V uvodnem poglavju magistrskega dela smo opredelili problem, namen, cilje in hipoteze. Zapisali smo predpostavke in omejitve ter predstavili predvidene raziskovalne metode. V drugem poglavju smo predstavili prostovoljstvo in program Evropske prostovoljne službe. Ker je program Evropske prostovoljne službe vezan na mednarodni prostor, smo pozornost namenili tudi mednarodnemu prostovoljnemu delu. Predstavili smo celoten program Erasmus +, ki financira tudi program Evropske prostovoljne službe. Ker program Evropske prostovoljne službe zahteva tesno sodelovanje med zaposlenimi in prostovoljcem, smo v tretjem poglavju obdelali modele zadovoljstva pri delu, ker po našem mnenju zadovoljstvo zaposlenih vpliva na sodelovanje s prostovoljci. V nadaljevanju v četrtem poglavju smo predstavili razlike med kulturami, saj v našem primeru govorimo o mednarodnem prostovoljnem delu. Poznavanja in spoštovanje razlik med kulturami, lahko doprinese k uspešnemu sodelovanju med različnimi kulturami. V petem poglavju smo predstavili dve organizaciji, Društvo center za pomoč mladim iz Slovenije, in Občino Kuopio iz Finske. Organizaciji sta akreditirani za izvajanje projektov Evropske prostovoljne službe. Z predstavnikoma organizacije smo izvedeli intervju. S pomočjo intervjujev smo spoznali izkušnje in pomanjkljivosti organizacij pri pripravi, izvedbi in evalvaciji projektov Evropske prostovoljne službe. Na podlagi odgovorov intervjujev smo izvedeli SWOT analizo. V nadaljevanju pa pripravili predlog programa za pripravo zaposlenih na delo s prostovoljci iz tujine, kar smo si kot glavni cilj zadali v uvodu magistrskega dela. ; In the introductory chapter of the master thesis we have identified the problem, purpose, objectives and hypotheses. We have wrote assumptions and limitations. We have present the intended research methods as well. In the second chapter we have presented the volunteering and the European Voluntary Service. Since the program European voluntary service is linked to the international area, we have also focused on the international volunteer work. We presented the entire program Erasmus +, by which European voluntary service is funded. Since the European Voluntary Service program requires close cooperation between employees and volunteers, in the third chapter we have analyzed models of job satisfaction because, in our view, employee satisfaction has impact on the cooperation with volunteers. In the fourth chapter, we present the differences between cultures, as in our case, we are talking about international volunteering. Knowledge of and respect for differences among cultures, may contribute to the successful cooperation between different cultures. In the fifth chapter, we present the two organizations, the Youth Aid Center Association from Slovenia, and the Municipality of Kuopio from Finland. The both organizations are accredited for implementation of European Voluntary Service. We have make an interview with the representatives of the both organizations. Through interviews we have learned about experiences and shortcomings of organizations in the preparation, implementation and evaluation of projects of European Voluntary Service. Based on the responses of interviews we have make SWOT analysis. After that we have prepare a draft of program for preparing employees to work with volunteers from abroad, which we have set as a main objective for the thesis in the introduction chapter.

