La convergencia de la tecnología de comunicación y el procesamiento de información digital está cambiando rápidamente el modo en que miramos el mundo en nuestra sociedad. A medida que el procesamiento de la información se ha vuelto progresivamente más barato y las redes electrónicas más amplias, lo que una vez era dominio de lo militar y la investigación ha atraído al sector financiero y ahora es una parte importante de cualquier economía nacional o supranacional, que aspira a competir de forma global. Desde 1995 Portugal ha desarrollado políticas y estrategias para su implementación dentro del marco de una estrategia más amplia de la Sociedad de la Información de la Unión Europea. Este artículo describe algunas de las áreas más importantes en la creación y desarrollo de una Sociedad de la Información en Portugal, comentando el papel jugado por los diferentes actores ; ABSTRACT: The convergence of communication technology and digital information processing is rapidly changing the way that we look at the world and our society. Since 1995, Portugal has been developing policies and strategies for their implementation within the framework of the broader European Union Information Society strategy. This paper outlines some of the more important landmarks in the creation and development of an Information Society in Portugal, commenting on the roles played by the different actors.

This volume describes the "Swedish part" (WP4) of the EU project COMPLEX, which has been dealing with pathways to a low carbon society with the Stockholm-Mälar region in focus. COMPLEX started on 1 October 2012 and ended after four years, on 30 September 2016. The central theme of the WP4 research has been to use the Stockholm-Mälar region as a sort of a "laboratory" for modelling and stakeholder interactions, but also for providing backgrounds, perspectives, tools and suggested policy outlines.

After an introductory consideration on the specificity of philosophy and social philosophy about the socio-historical world, which can no longer be summarized under the name of "politics", the essay advances a concept of society not as a unity of individuals, territorially or culturally secluded, but as a network of linguistic games, institutions and differentiated spheres. The result is a concept of power constitutively in the plural, which is thought as primarily organizing and collective. The main question, which is only extrinsically negotiable in terms of justice, results in the problem of how to avoid that a sphere predominates over the remaining ones, thus compressing the contributions, potentialities and inclusive capacity of each one. ; Tras considerar la especificidad de la filosofía y de la filosofía social con respecto al mundo histórico-social, que ya no se puede definir bajo el término "política", el artículo propone un concepto de sociedad no como conjunto de individuos desde un punto de vista territorial o cultural, sino como red de juegos, instituciones o ámbitos diferenciados. De ahí procede un concepto de poder constitutivamente al plural, considerado antes que todo como organizante y colectivo. El eje principal que solo extrínsecamente se puede solucionar en términos de justicia atañe al problema de cómo evitar que un ámbito subyugue a los demás, llegando a reprimir las contribuciones, las potencialidades y capacidades inclusivas de cada uno de ellos.

The need for global civil society stems from democratic deficits at the global level, but it is an open question how effective global networks of civil society can be in creating meaningful links of interdependence between societies, global markets and states. Global civil society is actively shaping and informing new constructions for governing globalization as an important actor that can no longer be ignored. It can potentially manage diversity and conflict, support and sustain multi-level public debates. Will a global civil society be able to deliver the enabling frameworks powerful and persistent enough to shape a new global public space?La necesidad de una sociedad civil global proviene de los déficits democráticos existentes a nivel global, pero sigue siendo un asunto pendiente conocer cómo de efectivas pueden ser las redes globales de la sociedad civil en la creación de lazos significativos de interdependencia entre sociedades, mercados globales y estados. La sociedad civil global informa y conforma activamente nuevas construcciones para gobernar globalmente como un actor destacado que no puede ser ignorado más tiempo. Potencialmente puede manejar la diversidad y el conflicto, respaldar y mantener debates públicos en múltiples niveles. ¿Será capaz la sociedad civil global de posibilitar un armazón suficientemente poderoso y persistente para formar un nuevo espacio público global?

