By modernizing society, corruption is becoming the global problem and is considered to be the main cause of state dysfunction. Widespread in a large number of countries, embracing political and social life, corruption has become the everyday life of citizens convinced that without corruption there was no proper functioning of the society. Countries in transition, with an unstable political system, are the fundament for the development of corruption. The fight against corruption is long lasting and painful issue with an unknown outcome. The enjoyment of media attention, the commitment of the European Union and the United Nations, the establishment of anti-corruption organizations and agencies within states are mechanisms to combat this global problem. Anticorruption culture as a preventive mechanism prevents the existing and emergence of new forms of corruption. Effective preventive action requires careful and long-term planning to result in a better quality of life in the future.
This paper analyses the connection of interests and corruption, especially corruption and political interests. It first considers the notion of interest, i.e. its meanings and significance, both for an individual and for a society. It presents the classification if interests by Albion Woodbury Small. A special emphasis is given to the encounter of different interests as the beginning of clash between humans. The paper analyses individual, special and general interests, as well as their relations. The paper also analyses two levels of conflict of interest: the conflict between public and private interest and the conflict between interests within the public offices. The relation of interests in society and politics is solved in the best way by adopting laws, i.e. by introducing the rule of law into political order. Without that the interest orientation of politicians can easily end up in abuse and illegality. In turn, abuses and illegalities open the possibilities for various kinds of corruptive acts.
Due to the increasing globalization and the danger of reducing all beings to things, it is central to point out again and again that a human being is not a thing among other things, and that the appreciation and realization of their life requires nurturing and cultivating the variety of human knowledge pertinent to different spheres of the historical world of life. Thus, the relevance and the role of practical philosophy is gaining significance regarding the - to the historical Being - proper understanding and fulfilIment of human potentials in today's world. (SOI : PM: S. 25) + The author first defines the various facets of globalization in today's world and emphasizes the key changes that are stepping up and intensifying communication among peoples, nations, and cultures all over the world. However, parallel to this there are other pressing problems: from the ecological crisis, to the realization of human rights, to the anomie of life and work. All this proves that globalization is not only an economic and technical but, ultimately, practically an ethic/political issue. Along the lines of Hegel's philosophy of world history and Aristotle's practical philosophy, the author has come to view the contemporary globalization as a step forward of world civilization, i.e. as a possibility of the realization of freedom and good life. Globalization, of course, scares people with its unpredictability and the erratic development of "global society" which (in line with Beck's distinction between the First and the Second Modernism) today is represented as a society of nation-states on the one hand, and as a "global society of transnational actors" on the other
The concept of sustainable development is faced with great interest both in theory, by scientific researchers, and in practice, by managers and policy makers in many countries. Given the fact that humanity has no 'spare planet' to live on and that the deterioration of the climatic conditions is a global issue, promoting sustainable production and consumption becomes the activity that is in focus of many actors. The paper analyzes the activities - of consumers, companies and government, as three key actors. Each of them is important in promoting the idea of sustainability, with the ability for substantiation of synergetic effect. Concrete examples advocate that thesis, while having the concept of consumer society not opposed to the aim of preserving the planet. Consumption is the driver of production and without open spiral of these two processes there is no development of society at all. The point is in a qualitative step from production and consumption of material goods that have a negative impact on the limited resources of the planet, towards those that have a positive one.
The author analyses the concept of neo-classicism in contemporary political philosophy. The study begins with a description of contemporary neo-classic developments and continues with a precise delineation of Plato's and Aristotle's philosophy of politics. In the end, the author concludes that the antiquity-inspired philosophy of politics today has the corrective function to steer liberal society towards community. (SOI : PM: S. 156)
The Republic of Serbia has already missed several historical chances to join the European Union but is currently in a a position to define and accelerate the process leading to a united Europe, and therefore confirming that it historically, economically, regionally and culturally belongs to the European family of nations. Accession to the EU is one of the most important goals of modern Serbia which realization Serbia will become an organized state, gain political stability and provide intensive economic development. Defining the development strategy of Serbia to join European Union includes the necessary political conditions (stability of democracy and its institutions, respect for fundamental human and minority rights), economic conditions (the existence of a functioning market economy that is able to withstand the pressure of competition in the internal market of the European Union) as well as administrative requirements (the ability of future members to take and apply the primary and secondary EU legislation and to implement the aims of political, economic and monetary union). Joining single market of the European Union opens up opportunities for marketing of domestic products and services, where it should be noted that the export of our companies in the EU amounts to over 50% of total domestic exports. This proves that the European Union is traditionally the most important export market for Serbia. Therefore, the integration of Serbia into the European Union is viewed as the headquarters of growth of the Serbian economy through the growth of export of domestic products to the EU market. The most positive effects are measurable in the area of agriculture, where our country has a surplus in agricultural trade with the EU. Serbia has preferential status for 90% of agricultural products, which should be taken advantage of, so that agrarian reform is going in the direction of maximum increase in production until joining the EU. There are also great chances in car industry, where most of the commercial reorientation is done under the auspices of the European Agreement.
