The analysis of the relationship between architecture, the territory and modern tourism, the subject of this research, is part of the interpretation of the tourist phenomenon as a spatial phenomenon at the basis of new urban scenarios, capable of influencing the processes of the urbanization of places and their perception, of generating renewed urban metaphors contributing to modify social forms and methods of communication. In this sense the initial frame of reference within which research is developed, refers to the theory of space aimed at understanding the phenomenon of tourism.The study of the "space tourist" has so far placed itself within the scientific debate regarding the geographical knowledge, of which two tasks have been traditionally assigned: the first was to provide representations, the second to translate the reading and interpretation of the territory into operational tools in order to transform it according to the needs of society. The latest spatial manifestations of tourism have therefore represented significant areas whereby to draft the features of a possible postmodern geography. But the analysis of space tourism, in recent decades, has taken on a new dimension and with it, a new relevance in terms of social and cultural aspects, in fact tourist images of places have contributed in an ever more consistent way to feed the mind maps of individuals and thus their vision of space, of the territory and of the world. The horizon of tourist research was broadened enormously by the research of the last ten ye- ars, and tourism has thus become an important key for interpreting significant phenomena, starting with the process of nation building, the Americanization of consumer styles and production patterns, the elaboration of the con- cept of heritage, the courses of development of backward economies, up until the most recent studies on the relationship between tourism and urbanism. And it is precisely on contemporary urban horizon which I intend to focus on in this work, thanks to more recent research trends of the French school, in particular in the transition from the study of geography of tourism to the study of the relationship between tourism and urban themes and by the research carried out by the MIT team (MIT Team – Mobilités, Itinéraires, Territoires). Today we can speak of hyper-tourist phase- a definition that may be useful to distinguish first generation tourism from the current one - for the fact that the relationship which has been established between tourist industry, urban are as and local systems is typically post-modern. In fact, both in terms of territorial transformation and economic and cultural terms, many cities have taken tourism as the reference model and, in turn, tourist spots and places have adopted dynamics which are typically urban even when pre-existing urban settlements are not mentioned. These premises are the basis of the objectives of this research that by analyzing the contemporary tourist phenomenon in its architectural and urban spatial dimension, intends to bring materials and methodologies for interpreting it as a phenomenon that generates "urbanity". The concept of urbanity thus allows us to approach tourism in a different way than just studying a set of practices which have incre- ased exponentially: rural tourism, ecological tourism, seaside tourism, urban tourism, etc., allowing us to highlight the properties common to the tourist phenomenon and what forms it may take on. At the same time, the concept of urbanity allows us to bring out the urban characteristics produced through tourism. The concept of "urbanity" is then referred to the transformations of the territory tied to tourism: from the evolutionary trends of the settlement, which also fits the role and orientation of planning, up to the current processes of restructuring the territory. In this sense it was deemed necessary to distinguish two reference scales: the extra-territorial dimension of the phenomenon where, in the dynamics of contemporary flows, it is possible to identify a sort of macroplace (destination) that includes all the spaces where people come to and which they often share, and bringing us to a phenomenology of generalized de-localisation and de-territorialization. - the territorial dimension, the one where in the concrete relationship with places, tourism leaves deep traces in space, produces urban substance becoming the generator of urbanity forms, which often defy the rules of the city in the consolidated or traditional sense, and for which it is necessary to define critical issues and politics of intervention . Starting from the need to bring the attention to the territorial dimension, in which analysis and formalization of the relationship between territory-tourism-urbanity can lead to theoretical and operational outcomes, the developments of this research thesis are then referred to the specific case study of Sardinia. This research is structured into three main sections. The first is dedicated to the analysis of space tourism, where, starting from the modern-post modern dichotomy as identified by Minca (1996), an in-depth examination is carried out, on the one hand, a kind of tourist space explo- sion, with the acquisition of new and increasingly large territories and, on the other hand, a genuine tourist space implosion with the concentration inside closed or semi-closed areas in a series of images and pure, stylized tourist landscapes. The focus is placed on the territory: the tourist territory - namely the spatial organization (or space-time) tourism, which presents itself since its origins as a consumer-driven system, because it is moulded favouring methods of access to resources and exchange, that today becomes the paroxysmal place of the flows both in terms of material consumption of goods – starting with the territory - in terms of geographical mobility (movement) and in terms of symbolic exchange (communication). The analysis of the first section focuses, as indicated in the introduction, focuses on the interpretation of the tourist phenomenon as a spatial phenomenon which causes space tran- sformations through the construction of images and landscapes, creating forms of urbanity in terms of urban 'products' and architecture 'products'. With reference to specific case studies and analysis we will then refer to the alternation in time of genuine models tied to the courses of differentiation and approval, related to the creation and organization of tourist area in which fundamental interpretations regard the formulations of Battilani (2007) and the research contribution of Trillo (2003). This type of analysis is supported by a further comparison, the one with the specialised 'manuals' and its contents compared to the reflections and attempts to define guidelines for the space tourist project. Therefore those elements emerge - which is the basis and where the thesis is oriented towards with the ability to confer quality to the project of tourist spots, with a significant contribution in the Italian case, consisting of a lecture by Gio Ponti entitled "Architettura e turismo" (Architecture and Tourism), held in 1942 for the Directorate General for tourism and ENIT (National Tourist Agency), which widens the horizon of the debate, from the manual type of debate to the more complex one: the context. The following paragraphs relate to a specific analysis of spatial transformations induced by tourism and in particular to the phenomena of cultural and physical de-location and de-territorialization, up to the analysis of urban dynamics- related processes, in which often the concept of city is represented, made into a utopia, or subverted. If in the first section of the thesis tourism has been identified as a spatial phenomenon, which begins with a project, an intention tied to the use of places, it is evident to steer this research within a framework of analysis on the relationship between tourism and the theme of urban, introducing the second section with an interpretation of Tourism as a generator of urbanity. The possibility to analyze and identify the specific characters of urbanity, referring to the evolutionary dynamics of a given territory, can constitute a conceptual tool that allows us to receive the tourist dimension as a component of the ur- ban aspect. This is formalized through the interpretation of three different dimensions: that of urban monuments, urban public spaces and mobility, deepening the analysis on the relations between tourist spots and the differentials of urbanity, illustrating the issues whereby that tourist aspect is featured as "relative urbanity". Consequently a second analysis scenario is introduced, the one that refers to the relationship between Tourists and Urbanists, hence between tourism and planning. Some a few fundamental references, Oddi (2011) with regard to the study of the relationship between tourism and urban planning, we start with the fundamental differences that exist between the two scopes: the town is basically a technique and an art2 ; while tourism is – just as with all the "isms" - a movement, a flow, even before a pure and simple activity. In this sense the town is the tourism object but it does not deplete its interests and interferes only partially with its reasons strongly tied to moving. That which unites urban planning and tourism, however, is the need for design, planning and programming of transformations that generate in the territory in order to ensure the control and quality of interventions. It is clear that the town planning technique (more rarely art) has established the necessary instrument for implementing tourist settle- ments, but the goals have strongly come apart, producing a sort of mutual distrust that under lies many still pervasive attitudes.
Children with chronic diseases Chronic viral hepatitis Among human hepatitis viruses, hepatitis B (HBV) and C (HCV) viruses are able to persist in the host for years and thereby causing chronic hepatitis. Three hundred and seventy and 130 million people is estimated to be infected with HBV and HCV, respectively, worldwide (1). In endemic areas, HBV infection is often acquired perinatally or early in childhood and becomes chronic in a high proportion of cases. Universal vaccination of newborns has been effective in reducing the spread of infection. However, hepatitis B is still a social and health problem in underdeveloped areas where immunisation policies are unavailable, and even in developed countries, where the reservoir of infection is maintained by immigration and adoption. In some endemic areas children with chronic hepatitis B are also at risk for superinfection with the hepatitis delta virus (HDV), which worsens the prognosis of liver disease. HCV is not a less important problem. The prevalence of circulating anti-HCV antibodies in the pediatric population averaged 0.3% in Italy in the early 1990s (2), but a national observational study suggest that the number of "new" pediatric infections dropped by approximately 40% in 2000-2004 compared with the previous 5 years (3). The lower prevalence of HCV in children reflects the disappearance of transfusion-related hepatitis and the reduced efficiency of mother-to-child (vertical or perinatal) transmission, although the latter form of transmission is currently responsible for most "new" infections in the developed world and contributes to maintaining the reservoir of infection worldwide (4-7). This favourable epidemiologic trend is balanced, however, by the strong tendency of HCV infection acquired early in life (either perinatally or following blood transfusions) to become chronic (8-14). In the absence of a specific vaccination, HCV infection remains a major global health problem and HCV-related end-stage liver disease is still the most frequent indication for liver transplantation in adult patients. Chronic viral hepatitis acquired in childhood is a long-lasting process based on host-virus interaction, which may change over the years. A number of factors related to the virus (genotype, therapy), to the host (hormonal status, immunocompetence, therapy) and to the environment (alcohol, drugs, co-infections) affects the natural history of the disease, especially during adolescence and early adulthood. Strategies to improve the prevention and treatment of HBV and HCV infection, and the related liver disease in children, before the possible development of irreversible complications, should be investigated and implemented. HIV infection Countries most heavily affected, HIV has reduced life expectancy by more than 20 years, hampered economic growth, and deepened household poverty (UNAIDS. Data from: www.unaids.org/en/KnowledgeCentre/HIVData/GlobalReport/2008/2008_Global_report.asp). Mother-to-child transmission (MTCT) is the main source of pediatric HIV-1 infection. MTCT of HIV-1 mainly occurs around the time of delivery, but breastfeeding is an additional route of viral transmission and accounts for about one-third of pediatric infections in resource-poor Countries (15). In the absence of antiretroviral therapy, about 30% of women transmit the virus to their infants. The estimated number of perinatally acquired AIDS cases in the United States peaked at 945 in 1992 and declined rapidly with expanding prenatal testing and implementation of appropriate preventive interventions (16). At the end of 2007, there were 2 million children living with HIV around the world, an estimated 370,000 children became newly infected with HIV in 2007, and, of the 2 millions people who died of AIDS during 2007, more than one in seven were children. Every hour, around 31 children die as a result of AIDS. HIV can affects a child's life through its effects directly on the child, on that child's family, and on the community within the child is growing up: - Many children are themselves infected with HIV - Children live with family members who are infected with HIV - Children act as carers for sick parents who have AIDS - Many children have lost one or both parents to AIDS, and are orphaned - An increasing number of households are headed by children, as AIDS erodes traditional community support systems - Children end up being their family's principal wage earners, as AIDS prevents adults from working, and creates expensive medical bills - As AIDS ravages a community, schools lose teachers and children are unable to access education - Doctors and nurses die, and children find it difficult to gain care for childhood diseases - Children may lose their friends to AIDS - Children who have HIV in their family may be stigmatized and affected by discrimination In the last 10 years, dramatic advances in medical management of HIV infection have followed the results of clinical trials of antiretroviral combination therapies in children. The use of antiretroviral therapy during pregnancy in HIV-infected women has resulted in a dramatic decrease in the transmission rate to infants, which is currently less than 2% in most high-income Countries (17). In parallel, the introduction of highly active antiretroviral therapy (HAART) has changed the natural history of HIV-1 infection and the life expectancy of HIV-1-infected adults (18,19) and children (20-26). Although in developed Countries children living with HIV infection are expected to live a long life, they still need to face major emotional burden, social stigma and global exclusion from the social contest (27). Being a child or an adolescent with HIV implies major problems in terms of management of multiple drugs, adherence to antiretroviral therapy, drug resistance, quality of life, frequency at school and social interactions with peers (28). Immunization in at risk children Vaccinations programs are one of the greatest public health interventions of the last century and have dramatically improved quality of life (29). Benefits of vaccination to the individual include partial or complete protection against infections and symptoms of illness, improved quality of life, and prevention of up to 3 million pediatric deaths per year worldwide (29,30). Benefits of a universal vaccination program to society include creation and maintenance of herd immunity, prevention of disease outbreaks, and reduced health care costs (30). Despite the availability of safe and effective vaccines and substantial progresses in reducing vaccine-preventable diseases, delivery to and acceptance of vaccinations by targeted populations are essential to further reducing and eliminating vaccine-preventable causes of morbidity and mortality (31). Children who are not vaccinated endanger public health representing a risk for other nonimmunized individuals, including subjects who cannot be immunized due to underlying health problems, and the small percentage of individuals in whom vaccination does not confer protection (29). They also contribute to increase health care costs (29). Access to immunizations, prevalence of vaccine-preventable diseases, and vaccination rates varies by geographic area or country. Throughout the United States and European Countries, immunization rates of children and adults are rising, but coverage levels have not reached established goals (32). As a result of low immunization rates, vaccine-preventable diseases still occur as evidenced by the measles epidemic, the large number of annual cases of varicella, pertussis, and hepatitis B, and the more than 50,000 annual deaths in adults from influenza or pneumococcal infections (33-36). In an attempt to eliminate the risk of outbreaks of some diseases, governments and other institutions have instituted policies requiring vaccination for all people (compulsory vaccinations). For example, actual vaccination policies in most developed Counties require that children receive common vaccinations before entering school. In addition to compulsory vaccines, certain populations should receive additional vaccinations. Subjects with chronic medical conditions are at increased risk for severe complications related to vaccine-preventable infections, such as influenza and pneumococcal infections (34,37). In Italy, compulsory vaccines are generally administered in vaccination centers and complementary vaccinations are actively offered to children with chronic conditions and are included in the Essential Levels of Care (38). Despite long-standing recommendations to provide recommended vaccinations to children with chronic medical conditions, immunisation rates in these vulnerable populations remain poor (39). Several conditions hamper implementation of these vaccinations, including problems in identifying at risk children, ineffective organizational strategies and lack of awareness of disease severity or poor confidence by parents in specific recommendations (40,41). Often, the presence of a chronic condition is erroneously considered a contraindication rather than an indication to vaccination. It is important to ensure that patients comply with the vaccination schedule to the extent possible, and to provide education to parents who may have concerns about pediatric vaccinations. Goals of the thesis In this PhD thesis, the organization and management of pediatric infectious diseases, with a perspective of public health, are investigated. Specific chronic diseases, as chronic viral hepatitis and HIV infection, have been selected as models to investigate the main aspects of prevention, management and treatment. The goal is to investigate the efficiency of organization and propose interventions with specific reference to treatment of infectious diseases, their direct and indirect results and how these conditions affect quality of life of at risk children and their families. The final goal of this research is to provide strategies to optimize public health system.
This doctoral thesis aims to reconstruct the political, economic and social of the events linked to the Sardinian industrial planning, with specific attention to the mining sector, in a period of time that fits the end of World War II until the nineties of the twentieth century. The multiplicity of public and private archival sources and press gave rise to a complex research of different archives and libraries present time on the territory of Sardinia and Rome. In particular, we analyzed the cards of these archives: the Sardinian Regional Council Historic Archive (Cagliari), the Archive of Filcem (Iglesias), Historical Archive Mining Igea Spa (Iglesias), Historical Archive Eni (Rome-Pomezia ), Central State Archive (Rome), Historical Archive of the CISL Sarda (Cagliari), on the basis of the parliamentary records produced by the Chamber of Deputies and the Senate. The method of comparison among political extracting documents, economic and trade union allowed to have a bigger picture and capable of restoring the complex historical issues that have given rise to the story of mining in Sardinia in the late twentieth century. My research, through an analysis of the bibliographic and archival materials, has focused on industrial policy, due to the experience of the "Revival Plan" and the subsequent intervention of the national and regional level public sector in favor of the Sardinian mining. The first chapter of the thesis provides an overview of the role played by the mining policies provided by Revival Plan in the processes of development after World War II up to the dynamic processes that led to the advent of the initiative public during the period between the late sixties and early seventies. The history of the Sardinian economic development and policies aimed at relaunching the mining sector, as is clear from the analysis of archival documents and works of contemporary historiography, is fully part of economic planning in the actions taken by the central and regional institutions to allow the re-launch economically depressed structures in the South. The issues socio-economic backwardness of the island and the stagnation of regional industrial structures, as in the case of the mining sector, had raised public awareness on the problems of the island's economic structure, highlighting the need for economic planning that basasse on the industrial development of the territory. Faced with this scenario, the political and trade union circles islanders after World War II supported a platform of demands for "economic and social revival of Sardinia" that, based on the treatises of Article 13 of the special statute of Sardinia (26 February 1948), It was to contribute to the development of economic structures of Sardinia across the planner action of central and regional institutions. The reports provided by the trade unions and the documentation kept at the Historical Archives of the Regional Council of the rest to highlight ways in the mining sector vigesse a very precarious socio-economic situation, which could conflict with the preparation of a program of development based on the intervention of the initiative public. Within this scenario, the action of the Sardinian politicians and trade unions, in the second half of the forties and until the approval of Law No. 588, contributed to the involvement of mining activities in the area planning phases of the Plan rebirth, since in their view represented the premise for achieving socio-economic development under Article 13, and the subsequent Sardinian mining industry growth in the economic scenario of the national / local level. The timing and modalities of implementation of the Revival Plan, nevertheless, negatively engraved on expectations of mining areas fulfilling commitments under Article 13 of the Special Statute. An analysis of labor relations and in the acts of the Regional Council of Sardinia emerges as trade unions and political leaders of the opposition parties stigmatizzassero delays of regional and national institutions, which in their judgment penalizing the industrial policies designed to raise industry regional mining. The sixties, though they were marked by the approval of Law No. 588 and the preparation of a series of measures for the expansion and the consequent restructuring of the sector Metal (as in the case of the regional decision of March 1968 which established the Ente mining Sardo), were instead characterized by a deepening crisis of the mining areas and the failure of the objectives of the "Revival Plan" ,. Despite the establishment of development programs for metallic mineral products, the analysis of the bibliographic and archival complex revealed that the absence of an adequate industrial policy by national Governments and Regional had penalized the nature objectives socio- provided for by the economic Revival Plan and aggravated the precarious conditions of the mining sector, which at the end of the sixties will be marked by a progressive advertising. In this regard, the contributions produced by contemporary historiography and archival sources made it possible to provide an overview on the guidelines of mining policies in the season of the "Revival Plan" and placed in evidence the limits of economic planning pursued in the course of the sixties and the criticality of the relationship between national and regional bodies. The system of relations between the State and the Region, in this scenario, will be a key element in the interventions in support of the mining industry, whose consequences (political, economic and social) they recorded substantially in the economic dynamics of the seventies.In the second chapter, after providing an in-depth analysis on the mining policies of the local area / national aftermath of the publicity of the mining sector, I tried to reconstruct the process that would have marked the phases of the public initiative, pausing on policies industrial assumed by national and regional institutions during the seventies. During the conference of Grosseto (1970), Florence (1972) and Cagliari, political and trade union circles of national and regional level had argued that the public sector action could represent a growth factor for the development of the mining sector of the island. Industrial processes put in place by EMSA dall'Egam and constituted in this regard an important milestone for the relaunch of the mining industry and occupational island, even though the policy measures of the national / regional level could not provide solutions to the crisis mining industry. Regional and state authorities, as the analysis of archival documents and literature produced during the decade between the end of the seventies and the eighties, did not intervene in a unified manner, a circumstance that caused numerous conflicts of competence which caused a expenditure of financial resources and that there was a reorganization of the productive activity and a resolution of social and business problems. The industrial policy decisions taken at the end of the seventies, in relation to the acts produced by the Regional Council and the trade unions belonging to the CGIL and CISL, were marked by the rescue and by the advance of the mining activities of the Eni group, which in fact accentuated the dependence of the regional industrial system from the system of State holdings, Following the approval of Law 279/1978, Eni took over the liquidator Committee of Ex Egam society and strove to the restructuring of the mining sector, with the establishment of the Equity Mining and Metallurgical Company (Samim), where the confluence of part of Mining companies belonging to the Ente Sardo (PiomboZincifera Sarda) and all'Egam (Ammi Sarda and Sogersa). The late seventies and early Eighties marked a stage where the doubts and uncertainties continued to demand payment in the sector Metal Sulcis-Iglesias and the consequent challenge to the system of companies with public participation, taking a function of rescue of marginal businesses and financially distressed. In the third and final chapter I finally analyzed the public final stages of the intervention of State Holdings through the Eni group initiative until disposal of the mining sector and the consequent industrial conversion of mining areas. Through the study of the testimonies contained in the local newspapers and the memories of the major trade union leaders of the period, I was able to rebuild the profile of the mining disputes within the mining companies and Samim and Sim up to the progressive abandonment of the metalliferous resources from public groups they had to provide for the restructuring of the metal mines of Sulcis- Iglesiente and Guspini. Examination of Historical Archive documentation of the CISL Sarda and Central State Archives and newspaper it was possible to detect a new heightened interest of national, regional and trade unions on the problems of the mining area, aimed at a revival of the mining sector local through the allocation of substantial funding and the provision of a series of legislative measures, such as the national mining law 752/1982, aimed at the exploitation of mineral resources in respect of the supply of domestic raw materials. Within this context, the restructuring of the mining sector and the consequent downsizing of the workforce employed in the Sulcis, following the industrial policies adopted by Eni, caused the resumption of the platform of demands on the political and regional trade union front, with the aim of respond to the dismantling of the mining and non-compliance of the national government and the State holdings. Within this dramatic scenario, the financial situation of the Samim brought to light the public failure of the initiative in the development policies of the Metal area of Sulcis-Iglesiente. Facing the collapse of the mining sector they isolate the provident Eni Group demerged Samim in 1986, dividing it into two parts and forming the Italian Mines Company (Sim) for the mining sector and New Samim for the metallurgical industry, with the aim to separate the "losing" sectors from the sectors in which Eni active prospects could return from an industrial point of view. Despite measures taken by Eni, the state and regional intervention experience in the mining sector had its epilogue in the nineties, when it began the gradual disposal of mining and started the process of environmental rehabilitation of mining areas characterized from disused mining activities or undergoing decommissioning. In the second half of the nineties ended the programmatic experience Mining Ente Sardo, a factor that gave way to the launching of regional and national legislative measures aimed at revitalizing, remediation, and historical and cultural development of the regional mining heritage by Igea Company SpA and of the Geo-mining Park.