Ecological challenges like climate change and biodiversity loss lead to a need for change, but the radical changes that are required seem not to come about. One hot issue debated is who has the power and responsibility to change. This discussion has many different dimensions (e.g., between countries, or technological fixes vs radical system change) but here I base my study on the discussion of agency or structure. To put it simply, do we need to focus on structural political changes or rather on the level of the individuals and their consumerist lifestyles. This thesis aims to contribute to this debate by providing a better understanding of the (im)possibilities of individual lifestyle changes in a society that is largely organized to accommodate consumerist lifestyles. It does so by focusing on the example of Voluntary Simplicity, a lifestyle movement that advocates for a post-consumerist lifestyle. With the help of practice theory, which is especially fit to analyze everyday practices and change, and a qualitative interview study with seven voluntary simplifiers living in Sweden, I answer the following research questions: What are the motivations and drivers for having a voluntary simplicity lifestyle?, what are the challenges and obstacles that voluntary simplifiers need to overcome?, and does life, in consequence, get more complicated by striving for a "simpler" life because it is against the grain of society? The analysis demonstrates a motivation among the simplifiers to live sustainably and to reduce material possessions, working hours and stress. Impediments include the struggle of wanting to be part of a community but at the same time being different from the mainstream society, inflexible work structures and time and labor-intensive activities such as self-sufficiency. The question if life got simpler could not satisfactorily be answered and is connected to considerations on what life is about. In the discussion, I argue to consider social norms and values because they seem to exacerbate change both for politics and individuals. Future avenues for study could be based on participatory observation, autoethnography or doing research in non-capitalist-consumerist societies. This study is relevant because it opened up and contributed to the debate about change by acknowledging the entanglement of social structures and individuals.

This article aims at sinthetizing different perspectives about the rol of internacional civil society (ICV) in the exercise of a global power. It refers to some anglosajon and european recent studies, both at theorical as empirical levels, in order to do an evaluation of the most critical results. Being esceptical about the very concept of ICV, it tries to analize it from different points of view, in order to respond the main problem: is it posible for the ICV to ejercize power at a global level, and which is its legitimity to resolve global issues. The analysis of the concept is based on some results of the classical theory of civil society at a national level, but also examines specific dificulties to define an ICV and its functions in a globalized world. Eventually, it presents some theoretical challenges which are linked with the relation between ICV and a global democratic order. ; Este artículo pretende sintetizar diferentes perspectivas en torno al papel de la Sociedad Civil Internacional (SCI) en el ejercicio de un poder global. Se refiere a distintos y recientes estudios anglosajones y europeos, tanto al nivel teórico como empírico, en aras a realizar una evaluación de sus principales resultados. Siendo escépticos respecto al mismo concepto de SCI, se busca analizarlo desde distintos puntos de vista, para contestar la principal interrogante: es posible para la SCI ejercer el poder al nivel global, y cuál es su legitimidad para resolver problemas globales? El análisis del concepto esta fundamentado en algunos aportes de la teoría clásica de la sociedad civil al nivel nacional, pero también examina las dificultades específicas que plantea el definir una SCI y sus funciones en un mundo globalizado. Finalmente, se presentan algunos retos teóricos que se refieren a la relación entre la SCI y un orden democrático global.

The phenomenon of globalization has brought great changes worldwide in the aspects of society as well as in economy, politics and education. The so-called "Information-based society" and its technological revolution have significantly contributed to the emergence of a new concept of production and education: the so-called "Knowledge Society", in which the development of content is not a main factor, as in the schools from traditional industrial societies, but primarily the development of capacities and skills ; El fenómeno de la globalización trajo consigo grandes cambios a nivel mundial en los aspectos sociales, económicos, políticos y educacionales. La denominada "Sociedad de la información" y su revolución tecnológica contribuyen de forma significativa a la aparición de una nueva concepción de producción y de educación, la llamada "Sociedad del conocimiento", en la que el desarrollo de capacidades y habilidades son el factor principal y no los contenidos como en la escuela de la sociedad industrial.