In a totalitarian society, the journalist profession could not grow; that is why politics still takes precedence in Croatian journalism. The journalists have remained socio-political activists. This has stunted the professional development of the journalistic profession, so that Croatian journalists cannot separate truth from fallacy, they equate (accurate) facts and (truthful) opinion, and conceive of commentaries in a rather odd way - as the ultimate and subjective journalistic form. According to Luhmann, religion transforms the indefinable/undefined into the definable/defined complexity, thus outlining the problems of the whole society. Due to this function, religion remams bound to the level of the entirety of a social system. Nevertheless, in time, in the course of the functional differentiation of society, different sub-systems have been created for different tasks (economy, science, politics, education, etc.) and religion has been accorded the status of one such system. Besides distinguishing among various subsystems, this process implies the separation of diverse task-areas within the religious system itself. By and by, within the Christian religion, three functionally differentiated spheres have emerged which Luhmann labels as a) the church, i.e. the entirety of spiritual communication in which the function of the system of religion is fulfilled for the whole social system; b) Diaconate (Diakonie), which performs the system's tasks towards other social sub-systems (these tasks, in line with the theory of systems, may be termed services -Leistungen) as well as towards personal systems (in line with the theory of systems they may be termed pastoral - Seelsorge); and c) theology (Theologie) whose role within the religious system may be described as reflexion (Reflexion) i.e. the task of the reflexive contact of one's own identity. The aim of this article, through an analysis of Veljko Vujacic's text and other pamphlets and manifestos by the Serbian political elite, was to show that the Serbian elite and the Serbian society have not got rid of their nationalist bias in explaining the events which led to the disintegration of the former Yugoslavia. They claim that the main culprit for this failure was the communist national policy and the failure to use adequate means (meaning Rankovic's technology of violence) in order to preserve the unity of the state. The second part of the article serves to demonstrate how Weber's view on the politics of power does not suffice to explain away the bolshevist and the communist form of the populist Serbian nationalism. The moment when the former Yugoslav political elite split into the anticommunist and anticentralist on the one hand, and the bolshevist and the centralist on the other, there was no possibility for a compromise. The third part suggests that Vujacic (and not only he) thinks that a way of overcoming the Serbian "dominant" nationalism is the catharsis of Serbian intellectuals and the Serbian society. However, as the latest events and proclamations of the Serbian elite show, his is a solitary case. (SOI : PM: S. 37)
Along with the fast growing economy, the term 'BRICs' was coined to represent the newly emerging countries of Brazil, Russia, India and China. The enhanced economy in these countries has largely improved people's lives; at the same time, it has also strongly influenced the transformation of social structure, norms and values. The author examines the activities of Jesuit local missionaries in northern Croatia. They are active there from 1855 to 1869 and again, just in the Zagreb diocese. from 1895. The author traces the development of Jesuit missions, their organisation, the places they visited, the difficulties they faced, and the social and political influence those missions had. He also describes religious and moral circumstances in which the missionaries operated and focuses on the literary and cultural initiatives of the missionaries, particularly on the foundation of the Croatian Literary Society St. Jerome. After the end of the Cold War, civil defense was transformed into civil protection. This part of the state structure moved from the armed forces to the civilian sector. There are two reasons. First, direct threat of nuclear war was eliminated and the other reason were climate changes caused by natural disasters on a large scale. Today's civilan protection is organized in order to protect life and property in the event of a disaster caused by nature or man. End of the Cold War influenced the transformation of the social system in Poland. This was also reflected in the field of civil protection in this country. In Poland many sectors of civil society are now directly or indirectly involved in the system of civil protection. This was largely contributed by the decentralization of the state system, which allowed greater involvement of different actors in the system of civil protection. Decentralization has enabled a more efficient division of responsibility in case of emergencies. Regardless of the differences in size of territory and population, Poland has gone through similar challenges in transformation of the state and civil protection system like other new states of the European Union. This is especially important if we look other states of the former Warsaw Pact. Beside aforementioned transformation, Poland needed to eliminate communist legacy in many areas of society. This was precondition for stabilization and modernization of the state system. After that, Poland could put more effort in the reform of other areas of political, economic and social organization, which included area of civil protection.