The rational construction of the house. The writings and projects of Giuseppe Pagano Description, themes and research objectives The research aims at analysing the architecture of Giuseppe Pagano, which focuses on the theme of dwelling, through the reading of 3 of his house projects. On the one hand, these projects represent "minor" works not thoroughly known by Pagano's contemporary critics; on the other they emphasise a particular methodological approach, which serves the author to explore a theme closely linked to his theoretical thought. The house project is a key to Pagano's research, given its ties to the socio-cultural and political conditions in which the architect was working, so that it becomes a mirror of one of his specific and theoretical path, always in a state of becoming. Pagano understands architecture as a "servant of the human being", subject to a "utilitarian slavery" since it is a clear, essential and "modest" answer to specific human needs, free from aprioristic aesthetic and formal choices. It is a rational architecture in sensu stricto; it constitutes a perfect synthesis between cause and effect and between function and form. The house needs to accommodate these principles because it is closely intertwined with human needs and intimately linked to a specific place, climatic conditions and technical and economical possibilities. Besides, differently from his public and common masterpieces such as the Palazzo Gualino, the Istituto di Fisica and the Università Commerciale Bocconi, the house projects are representative of a precise project will, which is expressed in a more authentic way, partially freed from political influences and dogmatic preoccupations and, therefore, far from the attempt to research a specific expressive language. I believe that the house project better represents that "ingenuity", freshness and "sincerity" that Pagano identifies with the minor architecture, thereby revealing a more authentic expression of his understanding of a project. Therefore, the thesis, by tracing the theoretical research of Pagano through the analysis of some of his designed and built works, attempts to identify a specific methodological approach to Pagano's project, which, developed through time, achieves a certain clarity in the 1930s. In fact, this methodological approach becomes more evident in his last projects, mainly regarding the house and the urban space. These reflect the attempt to respond to the new social needs and, at the same time, they also are an expression of a freer idea of built architecture, closely linked with the place and with the human being who dwells it. The three chosen projects (Villa Colli, La Casa a struttura d'acciaio and Villa Caraccio) make Pagano facing different places, different customers and different economic and technical conditions, which, given the author's biography, correspond to important historical and political conditions. This is the reason why the projects become apparently distant works, both linguistically and conceptually, to the point that one can define them as "eclectic". However, I argue that this eclecticism is actually an added value to the architectural work of Pagano, steaming from the use of a method which, having as a basis the postulate of a rational architecture as essence and logic of building, finds specific variations depending on the multiple variables to be addressed by the project. This is the methodological heritage that Pagano learns from the tradition, especially that of the rural residential architecture, defined by Pagano as a "dictionary of the building logic of man", as an "a-stylistic background". For Pagano this traditional architecture is a clear expression of the relationships between a theme and its development, an architectural "fact" that is resolved with purely technical and utilitarian aims and with a spontaneous development far from any aprioristic theoretical principle. Architecture, therefore, cannot be an invention for Pagano and the personal contribution of each architect has to consider his/her close relationship with the specific historical context, place and new building methods. These are basic principles in the methodological approach that drives a great deal of his research and that also permits his thought to be modern. I argue that both ongoing and new collaborations with younger protagonists of the culture and architecture of the period are significant for the development of his methodology. These encounters represent the will to spread his own understanding of the "new architecture" as well as a way of self-renewal by confronting the self with new themes and realities and by learning from his collaborators. Thesis' outline The thesis is divided in two principal parts, each articulated in four chapters attempting to offer a new reading of the theory and work of Pagano by emphasising the central themes of the research. The first chapter is an introduction to the thesis and to the theme of the rational house, as understood and developed in its typological and technical aspects by Pagano and by other protagonists of the Italian rationalism of the 1930s. Here the attention is on two different aspects defining, according to Pagano, the house project: on the one hand, the typological renewal, aimed at defining a "standard form" as a clear and essential answer to certain needs and variables of the project leading to different formal expressions. On the other, it focuses on the building, understood as a technique to "produce" architecture, where new technologies and new materials are not merely tools but also essential elements of the architectural work. In this way the villa becomes different from the theme of the common house or from that of the minimalist house, by using rules in the choice of material and in the techniques that are every time different depending on the theme under exploration and on the contingency of place. It is also visible the rigorous rationalism that distinguishes the author's appropriation of certain themes of rural architecture. The pages of "Casabella" and the events of the contemporary Triennali form the preliminary material for the writing of this chapter given that they are primary sources to individuate projects and writings produced by Pagano and contemporary architects on this theme. These writings and projects, when compared, reconstruct the evolution of the idea of the rational house and, specifically, of the personal research of Pagano. The second part regards the reading of three of Pagano's projects of houses as a built verification of his theories. This section constitutes the central part of the thesis since it is aimed at detecting a specific methodological approach showing a theoretical and ideological evolution expressed in the vast edited literature. The three projects that have been chosen explore the theme of the house, looking at various research themes that the author proposes and that find continuity in the affirmation of a specific rationalism, focussed on concepts such as essentiality, utility, functionality and building honesty. These concepts guide the thought and the activities of Pagano, also reflecting a social and cultural period. The projects span from the theme of the villa moderna, Villa Colli, which, inspired by the architecture of North Europe, anticipates a specific rationalism of Pagano based on rigour, simplicity and essentiality, to the theme of the common house, Casa a struttura d'acciaio, la casa del domani, which ponders on the definition of new living spaces and, moreover, on new concepts of standardisation, economical efficiency and new materials responding to the changing needs of the modern society. Finally, the third project returns to the theme of the, Villa Caraccio, revisiting it with new perspectives. These perspectives find in the solution of the open plant, in the openness to nature and landscape and in the revisiting of materials and local building systems that idea of the freed house, which express clearly a new theoretical thought. Methodology It needs to be noted that due to the lack of an official Archive of Pagano's work, the analysis of his work has been difficult and this explains the necessity to read the articles and the drawings published in the pages of «Casabella» and «Domus». As for the projects of Villa Colli and Casa a struttura d'acciaio, parts of the original drawings have been consulted. These drawings are not published and are kept in private archives of the collaborators of Pagano. The consultation of these documents has permitted the analysis of the cited works, which have been subject to a more complete reading following the different proposed solutions, which have permitted to understand the project path. The projects are analysed thought the method of comparison and critical reading which, specifically, means graphical elaborations and analytical schemes, mostly reconstructed on the basis of original projects but, where possible, also on a photographic investigation. The focus is on the project theme which, beginning with a specific living (dwelling) typology, finds variations because of the historico-political context in which Pagano is embedded and which partially shapes his research and theoretical thought, then translated in the built work. The analysis of the work follows, beginning, where possible, from a reconstruction of the evolution of the project as elaborated on the basis of the original documents and ending on an analysis of the constructive principles and composition. This second phase employs a methodology proposed by Pagano in his article Piante di ville, which, as expected, focuses on the plant as essential tool to identify the "true practical and poetic qualities of the construction"(Pagano, «Costruzioni-Casabella», 1940, p. 2). The reading of the project is integrated with the constructive analyses related to the technical aspects of the house which, in the case of Casa a struttura d'acciaio, play an important role in the project, while in Villa Colli and in Villa Caraccio are principally linked to the choice of materials for the construction of the different architectural elements. These are nonetheless key factors in the composition of the work. Future work could extend this reading to other house projects to deepen the research that could be completed with the consultation of Archival materials, which are missing at present. Finally, in the appendix I present a critical selection of the Pagano's writings, which recall the themes discussed and embodied by the three projects. The texts have been selected among the articles published in Casabella and in other journals, completing the reading of the project work which cannot be detached from his theoretical thought. Moving from theory to project, we follow a path that brings us to define and deepen the central theme of the thesis: rational building as the principal feature of the architectural research of Pagano, which is paraphrased in multiple ways in his designed and built works.
L'articolo non vuole affrontare il più vasto tema di "fascismo e biblioteche", la politica bibliotecaria e le realizzazioni del ventennio in questo campo, ma si propone lo scopo di iniziare una ricostruzione della presenza e delle posizioni dei bibliotecari in questa fase della storia della società italiana. Il periodo fascista è un periodo di modernizzazione tecnica delle biblioteche italiane ma anche di irrigidimento del sistema bibliotecario italiano. Nasce in questo periodo una rappresentanza professionale dei bibliotecari (l'Associazione dei bibliotecari italiani, nel 1930) e qualche anno prima era stato costituito un vertice amministrativo (la Direzione generale delle accademie e biblioteche, nata nel 1926 e rimasta sostanzialmente la stessa fino ad oggi) che agiva come filtro fra la politica e la professione.La presa del fascismo tra i bibliotecari italiani, negli anni intorno alla Marcia su Roma, è molto limitata. Molti liberali considerarono il fascismo come un "male minore" rispetto alle tensioni sociali del 1919-1920, ma sono pochissimi e di scarsa importanza i bibliotecari che aderirono al fascismo prima della Marcia su Roma, come il conte Giuseppe Lando Passerini (1858-1932), bibliotecario alla Nazionale di Firenze e alla Laurenziana, o Antonio Toschi, bibliotecario a Bologna. Nessuna personalità importante del mondo delle biblioteche aderì al Manifesto degli intellettuali del fascismo (1925) scritto da Giovanni Gentile; pochi sono anche gli aderenti alla risposta preparata da Benedetto Croce, ma fra questi troviamo Emidio Martini, direttore della Biblioteca nazionale di Napoli in pensione.Tra gli esponenti del Partito Fascista troviamo alcuni direttori di biblioteca, come Italo Lunelli (1891-1960) direttore della Biblioteca comunale di Trento e Leonardo D'Addabbo (1893-1958) direttore della Biblioteca consorziale di Bari, che però non ebbero un ruolo significativo nella professione. Il personaggio più interessante è Piero Zama (1886-1984), fondatore del Partito fascista a Faenza e direttore della Biblioteca comunale della città dal 1920 al 1957. Zama però si staccò dal fascismo per il suo carattere reazionario e venne poi perseguitato.Le biblioteche furono spesso, invece, dei rifugi relativamente tranquilli per le persone contrarie al Fascismo. Alla Biblioteca Vaticana lavorarono Gerardo Bruni (1896-1975) e Igino Giordani (1894-1980), che avevano collaborato con don Sturzo nel Partito popolare e che furono mandati dalla Biblioteca a studiare biblioteconomia in America, nel 1927. Più tardi lavorò alla Vaticana anche Alcide De Gasperi, presidente del Consiglio dopo la Liberazione. Nelle biblioteche statali venivano spesso destinati insegnanti di liceo e professoni universitari antifascisti che il Regime voleva togliere dall'insegnamento: per esempio Bianca Ceva ed Elena Valla alla Biblioteca nazionale di Milano, il filosofo Giuseppe Rensi alla Biblioteca universitaria di Genova e Pilo Albertelli (1907-1944), eroe della Resistenza, alla Biblioteca nazionale di Roma.Nel periodo fascista venne costituita, dopo il Congresso mondiale delle biblioteche e di bibliografia tenuto nel 1929 a Roma e Venezia, l'Associazione dei bibliotecari italiani (dal 1932 Associazione italiana per le biblioteche), controllata dal Ministero dell'educazione nazionale ma indipendente dal Partito. Il Partito fascista costituì una propria Sezione Bibliotecari nell'Associazione fascista del pubblico impiego e poi nell'Associazione fascista della scuola: queste associazioni ebbero larghe adesioni, per i vantaggi che offrivano, ma non svolsero attività significative nel campo delle biblioteche. La fascistizzazione del mondo delle biblioteche fu soprattutto burocratica e rituale, imposta dall'esterno ma limitata ai discorsi ufficiali nei congressi e sulla rivista del Ministero, non incise in maniera rilevante sulla cultura dei bibliotecari, che cercarono di contrastarla in maniera coperta o di ignorarla. ; The article does not try to deal with the more extensive theme of "fascism and libraries", library policy and the achievements of the fascist regime in this field, but aims at a understanding of the presence and positions of librarians in this stage of the history of Italian society. The fascist period is one of technical modernization of Italian libraries but also of fixation of the Italian library system. This period sees the birth, in 1930, of a professional representation of librarians (the Association of Italian librarians), and a few years earlier of a top government unit, the General Direction of Academies and Libraries (established in 1926 and still basically the same to this day), that acted as a filter between politics and the profession. The grasp of fascism among Italian librarians, in the years around the March on Rome (1922), was very limited. Many liberals considered fascism as a "lesser evil" with respect to the social tensions of 1919-1920, but the librarians who supported fascism before the March on Rome were few and of little importance. Among these were count Giuseppe Lando Passerini (1858-1932), librarian at the National Library of Florence and at the Laurenziana, and Antonio Toschi, librarian in Bologna. Not one important personality of the library world supported the Manifesto of the intellectuals of fascism (1925) written by Giovanni Gentile; few were also the supporters of the reply drafted by Benedetto Croce, but among these we find Emidio Martini, retired director of the National Library of Naples.Among the exponents of the Fascist Party we find some library administrators, such as Italo Lunelli (1891-1960) director of the Public Library of Trent and Leonardo D'Addabbo (1893-1958) director of the Consortium Library of Bari, who however did not have a significant role in the profession. The most interesting personality is Piero Zama (1886-1984), founder of the Fascist Party in Faenza and director of the Municipal Library of the city from 1920 to 1957. Zama, however, abandoned fascism because of his reactionary evolution and was subsequently persecuted.Libraries were often a sort of hideout for those contrary to fascism. Gerardo Bruni (1896-1975) and Igino Giordani (1894-1980), who had worked with don Sturzo in the Popular Party, were sent by the Vatican Library to study librarianship in America, in 1927, and later also Alcide De Gasperi, president of the Council of Ministers after the Liberation, worked in the Vatican Library. Anti-fascist high school teachers and university professors that the regime wanted to remove from teaching were often destined to state libraries: for example Bianca Ceva and Elena Valla to the National Library of Milan, the philosopher Giuseppe Rensi to the University Library of Genoa and Pilo Albertelli, Resistance hero, to the National Library of Rome.After the World Congress of Libraries and Bibliography held in Rome and Venice in 1929, the Association of Italian Librarians (from 1932 the Italian Association for Libraries, AIB) was founded, under the control of the Minister for National Education but independent of the Fascist Party. The Fascist Party formed its own Librarians' Section in the Fascist Association of Civil Servants and later in the Fascist School Association: these Associations were widely supported, due to the advantages that they offered, but they carried out no significant activities in the library field. The relative independence of the AIB from the pressure of Fascism was made possible through the prestige of its president, the politician and professor Pier Silverio Leicht, and through the General Direction of Academies and Libraries, that controlled the library sector and limited as much as possible any political and ideological interference.The directors of state libraries who were not in favour of fascism usually remained in their positions, but in the 1930s the membership card of the National Fascist party became necessary for civil servants and some anti-fascist librarians lost their posts. Among these were Pietro Zorzanello, director of the Palatine Library of Parma, in 1934 and Anita Mondolfo, director of the National Library of Florence, in 1937. Jewish librarians were dismissed by the State in 1938. Many anti-fascist librarians preferred to take out a membership card of the National Fascist Party and remain in their positions, where they were able to work for libraries and, from the end of the 1930s, for their protection from the risks and dangers of the war.From 1934 it became obligatory to wear a black shirt, the uniform of the Fascist Party, in the national conferences of the Italian Library Association, but photographs of the convention hall in 1934 and 1940 show that only a few librarians wore it. A number wore the uniform of the civil service, introduced in 1938, but the majority continued to wear their own civilian clothes. The fascistization of the library world was above all bureaucratic and ritual, imposed from the outside but limited to official speeches in congresses and on the Ministry journal. It did not leave much of a mark on the culture of the librarians, who sought to counter it in a veiled manner or at least to ignore it.
