In pre-WWII Japanese Ru society the landowner-tenant relationship was the dominating feature, & class diff's existed between owner-peasants, owner-tenants, & tenants. In the 2nd land reform program (1946), the peasants were freed from 'the yoke of feudalism,' (owner-peasants' land holdings increased from 32.8% to 69.5%, & owner-tenants' holdings decreased from 38.4% to 26.4%). Improved agri'al techniques have raised the peasant's standard of living, but the situation is still unstable because the small size of individual plots of land (70% of total/sum farmers have less than 1 hectare of arable land) is unable to produce sufficient income for fam maintenance. However, democratization is taking place to a limited extent among the peasants. Att's are toward 'enjoying life itself,' & the landowner class has virtually disappeared. Many of the old burakus (agrarian communities) have merged into larger villages & towns, fostering the growth of pol'al democracy. Econ independence of agrarian fam's should increase with the combining of farms into larger units & with the introduction of 'collective manag.' P. D. Montagna.