Imajući na umu da je Strategijom razvoja obrazovanja u Srbiji primećeno da u obrazovanju u Srbiji postoji "problem sa pravednošću" i da je kao jedan od ciljeva razvoja obrazovanja navedeno stvaranje "socijalno pravičnog društva", u ovom radu se preispituje u kojoj meri su donošenje Zakona o dualnom obrazovanju i javno insistiranje na ekspanziji ovog vida obrazovanja koraci usmereni ka smanjenju nejednakosti. Oslanjajući se na ideje različitih francuskih sociologa obrazovanja (Burdije, Budon, Bodlo i Estable), kroz rad se ispituje u kojoj meri dualno obrazovanje otvara prostor za izjednačavanje obrazovnih šansi i uspostavljanje pravičnijeg društva. Iz teorijskih uvida spomenutih autora koji se tiču povezanosti klasnih struktura sa obrazovnim šansama, može se zaključiti da svako "grananje" unutar obrazovnog sistema doprinosi većim nejednakostima, o čemu eksplicitno govori Rejmon Budon. Odlike dualnog obrazovanja podsećaju na "primarno zanatsko" obrazovanje o kojem govore Bodlo i Estable koji pokazuju da je ovakvo obrazovanje predviđeno za učenike iz neprivilegovanih društvenih slojeva kojima se kroz ovaj vid obrazovanja ograničava mogućnost vertikalne društvene pokretljivosti. Analizirajući različite interesne optike aktera, Burdije smatra da opšte obrazovanje, nasuprot obuci u firmi, radnicima daje određeni vid slobode, jer ih čini manje vezanim za jedno preduzeće. Školski sistem povezan sa industrijom, prema mišljenju ovog autora, oblikovan je interesima poslodavaca i suprotan je interesima radnika, jer čini društvo manje pravičnim umanjujući šanse za vertikalnu i horizontalnu društvenu pokretljivost. Na osnovu navedenog se može zaključiti da dualno obrazovanje ne doprinosi smanjenju društvenih nejednakosti, te da bi u cilju stvaranja pravičnijeg društva od ovakvih obrazovnih politika trebalo odustati. ; Bearing in mind that the Strategy for Education Development in Serbia perceives the existence of a "justice issue" in education in Serbia, and that one of the stated goals of education development is creating a "socially just society", this paper explores to which extent adopting the Law on Dual Education and public insistence on expansion of this mode of education are the steps towards reducing injustice. Relying on the ideas of different French sociologists of education (Bourdieu, Boudon, Baudelot and Establet), the paper examines to which extent dual education opens up the space for balancing educational opportunities and establishing a more just society. From theoretical insights of the aforementioned authors regarding the relation between class structures and educational opportunities, it can be concluded that any "branching" within an educational system contributes to greater inequalities, as explicitly asserted by Raymond Boudon. The characteristics of dual education correlate to the "primary professional" education mentioned by Baudelot and Establet, illustrating that such education is intended for students from underprivileged social strata, who have limited opportunities for vertical social mobility due to this kind of education. By analysing various interest optics of the actors, Bourdieu finds that general education, as opposed to company training, provides workers with a certain form of freedom because it makes them less attached to a single company. The school system associated with industry, in the opinion of this author, is shaped by the interests of employers and contrary to the interests of workers, as it makes society less fair by reducing the chances of vertical and horizontal social mobility. Based on the above, it can be concluded that dual education does not contribute to reducing social inequalities, and that in order to create a fairer society, such educational policies should be abandoned. ; Zbornik rezimea / 24. The author provides a definition of political marketing and hightlights its links with democratic polity, reviews the evolution of political marketing from the party to the marketing concept, looks into political marketing as a sort of construction of political reality and analyzes political marketing in Croatia. The author points out that political marketing is resisted by the very people who should make use of it, but that there are some objective circumstances which stand in its way, such as the lack of money, the undeveloped public electronic media, and the still predominantly traditional culture of the society, more inclined to oral communication.