This work focuses on a subject that has been of constant interest and continuing centrality in the political agendas of different national legal systems: the procedural simplification that can be ascribable to the species of interventions that belong to the broader genus of the change of public administration'. Since the '70s, the transformation of public administration, among other different possibilities, chose the ambiguous and winding path of simplification. It has been taken as a guiding principle for the entire legal system and as a prevailing logic for the process of redesigning and restructuring the administrative organization and action. Administrative simplification was a 'fashionable' topic in the '90s, and since then a 'central block' and 'driving force' of both EU and national public policies, thus becoming a technical and cultural process for reforming administration. Its aim is 'to give it a more suitable shape that is tailored to the needs of society' for which its services are indeed intended. The procedural simplification is a topic of overnational interest that in several jurisdictions has been gradually occupying larger and larger spaces in the definition of public policies, according to the shared view that the simplification of the regulatory and administrative system is a fundamental condition for of socio-economic growth. Thanks to the awareness of the notion of 'administrative risk', or rather, the sensitive 'mutual dependence' between political-administrative and economic system, as Borruso noted in the preface to the European Commission Communication Europe 2020. A strategy for smart, sustainable and inclusive growth, the administrative simplification measures and, in particular, administrative procedures, have been dominating for a long time the political, legal, economic and social debates. Moreover, they are intended to occupy significant spaces in the near future, inasmuch as they are directed to keep within a threshold of 'tolerance' the inevitable organizational and functional complexity of an administration built on the principles of institutional pluralism, subsidiarity, competence and specialization, indispensability journalistic intervention, not to say of binding formalism. By establishing itself as a legal and social requirement to guarantee an administrative action that would be 'simpler, more effective, more efficient and more economical' for citizens, and by changing its status from mere collective aspiration to legal claim, the simplification of administrative procedures is an multi-faceted and poly-dimensional objective that the national legislature has pursued through different strategic actions, among which, the computerization process has been taking a central role. Not surprisingly, the development of digital administration has been considered by many as the most effective tool to simplify administrative action and respond to the issue of procedural complication. It has been sees as a process of 'review of the administrative structures and their organizational links, [.] redefinition of tasks and optimization of the capacity for work in the offices, thus achieving a reduction of the steps and the time required for the performance of administrative acting, which is what the simplification of procedures consists of. A theme which, in the first instance, concerns the balance between interests and principles. Inevitable corollary to administrative impartiality, organizational structure and the distribution of skills, the procedural complexity, which is questioned for the number of its steps and intra-procedures activities, for the time taken to achieve them and the red tape that affects citizens, it is a challenge to be answered, in general, through the use of computerization and communication tools. It is a challenge to be carried out with the accurate use of computerization and communication technologies. First of all, as its digitization is able to give an adequate response to the need to combine functional demands and requirements of simplification and rebalance the relationship between the end-protection guarantee of the interest and the duty of non-compression 'effectiveness, efficiency and economy of action that is traditionally made explicit while making the decision. From this remark, the added value that the process of computerization has shown in the policies of simplification can be understood precisely by evaluating in a negative way, how, the simplification of the administrative proceedings 'cannot be prosecuted by dequotando (non so cosa vuol dire) and debunking the rules of procedure whose positivization has represented a civilized procedural achievement. The extra value of the process of computerization among the techniques of procedural simplification – we have already said – is 'integration' between the principles of effectiveness, efficiency and economy, of certainty of timing, transparency of administrative action; the ability to overcome the limits that are connected to this principle and process of public administration reform, summarized in the principle of 'contradictory', participation, impartiality, and the necessary complete investigation; in the introduction of better modes of interaction, enabling faster and more effective relationships with participants and a greater guarantee of legal claims. In short, it consists of the ability to re-balance, at the procedural level, the relationship between the needs of the function and the requirements of guarantee of the action, often 'unbalanced ' in favor of one or the other. The 'revolutionary' aspect that we identify in the electronic administrative procedure is actually the result of a process that first passes through the definition of new information systems. The object of technological revolution is indeed information. The revolutionary aspect of computerization administration is the dynamic management of information and the possible reality of interconnected information systems that are integrated and shared, which does not mean less safe. And the verbal synthesis of a technological simplified action is the digital administrative proceedings . The digital simplification of the administrative procedure is the product of different methods of collection, use, access, transmission and communication of information, all technology-based. And administrative digital procedure is nothing but a decision-making process that takes advantage of the tools that technology puts at governments and citizens disposal. 'Neutral' tools that the legislature adopts for political purposes aiming at simplification and exercise of the rights. Tools that, precisely because they are neutral, will act in terms of reducing procedural complexity according to the quantum assumed while legislative determining, on the one hand, and enforcement by public authorities on the other. From this perspective we must look at the tools that legislators, Italian as well as Spanish, have outlined in order to give the electronically processed work the same effectiveness as the one carried out traditionally and in order to fulfill the obligation of information management procedures: from the discipline of electronic documents and the electronic signature, to the discipline of registering incoming and outgoing communications through an automated system; from the rules of the communications of documents between public administrations through the use of electronic mail to the rules for the direct acquisition of data and documents in the digital archives of public administrations; and again, to the provisions of a computer file, taken in the path as the 'centerpiece of the new mode of conducting administrative proceedings'. From this remark, the same computer file, created by national legislature as 'informative base' needed for a contextual work and shared between different subjects, 'fulfilled' with the expectations of simplification of the action and relationships, of the 'right to be known' of action both on the domestic side as on the external side, suggests, of course, a 'new' management process, but it remains only in the domain of attempt to reform if not accompanied by concrete implementation by individual administrations. It is their duty to start the processes of re-organization in order to manage the 'new' procedure based on shared information and transparent activities; on direct and immediate relationships; on a different value of time and space; on a simpler, more effective, efficient and economical, and at the same time, more able to guarantee rights and interests. The practical and proper application of these tools remains responsibility of each administration, asked to face the real challenge of procedural innovation. The following research is based on this fundamental interpretation and its methodological approach is developed, at first, starting from the acknowledgement of the legal category of the administrative procedure, the reconstruction of the lines of development and legal aspects that make of this administrative point as both action and organization, the place and the best opportunity to study the topic. Secondly, the working hypothesis is outlined. Starting from the construction of the simplification of the administrative procedure as recognition of a 'right' balance between complexity and simplicity of the action, the work continues by electing computerization as a 'form' of simplification that is able to envisage a possible solution for the problem of quality decision-making, resulting from the balance between the quantum and guarantees of effectiveness and efficiency of the action. In a third passage, we deal with the administrative digital proceedings, with particular attention to the developments which, from different management information mechanisms can derived in terms of modes of action that can develop horizontally, network-like or shared among stakeholders of the exercise of power. Finally, on the same lines, the work is enriched by the experience of the Spanish structure, in order to strengthen the thoughts on digital simplification of the procedure from a comparative perspective, which is always essential for the development of the research. From this point of view, the analysis of different time frequency of the stages of computerization in the two systems is an important key. The comparative analysis, despite showing an initial protagonism of the Italian legislator who, with the adoption of Digital Administration Code, anticipated a correct vision of modernization and initiated the 'transformation' of digital government, displays, in a second stage, a slowdown in the process, whereas it has a reverse path in the Spanish system, which, after assimilating the Italian model, proved able to proceed to the state of implementation with a more sustained dynamism and in shorter time. In the Spanish system what played an important role was the 'codification' of the awareness of the need for a transition phase, in which the digital system coexisted side by side with the paper-based system rather than automatically superseding it. This phase based on flexibitly proved to be effective for the change in the administrative system. First as a system of relations of public and private entities. Precisely this relational paradigm, in the analysis that is proposed here, has been the core of the thesis. This paradigm is both a thread of the investigation and the space where all the different approaches and issues related to procedural matters converge. The democratic nature of the administrative action, the implementation of the principles of impartiality and the participation in the Administrative Procedure Law, the introduction and the vindication of private sector criteria of efficiency, effectiveness and economy of the public actions are the background to the conclusion that the procedural simplification is primarily 'simplification of the interaction'. All these elements also frame the structural and functional reorganization that the digitization process requires, and, at the same time, develops, in an eminently relational perspective; of a 'new' way of building and developing inner relationships within the administration, between different administrations and between them and the citizens.
L'obiettivo della tesi è analizzare in profondità un tema complesso come la povertà. Il fenomeno è in costante crescita, distribuito in modo sempre più eterogeneo nel territorio, con più categorie di persone a rischio esclusione ed isolamento sociale. Nel testo si propongono numerose definizioni di povertà, trattandosi di un termine polisemico e pertanto complicato e riduttivo da racchiudere in una definizione univoca o del tutto esente da giudizi di valore. L'elaborato ne evidenzia le molteplici dimensioni - sociale, economica, relazionale, sanitaria, alimentare, educativa e culturale - che lo caratterizzano, le cause che lo determinano e le conseguenze che può scaturire. Tuttavia, risulta complicato individuarle con precisione in quanto possono presentarsi congiuntamente e variano in base allo spazio e al tempo, per cui impossibili da generalizzare. Si analizza anche il concetto di esclusione sociale, valutato in rapporto a quello di povertà. I due fenomeni solo apparentemente sono sinonimi perché in realtà non coincidono esattamente: il primo costituisce solo una delle dimensioni, seppur ampia e complessa, del secondo. L'emergere di nuovi bisogni complessi, che hanno colpito sia il singolo individuo che il gruppo e la collettività, ha richiesto un cambiamento operativo a livello istituzionale, dove si incentiva una programmazione integrata socio-sanitaria e si applica un approccio manageriale alle pubbliche amministrazioni; a livello gestionale, in cui si punta a promuovere un metodo di lavoro multidisciplinare e l'utilizzo della co-progettazione come strumento innovativo in campo sociale; a livello professionale, con l'assistente sociale che non è un semplice erogatore di servizi e prestazioni, ma ricopre più ruoli nel corso del processo di aiuto, valuta globalmente la situazione, promuove la risorse della persona e della comunità e favorisce la costruzione di una rete sociale territoriale. Inoltre, vi è la necessità di innovare e rendere più efficienti ed esigibili i servizi e gli interventi assistenziali e cambiare la prospettiva professionale di aiuto. Si passa da un processo di carattere residuale e prevalentemente riparatorio alla costruzione condivisa di interventi personalizzati che promuovono altresì l'autonomia e l'empowerment dell'utente e ne rafforzano la capacità di problem solving e le relazioni sociali. La parte centrale del lavoro, è dedicata al ruolo del Servizio Sociale nel contrasto alla povertà, che ha assunto nel tempo maggiore protagonismo in fase programmatoria ed è stato investito di più funzioni in campo operativo. Il servizio sociale professionale sta progressivamente acquistando una duplice funzione – promozionale e preventiva. Si passa dal lavoro sull'utente al lavoro con l'utente, con il soggetto che non è più passivo all'interno del progetto di aiuto personalizzato, bensì ne diventa parte attiva, superando una logica meramente assistenziale. La nascita di "nuove povertà", spesso derivanti da cause diverse e plurime, ha ampliato le categorie di persone a rischio povertà, che le politiche sociali e il sistema di welfare non riescono a ridurre. Si descrivono i soggetti più vulnerabili e le tipologie di bisogni che possono manifestarsi nel corso della vita della persona, riprendendo la classificazione piramidale di Maslow. Si valorizzano la modalità di lavoro multidisciplinare, le reti sociali e lo strumento della co-progettazione. La partecipazione di più professionisti e/o volontari consente di integrare competenze, punti di vista e risorse per poter rispondere in modo più efficiente e mirato alle esigenze del cittadino o della comunità. Le reti sociali rappresentano una elemento importante per la definizione di un progetto di aiuto in quanto consentono di mettere in campo le risorse informali esistenti, integrarle con i servizi territoriali e valorizzare/rafforzare i legami sociali per contrastare il disagio, ridurre le fragilità e prevenire l'emergere di una nuova situazione di difficoltà. La co-progettazione è uno strumento che promuove una partnership formale tra pubblica amministrazione, terzo settore e società civile, finalizzata alla realizzazione di interventi sociali integrati e innovativi. Si affronta il tema della lotta alla povertà e all'esclusione sociale dal punto di vista politico, che negli ultimi anni ha assunto un ruolo centrale all'interno delle agende nazionali, portando all'attuazione di diverse politiche sociali per contrastarne e prevenirne la diffusione. Uno sguardo più generale è stato rivolto al panorama europeo, esaminando le principali strategie di intervento e di programmazione sociale, per poi concentrarsi sul caso italiano, descrivendo il sistema di welfare nazionale e locale e le politiche di inclusione sociale, sempre più orientate al duplice obiettivo di sostegno economico e autodeterminazione del beneficiario. Un'importante attenzione è dedicata al contesto territoriale quale luogo più vicino al cittadino e ambito di riferimento per l'analisi di bisogni, risorse, potenzialità e criticità. La sfida attuale è quella di promuovere una comunità in grado di "autocurarsi" e di creare una rete assistenziale socio-sanitaria per potenziare e rendere più efficace il pacchetto dei servizi offerti e disincentivare l'istituzionalizzazione della persona. La seconda parte del testo si riporta l'esempio di quanto è stato attuato in una realtà territoriale per il contrasto alla povertà e all'esclusione sociale. Si analizza quindi la strategia adottata nel Comune di Capannori, quale ente capofila della Piana di Lucca e una delle zone distretto professionalmente più avanzate, in cui è stato co-costruito un tavolo tecnico, potenziata l'equipe multidisciplinare ed incentivata la co-progettazione con il Terzo settore, promuovendo la nascita di un nuovo modello operativo. Si descrivono brevemente alcuni progetti realizzati nel territorio, relativi all'inclusione sociale e lavorativa, al supporto educativo e familiare e all'emergenza abitativa, evidenziando la presa in carico multidisciplinare e la collaborazione tra enti pubblici e del privato sociale. Nel capitolo conclusivo, viene descritta l'evoluzione della povertà dopo la crisi economica del 2008 da un punto di vista maggiormente statistico, anche qui rivolgendo un duplice sguardo al contesto europeo ed italiano. La parte finale è dedicata ad una lettura della situazione in relazione all'impatto generato dalla pandemia Covid-19, che ha avuto forti ripercussioni sia sulla salute dei cittadini che sul mercato del lavoro e sull'economia mondiale, facendo registrare un aumento esponenziale del numero di persone e famiglie a rischio povertà e la crescita della forbice della disuguaglianza. The goal of the thesis is to analyze in depth a complex issue such as poverty. The phenomenon is constantly growing, distributed in an increasingly heterogeneous way in the territory, with more categories of people at risk of social exclusion and isolation. Numerous definitions of poverty are proposed in the text, since it is a polysemic term and therefore complicated and reductive to be enclosed in a single definition or completely free from value judgments. The paper highlights the multiple dimensions - social, economic, relational, health, food, educational and cultural - that characterize it, the causes that determine it and the consequences that can arise. However, it is difficult to identify them precisely as they can occur jointly and vary according to space and time, making them impossible to generalize. The concept of social exclusion is also analyzed, evaluated in relation to that of poverty. The two phenomena are only apparently synonymous because in reality they do not exactly coincide: the first constitutes only one of the dimensions, albeit large and complex, of the second. The emergence of new complex needs, which have affected both the individual and the group and the community, has required an operational change at an institutional level, where integrated social and health planning is encouraged and a managerial approach is applied to public administrations; at the management level, which aims to promote a multidisciplinary working method and the use of co-design as an innovative tool in the social field; at a professional level, with the social worker who is not a simple provider of services and benefits, but covers several roles during the help process, evaluates the situation globally, promotes the resources of the person and the community and favors the construction of a territorial social network. Furthermore, there is a need to innovate and make welfare services and interventions more efficient and payable and change the professional perspective of help. We move from a residual and mainly restorative process to the shared construction of personalized interventions that also promote the autonomy and empowerment of the user and strengthen their problem-solving skills and social relationships. The central part of the work is dedicated to the role of the Social Service in combating poverty, which over time has taken on greater prominence in the planning phase and has been invested with more functions in the operational field. The professional social service is gradually acquiring a dual function - promotional and preventive. We move from working on the user to working with the user, with the subject who is no longer passive within the personalized aid project, but becomes an active part of it, overcoming a merely welfare logic. The birth of "new poverties", often deriving from different and multiple causes, has widened the categories of people at risk of poverty, which social policies and the welfare system cannot reduce. The most vulnerable subjects and the types of needs that may arise during the person's life are described, taking up Maslow's pyramid classification. The multidisciplinary working method, social networks and the tool of co-planning are enhanced. The participation of several professionals and / or volunteers makes it possible to integrate skills, points of view and resources in order to respond more efficiently and targeted to the needs of citizens or the community. Social networks represent an important element for the definition of an aid project as they make it possible to deploy existing informal resources, integrate them with local services and enhance / strengthen social ties to combat hardship, reduce fragility and prevent emergence of a new difficult situation. Co-planning is a tool that promotes a formal partnership between public administration, third sector and civil society, aimed at the realization of integrated and innovative social interventions. It deals with the issue of the fight against poverty and social exclusion from a political point of view, which in recent years has assumed a central role within national agendas, leading to the implementation of various social policies to combat and prevent its spread. A more general look was turned to the European panorama, examining the main intervention strategies and social planning, and then focusing on the Italian case, describing the national and local welfare system and the social inclusion policies, increasingly oriented to the dual objective. of economic support and self-determination of the beneficiary. Important attention is paid to the territorial context as a place closest to the citizen and a reference area for the analysis of needs, resources, potential and critical issues. The current challenge is to promote a community capable of "self-healing" and to create a social and health care network to enhance and make the package of services offered more effective and discourage the institutionalization of the person. The second part of the text gives an example of what has been implemented in a territorial reality for the fight against poverty and social exclusion. The strategy adopted in the Municipality of Capannori is then analyzed, as the leading body of the Piana di Lucca and one of the most professionally advanced district areas, in which a technical table has been co-built, the multidisciplinary team strengthened and co-planning with the third sector, promoting the birth of a new operating model. Some projects carried out in the area are briefly described, relating to social and work inclusion, educational and family support and housing emergency, highlighting the multidisciplinary management and collaboration between public and private social entities. In the concluding chapter, the evolution of poverty after the 2008 economic crisis is described from a more statistical point of view, again with a double look at the European and Italian context. The final part is dedicated to a reading of the situation in relation to the impact generated by the Covid-19 pandemic, which has had strong repercussions both on the health of citizens and on the labor market and on the world economy, recording an exponential increase in the number of people and families at risk of poverty and the growth of the inequality gap.