EU je prva regionalna organizacija, ki si je v GS OZN prizadevala za nadgradnjo svoje opazovalne funkcije in 3. maja 2011 z resolucijo GS OZN št. A/RES/65/276 pridobila okrepljen status opazovalca. Ker je sprejetje omenjene resolucije vzpostavilo okvir, ki prinaša spremembe za delovanje EU v GS OZN, je cilj moje magistrske naloge analizirati, kakšen vpliv je imela resolucija na koherentnost glasovanja DČ EU v GS OZN pri resolucijah, povezanih z jedrskim orožjem. Ker je nesoglasje med DČ EU v GS OZN najvišje glede resolucij, ki obravnavajo jedrsko orožje, sem raziskovala, v kolikšni meri je sprejetje resolucije GS OZN št. A/RES/65/276 prispevalo k sposobnosti EU, da v GS OZN predstavi skupno stališče oziroma »govori z enim glasom«, ko se razpravlja o tako kontroverzni temi. To ugotavljam na podlagi mešane metode in sicer kvantitativne analize glasovanja DČ EU na temo resolucij GS OZN, ki obravnavajo jedrsko orožje in kvalitativne analize morebitnih sprememb stališč DČ EU o jedrskem oboroževanju, v osemletnem obdobju pred in po sprejetju A/RES/65/276. Ugotavljam, da resolucija GS OZN št. A/RES/65/276 ni prispevala k večji stopnji koherentnosti glasovanja DČ EU v GS OZN pri glasovanju o resolucijah jedrskega orožja. DČ EU ostajajo razdeljene glede vprašanj jedrskega razoroževanja, pri čemer tako jedrske kot nejedrske države ohranjajo močne nacionalne preference. ; The EU is the first regional organization that has strived to upgrade its observer function in the UNGA and on 3rd May 2011, with the UNGA resolution A/RES/65/276 gained an enhanced observer status. Since the adoption of this resolution has created a framework that brings changes to the functioning of the EU in the UNGA, my master's thesis aims to analyze the impact of the resolution on the EU MS' voting coherence in the UNGA on nuclear-related resolutions. Since the disagreement between the EU MS in the UNGA is the highest regarding resolutions dealing with nuclear weapons, it seems appropriate to analyse to what extent the adoption of A/RES/65/276 contributed to the EU's ability to present a common position in the UNGA or the ability to »speak with one voice« when discussing such a controversial topic. I intend to identify this on the basis of a mixed method, i.e. a quantitative analysis of the EU MS' vote on the subject of resolutions dealing with nuclear weapons and qualitative analysis of possible changes of the EU's nuclear arms standpoints in the eight year period before and after the adoption of A/RES/65/276. Findings show that the UNGA Resolution no. A/RES/65/276, did not contribute to a greater coherence in the EU MS's voting in the UNGA when voting on nuclear weapons resolutions. EU MS remain divided on nuclear disarmament issues, with both nuclear and non-nuclear states maintaining strong national preferences.

Magistrsko delo obravnava uporabo drog v sklopu nočnega življenja v Sloveniji, pri čemer se osredotoča predvsem na after partije. Uporabo drog in after partije obravnava kot specifičen vidik obiskovanja nočnega življenja, pri čemer izhaja iz teze, da ju je treba razumeti sociološko in v širšem družbenem kontekstu. Ker je fenomen after partija na splošno še neraziskan, delo najprej opredeli njegove specifike in značilnosti obiskovanja after partijev. Nato posebej obravnava značilnosti uporabe drog na after partiju, predvsem vzorce uporabe drog, razliko med vzorci uporabe drog na after partijih in partijih ter identificira subjektivne razloge za uporabo drog na after partijih. Nadalje delo razpravlja o možnih tveganjih, ki jih prinaša obiskovanje after partijev in uporaba drog na njih, ter o občutenih posledicah obiskovanja after partijev, ki so lahko bodisi negativne ali pozitivne. Na podlagi identificiranih tveganj delo obravnava ukrepe za zmanjševanje škode, pri tem pa identificira ukrepe, ki jih sogovorniki pogosto uporabljajo in so jih prepoznali kot potrebne, ter ukrepe, ki bi si jih sogovorniki želeli. Na podlagi rezultatov raziskave magistrsko delo ugotavlja, da se after partiji realno in simbolno razlikujejo od ostalih vidikov nočnega življenja, prav tako pa se razlikujejo značilni vzorci uporabe drog ter s tem povezana tveganja in posledice. Kot ugotavlja raziskava, so zaradi drugačnih tveganj in posledic za after partije potrebni tudi posebni ukrepi zmanjševanja škode, zato naloga v sklepnem delu predlaga nekaj možnih ukrepov zmanjševanja škode za after partije. ; This work discusses the use of drugs in the context of nightlife in Slovenia, focusing primarily on after parties. Both the use of drugs and the after parties are analysed as a specific part of nightlife, arguing that this phenomena need to be understood sociologically and in a broader social context. Because after party as a phenomenon has not yet been thoroughly researched, this work first defines its characteristics and analyses the specificities of attending such events. The use of drugs during after parties is also discussed, focusing specifically on the patterns of drug use, on the difference between the patterns of drug use during parties and after parties, and on the subjective reasons for the use of drugs. Moreover, the work discusses the possible risks of attending after parties and of drug use as well as the consequences that visitors of after parties recognise as either negative or positive. On the basis of the recognised risks, this work further discusses the harm reduction measures, identifying those measures that are often used and recognised as necessary by the participants and those measures that the participants recognised as needed. This work argues that after parties differ from the rest of the nightlife on actual and symbolic level and that they are characterised by specific patterns of drug use as well as specific risks and consequences. Due to these inherent specificities, it is maintained that particular strategies of harm reduction need to be implemented. Some possible harm reduction measures for after parties are hence proposed.

Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).

For Le Corbusier, the architect was the authority on living and their role was to know what is best for humans, as it becomes evident from what he declares in The Athens Charter: "Who can take the measures necessary to the accomplishment of this task if not the architect who possesses a complete awareness of man, who has abandoned illusory designs, and who, judiciously adapting the means to the desired ends, will create an order that bears within it a poetry of its own? The paper is focused on the critique of the principles of the Athens Charter and its relation to the attempt to strengthen the articulations between architecture and its social, economic and political context. It examines Team 10's intention to replace the four functions — dwelling, work, recreation and transport — of the Charter of Athens by the concept of the "human association", on the one hand, and to incorporate within the scope of architecture reflections regarding the impact of scale on the design process, on the other hand. The CIAM X was structured around two groups representing the two conflicting generations. As Nicholas Bullock notes, in Building the Post-war World: Modern Architecture and Reconstruction in Britain, the group representing the older generation focused on the work of CIAM since its foundation in the form of a charter similar to the Athens Charter, while the group representing the younger generation tried to extend the work of CIAM to rethink, as Alison and Peter Smithson noted in 1956, "the basic relationships between people and life". The goal of the CIAM X, held in Dubrovnik between 19 and 25 July 1956, was to challenge the assumptions of the Charter of Habitat. During this meeting, which neither Le Corbusier nor Walter Gropius attended, the younger generation consisting of Aldo van Eyck, Jacob Bakema, Georges Candilis, Shadrach Woods, and Alison and Peter Smithson established a new agenda for mass housing, "Habitat for the Greater Number". It was at this CIAM meeting that the Smithsons presented their "Fold Houses". A number of meetings preceding the CIAM X were held in London, Doorn, Paris, La Sarraz, and Padua. The main objective of this paper is to show how the debates that preceded the CIAM challenged the Charter of Habitat.

Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Magistrsko delo predstavlja tematiko večnivojskega upravljanja in sodelovanja na primeru Slovenije in migrantske krize na Zahodni balkanski poti. Namen dela je ugotoviti, ali je bilo večnivojsko upravljanje na primeru kriznega menedžmenta uspešno ter kaj je pripeljalo do njegove uspešnosti oziroma neuspešnosti. Delo temelji na kvalitativni metodologiji študije primera. V prvem delu s deskriptivno metodo opredeli splošno razvitost večnivojskega upravljanja, v drugem delu pa z analizo virov preuči področje skozi primer največje migrantske krize. Na primeru Slovenije kot preučevanega nacionalnega nivoja s komparativno metodo prikaže pomanjkljivosti sodelovanja z nivoji. Na pomanjkljivostih, ki se skozi raziskovanje prikažejo, delo poda predloge za izboljšanje in reševanje podobnih problematik v prihodnosti. Magistrsko delo prikaže, da večnivojsko upravljanje na omenjenem primeru ni bilo uspešno, saj je bila smer sprejemanja odločitev večinoma usmerjena od zgoraj navzdol, kar je otežilo vključevanje podnacionalnega nivoja v odločevalski proces. Slaba praksa obvladovanja migrantske krize je imela posledice na širši ravni, saj je na eni strani določene postopke reševanja krize otežila in podaljšala, na drugi pa nečela dvom o skupnosti in njenih temeljnih vrednotah. Uporabnost dela se kaže tako na praktični kot na znanstveni ravni. Pri praktični ravni se ta kaže kot pomoč vključenim akterjem na različnih nivojih pri reševanju kriz velikega obsega, pri znanstveni ravni pa pri izbiri tematike ter pri izbiri aktualnega primera. Tematika kot taka je v slovenski znanosti še dokaj neomenjena in neraziskana, podobno velja za področje migrantske krize, ki se s svojo veličino ne bo umirila še nekaj časa. ; This master's thesis presents the topic of multilevel governance and cooperation on the example of Slovenia and the migrant crisis on the Western Balkans route. The purpose of the work is to determine whether the multilevel governance of the crisis management was successful and what led to its success or failure. The research is based on qualitative case study methodology. In the first part, the descriptive method defines the general development of multilevel governance, while in the second part, the analysis examines the field on the basis of the biggest migrant crisis since World War II. Comparative method shows deficiencies on the national level in cooperation with other levels on the example of Slovenia. On the shortcomings that appear during the research, the master's thesis presents suggestions for improving and resolving similar problems in the future. The research shows that the multilevel governance in this case was not successful, since the direction of decision-making was mainly directed from the top down and the subnational level was thus poorly involved in decision-making along with the national level. Bad practice has had a negative impact on the entire crisis, resulting on one hand certain procedures being more difficult and lengthier than they should be and on the other, started the doubt of the union as a whole and its basic values. This research is useful on a practical and on a scientific level. On a practical level it is seen as a helpful tool for crisis management to all the actors involved and on the scientific level the usefulness is seen through the choice of topic as well as through the choice of the current case from practice on the basis of which the study was conducted. The subject as such is still fairly unspecified and unexplored on scientific grounds in Slovenia, similarly to the area of the migrant crisis that, due to its extent, will not settle for quite some time.

This issue focuses on the digitalisation of education and on utilising technology in teaching and learning. This is not a new topic for the magazine – and with good reason. Both in theory and practice, incorporating ICT into education is a constantly developing field and process; new knowledge and developments are introduced into the practice of teaching more quickly than they are into various official strategies. "Digital transformation" is a term used in politics and at the decision-making level to describe the various processes and recommendations to governments about incorporating technology use in schools. Recently, these processes have been guided by the European Commission's (2021) Digital Education Action Plan. In this and similar strategies, it is important to distinguish between the processes of "digitisation", "digitalisation" and "digital transformation" (Schmidt & Tang, 2020). ; Tokratna tematska številka Andragoških spoznanj se posveča digitalizaciji izobraževanja in vključevanju sodobnih tehnologij v procese učenja. To temo smo v reviji že večkrat obravnavali – z razlogom. Uvajanje IKT v izobraževalni proces je namreč področje in proces, ki se nenehno razvija – teoretsko, pa tudi v praksi –, spoznanja pa se hitreje kot v različne strategije vpeljujejo kar v samo prakso poučevanja. »Digitalna preobrazba« je pojem, s katerim se predvsem na politični, odločevalski ravni opisujejo različni procesi in priporočila vladam glede vključevanja tehnologije v šole. V zadnjem času te procese usmerja zlasti Akcijski načrt za digitalno izobraževanje, ki ga pripravlja Evropska komisija (2021). V tej in podobnih strategijah je treba ločevati med procesi »digitizacije« (angl. digitisation), digitalizacije in pa »digitalne preobrazbe« (Schmidt in Tang, 2020).

