators' perspectives and reported practices to inform our conceptual understanding of a SB social justice approach. We propose that a social justice perspective of SB educational work involves at least four interconnecting sets of practices: recognizing students-in-context, critically engaging strengths and positivity, nurturing democratic relations, and enacting creative and flexible pedagogies. We contend that these interrelated sets of practices are necessary for youth to engage more fully in schooling.Key words: Social justice; strengths, youth, students deemed to be 'at risk', educator perspectives ; Que cela signifie-t-il de s'engager dans des approches basées sur les points forts du point de vue de la justice sociale ? France is characterized by a good overall health status and high social inequalities in the health sector. The renewed interest in health inequalities is the opportunity to question a unique definition focused on results at the expense of processes, in a country where policies on tackling inequalities are based on the health care system. General practice has a particular position in this system, as a new academic speciality, which still needs to figure out how to define itself. It is described simultaneously as a heath care system gatekeeper, a public health officer or an advocate for inter-individual relationship and holistic care. While medicine is based on scientific evidence, it is also a prudential profession as it considers singular situations, generating uncertainty in practice. Among singular sources, social characteristics of both patients and doctors have to be considered. However, in their practice, physicians experience a diversity of social. Sometimes a barrier to the professional activity and considered external to the medical world, sometimes considered as part of scientific evidences by epidemiology, it could also be considered as a component of the individual construction of the patient on which the physician can rely, with the potential to lead to a moralization of behaviours and identities. Parmi les sources de singularité, l'aspect social, tant du patient que du médecin, est à considérer. Dans sa pratique, ce dernier éprouve cependant une diversité de social. Tantôt obstacle à son activité professionnelle et vu comme extérieur au médical, tantôt élément apparenté aux données de la science par l'épidémiologie, il peut aussi être une brique de la construction individuelle du patient sur laquelle s'appuyer, conduisant parfois à une moralisation des conduites et des identités. Les caractéristiques sociales du médecin sont quant à elles souvent oubliées, comme s'il était neutre ou simple représentant de la science. C'est pourtant dans l'interaction entre ces deux mondes que se jouent aussi les inégalités sociales de santé et tout se passe comme si le médecin ne pouvait bien soigner que ses semblables.

The goal is to correlate contracts and subsidies with the quality of the integration services provided (outcomes) by operational structures; a competitive rationale characterized by competitive mechanisms to promote the economic value and the technical efficiency of the goods and services produced (output). Consequently operational structures converge towards the adoption of entrepreneurial standards. Their economic viability requires adopting an social business model less dependent on public subsidies and more commercial. According to the same dynamics, their transformation into Work Integration Social Enterprises (WISEs) is accompanied by processes of concentration. We study the forms, configurations and properties. A partir d'une approche sociohistorique et d'une enquête ethnographique dans les associations féministes accueillant et hébergeant des femmes victimes et leurs enfants, et par entretiens auprès des professionnels des institutions étatiques, cette recherche se propose d'étudier les ressorts de l'action publique luttant contre les violences conjugales. Constituées en intolérable à la fin du mouvement féministe de la seconde vague, les violences conjugales sont devenues une cause féministe, défendue par des associations aujourd'hui professionnalisées et institutionnalisées. Légitimée par la production de savoirs scientifiques, cette cause a également été l'objet d'un travail de retraduction par le féminisme d'Etat, pour être ensuite mise à l'agenda politique. Les carrières militantes des fondatrices des structures d'accueil permettent de comprendre le projet associatif qu'elles ont soutenu, et les raisons de leur choix d'investir le secteur du travail social. Un nouveau groupe professionnel émerge, auquel participent trois figures de travailleuses militantes. La spécificité de leurs pratiques, et du cadre d'interprétation des violences conjugales les distinguent dans l'espace du travail social : les formations et socialisations professionnelles contribuent au devenir d'un groupe professionnel féministe. L'analyse de la mise en œuvre de la politique publique conduit ensuite à rendre compte des dynamiques de changement. Les évolutions de la législation et des pratiques judiciaires, les controverses professionnelles ainsi que la nouvelle gestion publique comme mode d'administration des politiques publiques, constituent les principaux ressorts du changement de la politique publique. Contribuant à l'analyse des politiques publiques, cette thèse entend aussi rendre visibles des pratiques professionnelles féministes, trop rarement étudiées.