Il trattore agricolo è una macchina complessa, progettata per fornire potenza ad un numero consistente di attrezzi diversi sotto forma meccanica, idraulica e modernamente anche pneumatica ed elettrica. Il tutto viene fornito all'operatore per il tramite di un motore endotermico (tipicamente a ciclo Diesel), che sfrutta l'energia chimica contenuta nel combustibile, trasformandola in lavoro meccanico. Il continuo aumento del costo del gasolio, unitamente ad una maggiore attenzione ai problemi ambientali, hanno aumentato notevolmente l'attenzione degli agricoltori ai consumi. Proprio per questo, negli ultimi anni molte organizzazioni nazionali ed internazionali hanno cercato di definire dei metodi per calcolare un indice di efficienza energetica (EEI) anche per i trattori, similmente a quanto già fatto, ad esempio, per le automobili o per diverse tipologie di elettrodomestici. In particolare, l'efficienza energetica di un qualsiasi sistema rappresenta la capacità di sfruttare l'energia ad esso fornito per soddisfarne i fabbisogni. Minori sono i consumi relativi al soddisfacimento di questo fabbisogno, e migliore risulta l'efficienza energetica del sistema. Nel settore della meccanizzazione agricola, diverse nazioni (Spagna, Corea, Turchia) hanno introdotto dei programmi per la definizione di questo indice, basandosi su dati già disponibili, come quelli delle prove del Codice 2 OCSE o delle prove di omologazione del motore endotermico. La DLG (una associazione di agricoltori tedeschi), invece, ha messo in opera un sistema diverso, basato su prove in pista che cercano di simulare dei cicli di lavoro reali, tipici dell'agricoltura centro-europea. Tuttavia, storicamente sia i codici OCSE che questi nuovi protocolli di prova hanno riguardato nella gran parte dei casi i trattori standard; viceversa, i trattori specializzati, impiegati nei vigneti, frutteti, nell'orto-floro-vivaistica e nella manutenzione del verde non hanno potuto finora godere delle medesime attenzioni. Scopo di questo lavoro è quindi quello di costruire una metodologia per poter calcolare un Indice di Efficienza Energetica anche per i trattori da vigneto. Una prima fase del lavoro ha visto l'analisi dell'operatività dei trattori da vigneto, per poter definire quali cicli lavorativi rilevare in quanto maggiormente impattanti. Si è quindi proceduto all'analisi, per diversi motivi solo parziale, di questi cicli reali di campo, analizzando le potenze trasmesse dal trattore alla macchina operatrice e (ove possibile) anche i consumi. Successivamente questi dati sono stati elaborati per costruire dei cicli teorici facilmente riproducibili in laboratorio, per il tramite di banchi prova appositi (freno motore in particolare). La ridotta collaborazione dei costruttori non ha però permesso di replicare in laboratorio questi cicli creati. Si è quindi deciso di tentare un'altra strada, ovvero utilizzare dei dati di prove motore già liberamente disponibili, ovvero quelli relativi alle prove Codice 2 OCSE. Nel periodo 2011-2015, su un totale di 278 test report emessi, solo 11 purtroppo erano relativi a trattori da vigneto e frutteto. Analizzando i report si è valutata la corrispondenza tra potenza rilevata nelle prove in campo e potenza rilevata nel test Codice 2, verificando inoltre la compatibilità della modalità di prova (con riguardo alla posizione dell'acceleratore). I diversi cicli sono stati quindi parificati a 4 diverse condizioni di prova del Codice 2 OCSE. I dati relativi ai consumi specifici (espressi in g/kWh) sono stati quindi analizzati introducendo un impegno temporale previsto per la singola operazione, espresso come percentuale del tempo totale di lavoro, questo in quanto l'agricoltore non utilizza il trattore per un'unica operazione, ma per più operazioni. L'agricoltore può inoltre variare le percentuali di utilizzo del trattore per la singola operazione, ricalcolando quindi sulla effettiva operatività aziendale l'Indice di Efficienza Energetica complessivo. Come spesso succede, però, un singolo numero, soprattutto se non immediatamente confrontato con altri, non dice molto all'utilizzatore finale. Si rende quindi indispensabile, come effettuato in molti altri casi, una definizione delle diverse classi energetiche, per poter facilmente confrontare i risultati ottenuti dal foglio di calcolo sopra indicato. Si è deciso di optare per l'introduzione di 7 classi, dalla A alla G, differenziate tra di loro per un intervalli di 30 g/kWh. Si tratta di una decisione puramente arbitraria, e ovviamente soggetta a futuri adeguamenti, anche in base al ridotto campione di trattori che è stato in questo momento analizzato. In conclusione, il progetto sviluppato durante questa tesi ha lo scopo principale di offrire all'utilizzatore di trattori specializzati diversi indici riguardanti l'efficienza energetica (e quindi, indirettamente, i possibili costi di gestione) dei trattori stessi in diverse condizioni operative, tipiche del settore viticolo e frutticolo. Futuri approfondimenti del lavoro dovranno sicuramente riguardare tutte le parti di questo lavoro. Si dovrà infatti implementare l'analisi reale delle diverse lavorazioni, con una misurazione puntuale delle potenze assorbite da diverse attrezzature (anche della stessa tipologia ma con capacità operative differenti), ricreando dei cicli teorici più affidabili possibili. Inoltre, la fase critica sarà quella per l'ottenimento dei dati reali da prove di laboratorio riferite ai cicli, e non più ai soli dati del codice 2. Si ritiene poi importante anche ottimizzare il database, creando un software apposito con un database periodicamente aggiornato, e in grado di guidare l'agricoltore nella compilazione del suo "uso tipico". Inoltre, è ovvio che il consumo di combustibile, per quanto sia uno dei fattori principali che guidano l'agricoltore nella scelta del trattore, non è sicuramente l'unico. Dal punto di vista ambientale potrebbe essere utile analizzare anche le emissioni di gas in atmosfera, misurandole con l'apposita sensoristica (opacimetri, sonde lambda, etc.) durante le prove di laboratorio. Questi dati, confrontati tra loro su di un utilizzo medio ragionato, potrebbero essere utilizzati anche come base per l'erogazione di sussidi in agricoltura: come già avviene in molti altri settori o in altri paesi, dove le macchine maggiormente efficienti (sia come consumi che come emissioni) sono finanziate dai Piani di Sviluppo Rurale, soggette a defiscalizzazioni o comunque oggetto di contribuzione pubblica. ; The agricultural tractor is a complex machine, designed to provide power to a broad number of different types of equipment, be it mechanical power, hydraulic power, and in recent times even pneumatic and electric power. All this power is harnessed through an endothermic engine (typically diesel cycle), that harnesses the chemical energy of the fuel transforming it into mechanical energy. The constant increase in fuel prices, together with a higher awareness of environmental issues, have significantly increased farmers' concern over their consumptions. In the last few years, this has led many national and international organisations to come up with methods to calculate an energy efficiency index for tractors, in line with what has already been done for cars or different types of household appliances. In particular, the energy efficiency of a system can be defined as its ability to harness the supplied energy to meet its needs. The less the system consumes in order to meet its needs, the higher will be its energy efficiency. Within the farm mechanisation industry, several countries (Spain, Korea, Turkey) have introduced programmes in an attempt to define this index, based on currently available data such as the OECD Code 2 tests or performance testing on endothermic engines. The DLG (German Agricultural Society) has implemented a different system, based instead on field tests that replicate real work cycles typical of central- European farming. However both the OECD codes and these new testing protocols were mainly designed and tested on standard tractors, whereas specialised tractors, the ones used in vineyards, fruit orchards, greenhouses and vegetation maintenance, have been neglected up until now. The purpose of this project is to devise a methodology in order to be able to calculate an Energy Efficiency Index also for vineyard tractors. The first part of the project consisted in analysing the work of tractors in viticulture, in order to pick out the most impactful, and therefore most relevant work cycles. This was followed by an only partial (for several reasons) analysis of these real-life field cycles, by studying the power transmitted from the tractor to the implements/equipment and (where possible) assessing consumption as well. This data was then used to devise theoretical cycles, easily reproducible in the lab thanks to dedicated testing areas (especially for the engine brake). But due to a lack of cooperation from the manufacturers, it was not possible to test these cycles in the lab. A different strategy was then decided on: using engine testing data from sources that were already freely available, such as data from the OECD Code 2 tests. Between 2011 and 2015, only 11 out of 278 test reports issued involved vineyard and orchard tractors. When analysing these reports, the power detected in field tests was compared to the power detected in Code 2 tests, and the compatibility of the test setting was also assessed (especially the position of the throttle). The various cycles were then compared against 4 different test conditions of the OECD Code 2. The specific consumption data (expressed in g/kWh) was then assessed against a given time allocated to the task, expressed as a percentage of the overall work time, as the farmer doesn't use the tractor for a single task but for multiple tasks. The farmer can also change the percentages of tractor usage for each task; thereby recalculating the overall energy efficiency index according to the farm's actual operational performance. However, as often happens, one single figure, especially if not immediately checked against other numbers, does not mean much to the end user. Therefore it is essential, as it has proved to be in many other cases, to provide a definition of the different energy brackets in order to facilitate the comparison of results by using the spreadsheet shown above. It has been decided to introduce 7 energy brackets running from A to G, each one separated by an interval of 30g/kWh. This is a purely arbitrary distinction, which is obviously subject to future amendments also due to the small numbers of tractors analysed so far. In conclusion, the main goal of the project outlined in this paper is to provide the user of specialised tractors with different energy efficiency indexes (and therefore also, indirectly, with an idea of the possible operating costs) of tractors under diverse operating conditions within the vine and fruit culture industry. Any future research on this project should take into account all the aspects that have been touched on. It will be necessary in fact to implement a real-life analysis of the different activities, with accurate measurements of the power used by each piece of equipment (even if they are of the same type but with different operating systems), devising in this way theoretical cycles that are as reliable as possible. In addition, a key part of the project should revolve around obtaining real data from laboratory tests based on these cycles, and not just data from Code 2 tests. We also consider it important to optimise the database, by creating a dedicated software with a regularly updated database, which can guide the farmer in tracking his "typical use". Moreover it is clear that the consumption of fuel, despite being one of the main factors that guide the farmer's choice of tractor, is definitely not the only one. From an environmental point of view, it could be useful to also analyse gas emissions into the atmosphere, by measuring them with the appropriate instruments (opacimeters, lambda waves, etc.) during laboratory tests. All this data, if it was compared and evaluated against a reasoned average utilisation, could then be used as a basis for the distribution of agricultural subsidies, as is already the case in many other industries or in other countries, where the most efficient machines (both in terms of consumption and emissions) are funded by Rural Development Plans, or benefit from tax deductions or some form of government contribution.
Dottorato di ricerca in Storia d'Europa, società, politica, istituzioni (xix-xx) ; L'obbiettivo di questo lavoro è tracciare una storia istituzionale dell'università, inquadrandola nel più generale contesto sociale ed economico che determinò le politiche formative del paese dall'immediato dopo guerra, passando per gli anni dell'espansione economica e quelli successivi della stagnazione, giungendo fino ai primi anni ottanta. La ricerca ha seguito due direttive: da un lato l'evoluzione dell'università determinata dalla politica istituzionale e i cambiamenti della struttura universitaria, dall'altro lo stravolgimento del ruolo sociale dell'università, determinato dal passaggio dal modello liberale di università d'elitè funzionale alla formazione di una ristretta classe dirigente, a indispensabile strumento per la formazione di numerose e ampie categorie di forza lavoro in un paese avviato verso la completa industrializzazione, verso l'enorme sviluppo del settore terziario e in un contesto di profonda urbanizzazione e in generale di superamento dei rapporti sociali dei decenni precedenti alla guerra. La prima traccia di ricerca è stata sviluppata su due categorie di fonti principali: da un lato il dibattito politico-parlamentare intorno ai progetti di legge (le aperture degli accessi del '61 e specialmente del '69, le liberalizzazioni dei piani di studio dello stesso anno, i provvedimenti sulla docenza degli anni settanta), alle indagini conoscitive (quella promossa dal ministro Gonella nel '47 e quella varata da Medici e conclusa con Gui ministro tra il '63 e il '65), alle proposte di riforma (i progetti n. 2.314 del '65, n. 612 del '69, l'elaborazione della "Bozza Cervone" fra '77 e '78), alla regolazione dell'assetto giuridico ed economico del personale docente, ai piani di finanziamento e sviluppo dell'università; dall'altro attraverso lo studio del dibattito interno e fra i partiti utilizzando come fonti i periodici ad essi vicini o attenti al tema ("Riforma della Scuola" e "Rinascita" per il PCI, "Scuola e Città" e "Il Ponte" per il PSI, "La Discussione" e "Tuttoscuola" per la DC, in seguito riviste come "Universitas", ecc.), oltre che atti di convegni e pubblicazioni curate dai protagonisti dell'epoca. Nella ricerca, un ampio spazio è dato al tema della pianificazione scolastica (animato dagli studi di tecnici dell'economia e della formazione), strettamente connessa al dibattito sulla pianificazione economica sviluppatosi prevalentemente negli anni del centrosinistra. La seconda traccia di studio, quella relativa ai cambiamenti sociali e culturali causa ed effetto dell'espansione dell'utenza universitaria, è stata analizzata attraverso lo studio di fonti inconsuete per la storiografia tradizionale, come gli studi di sociologia e di scienze della formazione sviluppatisi a partire dagli anni settanta, i quali fecero largo uso delle cifre sistematizzate da ISTAT e CENSIS sistematizzate nelle tabelle statistiche che completano il presente lavoro. Analizzare l'evoluzione delle componenti sociali ha significato anche indagare le vicende legate alla docenza universitaria, al suo ruolo rispetto al dibattito politico, alle richieste portate avanti e alle funzioni assunte all'interno delle facoltà di fronte ai profondi cambiamenti descritti. Per quanto riguarda gli estremi cronologici della ricerca, la scelta di interrompere la ricerca alla prima metà degli anni '80 risponde all'analisi più complessiva che si fa di quel periodo della storia politica ed economica non soltanto italiana, le cui successive vicende di riforma dell'università rappresentano a mio avviso l'emblema del netto cambio di fase vissuto dalla politica e dalla società anche per quanto riguarda l'istruzione superiore. La suddivisione in capitoli rispecchia invece più fedelmente le fasi della politica universitaria. Nel primo capitolo si fa il punto sull'eredità dell'apparato normativo ereditato dal fascismo e sulle effettive possibilità che si aprirono o meno alle forze politiche per inaugurare una nuova fase, mettendo in luce anche le prime strategie d'intervento abbozzate dai principali partiti nel corso degli anni '50. Nel secondo capitolo sono affrontate le previsioni scolastiche e i progetti di riforma ad esse più o meno legate: dagli studi della SVIMEZ in poi (influenzati da quelli più ampi condotti dall'OCSE), la programmazione scolastica e le previsioni sullo sviluppo economico del paese assunsero un ruolo determinante per la politica di riforma di scuola e università, politica che nei primi anni sessanta si concretizzò nell'istituzione della scuola media unica (1962), nelle prime aperture dell'università ai diplomati di istituti e soprattutto nella prima vera proposta di riforma dell'università, quella di Luigi Gui del 1966, l'unica inserita in un progetto organico di riforma di tutta l'istruzione, il Piano Gui, dichiaratamente ispirato dagli studi di previsione (anche se non sempre coerente con essi). Con il terzo capitolo si affronta la lunga discussione dentro e fuori il Parlamento in merito al più ambizioso progetto di riforma del periodo, il n. 612, sostenuto dai socialisti proprio mentre l'esperienza dei governi di centrosinistra andava esaurendosi nei primi anni settanta; dello stesso periodo (1969) è l'apertura degli accessi all'università a qualsiasi tipologia di diplomato e le liberalizzazioni dei piani di studio, veri spartiacque della storia dell'università italiana. Il terzo capitolo si chiude infine con l'analisi dei "provvedimenti urgenti" del 1973, emblema di un modello di sviluppo dell'università fortemente precario, sintomo dell'incapacità di riformare e investire seriamente nella qualità dell'istruzione universitaria a vantaggio di una strategia prettamente quantitativa. Le tematiche affrontate nel quarto e ultimo capitolo sono invece determinate dall'inedita fase politica vissuta dal paese dalla metà degli anni settanta, caratterizzata dall'avvicinamento fra maggioranza e opposizione fino alla creazione dei governi di "solidarietà nazionale", nati ufficialmente per far fronte a crisi economica e terrorismo politico. Mentre l'attenzione sulla riforma universitaria andava velocemente calando (nonostante un ennesimo dibattito durato anni in Parlamento su un altro complesso progetto di riforma, la "bozza Cervone"), si verificarono gli ultimi cambiamenti sostanziali della struttura accademica attraverso l'ultimo capitolo del riformismo per decreti, tramite il quale furono istituiti i dipartimenti e le figure di ricercatore e docente associato nei primi anni ottanta. Chiude il lavoro l'Appendice Statistica in cui sono raccolte le cifre dell'università italiana (studenti, docenti, rapporti quantitativi e distribuzione, finanziamenti) dal 1946 al 1985. ; The aim of this study is tracing an istitutional history of university, by focusing in the wider social and economic context that determined the higher education policies after Second World War – spanning from the economic espansion years and the later stagnation to the early eighties. The research follows two main paths: on the one hand the university evolution and change of structure as determined by institutional factors; on the other hand the revolutionized social role of universities over the period under investigation. Indeed, the passage from a liberal model of élite universities – destined to the education of ruling classes – to a mass university – an essential instrument in training numerous labor force categories – took place in a rapidly and profoundly changing context. At that time Italy was headed towards full industrialization, was experiencing a massive development of the third sector and mass urbanization. In general, Italy was overcoming the social relations of the decades before Second world war. The First research line was developed on the basis of two main sources. On the one hand I analyzed the political-parliamentary debate on Education Bill proposals (the opening of the access of 1961 and especially of 1969, the curriculum liberalizations of the same year, the measures on univerity teaching in the seventies), on the investigations (the one proposed by Minister Gonella in 1947, launched from Minister Medici and concluded by Gui which was Education Minister from 1963 to 1965), on the various reform proposals of the analyzed decades (projects n. 2.314 of '65, n. 612 of '69, the elaboration of the "Bozza Cervone" between '77 and '78) and about the regulation of the legal and economic framework of higher education teachers and the plans of university funding and development. On the other hand, I studied the internal party debates by employing periodicals close to political parties or particularly sensitive to higher education issues ("Riforma della Scuola" and "Rinascita" for the communist party PCI, "Scuola e Città" and "Il Ponte" for the socialist party PSI, "La Discussione" and "Tuttoscuola" for the Christian democrat party DC, for more recent years periodical such as "Universitas", etcetera). Furthermore I used as sources conference proceedings and pubblications edited by the key actors of the debate. In the research I gave a significant space to the scholastic planning issue. This debate was strictly connected to the one on the economic planning of the country, developed mostly in the center-left wing years. The second part of the study, as said above, focuses on the social and cultural changes which were cause and consequences of the widening of the university students. This was analyzed through the study of source that are unusual to the tradition historiography, such as sociology or higher education studies which were developed from the 1970s and largely employed ISTAT and CENSIS data and researches. I have rationalized these studies in the statistics tables present in this thesis. The analysis of the evolution of social components regarded also university teaching activity issues, its role in relation to the political debate, and the role of teaching staffs within faculties in the profoundly changing circumstances described above. For what concerns the historical time range of this work, the choice to stop in the early eighties answers to a more general analysis of a chapter of the political and economic history that started in that eighties, not only in Italy. In my opinion, the following sequence of events regarding higher education reforms represent the symbol of the clear and abrupt phase change that politics and society experienced at that time. The thesis is organized as follows. The first chapter takes stock of the legislation inherited from the fascism and of the first debates on university in the Assemblea Costituente and in the Parliament, sheding light on the first intervention strategies of major political parties during the fifties. The second chapter addresses the forecasts on school attendendence and the consequent projects of reform. On the basis of first studies of SVIMEZ – influenced by the broader ones of OCSE – the education planning and the forecasts on the country development played a crucial role for the reform policies of schools and universities. Policies embodied in the early sisxties by the institution of the scuola media unica in 1962, by the first opening of access to professional high school graduates; and, in particolar, in 1966 by the first real proposal of university reform, the Piano Gui of Luigi Gui, the only one included in an integral reform plan of all education levels and explicitely inspired from the educational planning studies. The third chapter focuses on the long discussion – inside an outside the Parliament – concernig the most ambitiuos reform project of the period, the n. 612. The latter, while the experience of the center-left wing goverments were extinguishing, was backed by the socialists. However, the socialist were responsabile for the actual watershed in Italian university history, the opening of university accesses to any category of high school graduated students. Lastly, the third chapter ends with the analysis of 1973's "provvedimenti urgenti", emblem of a model of university development heavily based on precarious work. A synthom of the incapacity both in reforming and in seriously invest in education quality, favoring only quantitative strategies. While, in the fourth and last chapter, focuses on the second halph of the seventies a complete new political phase for the country, characterized by the approach between the parliamentary majority (hold by Christian democrat) and the communist opposition until the creation of natonal solidarity governments, ufficially borned to tackle the economic crisic and political terrorism. In the early eighties, while the attention on university reforms was rapidly decreasing, the last substantial change to the academic structure were made after those of 1969. During the last chapter of the "reformism by decrees", the departments and the roles of researcher and associate professor were established. The statistical appendix ends the thesis. Covering a time window that goes from 1946 to 1985, it reports all data on students, teachers, funding and their distribution in the ltalian