Konflikti so del našega vsakdana, so nujni in neizogibni. V literaturi najdemo različne definicije samega konflikta. Iršič (2010) konflikt pojmuje kot stanje nasprotujočih si teženj v nekem sistemu, tako v posamezniku, kot med osebami znotraj določene skupnosti oziroma prostora, ali med skupinami, ki so del večje skupnosti ali delujejo na področju, kjer se križajo interesi. Kljub negativnemu prizvoku pa ima konflikt tudi številne pozitivne učinke. Medtem, ko so posledice nerazrešenih konfliktov večinoma negativne. Poznamo več vrst konfliktov. Medosebni oziroma interpersonalni konflikti so sestavni del vsake šole in se pojavljajo med vsemi udeleženci v šoli. Ljudje se na konflikte različno odzivamo, prav tako jih na različne načine razrešujemo. V novejši literaturi najdemo tri postopke reševanja konfliktov. Cohen (2012) govori o pogajanju, mediaciji in arbitraži. V sami diplomski nalogi nas je podrobneje zanimala mediacija oziroma vrstniška mediacija, ki je v zborniku Kazen v šoli (2010) opisana kot proces, v katerem sta udeležena vsaj dva učenca/dijaka, med katerima je prišlo do nesoglasja, konflikta, spora. Oba morata biti pripravljena nastalo situacijo razrešiti na miren, strpen, produktiven način, ki lahko pripelje do konkretne, prostovoljne in dogovorno dosežene rešitve. Pri tem jima pomaga tretji, nevtralni vrstnik, ki z različnimi tehnikami, veščinami in znanji učencema/dijakoma v konfliktu pomaga pri razlagi različnih pogledov, izražanju želja in potreb, da bi poiskala najboljšo med možnimi rešitvami. Nevtralni osebi, ki sodeluje v procesu mediacije rečemo mediator. Čeprav vrstniška mediacija temelji na tem, da vrstniki sami razrešujejo medsebojne konflikte, sta še vedno potrebna podpora in nadzor odrasle osebe, v tem primeru koordinatorja. Zanimalo nas je, kako vrstniška mediacija deluje v praksi na izbranih osnovnih šolah ter kako učinkovita je kot strategija reševanja konfliktov med učenci. S pomočjo analize intervjujev smo predstavili pozitivne učinke vrstniške mediacije ter njeno uporabnost in učinkovitost na izbranih osnovnih šolah skozi oči vrstniških mediatorjev. ; Conflicts are a part of our daily routine, necessary and inevitable. Literature states different definitions of conflict. Iršič (2010) regards conflict as a state of contradictory views in a system, in an individual, as well as among people inside a certain community or space, or among groups, which are part of a larger society or work on different fields with cross interests. Despite the hint of negativity, conflict has several beneficial effects. However, the consequences of unsolved conflicts remain negative. Several forms of conflicts are known – mutual or interpersonal conflicts are a basic part of every school and emerge among all attendees. People react differently to conflicts, as well as their solutions. In recent literature three possibilities of conflict solution are mentioned. Cohen (2012) talks about negotiation, mediation and arbitrage. The main focus of our thesis is mediation or peer mediation, described in miscellany Punishment in school (2010) as a process in which at least two pupils, having a conflict, dispute or difference, participate. Both have agreed on solving the situation on a calm, tolerant and productive way, which can lead to a concrete, voluntary and consensus solution. A third, neutral peer, with different techniques, skills and knowledge, helps the pupils in dispute by interpreting different perspectives and expressing wishes or needs, in order to find the best possible solution. A neutral person, involved in the process of mediation is called a mediator. Although peer mediation is based on teenagers solving mutual conflicts on their own, a support of an adult is still needed – in this case a coordinator. Our interest was how peer mediation works in practice on chosen primary schools and how effective it is as a strategy of teenage conflict solving. With interview analysis the positive effects of peer mediation and its applicability and efficacy were presented on chosen primary schools through the perspective of a peer mediator.