Cette thèse porte sur l'analyse ethnographique et sociologique du mode d'usage de l'agriculture « dans le social ». Deux actions communales japonaise et belge sont ainsi mises en parallèle : le Centre pour la Création de la Vie agri-rurale (Nô-Life Sôsei Center en japonais) lancé en 2004 à Toyota au Japon, qui vise à la fois la revalorisation de friches agricoles et la promotion d'activités à but d' « Ikigai (sens de la vie) » auprès de la population locale vieillissante ; l'Entreprise de Formation par le Travail Ferme Delsamme lancée en 2002 à La Louvière en Belgique, qui vise l'insertion socioprofessionnelle des personnes en difficulté par le maraîchage biologique. À partir de l'analyse des formes d'engagement des opérateurs et des usagers dans leurs espaces d'activités concrets, cette thèse propose l'idée de régimes d'action « éthiques » qui consistent en un certain nombre de principes minimaux de réflexion et de pratique disponibles à l'usage des personnes. Cette thèse a dégagé en particulier l'importance de deux formes caractéristiques de ces régimes : la compassion (prise d'une responsabilité infinie face à la détresse d'autrui) chez les opérateurs, et l'autonomie sociale (conciliation entre l'autonomie individuelle et la dépendance relationnelle sur la base d'une reconnaissance de la vulnérabilité et de la fragilité des personnes) chez les usagers. L'activité agricole se définit là comme espace intermédiaire et concret servant de « support » entre ces deux régimes peu visibles et formulés, et difficilement objectivables et justifiables. ; This thesis deals with the ethnographical and sociological analyses of the modes of use of agriculture "in the social sphere". Two Japanese and Belgian municipal actions are treated in parallel: The Centre for the Creation of Agri-rural Life (Nô-Life Sôsei Center in Japanese) launched in 2004 in Toyota City, which aims at the reinvigoration of fallow land and the promotion of the ikigai ("Life worth living") for an aging population of permanent residents. In Belgium, the Work Training Initiative at Ferme Delsamme (Entreprise de Formation par le Travail Ferme Delsamme in French) launched in 2002 in La Louvière City, which aims at the socio-professional integration of at-risk adults through organic agriculture. Based on the analysis of forms of engagement of operators and users in their relationships of interaction and their efforts at adjustment of the tension, this thesis proposes the idea of "ethical" regimes of action that consist of a minimum number of principles for reflection and practice available to be used by actors. This thesis identified in particular the importance of two characteristic forms of these regimes: compassion (taking an infinite responsibility to address individuals in distress) amongst operators; social autonomy (the balance between individual autonomy and relational dependency based on the recognition of vulnerability and fragility) amongst users. Agricultural activity is defined here as the intermediate space supporting the combination and the performance of these regimes that are not very visible and formalized, and difficult to objectify and justify.

Auparavant et jusqu'à présent, une grande partie des responsabilités en termes de développement ethnoculturel sensible des services publics (services sociaux, des programmes de formation en travail social, etc.) ont été laissés aux mains d'organismes de charité non-lucratifs. Cependant, peu à peu, depuis les années soixante, le gouvernement fédéral et le gouvernement provincial, ont dû développer des politiques et des programmes d'action. Au Québec, le travail social a fait partie du débat face à deux grands courants politiques, l'un canadien basé sur le multiculturalisme, et l'autre québécois basé sur l'interculturalisme. L'article vise à donner une perspective historique sur la façon dont le travail social a dû faire face à des contradictions différentes. ; In Canada and Quebec, dealing with issues related to cultural diversity and racism has been a challenge for the governments since the sixties. Before and up to our days, a large part of responsabilities in terms of developping ethnocultural sensitive public services (social services, training programs in social work, etc.) have been left in the hands of non profit and charity organizations. But, little by little, since the sixites then, both governements, federal and provincial had to develop politics and programs of action. In Quebec, social work has been part of the debate facing two mainstream politics, the canadian one based on multiculturalism and, in Quebec, on interculturalism. The article intends to give a historical perspective on how social work had to deal with different contradictions.

The 21st century's social welfare and medico-social action is going through a crisis, which is originated by the imbalance in the relationship between welfare institutions and their beneficiaries. This disturbance emerged quite clearly in the social and medico-social fields in the early 2000s in the wake of the watershed of the 2002-2 French piece of legislation. This law makes user's participation the major reform axis - and as such, a disturbance - of the governance system and the endemic legitimacy of the French institutions of solidarity. The rebuilding of social and medico-social action through users' participation in the care-providing institutions' day-to-day started fifteen years ago and is in keeping with the evolution of our modern democracy toward an equalization of legal and social rights and access to public ressources, today attempting to level out civic recognition of individuals. Being simultaneously a process and a product of the adaptation of social work to modernity, this reconstruction and the institutional upheavals it reveals provide information on a society of individual claim, social movements and shared knowledge. This society being the grounds on which the social work reconstruction is laying its foundations, it raises a fundamental sociological question today : how do traditional institutions of solidarity adapt to the global networking of individual life environments, and the increasing possibilities in terms of social and civic involvement from the minorities, which have become essential to social cohesion? ; L'action sociale et médico-sociale du 21ème siècle est en crise.