The twentieth century (characterized by the gruesome and haze of horror of two World Wars, the Cold Wars-CW, dictatorships, civil wars, genocides, etc.) has seen a great transformation in warfare but to the expense of the innocent civilians and yet in the full view of regulatory internationally recognized war-laws. So, if at one point in history, civilian populations hardly suffered war directly, the order of the state of affairs has now changed. Many civilians perish simply because warlords so desire; extremes of violence, killings and destruction of property is predominantly preferred. As if that is not enough, the indifference of the majority of the public in tranquil zones of the world towards the fate of the civilians in zones under by fire kind of provide implicit licenses to violence planners to do whatever it takes to "win". Consequently, great numbers of survivors are seen trying to escape from situations of assured death to that of probable death. It is against this background that we feel moved to take on this dissertation. Bearing in mind the generally complex and challenging contemporary conflicts that acutely breeds volatile security environments (for civilians), our thesis is that there needed to be an increased, noteworthy and continued applicable innovation of approaches to civilian protection. To be precise, as a strategy to sustainable peace, we have aspired after a world where the United Nations Peacekeeping Department (UNPKD) is not singly considered the sole custodian of the concept of civilian protection but (based on contexts and cases) as one but a leader among other stakeholders (local and foreign) able and ready to contribute to the common-pool of operational arenas. Thinking about these other stake holders, we have in this work stood by those that: firstly, move towards more civilian-centered operations that are; secondly, carried out by (a mixture of grassroots and international) unarmed civilians by means of; thirdly, engages nonviolent approaches and practices that in themselves anticipate the basic constituents of successive bottom-up Peacemaking (PK) and Peacebuilding (PB) in the hic et nunc of their Peacekeeping (PK) initiatives and applications. All these basics, in our view, do not just add up to drawing a continuous line that intersects the just mentioned Three Approaches to Peace (PK, PM, PB) coined by Johan Galtung way back in 1975; they also open avenues to sustainability. The thesis is taken on through three different parts; each subdivided into two chapters. With due attention to intrastate contemporary violent conflicts, the first part tries to demonstrate the reason why in PK there has been indeed need for rethinking the protection of civilians (PoC) and/or for enriching the methods until now employed in bringing it about. In the first chapter of the part, we kind of gave a sketchy attention to the historical journey that the patterns of violent conflicts in relation to the fate of non-combatants have made. It emerges that, unlike in the past, the pattern of contemporary violent conflict, especially with reference to the CW (especially in third-world countries) and post-CW periods, have become severely complex to handle. Wars have continued and proved to be very hot especially on the populations on the periphery; on those who are minimally directly concerned with and honestly ignorant of its objectives. In the period in question, these innocent men, women and children are more than ever struck hard not just by its direct consequences but also the indirect ones and their hopes are constantly put at the brink of mere survival and of the grave. Mores so the lucky ones who manage to escape these snares, continue to unwaveringly hope for bread, freedom, justice and peace, instead of iron that kills and destroys. In chapter II of the same part, looking at the commitments borne by the UN right from its early years in keeping, initially, the interstate and successively also the intrastate peace (of those tormented by reign of violence and terror), we acknowledge the strides gradually taken along the years. These strides has better late than never embraced a multidimensional point in time where civilian protection counts as a primacy. Accordingly, we recognize that the UN military PK is certainly capable of reducing the level of tension in conflicts but we also negated that, by so doing, it is able to guarantee a durable peace not only because of the application of the non-peaceful means which is limited to separating the conflicting parties but also because it lacks the strategic concern of fostering an active citizenship which is a basic ingredient to democratic populace. In Part Two, we have concentrated on the vision and the peculiar picture of the practitioners of the alternative way, particularly; the Nonviolent Peaceforce (NP) which operates on a benchmark of bottom-up strategic empowerment of local civilian unarmed and nonviolent efforts by international unarmed and nonviolent civilians to protect civilians, prevent, reduce and stop violent conflicts. The first chapter of this second part begins by singling out some of the nuts and bolts (Like: The centrality of sustainability; strategic, local and multilevel capacity and relational empowerment and mediation for peace; conflict transformation as the adequate language; nonviolence and nonpartisanship as a philosophy) that make Unarmed Civilian Protection (UCP) stands out faithfully to the above stated aspirations. Without giving importance to the chronological specifics and with a particular reference to the assessment of the practicality of the project that, on a later date, would organizationally become the NP, an extensive attention is paid to the vicissitudes that surrounded the founding of this UCP protection agency and especially to the foundations of the formative elements entailed. Chapter II does not only build on the findings and stimuli of Chapter I, it supersedes it and makes real a new and distinct reality. Herein, a unique place is devoted to the formative components reserved to the practitioners as a strategy for guaranteeing the competencies and high professionalism needed for the successful execution of field strategies attached to the NP UCP objectives, principles, key methods and practices. Through the analysis of the UCP Training Course entitled "Strengthening Civilian Capacities to Protect Civilians; A joint UNITAR- Nonviolent Peaceforce online Course" the chapter tries to show how the activities of the organization intrinsically flow from its very being; from elements which define it. And this is illustrated in how the very life of the NP UCP is blended with its formative spirit and content; a sort of transformative training that seeks to promote transformative operational frameworks that applicable to situations and contexts. The third part of the work is an applied one. It is dedicated to our chosen case study, namely, NP's intervention in the longtime violence-stricken Republic of South Sudan; in a country which (Thomas Hobbes would say) has once again reverted to its natural state; a harsh reality of hand to mouth living and a never ending search for sustenance in an ambiance virtually challenging to change. In chapter I, the pragmatic implementation of NP UCP in strengthening the local civilians' capacity, security and sense of safety in situation of violent conflict is marked out. Here, some concrete instances of this intervention are presented to exemplify the claim that a multiple base of actors (UCPs, the inviting civil society and/or local NGOs of an UCP presence and local partners) can sustainably and strategically provide the PoC work that for a long time was and is still largely entrusted to the military. And at the end of the day PK, PM, PB resources are considered to consist in not only financial and material supports, but also, and (in the same way) importantly, the socio-cultural resources of the affected people. And in this way people in conflict settings are seen as resources rather than recipients. Even though we evidently confirmed that the alternative way counts exceptionally big in strategically promoting, developing, and implementing sustainable unarmed civilian PK as a tool for preventing, reducing and stopping violence and protecting civilians in situations of violent conflict, we also acknowledge that it is not without challenges. These are actually what chapter two of the part extensively dwells on. The second chapter is instead dedicated (at length) to looking at the challenges that NP faces not only with regard to its missions lands but also in general. We have gone about this in the form of a comprehensive assessment and in some humble recommendations are advanced. Among these challenges we have particularly paid attention to issues like: The meager UCP funding and the dominant top-down mentality; the violent bully character of some major world power wielders; the need for more practitioners to carry out UCP; the dynamicity and complexity of conflict nature as a challenge; conflict prevention challenges like delays in capturing the signs of time so as to effectively intervene; the presence of spoilers as a challenge; the challenge of effective sustainable credibility. Recommendations proposed include among others: Investing in systematic reflections on the extent of the progress and failures so far registered in efforts to involve the UN, regional bodies and other donor agencies or individuals in the cause of NP (UCP) and reflecting on the philosophy that underpins the reasons why financial assistance to UCP and NP in particular is founded; more emphasis on the already existing engagement with political leaders and other influential people and embarking on popular campaigns to propagate a concretely evidenced knowledge of the feasibility of the alternative way, instituting and investing in "School Project" (dedicated to preferably to high schools) within the NP Advocacy and Outreach office and insisting on the positives of volunteers' contribution; enriching a little more the content of the just elaborated online UCP training course; etc. Hereafter, the general conclusion of our dissertation will be drawn. A profound acknowledgement of the UNPK pivotal role with its actual multidimensional fronts in PK basically intended as PoC specifically in the contemporary intrastate violent conflicts. It is also observed that, thanks to the appropriate blending of local and international capacities giving priority to the former, UCP's strategic approach to PK (which is not limited to the PoCs but is also anchored to preventing, reducing and ending not just those that are already on but also lays for standing up to the future possible ones) could be counted on. Thus far, it is on one hand, admissible that, despite all the challenges that there may be, NP (UCP) mechanisms is already proffering a great deal to this end, and on the other, it is evident that it can and should still do more. The ability of its interventions to stand the test of time and to stand up to the future conflicts (i.e. its sustainability) resides in a time which is not yet at hand and in the continuous involvement and inventiveness of many. As per now, if the Italian proverb "Il buongiorno si vede dal mattino" (Meaning: You can tell how something will go by how it begins) holds, then it is, up till now, realistic to count on NP as one of the most outstanding Bottom-up UCP organizations in the PoC in (selected) contemporary violent conflict situations. All that is needed is the building and the consolidation of international interest and support for UCP that presents the hope and reality of alternatives to over dependence on armed intervention; alternatives that chances the revitalization of local communities and the restoration of the social fabrics and capital of the affected people.
Il tema dell'internazionalizzazione occupa nel contesto socio-culturale attuale una posizione di trasversalità privilegiata. Si tratta di un concetto che si pone in diretta ed immediata relazione sia con l'orizzonte amplissimo della globalizzazione, poiché ha le stesse coordinate storico-geografiche, sia con il fenomeno dei flussi migratori. L'esperienza della migrazione, con la sua ricaduta sociale oggi particolarmente problematica, fa parte da sempre, in realtà, della vicenda umana. A più riprese, dall'epoca del patriarcato, le contraddizioni della dialettica tra nomadi e stanziali si sono manifestate in una relazione complicata ulteriorimente dalla coincidenza storico-geografica che ha visto ritrovarsi negli stessi luoghi e negli stessi anni gruppi stanziali e gruppi nomadi. E' chiaro che solo dalla coincidenza di questi due fattori può configurarsi quel fenomeno sociologico che ha visto mutare nel tempo le relazioni tra indigeni e migranti e porre le basi concettuali del paradigma interculturale tanto più fiorente quanto più critica nel tempo si è rivelata le convivenza di gruppi diversi. Non è sempre stato difficile come oggi per i popoli abitare lo stesso luogo e lo stesso tempo. La memoria di un medioevo lungamente oscurato da una storiografia ostile sta lentamente riassumendo caratteri di luminosità nel proporsi come l'epoca della felice isola di un sincretismo dimenticato fatto di dialoghi tra le sponde del Mediterraneo, tra i confini più lontani e le arti più disparate. Se oggi appare superficialmente rivoluzionario parlare di globalizzazione e di internazionalismo, è proprio a causa dell'amnesia che ha occultato alla comune percezione storica il peso che l'idea di nazione ha esercitato sulla storia moderna. Dall'insorgenza delle monarchie nazionali al fenomeno imperialista per arrivare ai totalitarismi che hanno condotto al disastro della seconda guerra mondiale, lo stato nazionale, nato sul presupposto dell'omogeneità culturale di lingua, razza, religione come da relative tracce nel pensiero fichtiano, non ha cessato di difendere la sovranità del limite elevando la sacralità del confine, al punto di farne una vera e propria religione. In questo arco temporale, si può solo sostenere di aver rimosso la memoria di un internazionalismo che appartiene alla storia dei popoli e quindi presentarne il concetto con la sua istanza non ingenuamente innovatrice o innovativa, ma solo con la sua connotazione restauratrice, per così dire, di una dimensione già vissuta in molti momenti della storia dell'umanità. Il suo carattere apparentemente innovativo, senz'altro legato alla rivoluzione tecnologica, quella sì, originale, non riflette oggi che la necessità di tornare a dialogare pacificamente per culture che altri paradigmi hanno separato, messo le une contro le altre, posto in discussione concettualizzando ad hoc un'ideologia culturale ancora dura da mettere definitivamente da parte, nonostante il dibattito relativista. La risposta è nella formulazione di un nuovo concetto di cittadinanza, compito che lasciamo ai giuristi, ma che qui rimane al centro della riflessione in virtù del legame che lega in ogni paese la scuola, la carta costituzionale e la costituzione europea ad oggi parzialmente concretizzata nel Trattato di Lisbona. Al confine tra cittadinanza nazionale e cittadinanza sovranazionale siede la complessità del problema in questione: internazionalizzare la scuola per tutti senza tradire i patrimoni nazionali e senza rinunciare alla costruzione di un'identità e di un orizzonte di senso comuni. 2. L'Unione Europea, il corpo diplomatico e l'internazionalismo La storia dell'Unione Europea e dello sviluppo delle sue istituzioni è la traccia più evidente oggi di questa necessità: un bisogno che si è manifestato nella sua massima forza proprio nell'immediato postbellico degli anni successivi al 1945, un progetto di pace statuito nella Dichiarazione Schumann e simbolicamente fondato sulla condivisione delle risorse minerarie che sono state la causa dei ripetuti conflitti franco-tedeschi al quale madri e padri dell'Europa hanno partecipato con il loro contributo economico, diplomatico e intellettuale ponendosi al servizio dei governi in grado di determinare un nuovo orientamento unitario nella politica mondiale capace di salvaguardare a lungo gli equilibri totalmente sconvolti dalle due guerre del XX secolo. In tal senso, emerge chiaramente il ruolo delle diplomazie internazionali e la necessità di un lavoro alacre in questa direzione. Il corpo diplomatico vanta un prestigio e un ruolo che affonda le sue origini in età rinascimentale, quando tra una corte e l'altra della penisola frammentata si rendevano necessari interventi di mediazione politica e di dialogo. I negoziati, spesso condotti da grandi personalità del mondo della cultura, dovevano rivelarsi capaci di tutelare gli interessi dei governanti e di garantire la prosperità delle loro signorie. Si trattava di missioni che all'epoca solo chi fosse già in possesso di lauti mezzi di sussistenza poteva permettersi, dal momento che avevano un costo elevato, non finanziato dalle corti, dovuto alla condizione del viaggio. E si trattava di compiti che da soli bastavano ad aumentare il prestigio personale di coloro che accettavano di mettersi a disposizione dei signori per tali incarichi. Tra questi personaggi, in Italia, si contano numerose figure legate agli ambienti letterari. La diplomazia ha un posto importante in ogni discorso che riguardi l'internazionalità e l'internazionalizzazione e anche in questa sede costituisce la cerniera tra la prima e la seconda parte del saggio che si intende qui presentare sinteticamente. Negli anni Cinquanta, con lo sviluppo delle prime istituzioni europee, sono nate, infatti, esigenze legate alle professioni diplomatiche che si svolgono per loro stessa natura all'interno di quelle che definiamo per comodità coordinate migratorie, caratteristiche stabili dell'orizzonte esistenziale di chi le svolge: periodica mobilità, segmentazione dei percorsi di vita, sradicamento, prestigio economico e sociale. I diplomatici sono parte di una carovana migrante elitaria e, nel loro flusso, portano con sé esperienze e relazioni particolari, legate al mix culturale che oggi sembra l'eccezione, ma che in altri tempi era la regola. Famiglie dove normalmente si parlano due o tre lingue, figli bilingui o trilingui con percorsi educativi segmentati e spesso insoddisfacenti dal punto di vista affettivo, nuclei ricchi di altro, ma privi di una stabilità di cui bambini e adolescenti hanno bisogno per strutturare e sviluppare su basi solide la propria identità di persone e di parlanti. Per loro il rapporto tra l'identità e il linguaggio assume dimensioni non trascurabili, soprattutto perché si trovano ad affrontare situazioni di mobilità ripetuta e non priva di disagi. Una volta costruite le basi per la costruzione di una storia familiare propria, spostarsi non è stato facile nemmeno per i diplomatici di più antica tradizione familiare. 3. Le Scuole Europee di Bruxelles E' così che, nel cuore dell'Europa, si è pensato di dare loro un incentivo alla mobilità che non fosse solo di carattere economico salariale, ma che tendesse proprio alla risoluzione pratica di un problema: quale educazione per la prole europeista? Quale sistema di riferimento per allievi privi di riferimenti stabili, certi, continui e durevoli? Ecco, dunque, nel 1953, nascere la prima Scuola Europea nello Stato di Lussemburgo, il primo di una serie di istituti che apriranno nel tempo per intercettare e rispondere a questo bisogno e che costituiranno una vera e propria minirete dell''istruzione internazionale. Diverse dalle Scuole Internazionali e dalle scuole di paesi presenti sul suolo di altri stati, le Scuole Europee, ad oggi 15 tra quelle di tipo I e quelle di tipo II e III, si ispirano a un modello europeista più tendente a valorizzare le differenze nell'omogeneità dell'offerta formativa rispetto al modello americano più teso all'omologazione filo-occidentalista. Tutti gli altri tipi di scuole sono legate agli istituti di cultura nazionali di origine e fanno capo, di concerto, ai rispettivi ministeri dell'educazione e degli esteri. Di fatto, costituiscono il riferimento educativo delle famiglie che, dal loro paese, sono migrate in un altro, ma che desiderano mantenere nelle generazioni un legame con la tradizione culturale da cui provengono. Questa rete di scuole classificata sotto la denominazione di Scuole Europee di Bruxelles nasce, in primo luogo, per tutelare la differenza linguistica, dunque per garantire un insegnamento nella lingua madre degli allievi iscritti, armonizzando i programmi scolastici in modo che gli stessi contenuti siano affrontati parallelamente in tutte le sezioni linguistiche differenti. E' dall'analisi della struttura pedagogica e amministrativa, passando per programmi didattici, curricoli e materiali in adozione, ma anche per regolamenti inerenti la politica delle iscrizioni e il reclutamento del personale docente e educativo, che si evincono punti di forza e di debolezza rispetto agli obiettivi dichiarati nella Convenzione recante statuto delle Scuole Europee che ne sta a fondamento 4. Teoria, strumenti e metodi Per quanto riguarda la teoria, gli strumenti e i metodi adottati in questa ricerca, i punti di riferimento dell'analisi dei sistemi educativi nazionali dei paesi-membri dell'Unione Europea sono gli stessi ai quali sono stati ancorati gli strumenti pensati per osservare le Scuole Europee di Bruxelles: parametri di carattere pedagogico e normativo utilizzati nelle statistiche degli osservatori educativi internazionali, infatti, vengono analizzati e posti in relazione alle teorie di pensatori come il francese Durkheim de L'éducation morale, Education et Sociologie, L'évolution pédagogique en France, De la division du travail social, come l'americano Dewey di Le fonti di una scienza dell'educazione, The school&Society, Democracy and Education, come il belga Decroly di Le programme d'une école dans la vie o come Kymlicka de La cittadinanza multiculturale: autori ed opere selezionati secondo un criterio tematico piuttosto che monografico. D'altro canto ne vengono analizzate le specifiche e gli obiettivi raggiunti anche attraverso l'analisi secondaria dei dati ufficiali del Segretariato Generale delle Scuole Europee, del Sistema Statistico Europeo, Eurostat, Istat, dei rapporti Ocse e del Consiglio d'Europa, dei dati Eurydice nonché degli osservatori nazionali sull'internazionalizzazione della scuola e sull'intercultura. L'attenzione ai dati si integra e completa con la raccolta di interviste biografiche nel convincimento che il metodo quali-quantitativo sia il più adeguato alla costruzione di un quadro il più esaustivo possibile, ma anche per sopperire alle limitazioni di cui ha sofferto la rilevazione delle informazioni nel corso della ricerca sul campo. 5. Analisi dei sistemi educativi nazionali dell'Unione Europea L'intento comparativo della ricerca, tenendo fisso lo scopo della maturazione della cittadinanza europea, si fonda su un secondo cardine, quello dell'analisi dei sistemi educativi nazionali dei paesimembri dell'Ue nei loro aspetti amministrativi e didattici e si concentra in particolare sui contenuti, sulla misura e sugli strumenti delle discipline umanistiche previste nei curricoli con attenzione alle lingue straniere. In questo quadro, emerge un margine di flessibilità curricolare che costituisce, come nel caso delle Scuole Europee, un'apertura positiva verso il migliore raggiungimento del risultato, anche se, ad oggi, l'attenzione a spostare l'asse educativo verso l'acquisizione di competenze di cittadinanza sovranazionale è ancora carente. Si tende più facilmente, infatti, a risolvere il problema mediante l'aggiunta di materie di contenuto civico ad ambiti disciplinari che le comprendano anche dal punto di vista di una valutazione globale di area e comunque ancorate ai paradigmi ordinamentali nazionali. Si tratta di una soluzione di compromesso nata dalle tensioni conseguenti all'adozione del metodo intergovernativo che genera frizioni, competizioni e attitudini di chiusura tra stati costantemente sulla difensiva e poco disposti a porre in discussione il proprio canone culturale di riferimento. Poiché l'aspetto più interessante ai fini di questa ricerca è l'accessibilità a un sistema educativo europeizzante e inclusivo, perché tutti gli allievi possano tramite i suoi curricoli diventare futuri cittadini europei, pare opportuno considerare con maggiore attenzione la fascia della scuola dell'obbligo, le diverse tipologie di indirizzi nella scuola secondaria compresi nell'obbligatorietà e le fonti di finanziamento pubblico anche nel caso degli stati in cui la scuola di riferimento è quella privata. 6. Politica e educazione nell'Unione Europea Nel corso dello studio di questa tematica, la forbice filosofica tra le società della conoscenza così come viene delineata nel Trattato di Lisbona e la società della cittadinanza europea rappresenta lo stesso gap che esiste oggi tra l'Europa finanziaria e l'Europa sociale. E' per questo che viene offerta altresì una panoramica della storia politica europea, dei cambiamenti che nel quadro educativo hanno prodotto gli avvicendamenti delle maggioranze e dei punti di vista che si sono confrontati nei dibattiti interni alla Commissione, al Parlamento Europeo e all'organizzazione internazionale cui inizialmente era stato affidato lo sviluppo di un dibattito che favorisse l'integrazione delle culture dei paesi d'Europa e non solo, il Consiglio d'Europa. Lo sviluppo delle azioni e dei programmi successivi debitamente sostenuti è stato anche il risultato di un'elaborazione condivisa che ha condotto al consolidamento del ricorso alla mobilità, dello scambio e delle buone pratiche non solo al livello di utenza, ma al livello di comunità scolastica, dove cioè anche la formazione dei docenti e dei dirigenti ha il suo ruolo. E' un cammino di datazione trentennale dal quale la riflessione sullo sviluppo della scuola europea per tutti non può prescindere nonostante l'esigenza di fondarsi su basi più stabili e radicate sia ormai alle porte non solo per restare in vetta alla classifica del mercato mondiale, ma soprattutto perché le opportunità offerte dal mercato comune, dall'internazionalizzazione dei percorsi personali e professionali sia ampliata trasversalmente a tutte le classi sociali e non limitata alle esclusive capacità economiche di una borghesia medio-alta. L'anno europeo delle lingue, come ogni altra iniziativa legata alla diffusione delle L2 e L3, ha rappresentato un'occasione storica in tal senso e costituisce la premessa di un potenziamento del monte ore delle lingue nei curricoli nazionali anche in corso di riforma nonché di una definitiva, articolata e diffusa applicazione del clil-teaching, ossia dell'insegnamento di discipline non linguistiche in una L2 veicolare, nelle scuole di ogni ordine e grado con particolare attenzione al segmento dell'obbligo. 7. Una scuola europea inclusiva per i cittadini europei di domani In questo senso la strada da percorrere è lunga e necessita di svariati interventi di diversa natura. Una proposta curricolare di facile adozione e adattabilità ai patrimoni culturali nazionali dell'Europa a 27 viene avanzata e sottoposta all'attenzione degli ipotetici decisori politici nonostante resti aperto un problema di metodi mutuati dalla storia della diplomazia del continente e di competenze determinate da scelte politiche. In questo quadro, un progresso significativo si è concretizzato con la nascita e con l'ampliamento degli uffici della Direzione Generale Istruzione e Cultura della Commissione Europea che rappresenta in qualche modo le istanze discusse e dibattute in altri luoghi di elaborazione privi di forza istituzionale. Il cammino verso un sistema educativo internazionale è aperto e l'obiettivo della cittadinanza europea come risultato dell'unità nella diversità sempre più vicino.
