While scholarly interest in South–South cooperation (SSC) has substantially grown over the past decade, South–South education relations have received only scant attention in the Anglophone academic literatures on SSC, international development and international and comparative education. This chapter adopts an historical and global approach to this topic in an effort to contribute to closing this research gap. The chapter unfolds as follows: the first section introduces the concepts of 'the South' and 'South–South cooperation', counter-posed with practices of 'triangular collaboration' and 'best practice transfer'. On this basis, the second section conducts a critical review of existing South–South education cooperation literatures. Framed by these discussions, two case studies of contemporary South–South education relations are presented: the ¡Yo, Sí Puedo! (Sure, I Can!) global literacy campaign promoted by the governments of the Republic of Cuba and the Bolivarian Republic of Venezuela; and the education cooperation agenda of the so-called BRICS. The conclusion resumes the question of whether South–South education cooperation simply represents 'best practice transfer' or Third World solidarity for global transformation, while proposals for a future research agenda are developed. ; info:eu-repo/semantics/acceptedVersion

The nature of South–South international economic relations has changed significantly in recent decades, especially since the early 1990s. In areas such as trade, investment, labor markets, technology, and policy coordination, regional cooperation between countries of the South and pro-market policies have supported a rapid growth in South–South linkages. Looking ahead, the prospects are that the changing architecture of international economic relations that South–South cooperation has underpinned will contribute to growth across the developing world. Governments in developing countries of the Asia and Pacific region can foster expanded South–South cooperation by strengthening the capacity of governments to support pro-market policies. Potential gains for the region include expanded opportunities to promote growth and productivity, openings to expand connectivity between and within countries, a stronger collective voice in global decision making, more effective regional institutions, and improved economic security and stability.

The article provides a comparative examination of patent provisions in both North-South and South-South Preferential Trade Agreements (PTAs). It assesses whether the flexibilities of World Trade Organization Agreement on trade-related aspect Intellectual Property Rights (TRIPS), are getting eliminated, preserved or affirmed in the studied PTAs. The article studies the PTAs of both the United States and European Union with developing countries as examples of North-South agreements, and the PTAs of both China and India with developing countries as examples of South-South agreements. The PTAs of US show systematic efforts to eliminate TRIPS flexibilities. EU chapters on IP engage partner countries to accede or comply with WIPO treaties in its earlier versions, and converge toward US approach in its latest versions. By contrast, China PTAs affirm commitment under TRIPS and emphasis some of its flexibilities. Patent related issues are absent from India's PTAs.

A year after the Budapest Open Access Initiative (BOAI) was released in 2002, the seeds of the Open Access movement were sown in India. However, the momentum had not gained as it has should have been in the country and in the region, South Asia when compared to Europe and Latin America. In the recent past, with the initiatives of the individuals, communities of practice, institutes and the funding agencies (both private and public) there was an acceleration in the progress of Open Access. The countries, especially in South Asia viz., Bangladesh, India, Nepal, Pakistan, Sri Lanka etc., have now communities of practice advocating for Open Access to the public funded research. And this region now has policies and infrastructures in place for opening up access to the public funded research. For example, in India, the Department of Biotechnology and Department of Science and Technology, Government of India, Council of Scientific and Industrial Research, Indian Council of Agricultural Research has adopted policies for Open Access and had also made available suitable infrastructure. It is now mandatory for all the doctoral degree scholars to deposit their thesis as per the directive of the Ministry of Human Resources Development, Government of India. Efforts are also being made to deliver all the openly available resources through a single platform called National Digital Library of India. However, there is no mandatory national policy formulated by any of the countries in South Asia. While there is no problem in deposition of the whole or part of the thesis by the scholars in a publicly available repository, the deposition of journal articles along with or without data in public repositories has had some conflict. Still, researchers and the research managers of the institutes or universities are not clear about the legal issues of sharing the research outputs immediately. The South Atlantic is becoming a strategic space in terms of development. The maritime usage on both shores of the ocean allows the exploration and the use, as well as the conservation and the management, of the natural resources of the seabed and the subsoil. The guarantee of economic rights, with the counterpart of duties and responsibilities of political nature, environmental and of public security, reflects the possibility of control over and area rich in natural resources and that, at the same time, becomes vulnerable to international pressures of all kinds. The research objectives are: a) analyze the geo-economic importance of the ocean due the increasing exploration of this space; b) analyze the new geopolitical reality, because the South Atlantic was converted into a strategic route of passage and development pole; and, c) analyze its geostrategic relevance by establishing a connection with Asia via Indian Ocean, highlighting the role of South Africa and IBSA.