We find ourselves in a time that has brought significant changes to the way we communicate. The technological progress and rise of social media have shaped both the news media and the contemporary political landscape, impacting and altering political discourse. As a result, the role of social media in political communication has become pervasive, and politicians now tend to communicate more directly with the public without the intermediary of traditional media. The position of the mainstream media as a neutral actor in reporting the news has also been tainted as the media has become increasingly dependent on advertising and thus more vulnerable to the pressures of corporate or state sponsors. Combined, we find ourselves situated in an era where more people are turning to social media for their news, while terms such as disinformation, fake news, post-truth, hate speech and conspiracy theory have become commonplace. Tehnološki napredek in razmah družbenih medijev sta vplivala tako na informativne medije kot na sodobni politični prostor, kar ima pomembne posledice za politični govor. Vloga družbenih medijev v politični komunikaciji se je povečala, saj politiki čedalje bolj neposredno komunicirajo z javnostjo brez posredništva tradicionalnih medijev. Poleg tega je čedalje bolj pod vprašajem nevtralnost osrednjih medijev pri poročanju, saj so vedno bolj odvisni od oglaševanja in tako pod posrednim ali neposrednim vplivom različnih korporativnih ali državnih sponzorjev. Tako smo se znašli v času, ko vse več ljudi informacije pridobi v družbenih medijih, medtem ko so izrazi dezinformacija, lažne novice, postresničnost, sovražni govor in teorije zarote postali vsakdanji del govora. V novem javnem prostoru komunikacije se pogosto zgodi, da je to, kar kdo dojema kot teorijo zarote, za koga drugega resničnost, da so to, kar kdo dojema kot dejstva, za koga drugega lažne novice, in da je to, kar kdo dojema kot sovražni govor, za koga drugega svoboda govora.

Bologna reform has brought about several changes for the Slovenian higher education; however, these implementations were not reflected to the same extent in all study programmes. Midwifery education in Slovenia is currently provided only at the Bachelor of Science level, and there is still no postgraduate programme available. The article presents the results of the empirical study, conducted by employing quantitative research paradigm when examining the study interests of midwives (within the BSc or MSc programmes). The results have shown that the interest in studying at the MSc level is higher than that of studying at BSc level. It would therefore be sensible to offer an upgrade to the career opportunities for midwives, consisting of an option of postgraduate study, which would follow examples of good practices of other European countries. Postgraduate study in midwifery is additionally justified by the complex and demanding nature of midwifery scope of practice. ; Bolonjska reforma je v slovensko visoko šolstvo prinesla številne spremembe, ki pri vseh študijskih programih niso povsem enoznačne in enosmerne. Študijski program babištva se v Sloveniji izvaja izključno na prvi stopnji, podiplomskega študija za zdaj ni. V raziskavi, ki je temeljila na empiričnem anketnem raziskovalnem pristopu in je bila zasnovana na kvantitativni raziskovalni paradigmi, nas je zanimal interes babic s srednjo izobrazbo za vpis v zdajšnji visokošolski strokovni študijski program babištva prve stopnje ter interes diplomantov in študentov za vpis na morebitni podiplomski magistrski študijski program babištva. Rezultati so pokazali, da je interes anketirancev veliko večji za vpis na podiplomski magistrski študijski program babištva, medtem ko je zanimanje za zdajšnji dodiplomski študijski program babištva nekoliko manjše. Smiselno bi bilo omogočiti nadgraditev kariernih poti diplomantov babištva z možnostjo podiplomskega študija. Ta težnja je upravičena tudi zaradi zahtevnosti babiške dejavnosti in jo potrjujejo tuje usmeritve.