Dottorato di ricerca in Economia e territorio ; L'oggetto della tesi è la ricerca e la sperimentazione in campo di un modello interpretativo degli impatti prodotti dal cambiamento climatico sulla sicurezza alimentare e nutrizionale delle popolazioni residenti del Nicaragua. L'obiettivo specifico è lo sviluppo e la sperimentazione di una metodologia di analisi della vulnerabilità/stabilità all'insicurezza alimentare dei sistemi agroalimentari locali in Nicaragua in relazione agli effetti del cambiamento climatico, finalizzata alla identificazione di politiche di mitigazione. Il raggiungimento di questo obiettivo ha comportato un'amplia ricerca bibliografica e un'indagine di campo in Nicaragua di circa due mesi tra il Marzo e l'Aprile del 2010. Durante la permanenza in Nicaragua sono state realizzate numerose interviste e focus group con stakeholders sia istituzionali che del settore privato. L'analisi degli impatti generati dal cambiamento climatico sull'ambiente e sulle attività economiche è tanto più difficile e incerta quanto più si procede all'interno di un ambito territoriale ristretto. A livello locale, le dinamiche sociali e l'incidenza dell'azione antropica sull'ambiente possono risultare infatti determinanti nella creazione di condizioni favorevoli o avverse rispetto al benessere della popolazione insediata, ben più della variabilità climatica. La complessità dei fenomeni che legano il clima alle attività umane è ancor più manifesta quando si pretende di mettere in relazione i cambiamenti del clima indotti dal riscaldamento globale col tema della sicurezza alimentare di una determinata comunità. Quest'ultimo tema infatti riunisce aspetti sociali ed economici molto diversificati, come la produzione degli alimenti, la loro conservazione e l'accessibilità in base ai redditi familiari, le condizioni igienico-sanitarie e la proporzione con cui gli alimenti stessi vengono consumati. Investigare sulla relazione economica tra sistemi complessi, come il sistema climatico da una parte e la sicurezza alimentare dall'altra, comporta quindi l'attivazione di modelli interpretativi altrettanto complessi, così come di strumenti analitici di tipo sia quantitativo che qualitativo, tanto più preponderanti questi ultimi, quanto maggiore è la carenza di dati e serie storiche attendibili. Lo spunto iniziale della tesi consiste nella ricostruzione critica a posteriori del modello di interpretazione dell'impatto del cambiamento climatico sui sistemi ecologici e sociali sul quale si fonda l'attuale assetto delle politiche promosse dal governo nicaraguense in tema di sicurezza alimentare e di mitigazione dell'impatto del cambiamento climatico. In questo quadro si è analizzato in particolare l'Indice Aggregato di Insicurezza Alimentare e Nutrizionale elaborato da un'agenzia delle Nazioni Unite (il Programma Mondiale per l'Alimentazione), attualmente utilizzato in Nicaragua nella identificazione delle aree più esposte al rischio di sicurezza alimentare. A fronte delle critiche che si avanzano nei confronti di questo indice, si propone un modello di riferimento più completo per la misurazione della vulnerabilità delle realtà locali, ovvero l'Indice Aggregato Dinamico di Insicurezza Alimentare e Nutrizionale (IADIAN). Questo indice utilizza variabili dinamiche (tassi di variazione) riferite ai fattori socio-economici che determinano l'insicurezza alimentare e al tempo stesso cattura i fattori ambientali locali che maggiormente incidono sulle potenzialità produttive. Purtroppo una esemplificazione applicativa dell'IADIAN è impedita dalla mancanza dei necessari dati in serie storica, ma la sua formulazione fornisce comunque una direttrice operativa che si ritiene utile alla pianificazione della raccolta dei dati statistici (attualmente scarsi e mal organizzati) e all'ordinamento delle fonti statistiche. A fronte delle criticità metodologiche emerse nel corso delle analisi precedentemente illustrate, si passano in rassegna modelli interpretativi alternativi accreditati in letteratura, identificando nel modello concettuale classico, il "DPSIR" (Drivers, Pressures, State & Trends, Impacts and Responses) il più adatto allo sviluppo del tema in oggetto. Il DPSIR è finalizzato, oltreché all'interpretazione dei fenomeni, all'elaborazione di policies volte alla prevenzione e alla mitigazione degli effetti del cambiamento climatico. L'applicazione del modello DPSIR, una volta adattato al tema specifico della sicurezza alimentare e nutrizionale, si è rivelato particolarmente utile alla identificazione delle attuali carenze conoscitive, soprattutto per quanto riguarda gli impatti (impacts), e le risposte (responses). Nel quadro dell'analisi degli impatti si è sviluppato una Matrice Multicriteriale degli Impatti e della stabilità dei sistemi agro-alimentari rispetto al cambiamento climatico di due regioni agrarie del Nicaragua. Questa matrice disaggrega i sistemi agro-alimentari nelle loro componenti strutturali (produzione, distribuzione e consumo), mettendole in relazione con gli elementi ("pilastri") costitutivi della sicurezza alimentare e nutrizionale, ovvero: la disponibilità, l'accessibilità e l'uso biologico degli alimenti. La matrice è costruita sulla base di valutazioni di tipo prevalentemente qualitativo, ma offre anche un sistema si "scoring" che consente una priorizzazione dei problemi e, per via comparativa, anche una priorizzazione dei sistemi più vulnerabili. La regione dove si sono potuti apprezzare processi di adattamento e mitigazione degli effetti del cambiamento climatico non è tanto quella che dispone di maggior capitale naturale bensì quella che, contando su comunità di più antico e stabile insediamento, ha sviluppato nel tempo un maggior capitale sociale (come la Regione Agraria delle "Pianure agro-industriali della Costa Pacifica"). La regione agraria della "Nuova Frontiera Agricola e Costa Caraibica", pur contando su un elevato capitale naturale e su un alto potenziale produttivo, è caratterizzata invece da tipologie produttive altamente distruttive e sostenute da una popolazione pioniera che non ha sviluppato ancora modelli di aggregazione comunitaria stabili né un tessuto sociale collettivamente reattivo. L'analisi delle "risposte" si è concentrata su 6 modelli di intervento adottati attualmente dalle istituzioni nazionali (centrali e locali) con l'appoggio della comunità internazionale. Questa analisi ha evidenziato come nessun modello di intervento, considerato isolatamente, riunisca tutte le caratteristiche di efficienza ed efficacia necessari a innescare processi sostenibili di "resilienza" e sviluppo. Nessun intervento si può considerare dunque come una "buona pratica", soprattutto se non inserito in un quadro coordinato e coerente di interventi identificati in ragione di un contesto locale specifico. La durata di tutti gli interventi analizzati è inoltre insufficiente a garantire il successo delle azioni intraprese, tantomeno la loro sostenibilità. In molti casi infatti le iniziative analizzate sollevano aspettative di continuità che nella maggior parte dei casi restano frustrate. E' emersa dunque la necessità di promuovere azioni di sostegno alla sicurezza alimentare e alla mitigazione degli effetti del cambiamento climatico che assumano come criteri guida: - l'integralità, ovvero l'inserzione del tema della sicurezza alimentare nei processi di sviluppo del territorio, evitando che queste rimangano sganciate da una strategia di lotta contro la povertà, di rimozione delle sue cause strutturali e di tutela ambientale, - la coerenza istituzionale, in modo che le azioni di sicurezza alimentare e di mitigazione si coordino sempre con le istituzioni di riferimento, per armonizzare le metodologie di lavoro in vista di una possibile continuità delle azioni intraprese, - coerenza spaziale, ovvero una focalizzazione delle azioni in base a criteri che mettano in relazione le priorità di sicurezza alimentare con quelle ambientali. Dall'insieme delle analisi condotte sembra che si possa affermare dunque che l'insostenibilità ambientale delle pratiche agricole attuali (deforestazione, avanzamento incontrollato della frontiera agricola mediante l'uso del fuoco e dell'apertura di pascoli estensivi, agricoltura nomadica, ecc.) e la debolezza del capitale sociale siano le cause determinati del perpetuarsi di condizioni croniche di insicurezza alimentare. Anche se non suffragata da misurazioni quantitative, sembra credibile inoltre l'ipotesi che le variazioni micro-agro-climatiche a livello locale, originate dalla cattiva gestione delle risorse naturali, incidano attualmente molto più sulla insicurezza alimentare di quanto non facciano gli effetti del cambiamento climatico dovuto al riscaldamento globale. Le attuali politiche di intervento nel campo della sicurezza alimentare e le strategie di mitigazione degli effetti del cambiamento climatico non considerano sufficientemente gli aspetti sopra richiamati e la loro integrazione operativa è ancora insufficiente. Per evidenziare questa discrepanza si è elaborato una matrice degli interventi di mitigazione dell'impatto del cambiamento climatico sulla sicurezza alimentare e nutrizionale. La matrice proposta mette in relazione le carenze politiche e le priorità emerse dall'analisi DPSIR con una serie di proposte di azione politica, riferite in particolare alle due regioni agrarie selezionate. La comunità internazionale dei donanti (UE in primis), che sostiene le politiche ambientali e di sicurezza alimentare del governo nicaraguense, ha la responsabilità di promuovere interventi sinergici e coordinati, volti soprattutto a rimuovere gli ostacoli di carattere strutturale che impediscono l'equità d'accesso al capitale terra e all'alimentazione. Nell'ambito dell'aiuto internazionale dovranno essere inoltre maggiormente considerati gli studi volti al miglioramento delle conoscenze dei fenomeni che legano la variabilità climatica, la sicurezza alimentare e lo sviluppo economico. Il coinvolgimento della società civile nella gestione delle reti di solidarietà (ad esempio le reti di allerta precoce) e nella raccolta dei dati socio-economici e agro-climatici locali è inoltre di cruciale importanza. Solo uno sforzo congiunto delle comunità locali, delle istituzioni nazionali e della comunità internazionale, col supporto di adeguate conoscenze e di più efficaci strumenti di analisi, potrà invertire il processo di riproduzione delle condizioni ambientali e socio-economiche che determinano oggi l'esposizione al rischio di insicurezza alimentare per vasti strati della popolazione nicaraguense. ; The thesis deals with a research and an on-field testing of an impact interpretation model of climate change on food security in Nicaragua. The specific purpose is the development and testing of a vulnerability/stability analysis method of the effects of the climate change on two sample food systems in Nicaragua. The method is also aimed at the identification of prevention and mitigation policies. The achievement of this objective is based on a wide bibliographical research and a two months field survey in Nicaragua (March and April 2010). During the field survey a large number of interviews and focus groups with both private and institutional stakeholders was carried out. The more an impact analysis of climate change on environment and economic activities is focused on a restricted area, the less it results easy and reliable. Social dynamics and human action on environment at local level can be more crucial in creating adverse or favourable living conditions to people than climate variability. The complex relationship between climate and human activities is even more apparent when attempting to relate climate changes and food security of a specific community. Food security concept gets together different meanings, such as food production and conservation, income based food accessibility and biological use of food (diet patterns and hygienic conditions of food consumption). Therefore, dealing with economic relations between complex systems, as climate and food security, involves the use of articulated interpretation models as well as quantitative and qualitative analytical tools, being the latter prevalent in a condition of scarce or unreliable data and time series. The starting point of the thesis is a critical analysis of the current interpretation model of the impact of climate change on ecological and social systems on which the present food security and climate change impact mitigation policies of the Government of Nicaragua are based. In this framework the Aggregated Food and Nutritional Insecurity Index - elaborated by the World Food Programme and presently adopted in Nicaragua in the identification of the areas mostly exposed to food insecurity – is also analysed and discussed. As a consequence of this analysis a more complete model is proposed, named Dynamic Aggregated Food and Nutritional Insecurity Index. This index uses dynamic variables (rates of variation) referring to socio-economic factors which determine food security. At the same time this index captures the most production-related environmental factors at local level. Unfortunately a sample application of this index is impeded by the lack of the necessary time series. Nevertheless its formulation offers a useful operational direction to data collection planning and organization. As a consequence of the critical methodological issues emerged in the previous analysis, a review of alternative interpretation models is proposed and discussed. The "DPSIR" (Drivers, Pressures, State & Trends, Impacts and Responses) model is then identified as the most suitable for the achievement of the thesis objective. The DPSIR model is aimed at interpreting environmental and human contexts as well as at focusing policies makers on prevention and mitigation measures. Once specifically adjusted to food and nutritional security issues, the DPSIR model resulted particularly useful to identifying the existing knowledge deficiencies, about impacts and responses in particular. The "impact analysis" is complemented with a multi-criteria matrix of impacts of climate change on food systems of two different agricultural regions of Nicaragua (stability analysis). This matrix relates the food systems components (food production, distribution and consumption) to the corresponding pillars of the food security concept (availability, accessibility and biological use). The matrix converts quantitative and qualitative assessments into a scoring system allowing for identifying the most relevant problems and comparing stability / vulnerability levels of different food systems. The agricultural region where adjustment and mitigation processes are more visible is not the one counting with a more consistent natural capital (New Agricultural Frontier and Caribbean Cost) but the one relying on old and stable human settlements and more consistent social capital (Agro-industrial lowlands of the Pacific Cost). The first agricultural region, even if provided with a consistent natural capital and a high production potential, is characterised by the highly destructive production patterns of a pioneer population which has not yet developed either aggregative community models or collective resiliency experiences. The "response analysis" is focused on 6 different prevention/mitigation models presently adopted by the national authorities (both central and local) with the support of the international donors community. This analysis stresses that none of the models gets together all the necessary characteristics of efficiency and effectiveness for trigging resiliency and development processes. None of the models can be considered as a "good practice" per se, mainly if not included in a locally focused, coordinated and coherent framework of measures. Furthermore, the duration of the institutional actions applying these models is generally too reduced for ensuring their success and sustainability and fulfilling the expectations of the beneficiaries. From the "response analysis" clearly emerged the need to adopt the following general criteria in the effort to support food security and mitigate the effects of climate change: - Wholeness of the approach: the insertion of any food security action (programme, project, initiative) in the framework of land development process, including actions against poverty and environmental protection, - Institutional coherence: both food security and climate change impact mitigation actions should be always coordinated with the competent institutions, in order to harmonise working methods, - Spatial coherence: the identification of priority action areas should consider food security problems and environmental vulnerability simultaneously. The environmental unsustainability of the present agricultural practices (deforestation, advance of the agricultural frontier by slashing and burning the natural cover, nomadic agricultural patterns, etc.) and the weakness of the social capital perpetuate chronic food insecurity conditions. Even though not supported by quantitative evaluations, it seems apparent that micro-agro-climatic changes due to the mismanagement of local environmental resources affect food security much more than the effects of global climatic change. Present food security policies and climate change impact mitigation strategies do not consider the analysis above and their harmonisation is insufficient and not operational. In order to highlight this discrepancy a comparative policy matrix is presented ad discussed. This matrix shows a comparative analysis between the political deficiencies and priorities emerged thanks to the DPSIR approach and a number of action proposals referred to the two sample agricultural regions. The international donors community (UE first) supporting both food security and environmental policies of the Government of Nicaragua has the responsibility to cooperate in order to remove the structural constraints impeding an equitable access to fertile farming land and food. In the framework of the international aid, more investments in research should be considered in order to improve the knowledge of all factors relating climatic variability to food security and economic development. The involvement of civil society in the management of social solidarity networks (i.g.: food crisis early alarm networks) and the collection of basic socio-economic and climatic data at local level ore of crucial importance. Only a joint effort of the local communities, the national institutions and the international donors' community, supported by adequate knowledge and more effective analytical tools, will revert the process that determines the adverse environmental and socio-economic conditions which currently expose a large number of Nicaraguan people to food insecurity.
