The article analyzes the problems of decent work in Ukraine in terms of its impact on the development of social oriented economy. Main directions in providing decent work are productive employment, decent payment and safe labor conditions.
The prospects of complex approach are proved and directions of realization of a decent work approach in Ukraine are grounded.

The paper highlights the social orientation of the economy's functioning related to enterprise personnel management. Suggested analysis testifies to the fact that based on the interdisciplinary orientation of the research related to the social sphere of the economy, the process of the functioning of any economic system envisages the permanent interrelation and effects of such three entities as man, enterprise and society. It has been substantiated that the interrelation between the above specified social and economic entities makes it possible to formulate the aim and outline the theses concerning the interdisciplinary approach to determining the importance of personnel management in the socially-oriented economy system. It has been revealed that in the case of the sector of "man-enterprise" model the most characteristic interdisciplinary link in personnel management is a personnel planning which possesses such inherent traits as the personnel disposition, the distribution of duties among employees and their motivation, as well as the strategic forecasting of the career development. The author shows that in the socially-oriented model of the economy of personnel management such as HR-management, human development and personal development aim to reveal the man's needs and interests that appear in the process of labour during the change in the professional activities and further training. Besides, the above directions prove inevitable when looking for the compromise agreement between the employer and the employee. The research conducted proves that the interrelations' conceptual principles between the social and economic entities and the cooperation results make it possible to determine the essence of the interdisciplinary approach to personnel management. This essence lies in determining and assessing man's social criterion and his qualitative characteristics – humanism, trust, and team spirit. The qualitative characteristics outlined in the theoretical research and are related to personnel management make it possible to form up the socially-oriented economy for the society and the political system. Simultaneously, they are of great value for the individual, the enterprise, and society, since they help make the country's political and economic systems socially-oriented when a man is not considered of minor importance after profit, money, and capital.
Purpose: the research paper purports to substantiate the must and opportunity of consistent combination integration of the policies of technological modernization, transition to socially-oriented economy and sustainable spatial development as an imperative requirement of the Arctic zone of the Russian Federation (AZRF) re-development.Methods: research methodology and methods employ interdisciplinary approach which integrates specific tools of research of economic, sociological, political science, ecological, legal and other issues of spatial systems' functionings.Results: the obtained research results reveal that provided for budget constraints, volatility of hydrocarbon prices, ongoing international confrontation, climate change and other external and internal challenges socially and ecologically oriented technological modernization should become a priority of the AZRF state (public) and corporate policies. The issues of technological modernization should be tackled and solved concurrently with those of healthcare and supporting of the working capacity of industrial personnel, and reduction of the risk to local environment and communities. Case studies illustrating successful implementation of the above policies in the mining and energy sectors in selected AZRF regions are introduced.Conclusions and relevance: substantiated is the conclusion of imperative of the public policy stimulating socially and ecologically oriented technological modernization in the AZRF. Implementation of this policy should be preceded by the exhaustive inventory (survey) of the technical condition of each and every industrial, civil engineering and social infrastructure facility to reveal critical elements (areas) of technological obsoleteness and deterioration and provide assessment of the amount and sources of the resources necessary for the early (urgent) phase of technological modernization. Whatever the issue is considered the proposed solution should involve a full-fledged investment project which is a complex but solvable task of the modern state governance. ; Цель: Целью исследования является обоснование необходимости и возможности непротиворечивого соединения решений по технологической модернизации, переходу к социально-ориентированной экономике и обеспечению устойчивого развития территорий как императивному требованию и безальтернативному условию эффективного переосвоения Арктической зоны Российской Федерации (далее – АЗРФ).Методология проведения работы: Исследование проведено с использованием междисциплинарной методологии, предполагающей интеграцию частных методов изучения экономических, социологических, политологических, экологических, правовых и иных аспектов функционирования пространственных систем.Результаты работы: В результате исследования выявлено, что, в условиях ограниченности бюджетных ресурсов, колеблющихся цен на углеводородные ресурсы, продолжающегося межгосударственного противостояния, изменения климата и других внешних и внутренних ограничений, социально и экологически ориентированная технологическая модернизация должна стать приоритетом государственной и корпоративной политики в АЗРФ. Задачи технологической модернизации производств должны решаться одновременно с поддержанием работоспособности и здоровья производственного персонала предприятий, снижения риска для населения, окружающих их населенных пунктов и природной среды. Приведены примеры успешного решения таких задач в горном комплексе и энергетике различных регионов АЗРФ.Выводы: Обоснован вывод о необходимости государственной политики стимулирования социально и экологически ориентированной технологической модернизации на территории АЗРФ, реализации которой должна предшествовать тотальная инвентаризация технического состояния всех объектов производства, инженерной и социальной инфраструктуры, с выявлением критических точек (зон) технологической устарелости и/или изношенности и обоснованной оценкой объемов и источников ресурсов, необходимых для первоочередной технологической модернизации. В любом случае, каждое предлагаемое решение должно представлять полноценный инвестиционный проект – сложную, но решаемую задачу для современного государственного управления.

The modern technological revolution and changes in the content of work (increasing the creative component) determine the transformation of the place and role of education in the economy. Education is turning into one of the most dynamic spheres of social production. Here, the main resource and potential for the development of the economy and society is formed – the creative potential of a person. These changes require an approach to the development of education as a public good. At the same time, the strengthening of the neoliberal trend in the development of the market capitalist system has led to a decrease in the social responsibility of the state and the market orientation of the social sphere. For example, in education, there is an increase in commercialization and financialization of educational organizations and their participants. This leads to the positioning of education as a service, in particular, commercial. The evolutionary resolution of socio-economic contradictions of education is possible by strengthening the social orientation of a market-oriented system.

While well-known in certain academic circles, mainly in the social sciences, action research as a methodology has yet to heavily influence design practice. While the spiral model of "look, think, act" parallels iterative principles of design research, the undercurrent philosophy of action research combines other research possibilities highly relevant to our model of social design—it is phenomenological, hermeneutic, and interpretive. The role of social designers, therefore, lies not only in their ability to propose contextual applications to a specific situation but to articulate and interpret it in an inclusive and relevant manner. Two crucial factors link the classic model of action research and social design—the need to rely on data gathered with and from the design partners (as in community-based action research), but even more importantly, act from a clearly defined worldview that influences the research methods and the nature of the outcomes (i.e., designing for people). Conversely, values serve as the basis in actions research as well as social design. Moreover, designers operating in healthcare environments are faced with complex, sensitive situations in which the self-reflective and flexible nature of action research is extremely relevant. In other words, designers need to be both sensitive and creative in constructing their research methodology, while re-evaluating it during the process, taking into consideration the dynamics of interaction with the design partners.This case study will outline the impact of design action research within healthcare and medical processes, through projects that were conducted in local hospitals and clinics. These case studies demonstrate an activist approach to the design process, which invigorates research methodologies, fosters the involvement of the design partners, and enables design interventions and evaluation throughout the process.

The authors defined conceptual provisions of the modern classification and specification of legal technologies. The legal tools of law enforcement technology are investigated, its concept and structure are revealed, typologies of law enforcement and law enforcement technology are defined; the forms of expression of law enforcement technology are investigated; the features of the use of law enforcement technology in various types of legal activity are revealed; the author's model of law enforcement technology of arbitration proceedings is developed; the problems of law enforcement monitoring are analyzed. The authors have proposed the ways of using judicial practice in law enforcement monitoring.