V magistrskem diplomskem delu je predstavljena Konvencija Združenih narodov proti korupciji, prvi in edini univerzalni mednarodnopravno zavezujoči protikorupcijski instrument. Ta je rezultat večletnih naporov številnih držav in iskanja potrebnega konsenza za njeno sprejetje, danes pa ima že 182 pogodbenic. Konvencija obravnava preventivne ukrepe, inkriminacijo, kazenski pregon, mednarodno sodelovanje, povračilo premoženja, strokovno pomoč in izmenjavo informacij. Vzpostavljen je ocenjevalni mehanizem implementacije Konvencije, ki se v ciklih posveča vsem njenim določbam, tudi pravno nezavezujočim, katerih število in odsotnost strogega režima izvrševanja neizbežno pomeni, da Konvencija sama po sebi ne bo odpravila korupcije. Kljub temu državam nudi skupni okvir na katerega se lahko oprejo ter dodatno vzpodbudo za sodelovanje. Zato je ključno uporabiti in po potrebi nadgraditi regionalne mehanizme, ki lahko kakovostno dopolnjujejo cilje Konvencije. Končno poročilo prvega cikla ocenjevanja implementacije III. in IV. poglavja je za Slovenijo vzpodbudno. Izdana so bila določena priporočila, a hkrati prepoznani številni primeri dobre prakse. Učinki Konvencije bodo vidni postopoma, ko in če bodo države upoštevale izdana priporočila, počakati pa je treba še na zaključek drugega cikla in s tem pregled II. in V. poglavja. Za prihodnost brez korupcije je bistveno, da ob spoštovanju nacionalne suverenosti države ohranijo voljo za skupen mednarodni boj, Konvencija pa zaenkrat deluje kot dober skupni imenovalec na tej poti. ; This master thesis analyses United Nations Convention against Corruption, first and only universal legally binding anti-corruption instrument. The latter is a result of years of efforts made by numerous states in search of required consensus to adopt a document, which has 182 parties by now. Convention deals with preventive measures, criminalization, law enforcement, international cooperation, asset recovery, technical assistance and information exchange. An implementation review mechanism has been established, which will address all the Convention's provisions in cycles, including the non-binding ones. The number of those and lack of a strict enforcement regime inevitably means that Convention on its own cannot put an end to corruption. What is crucial, is a common framework for states to lean on and above all, encouragement for cooperation. Therefore it is vital to utilize and, depending on the needs, upgrade existing regional mechanisms, which can complement goals of the Convention. Final report of the first review cycle of the implementation of chapters III. and IV. is reassuring for Slovenia. Certain recommendations were made, but numerous examples of good practice were also recognized. Effects of the entire Convention will be seen gradually, when and if states follow issued recommendations, plus we need to wait for the end of the second cycle and with it the review of chapters II. and V. For a future without corruption it is crucial that states, while respecting national sovereignty, preserve their will for the joint international fight. And so far Convention works as a good common denominator on this path.