Lesioni preneoplastiche della cervice uterina Il carcinoma della cervice uterina continua ad essere una delle principali cause di morte delle donne nel mondo, soprattutto nei paesi sottosviluppati. Rappresenta, infatti, nella popolazione femminile, il secondo cancro per incidenza, dopo il carcinoma mammario. Ogni anno vengono diagnosticati circa 500.000 nuovi casi. Nei Paesi sviluppati le donne sono state "educate" ad aderire a programmi di screening mediante pap-test, con una diminuzione della mortalità di circa il 70%. La maggior parte dei tumori invasivi sono preceduti, infatti, da neoplasie intraepiteliali cervicali (CIN), che possono persistere come tali anche per lungo tempo, e che sono suscettibili di trattamenti conservativi, capaci di impedirne nella quasi totalità dei casi la progressione verso forme invasive. Sono stati identificati tre gradi di precursori del carcinoma cervicale: CIN 1, 2 e 3. I primi due corrispondono rispettivamente alla displasia lieve e moderata, il terzo alla displasia grave e al carcinoma in situ. In ambito citologico, tale terminologia è stata modificata nel 2001 dall'introduzione della classificazione citologica del Bethesda System che definisce due livelli di alterazione delle lesioni squamose (SIL): quelle di basso grado (Low-SIL) e quelle di alto grado (High-SIL). La CIN 1, pertanto, corrisponde alla L-SIL, mentre le CIN 2-3 rientrano nel novero HSIL. Su tale base è nato e si è diffuso nel mondo (in Finlandia nel 1965, negli USA nel 1970, in Gran Bretagna nel 1987, etc.) lo screening del cervicocarcinoma, che coinvolge la popolazione femminile sessualmente attiva, in una fascia di età compresa tra i 25 ed i 64 anni, volto ad identificare le lesioni preneoplastiche della cervice utilizzando una metodica di facile esecuzione e di basso costo comunemente conosciuta come citologia cervico-vaginale o, meglio, pap-test, ideata nel 1945 da George Papanicolaue H-SIL. Nell'ambito degli screening organizzati, la colposcopia rappresenta un' esame di II livello. La funzione è stata ben espressa dalla Task Force Canadese (2° Rapporto Walton del 1982): "La citologia evidenzia la neoplasia preclinica e clinica cervicale. La colposcopia valuta la cervice uterina con citologia anormale e permette la localizzazione della zona della portio ove eseguire la biopsia per l'esame istologico. La colposcopia non deve essere considerata una tecnica di screening, L'accuratezza diagnostica della combinazione citologia-colposcopia è risultata, fin dagli anni '60, assai vicina al 100%. Attualmente esistono nuove tecniche per rendere la diagnosi precoce delle lesioni cervicali sempre più attendibile; tra queste l'HPV DNA test. Sono disponibili due metodiche per la determinazione della presenza del papilloma virus sulla cervice uterina: L'Hybrid capture II (HCII) (Digene) e Amplicor Human Papilloma Virus (HPV) Test. Questa tecnica prevede l'impiego di lunghe sonde genomiche ed anticorpi specifici per gli ibridi DNA:RNA allo scopo di ottenere una forte amplificazione del segnale, sfruttando il fatto che ciascuna copia del bersaglio può legare centinaia o migliaia di marcatori enzimatici. Ancor oggi dibattuto è l'utilizzo dell'HPV dna test; uno degli studi più autorevoli, pubblicato recentemente dal Dipartimento di Politica Sanitaria dell'Università di Harward , prendendo in considerazione due modalità di utilizzo del test per l'HPV – screening primario e triage della citologia borderline – in Gran Bretagna, Francia, Paesi Bassi e Italia, conclude che entrambe le scelte in tutti questi Paesi presentano vantaggi in termini di salute pubblica a fronte di costi accettabili, in confronto con le attuali strategie adottate nei singoli paesi. Questi dati, evidentemente non conclusivi, anche se altamente significativi, indicano che il problema dei costi non appare più, attualmente, motivo di prioritaria esclusione del HPV-DNA test dai programmi clinici. Poiché oltre il 97% dei carcinomi cervicali riconosce la presenza di HPV ad alto rischio (HPV-HR), il razionale per l'introduzione dell'HPV-DNA test nello screening primario viene riconosciuto nell'alto Valore Predittivo Negativo (NPV) di questo test in associazione alla citologia tradizionale (99.7-100%). Ad oggi sono stati pubblicati numerosi studi di screening primario in cui il test per L'HPV è stato utilizzato da solo o in associazione al pap-test, per un totale di circa 80.000 casi distribuiti in 11 paesi di 4 continenti. La sensibilità dell'associazione HPV test – pap-test è sempre risultata maggiore a quella di ciascun test considerato singolarmente e, come era attendibile, il NPV dell'associazione dei test è risultata nella maggior parte dei casi del 100%. Questi risultati sono estremamente interessanti e indicativi della tendenza attuale. Ovviamente le realtà locali sono enormemente diversificate, i programmi di screening non sono tutti identici e di conseguenza questi dati non possono essere assimilati ovunque nello stesso modo; per questo motivo appare ancora prematuro codificare ufficialmente l'utilizzo dell'HPV test in uno screening primario; si aprono tuttavia interessanti scenari in prospettiva, l'elemento predominate dei quali è sicuramente la garanzia della negatività dello screening con l'associazione dei due test . La gestione del pap-test ASC-US e ASC-H e delle L-SIL citologiche è stata recentemente oggetto di un notevole interesse a livello internazionale, e numerosi studi clinici hanno affrontato la questione nelle sue varie sfumature. La problematica emergente è stata sicuramente quella relativa a quale deve essere, in questi casi, la più opportuna delle scelte di triage diagnostico. Come sappiamo, tradizionalmente le opzioni in questi casi prevedono principalmente l'invio diretto alla colposcopia oppure, in alcune circostanze, la ripetizione dell'esame citologico. Ovviamente, a monte di tutto il problema, sta l'indicazione perentoria, ormai fatta propria da tutte le Società di Colposcopia, che la prevalenza di refertazione citologica ASC debba essere il più possibile contenuta entro percentuali ridotte, con il limite ottimale del 2%, circa, per un buon centro di citodiagnostica. Il triage del pap-test dubbio è sicuramente uno degli argomenti in cui l'introduzione dell'HPVDNA test ha ottimizzato le scelte di gestione clinica. Infatti il suo utilizzo in questi casi viene attualmente riconosciuto in molte Linee Guida internazionali. A questo proposito è d'obbligo fare riferimento ai risultati dello studio ALTS (ASCUS Low SIL Triage Study). A questo sono seguiti altri studi analoghi che ne hanno ricalcato il disegno, giungendo a risultati sovrapponibili. L'unicità dello studio ALTS sta nel fatto di essere l'unico studio clinico controllato randomizzato, che ha reclutato 3488 pazienti, suddivise nei tre bracci di trattamento: colposcopia immediata, ripetizione della citologia in fase liquida e HPV-DNA test. Considerando globalmente i risultati degli 8 studi pubblicati ad oggi, si conclude che la sensibilità e specificità dell'HPV-DNA test vs. CIN2-3 (96.3% e 49%) sono superiori a sensibilità e specificità della ripetizione citologica su fase liquida (85.3% e 45%). I risultati longitudinali dello studio ALTS (36) dopo 2 anni di follow-up indicano la superiorità in termini di sensibilità dell'HPVDNA test anche nei confronti della colposcopia. Sulla base di questi dati, negli Stati Uniti, l'American Society for Colposcopy and Cervical Pathology, indica oggi l'HPV-DNA test come opzione ottimale per il triage del pap-test ASCUS. Il razionale circa l'utilizzo dell'HPV-DNA test come test di cura nel follow-up dei casi sottoposti a trattamento escissionale di lesioni di alto grado (CIN 2-3) per determinare il rischio di persistenza o di recidiva della CIN, è riconducibile all'evidenza che in assenza di HPV-DNA identificabile esiste un rischio quasi nullo di presenza di CIN 3. Questa ipotesi è stata pressoché completamente confermata dai risultati di circa 10 studi pubblicati negli ultimi anni. Considerando infatti globalmente i risultati di questi studi, il 97% dei casi di CIN 2-3 identificati nel corso del follow up post trattamento risultavano HPV-positivi. La sensibilità e il NPV complessivi dell'HPV-DNA test sono risultati del 96.5% e del 98.8% rispettivamente, in tutti gli studi superiori a quelle della citologia in fase liquida. In quest'ottica appare giustificato affermare che l'associazione dell'HPV-DNA test alla citologia nel follow-up post trattamento delle lesioni di alto grado presenta un significativo vantaggio in termini di sensibilità e di esclusione della persistenza/recidiva della malattia. In un prossimo futuro risulterà interessante valutare il ruolo del test per HPV E6/E7 mRNA e p16, con alta sensibilità e specificità nell'individuare pazienti con attiva espressione oncogenica. Genotipi virali e management delle lesioni di basso grado SCOPO DELLA RICERCA: lo scopo dello studio è stato quello di valutare se l'identificazione dei genotipi virali, eseguita in corrispondenza dell'esame colposcopico positivo, possa modificare il management terapeutico di pazienti affette da lesioni di basso grado (CIN 1). Inoltre si è voluto analizzare la rilevanza della presenza di coifezione riguardo la storia clinica di queste lesioni, e della loro gestione. A tal fine nel periodo compreso da gennaio 2007 a marzo 2008, presso l'Ambulatorio di Colposcopia e Patologia Cervico-vaginale dell'Università di Napoli Federico II, sono state arruolate 264 pazienti con manifestazioni cliniche HPV correlate. I criteri d'inclusione sono stati i seguenti: • Presenza di condilomatosi genitale; • Positività all'esame citologico e/o colposcopico per lesioni HPV-correlate. • Presenza di lesioni preneoplastiche della cervice uterina diagnosticate all'esame istologico. Non sono state arruolate, in questo studio, pazienti negative all'esame colposcopico, pur in presenza di citologia positiva; donne gravide, immunodepresse o con infezione da virus dell'immunodeficienza umana (HIV-positive). L'età delle pazienti era compresa tra i 16 ed i 69 anni, con una media di 34 ± 8,3 anni ed una mediana di 33 anni. Tutte le pazienti arruolate erano sessualmente attive ed hanno espresso un consenso informato per l'adesione allo studio; inoltre, come previsto dalle linee guida della Società Italiana di Colposcopia e Patologia Cervico Vaginale, è stato richiesto il consenso per sottoporsi a procedure diagnostiche ambulatoriali. Tutte le pazienti sono state sottoposte a colposcopia ed a prelievo cervicale con esecuzione di genotipizzazione virale. Le pazienti con lesione cervicale evidente di basso (ZTAG1) o di alto grado (ZTAG2) sono state sottoposte a biopsia mirata. Le pazienti che presentavano lesioni preneoplastiche di basso grado (CIN 1) hanno eseguito follow-up colposcopico e citologico per 1 anno ad intervalli semestrali. Allo scadere di questo termine, le pazienti con persistente lesione colposcopica sono state sottoposte ad ulteriore esame bioptico mirato; quelle che presentavano persistenza della lesione istologica sono state trattate con terapia distruttiva presso il nostro ambulatorio di laserchirurgia, e seguite con follow-up citologico e colposcopico, trimestrale e poi semestrale, per 1 anno. Le pazienti che presentavano una zona di trasformazione anormale (ZTA), ma biopsia negativa, sono state sottoposte comunque a follow-up colposcopico e citologico semestrale per un anno, e in caso di persistenza dell'alterazione evidenziata colposcopicamente a ripetizione della biopsia mirata al controllo annuale. Le pazienti che presentavano condilomatosi florida sono state sottoposte a trattamento tramite laserchirurgia e successivo follow-up per 1 anno, con tempi e modalità analoghe a quelle descritte. In caso di diagnosi istologica di lesioni di grado moderato o severo (CIN 2 e CIN 3) le pazienti sono state sottoposte direttamente a trattamento escissionale con ansa diatermica (Loop Electrosurgical Excision Procedure – LEEP) o conizzazione chirurgica a lama fredda, in relazione al quadro colposcopico e clinico, come previsto dalle linee guida nazionali ed internazionali. Dal nostro studio emerge che nella maggior parte delle pazienti con CIN 1 e tipizzazione virale positiva per i ceppi 16 o 18, o per infezioni multiple, si verifica persistenza o progressione della lesione a distanza di un anno. Invece, nel gruppo di pazienti con CIN 1 ed infezione da singolo genotipo virale diverso dal 16 e dal 18, si riscontra nella quasi totalità dei casi regressione della lesione nell'arco di 12 mesi. Ciò che si evince dai nostri dati, dunque, è la possibilità di utilizzare la tipizzazione virale come strumento per stabilire il management terapeutico delle pazienti affette da lesioni di basso grado. Grazie alla tipizzazione virale, infatti, è possibile identificare le pazienti con lesioni di basso grado che, a differenza di altre, necessitano di trattamento per l'elevata probabilità che la lesione non regredisca. Le pazienti che presentano lesioni precancerose di grado moderato o severo (CIN 2 o CIN 3) sono state sottoposte a trattamento chirurgico escissionale senza periodi di attesa in accordo con le linee guida della Società Italiana di Colposcopia e Patologia Cervico Vaginale del 2006. Questo management terapeutico è indicato perché, per questo tipo di lesioni, la probabilità di progressione a carcinoma invasivo è sicuramente maggiore rispetto alle lesioni di basso grado, anche se per motivazioni etiche non se ne conosce l'esatta percentuale. La letteratura, infatti, riporta dati molto controversi sulla storia clinica della CIN 3: in alcuni studi è stata descritta una regressione spontanea di queste lesioni nel 32% dei casi, ed una progressione a carcinoma invasivo in più del 12%. Altri autori, invece, osservando periodi di follow-up più lunghi, hanno riportato percentuali di progressione vicine al 100%. Ciò che proponiamo alla luce dei risultati ottenuti, è di sottoporre tutte le pazienti che presentano lesioni preneoplastiche di basso grado ad HPV-DNA test e di trattare solo quelle con tipizzazione positiva per i ceppi 16 e 18 o in caso di infezione multipla. Nelle pazienti in cui è presente un solo genotipo virale diverso dal 16 e dal 18 sarebbe utile eseguire un attento follow-up citologico e colposcopico semestrale per 1 anno, al termine del quale, se la lesione non è regredita e viene confermata all'esame istologico, si potrà procedere al trattamento. Questo protocollo di gestione potrebbe consentire una riduzione sensibile del numero dei trattamenti effettuati in caso di CIN 1. Genotipi virali e recidiva delle lesioni di alto grado Alla luce dei dati emersi dai primi anni di ricerca, cioè che i genotipi HPV 16 e HVP 18 rivestono un ruolo predominante nella persistenza e nell'evoluzione delle lesioni di basso grado verso lesioni di alto grado, abbiamo voluto porre la nostra attenzione all'utilizzo della genotipizzazione virale nel predire la recidiva delle lesioni di alto grado dopo trattamento escissionale. Dagli studi presenti in letteratura è emerso che il genotipo HPV 16 è associato ad una maggior tasso di recidiva di lesioni CIN 3 post conizzazione rispetto agli altri genotipi. Sia nello studio ASC-US LSIL triage (ALTS trial) che nel più recente studio di Heymans , le pazienti con HPV 16 sono state identificate come ad alto rischio di recidiva e pertanto sono state indirizzate ad un follow-up più stretto. Sulla base di questi dati, nel nostro studio abbiamo voluto indagare se il genotipo HPV 16 potesse rappresentare un fattore di rischio rispetto agli altri genotipi nella recidiva delle lesioni di alto grado dopo trattamento escissionale. Il nostro studio prospettico osservazionale si propone di valutare la possibile correlazione esistente tra l'insorgenza di lesioni recidivanti di alto grado ed il genotipo virale 16 . A tal fine abbiamo reclutato dal'aprile 2008 all'aprile 2011, 310 pazienti, presso l'ambulatorio di patologia cervico-vaginale del nostro Dipartimento di Ginecologia, Ostetricia e Fisiopatologia della Riproduzione umana, secondo i seguenti criteri di inclusione: a) Pazienti con diagnosi istologica di H-SIL. b) Tutti i margini dei campioni istologici devono essere liberi da lesioni. Sono state escluse tutte le pazienti con sospetto di patologia neoplastica infiltrante. Ciascuna paziente ha eseguito prima dell'intervento chirurgico: esame colposcopico, esame bioptico, tipizzazione virale (HPV-DNA test) ed endocervicoscopia, al fine di caratterizzare con precisione la topografia della lesione e la sua estensione endocervicale. Le pazienti sono state sottoposte ad trattamento ablativo o escissionale (intervento di LEEP o di Conizzazione a lama fredda) secondo le linee guida internazionali. Il follow up è stato eseguito con controlli periodici consistenti in colposcopia e pap-test a 3-6-12-24 mesi e tipizzazione virale a 6 mesi (ed eventuale ripetizione in caso di positività all'esame colposcopio e/o paptest) dall'intervento per valutare una completa clearance virale post-trattamento. Dai nostri dati si evince che il tasso di recidive di CIN 3 nelle donne con CIN3 HPV 16 correlate pretrattamento è significativamente risultato più elevato rispetto agli altri genotipi HPV ad alto rischio e che quindi queste pazienti necessitano di un follow-up più stretto.