Using census data for 1996, 2001 and 2007, we study the labor market effect of immigration to South Africa. We exploit the variation—both at the district and at the national level—in the share of foreign-born male workers across schooling and experience groups over time. In addition, we use an instrumental variable empirical strategy to estimate the causal effect of immigration on the local labor market. At the district level, we show that increased immigration has a negative and significant effect on natives' employment rates but not on total income. At the national level, we find that increased immigration has a negative and significant effect on natives' total income but not on employment rates. Our results are consistent with outflows of natives to other districts as a consequence of migration, as in Borjas (2006).

This paper looks at the relationship between migration between developing countries – or countries of the global 'South' – and processes of human development. The paper offers a critical analysis of the concept of South-South migration and draws attention to four fundamental problems. First, there is no clear definition of the boundaries between 'South' and 'North' and different organisations place different countries in different categories. Second, migration systems tend to cut cross such boundaries, wherever they are place. Third, there is no analytical basis for distinguishing between 'South' and 'North'; hence there is no rationale for assuming that South-South migration should be any different from South-North or North-North migration. Fourth, the available definitions of South and North change over time, creating difficulties for any longitudinal analysis. Having highlighted these problems, the paper then gives a broad overview of the changing patterns of migration in developing regions, with a particular focus on mobility within the African continent. It outlnes some of the economic, social and political drivers of migration within poor regions, noting that these are also drivers of migration in the rest of the world. It also highlights the role of the state in influencing people's movements and the outcomes of migration. The paper highlights the distinctive contribution that migration within developing regions makes to human development in terms of income, human capital and broader processes of social and political change. The paper concludes that the analysis of migration in poorer regions of the world and its relationship with human development requires much more data than is currently available. This should focus on understanding the role of migration (and mobility) in the lives of the poor. South-South trade, a generic term used to capture South-South trade in goods services as well as capital and labor flows, emerged as a topic of interest within the global South since early in the 20th century and took on particular importance since the waves of decolonization that swept through Asia and Africa in the post-World War II period. Though interest in South-South trade has ebbed and flowed, it has re-emerged in full force in the last twenty years as a result of several separate yet interrelated processes: the first has to do with the rise of South-South preferential trading agreements (PTAs) that has accompanied the general rise of PTAs, both North-South and South-South as part of the 'new regionalism'.

Using census data for 1996, 2001 and 2007 the authors study the labor market effect of immigration in South Africa. In this period the share of foreign born over the total population has grown by almost fifty percent, and both the characteristics and geographical distribution of immigrants show substantial variation over time. The author exploit these features of the data to carry out an analysis that combines both the 'spatial correlation' approach pioneered by card (1990) and the variation across schooling and experience groups used by Borjas (2003). The author estimate that increased immigration has a negative effect on natives employment outcomes, but not on total income. Furthermore, we find that skilled South Africans appear to be the most negatively affected subgroup of the population.

Tanzania's President sent a plane to Madagascar in May 2020 to bring a shipment of Covid-Organics, a purported cure and prevention for COVID-19. The herbal remedy was described as a gift to help African countries in need. Drawing on preliminary data in English and Kiswahili from unstructured participant observation, social and legacy media available online and shared through contact channels, and ongoing conversations, we explore the Tanzanian policy response to COVID-19. What can the exemplary case of Covid Organics in Tanzania help us to understand about South-South humanitarian assistance (SSHA) in times of crisis? We suggest that Covid-Organics has enabled the government to project a link to latent debates about Pan-Africanism and Julius Nyerere's legacy and Madagascar's SSHA has provided an opportunity for a public reflection on Africa's place in the world. For some, the remedy's 'Africanness' is its comparative advantage, even promising a continental renaissance. For others, the lack of scientific evidence or approval by global health authorities like WHO is delegitimizing. These findings suggest that receivers of SSHA make sense of it in both a broad, post-colonial discursive context and in a specific context of local contestation. If the promise of this particular form of aid is its ability to transcend deep divisions between North and South, the case of Covid-Organics suggests that SSHA draws on deep ideologies of pan-Africanism; is increasingly important in crises that are global; and like other forms of humanitarianism, reflects elite politics and priorities rather than prioritizing the distribution of humanitarian goods and decreasing inequality.

The South Carolina Big 50 excludes government agencies and organizations. The top company remained the same as in 2008, with Walmart Stores Inc. continuing to be ranked at No. 1. BI-LO LLC remained No. 2, while Greenville Hospital System moved from No. 5 to No. 3.