V magistrskem delu smo raziskali dejavnike poslovnih pogajanj med partnerji iz Slovenije v odnosu s partnerji iz držav razpadle Jugoslavije. Opisani so dejavniki in karakteristike poslovnih pogajanj v splošnem pomenu, kot tudi vpliv dejavnikov kulture, ki se odražajo v sklopu mednarodnih poslovnih odnosov in pogajanj. Kulturna dejstva so temelj, na katerem slonijo poslovni odnosi, kadar se v procesu srečujejo poslovni partnerji iz različnih držav, kar pomeni, da moramo biti pozorni na razlike v komunikacijskem procesu, spoštovanju tuje kulture in njihovih navad, ponekod celo religije. Razlike med našimi in tujimi dejavniki kulture, oz. vsaj poznavanje in spoštovanje le-teh, so ključ za graditev in ohranjanje dolgoročnih poslovnih odnosov. Razlike so pravzaprav prisotne povsod, ne le na globalni ravni poslovanja, najdemo jih že tudi na lokalni ravni, saj so si podjetja, njihove usmeritve in cilji, drugačni. Potrebno se je prilagoditi drugim, če želimo doseči nekaj, kar nam predstavlja korist. Soočanje in osvajanje medkulturnih razlik nam pomaga pri razumevanju medkulturnih dimenzij, pri čemer se je potrebno zavedati, da se bomo tega učili skozi celotno življenje. Kultura je namreč širok spekter pojmov, družbenih norm in vrednot, da bi jih lahko popolnoma prevzeli in se z njimi popolnoma poistovetili. V magistrskem delu so zaradi tega razloga predstavljeni le določeni dejavniki in definicije. Teoretični del ob definicijah in opredelitvah poslovnih pogajanj in mednarodnih pogajanj vsebuje še predstavitev držav nekdanje Jugoslavije, v raziskovalnem delu pa smo povzeli še dejanske izkušnje respondentov poglobljenega intervjuja, ter pridobili pomembne informacije in smernice, ki bodo koristno predstavljene za druge poslovneže, ki že aktivno sodelujejo ali pa imajo namen v prihodnosti sodelovati s poslovnimi partnerji v raziskovani regiji. V sklepnem delu so povzete glavne ugotovitve, in sicer lahko zapišemo, da je za uspešna poslovna pogajanja z državami, ki so nekoč sestavljale mogočno Jugoslavijo, potrebno poznavanje oz. bolje rečeno spoštovanje njihove religije, ki je ponekod zelo izrazita, dejavnik, ki pa zagotavlja pristne in dolgoročne odnose z njimi, pa je faktor človečnosti. Odnosi namreč temeljijo na poznavanju ljudi na osebni in poslovni ravni, ki ju je potrebno usklajeno vzdrževati (tudi v času, kadar nismo v proaktivnem sodelovanju s partnerjem, je potrebno ohranjanje odnosa v obliki osebnega stika in poslovnih daril). Prav tako smo ugotovili tudi, da se način pogajanj iz držav nekdanje Jugoslavije ne razlikuje več močno od evropskega, saj aktivno stremijo evropskim standardom. ; In this work, we examined the factors of business negotiations between partners from Slovenia in relation to partners that came from the stats of former Yugoslavija. The factors and characteristics of business negotiations in the general sense are described, as well as the influence of cultural factors, which are reflected in the framework of international business relations and negotiations. Cultural facts are the foundation upon which business relations are based, when business partners from different countries meet in the process, and that means that we must pay attention to the differences in the communication process, respect for foreign culture and their habits, and sometimes even religion. Differences between our and foreign factors of culture, at least knowing and respecting them, are the key to building and maintaining long-term business relationships. The differences are actually present everywhere, not only at the global level of business, but also at the local level, as companies, their policies and goals are different. It is necessary to adapt to others if we are to achieve something that benefits us. Facing and conquering intercultural differences helps us to understand intercultural dimensions, and we must be aware that we will learn this throughout our lives. Culture is a wide range of concepts, social norms and values, so that they can be completely taken over and fully identified with them. For this reason, in this work only certain factors and definitions are presented. Theoretical part of this work contains the definitions of negotiations and the international negotiations. There is also the presentation of countries that form ex Yugoslavija, while while in the empirical part of this work we summarized the actual experiences of the employees, that have been conducted in the in-depth interview, and obtained important information and guidelines that will be usefully presented to other business people who are already actively involved or have the intention to cooperate with business partners in the research region in the future. The concluding part summarizes the main findings. We can say, that for successful negotiation in the countries of former Yugoslavija, you need to know ther religion and respect it, and that is the factor that will guarantee long term relationships with them. Most of all, they need you to be a person, a good man. Personal relations are more important than making business, relationships are based on knowledge of people on a personal and business level, which need to be maintained in a coordinated manner (even when we are not in proactive cooperation with a partner, it is necessary to maintain a relationship, to contact or to visit them, to bring them gifts). We can also conclude that the way of negotiations in the countries of the former Yugoslavia does not differ much more strongly than the European one, since they actively strive for European standards.