This thesis focuses on Lombard Southern Italy during the early middle ages and it analyses the history of political and social conflicts between the eighth and ninth century, taking into account the transformation of Lombard political power and social practices in this area. Starting from the eight-century judicial sources, this work explores political and social competition in the Beneventan region by taking into account its geographical position at the center of the Mediterranean see. Southern Italy was considered as a periphery, and sometimes as a frontier, by both the Carolingian and Byzantine empires, and endured almost a century of Muslims' attempts to conquer the peninsula. The first chapter focuses on the ducal period and investigates the formation and consolidation of the duke of Benevento's political authority before 774. During the seventh and eight centuries, the dukes developed a military and political autonomy in Southern Italy. This was due to the geographical position of the Duchy of Benevento in the Lombard Kingdom: it was far from Pavia, the king's capital city, and it was relatively isolated from other Lombard territories. Since a dynasty was established here as early as the seventh century, these dukes developed a strong and precocious political consciousness. As a result, they were particularly concerned with the formal representation of their authority, which is early attested in both coinage and diplomas. In this chapter, the analysis of the eight-century judicial records opens two important perspectives on the duke of Benevento's practices of power. Firstly, judicial assemblies were one of the most important occasions for the duke to demonstrate and exercise his authority in a public context. In contrast to all other Lombard dukes, who rendered judgement together with a group of officers, the duke of Benevento acted alone before the competing parties. By behaving exactly as the Lombard king would in Pavia, the duke was able to utilise the judicial domain as a sort of theatre in which to practice, legitimise and represent his own public authority in front of the local aristocracy. Secondly, the analysis of seven judicial case-studies suggests that the duke was not simply the sole political authority in Benevento but also the leading social agent in the whole Lombard southern Italy. Almost all the disputes transmitted by the twelfth-century cartularies implied a ducal action, donation or decision in the past, which became the main cause for later conflicts between the members of the lay élite and the monastic foundations of the region. Consequently, the analysis of judicial conflicts reveals more about the duke of Benevento's strategies and practices of power than about the lay and ecclesiastical élites' competition for power. Since there are no judicial records between 774 and the last decade of the ninth century, both conflicts and representations of authority in Lombard Southern Italy are analysed through other kinds of sources for this period. Chronicles, hagiographies, diplomas, and material sources are rich in clues about political and social competition in Benevento. By contrast, the late-ninth-century judicial records transmitted by cartularies and archives are quite different from the eighth-century documents: they have a bare and simple structure, which often hides the peculiarities of the single dispute by telling only the essentials of each conflict and a concise final judgement. In contrast to the sources of the ducal period, the ninth- and tenth-century judicial records often convey a flattened image of Lombard society. Their basic structure certainly prevents a focus on the representation of authority and the practices of power in southern Italy. On the contrary, these fields of inquiry are crucial to research both competition within the Beneventan aristocracy during the ninth century, and the relationship between Lombards and Carolingian after 774. After the fall of the Lombard Kingdom in 774, Charlemagne did not complete the military conquest of the Italian peninsula: the Duchy of Benevento was left under the control of Arechis (758-787), who proclaimed himself princeps gentis Langobardorum and continued to rule mostly independently. The confrontation and competition with the Frankish empire are key to understanding both the strengthening of Lombard identity in southern Italy and the formation of a princely political authority. The second account the historiography on the Regnum Italiae, the third section of this chapter focuses precisely on the ambitions of Louis II in Southern Italy and it analyses the implication that the projection of his rulership over this area had in shaping his imperial authority. Despite Louis II's efforts to control the Lombard principalities, his military and political experience soon revealed its limits. After the conquest of Bari in 871, Prince Adelchi imprisoned the emperor in his palace until he obtained a promise: Louis II swore not to return to Benevento anymore. Although the pope soon liberated the emperor from this oath, he never regained a political role in Southern Italy. Nevertheless, his prolonged presence in the region during the ninth century radically changed the political equilibrium of both the Lombard principalities and the Tyrrhenian duchies (i.e. Napoli, Gaeta, Amalfi). The fourth section focuses firstly on the competition between Louis II and Adelchi of Benevento, who obstinately defined his public authority in a direct competition with the Carolingian emperor. At the same time, the competition within the local aristocracy in Benevento radically changed into a small-scale struggle between the members of Adelchi's kingroup, the Radelchids. At the same time, some local officers expanded their power and acted more and more autonomously in their district, such as in Capua. When Louis II left Benevento in 871, both the Tyrrhenian duchies and the Lombard principalities in Southern Italy were profoundly affected by a sudden change in their mutual relations and even in their inner stability. The competition for power and authority in Salerno and Capua-Benevento also changed and two different political systems were gradually established in these principalities. Despite the radical transformation of internal competition and the Byzantine conquest of a large part of Puglia and Basilicata at the end of the ninth century, the Lombard principalities remained independent until the eleventh century, when Southern Italy was finally seized by Norman invaders. // --- // RIASSUNTO: La presente tesi si occupa dell'Italia meridionale longobarda durante l'alto medioevo e analizza la storia dei conflitti politici e sociali tra l'VIII e il IX secolo tenendo in considerazione le trasformazioni del potere politico longobardo e delle pratiche sociali in quest'area. Partendo dalle fonti giudiziarie di secolo VIII, questa tesi esplora dunque la competizione politica e sociale nella regione beneventana senza prescindere dalla sua posizione al centro del Mediterraneo. L'Italia meridionale fu considerata una periferia, talvolta una vera e propria frontiera, sia dall'impero carolingio sia da quello bizantino, e resistette per oltre un secolo ai tentativi musulmani di conquistare la penisola. Il primo capitolo si occupa del periodo ducale e indaga la formazione e il consolidamento dell'autorità politica del duca di Benevento prima del 774. Durante i secoli VII e VIII, i duchi svilupparono un'ampia autonomia militare e politica in Italia meridionale. Ciò era legato alla posizione geografica di Benevento nel quadro del regno longobardo: il ducato era lontano da Pavia, la capitale del re, ed era relativamente isolato dagli altri territori longobardi. I duchi di Benevento svilupparono una forte e precoce coscienza politica, forse anche in conseguenza dello stabilirsi di una dinastia al potere già a partire dal VII secolo. Essi erano conseguentemente particolarmente interessati nella rappresentazione formale della loro autorità pubblica, che è attestata precocemente sia nella monetazione sia nei diplomi. L'analisi dei documenti giudiziari di secolo VIII apre due importanti prospettive di ricerca sulle pratiche del potere nel ducato beneventano. In primo luogo, le assemblee giudiziarie erano per il duca una delle occasioni più importanti per dimostrare e esercitare la sua autorità in un contesto pubblico. Contrariamente agli altri duchi longobardi, che vagliavano le ragioni della disputa ed emettevano un giudizio insieme a un gruppo di ufficiali, quello beneventano agiva da solo di fronte alle parti. Comportandosi allo stesso modo dei sovrani longobardi a Pavia, il duca utilizzava l'ambito giudiziario come una sorta di teatro in cui praticare, legittimare e rappresentare la sua autorità pubblica di fronte all'aristocrazia locale. In secondo luogo, l'analisi di sette casi giudiziari permette di ipotizzare che il duca non fosse solo l'unica autorità politica a Benevento, ma anche il principale agente sociale in tutto il Mezzogiorno longobardo. Tutte le dispute riguardanti il secolo VIII e trasmesse dai cartulari del secolo XII implicano infatti un'azione del duca, una donazione o una decisione nel passato che in seguito diventa causa di conflitto tra i membri dell'élite laica e le fondazioni monastiche della regione. Conseguentemente, l'analisi dei conflitti giudiziari è capace di rivelare molto di più sulle strategie e le pratiche del potere dei duchi di Benevento che sulla competizione per il potere nelle élite laiche ed ecclesiastiche della capitale e del territorio. Poiché non vi sono documenti giudiziari riguardanti il periodo che va dal 774 alla fine del secolo IX, sia la conflittualità sia la rappresentazione dell'autorità pubblica nell'Italia meridionale longobarda sono analizzate per il periodo successivo attraverso altre tipologie di fonti. La cronachistica, i testi agiografici, i diplomi principeschi e le fonti materiali sono infatti ricchissimi di elementi sulla competizione politica e sociale a Benevento. I documenti giudiziari del tardo secolo IX trasmessi dai cartulari e dagli archivi meridionali sono però molto differenti dai documenti di secolo VIII. Essi presentano una struttura semplice e formalizzata, che spesso nasconde le peculiarità della singola disputa esprimendo solo l'essenziale di ciascun conflitto insieme ad un coinciso giudizio finale. Contrariamente alle fonti del periodo ducale, i giudicati dei secoli IX e X offrono spesso solamente un'immagine appiattita della società longobarda. La loro struttura e il loro contenuto formalizzato impediscono pertanto di portare avanti un'indagine della rappresentazione dell'autorità e delle pratiche di potere longobardo in Italia meridionale. Questi temi rimangono invece centrali per una ricerca sulla competizione all'interno dell'aristocrazia beneventana durante la metà del IX secolo e sulla relazione tra Longobardi e Carolingi dopo il 774. 8 Dopo la caduta di re Desiderio nel 774, Carlo Magno non completò la conquista militare della penisola italiana: il ducato di Benevento fu lasciato al controllo di Arechi (758-787), che nello stesso anno si proclamò princeps gentis Langobardorum e continuò a regnare in Italia meridionale pressoché indipendentemente. Il confronto e la competizione con l'impero franco sono una delle chiavi per comprendere sia il rafforzamento dell'identità longobarda in Italia meridionale sia la formazione dell'autorità politica principesca. Il secondo capitolo si concentra precisamente sulla transizione dal ducato al principato di Benevento e sul conflitto con i Carolingi tra il secolo VIII e IX. Da un lato Carlo Magno utilizzò il titolo di rex Langobardorum, implicando con quest'ultimo un'autorità politica che si estendeva sull'intero regno longobardo, quindi anche su Benevento. Dall'altro lato, Arechi present sè stesso come l'erede della tradizione longobarda agendo come un vero e proprio sovrano longobardo, totalmente autonomo, in Italia meridionale. Ciononostante, le relazioni tra il principe di Benevento e il re franco rimasero ambigue fino alla sottomissione formale di Arechi nel 787. Una nuova autorità politica, quella principesca, fu plasmata tra 774 e 787 sia in continuità con la tradizione beneventana di autonomia politica sia in opposizione a quella dei sovrani carolingi. La monetazione e i diplomi insieme con l'attività edilizia ebbero un ruolo di primo piano nel dare forma e affermare questo nuovo tipo di autorità politica in Italia meridionale. La seconda e la terza sezione del capitolo si concentrano specificatamente sul progetto politico di Arechi e di suo figlio, Grimoaldo III (787-806). Le fondazioni monastiche di Santa Sofia di Benevento e San Salvatore in Alife furono al centro della strategia di distinzione messa in atto da Arechia prima e dopo il 774. La storiografia ha già da tempo individuato la somiglianza tra la fondazione regia di San Salvatore di Brescia e quella di Santa Sofia di Benevento. Tuttavia, Santa Sofia è stata identificata non solo come una fondazione familiare ma anche come il "santuario nazionale dei longobardi" in Italia meridionale. Prendendo in considerazione il progetto politico di Arechi e la rappresentazione della sua autorità pubblica, la seconda sezione del secondo capitolo si pone come obiettivo quello di riconsiderare sia la dimensione familiare e politica sia il ruolo religioso di Santa Sofia nel principato di Benevento. La stessa sezione analizza anche la ri-fondazione della città di Salerno, che ebbe un ruolo davvero rilevante nel dare forma all'autorità politica di Arechi. Dopo il 774, Salerno divenne sostanzialmente una capitale alternativa a Benevento, in cui il principe poté rappresentare il suo nuovo ruolo politico in Italia meridionale in una cornice differente. Le ricerche archeologiche relative all'area del palazzo salernitano, del quale è sopravvissuta solamente la chiesa di San Pietro a Corte, hanno rivelato alcune importanti caratteristiche della rappresentazione pubblica a Salerno: l'autorità politica di Arechi intendeva combinare la tradizione longobarda con una dimensione locale e anche con il passato classico. Inoltre, sia Arechi sia Grimoaldo III affidarono a Salerno – e non a Benevento – la propria memoria familiare decidendo di essere seppelliti nella cattedrale di questa città. Una delle più importanti opere cronachistiche del Mezzogiorno longobardo, il Chronicon Salernitanum, pone peraltro in evidenza come la città di Salerno abbia conservato fino al secolo X (e oltre) la memoria della prima dinastia principesca nonché quella della nascita del principato longobardo, integrandola come parte della propria identità cittadina. Tra i secoli VIII e IX, le due abbazie più prestigiose dell'Italia meridionale longobarda – San Benedetto di Montecassino e San Vincenzo al Volturno – si ritrovarono nella zona di frontiera con i territori ora sotto l'autorità carolingia e furono gradualmente influenzate dal nuovo quadro politico. Entrambe le fondazioni incrementarono il loro prestigio durante il periodo di instabilità che seguì la conquista franca del regno longobardo (774-787). A cavallo tra i secoli VIII e IX i monasteri di Montecassino e San Vincenzo agirono in modo ampiamente autonomo, relazionandosi sia con le autorità politiche carolingie sia con la società e le autorità longobarde. In alcuni casi ciò portò a delle tensioni e a dei conflitti aperti all'interno delle comunità monastiche, come nel caso dell'indagine a carico dell'abate Poto di San Vincenzo al Volturno. L'ultima sezione del secondo capitolo si concentra su queste due comunità monastiche e su come si rivolsero alla protezione carolingia come una delle possibilità per attraversare questo periodo di incertezza politica mantenendo un ruolo prestigioso e rilevante. La relazione con i sovrani carolingi coesistette comunque sempre con il legame con la società longobarda, che rimase una parte essenziale nella vita e nella memoria dell'abbazia. Fu però solo alla fine del secolo VIII che queste fondazioni iniziarono a ricevere un numero di donazioni davvero ragguardevole da parte 9 longobarda. Dal canto loro i sovrani franchi cercarono di diventare il punto di riferimento politico per quest'area di frontiera conferendo diplomi di conferma e immunità a entrambe le abbazie, diplomi che in Italia meridionale avevano però un ruolo prevalentemente performativo: essi creavano, rappresentavano e memorializzavano l'autorità pubblica e il prestigio di coloro che emettevano questi documenti e di coloro che li ricevevano. La relazione instaurata da Carlo Magno e dai suoi successori con questi monasteri ebbe però conseguenze sul lungo termine sull'immagine che le comunità intesero dare di sé, che gradualmente si spostò dal passato longobardo al prestigio dei sovrani carolingi, quindi dell'impero. Dopo la morte di Arechi nel 787, gli ambasciatori longobardi richiesero il ritorno a Benevento di suo figlio, Grimoaldo, che era tenuto in ostaggio alla corte carolingia. Carlo Magno impose però due condizioni a questo proposito: i Longobardi meridionali dovevano tagliarsi barba e capelli ovvero liberarsi dei loro tratti identitari, e includere il nome del re franco nella monetazione e nella datazione dei diplomi. Grimoaldo III mise in atto quest'ultima richiesta, ma dopo un breve lasso di tempo iniziò a comportarsi come un sovrano indipendente. Le campagne militari condotte dal Pipino, figlio di Carlo Magno e re d'Italia, non riuscirono a portare il principato di Benevento sotto l'autorità franca e l'interesse dei Carolingi verso l'area scemò, perlomeno temporaneamente. L'Italia meridionale poté dunque rafforzare la propria identità longobarda e portare avanti politiche autonome. Il terzo capitolo si concentra sulla competizione politica all'interno dell'aristocrazia beneventana durante la prima metà del secolo IX. Dopo l'accordo con i Carolingi dell'812, l'élite locale rafforzò la propria posizione nella capitale espandendo la propria influenza sul palatium del principe. probabilmente, i membri dell'aristocrazia beneventana non intesero mai ottenere il titolo principesco per sé, almeno non in questo periodo. Essi preferirono cercare di influenzare le scelte del principe così da ottenere uffici pubblici e rendite, che avevano l'obiettivo di confermare lo status sociale dei membri dell'élite, di mantenere e di espandere il loro potere nel cuore del principato. La prima sezione si occupa del principato di Grimoaldo IV (806-817) e sottolinea la debolezza dell'autorità pubblica di quest'ultima a fronte delle pressioni e delle ambizioni dell'aristocrazia locale. Una congiura pose fine al suo regno nell'817, ma la competizione all'interno dell'élite beneventana continuò anche durante i principati di Sicone (817-832) e Sicardo (832-839), diventando peraltro più violenta. La seconda sezione di questo capitolo ha l'obiettivo di identificare le strategie familiari e la rete di relazioni attivata da questi due principi allo scopo di rafforzare il loro potere politico su Benevento e di bilanciare le aspirazioni delle aristocrazie locali. Il legame familiare di Sicardo con uno dei più importanti gruppi parentali di Benevento, quello dei Dauferidi, creò indubbiamente un'asimmetria significativa nell'arena politica dell'Italia meridionale longobarda. il suo matrimonio con Adelchisa fu cruciale nello stabilizzare il suo potere e anche nel legittimare la sua autorità nella capitale. Il sistema di alleanze di Sicardo cambiò però radicalmente le modalità della competizione politica locale: esso impediva a tutti i membri dell'aristocrazia beneventana che non facessero parte del network familiare principesco di accedere al potere. In tal senso, le alleanze ricercate da Sicardo furono direttamente responsabili della successiva guerra civile (839-849). Non fu comunque solo la lotta di fazioni longobarda a portare alla divisione del principato di Benevento nell'849, ma anche un rinnovato interesse dei Carolingi per il Mezzogiorno, che è al centro del quarto e ultimo capitolo della tesi. La terza sezione del terzo capitolo analizza la rappresentazione dell'autorità pubblica dei Siconidi e si interessa in particolare delle strategie di distinzione messe in atto da questi due principi nella città capitale. Contrariamente alla precedente dinastia di duchi e principi, Sicone e Sicardo costruirono una relazione privilegiata con la cattedrale di Santa Maria in Episcopio, che precedentemente aveva invece un ruolo politico limitatissimo a Benevento e anche religioso. Entrambi questi principi traslarono nella cattedrale tutte le reliquie che sottrassero a Napoli e ad Amalfi durante le loro campagne militari. Inoltre, Siconde decise di essere inumato in questa chiesa, che ospitò anche le sepolture dei principi successivi fino alla fine del secolo IX. I furta sacra compiuti dai Siconidi e la relazione stabilita con Santa Maria in Episcopio produsse una trasformazione devozionale nella capitale. Conseguentemente, anche il ruolo della fondazione arechiana, Santa Sofia di Benevento, cambiò tanto che questo monastero femminile perse parte della sua funzione sociale e religiosa a Benevento. Al contrario, la cattedrale accrebbe in potere e ambizioni, iniziando a presentarsi in associazione con il potere pubblico beneventano. Un testo 10 agiografico composto nella prima metà del IX secolo, la Vita Barbati episcopi Beneventani, sembra voler esprimere e affermare precisamente questo nuovo ruolo sociale e religioso del vescovo nell'Italia meridionale longobarda. L'ultima sezione del capitolo esamina brevemente l'ascesa di Landolfo di Capua e dei suoi discendenti secondo quanto già messo in evidenza dalla recente storiografia. Landolfo approfittò della debolezza principesca e della competitività propria di Benevento per costruire un potere locale autonomo nella circoscrizione da esso amministrata. Il quarto e ultimo capitolo completa l'esame della competizione politica beneventana analizzando nel dettaglio le dinamiche del conflitto di fazioni longobardo. La prima sezione presenta il contesto politico che l'imperatore Ludovico II dovette affrontare la prima volta che scese in Italia meridionale mentre il secondo si concentra sul progetto di conquista portato avanti durante il secolo IX nella penisola italiana da gruppi di guerrieri musulmani. Dopo il sacco di Roma dell'842, Ludovico II diresse cinque campagne in Italia meridionale per eliminare l'emirato di Bari e prevenire nuovi attacchi da parte musulmana via mare. Supportato dal papa e dall'aristocrazia romana, l'imperatore carolingio costruì la sua nuova autorità imperiale sul ruolo di protettore della Cristianità contro i musulmani. Le campagne militari di Ludovico II furono però connesse anche alle sue ambizioni politiche in Italia meridionale. Dopo essere intervenuto nella guerra civile longobarda e aver stabilito la divisione del principato di Benevento nell'849, egli volle esercitare un controllo maggiore su entrambi i principati longobardi imponendo la propria autorità politica attraverso la sua presenza fisica nel Mezzogiorno. Partendo da quanto già messo in evidenza dalla storiografia per quanto riguarda il Regnum Italiae, la terza sezione del capitolo prende in considerazione precisamente le ambizioni di Ludovico II in Italia meridionale e analizza le implicazioni che esse ebbero nella costruzione ideologica sottesa alla sua autorità imperiale. Nonostante gli sforzi di Ludovico II per controllare i principati longobardi, l'esperienza militare e politica del sovrano franco rivelò ben presto i propri limiti. Dopo la conquista di Bari nell'871, il principe Adelchi di Benevento imprigionò l'imperatore nel suo palazzo fino a che non ottenne da parte di quest'ultimo la promessa di non ritornare mai più a Benevento. Nonostante il papa liberò ben presto Ludovico II dal suo giuramento, quest'ultimo non riuscì più ad aver un ruolo politico rilevante nel Mezzogiorno. La sua prolungata presenza in questa regione durante il secolo IX cambiò radicalmente gli equilibri politici che governavano sia i principati longobardi sia i ducati tirrenici (Napoli, Gaeta, Amalfi). La quarta sezione si occupa in primo luogo del conflitto tra Ludovico II e Adelchi di Benevento, che cercò ostinatamente di definire la sua autorità pubblica in questa competizione con l'imperatore carolingio. Allo stesso tempo, la competizione interna all'aristocrazia beneventana cambiò radicalmente, approdando a un dissidio di piccola scala tra i membri del gruppo parentale di Adelchi, i Radelchidi. In questo stesso periodo alcuni ufficiali locali espansero il loro potere agendo in modo sempre più autonomo nel loro distretto, così come era già successo a Capua. Quando Ludovico II lasciò Benevento nell'871, sia i ducati tirrenici sia i principati longobardi in Italia meridionale subirono le conseguenze dell'uscita di scena dell'imperatore, sia per quanto riguarda le loro relazioni reciproche sia per la loro stabilità interna. La competizione per il potere e l'autorità a Salerno e Capua-Benevento cambiò a sua volta e due differenti sistemi politici furono gradualmente stabiliti in questi principati. nonostante la trasformazione radicale della competizione interna e la conquista bizantina di una larga parte di Puglia e Basilicata alla fine del secolo IX, i principati longobardi rimasero indipendenti fino al secolo XI, quando l'Italia meridionale fu infine conquistata dai Normanni.
