Logos is a central Greek term for the construction of the sophistic movement. Gorgias de Leontinos, one of the main representatives of the first generation of this movement, proposed to reflect, in Elogio de Helena, about the discourse as a great and sober master, able to produce persuasion in Helena and denouncing this persuasive power at the same time. In the first part of this study, we intend to situate logos as a producer of experiences in its listener, which is important in understanding the persuasive power. In the second part, the fabrication of experiences, different from persuasion, is identified with a fictitious reality produced due to voluntary deception. Because this experience of deception is voluntary, the reason for the sovereignty of logos is for Gorgias, in which speech, in addition to persuading, can serve as a possible instrument for the fabrication of learning, whose artistic experience his own text exemplifies.
In the present paper we will analyze one of the trends of Russian legal philosophy which exerts a considerable influence on the political processes on-going in this country. This trend is revealed in so called state-centralism: an ideology according to which the State is omnipotent and can interfere with any matters without any limitation from inside or outside. This "ideology of Leviathan" has been many times articulated in legal philosophy, to begin with Plato or Aristotle. In Russia this ideology has found a fertile soil, as its waste spaces, heterogeneous population and unfriendly environment (both in political and natural senses) made it clear for many that without powerful central authorities there will be no further for such a big country. To wit, it will either fall apart as the French, British and other empires, or will need to get modernized and restructured according to the models of other big Western counties (like the US). This paper is developed on the base of two lectures that the present author gave in 2013 and 2014 at Law School of the Federal University of Parana grace to kind invitation and support of this School and to relentless efforts of Professor Cesar Serbena. We do hope that this paper will be an important adjunct to our lectures and will be helpful to those of our Brazilian colleagues who seek to understand the actual political situation in Russia, its implications and perspectives in the light of philosophical debates that underpin these discourses. ; No presente artigo analisaremos uma das tendências da filosofia jurídica russa que exerce uma influência considerável nos atuais processos políticos deste país. Essa tendência manifesta-se no chamado centralismo estatal: uma ideologia segundo a qual o Estado é onipotente e pode interferir em qualquer assunto, sem nenhuma limitação interna ou externa. Essa "ideologia do Leviatã" foi por muitas vezes articulada na filosofia jurídica; para começar, com Platão e Aristóteles, e, na Rússia, encontrou um solo fértil, pois seus territórios devastados, sua população heterogênea e seu ambiente pouco amigável (tanto política quanto naturalmente) deixaram claro para muitos que, sem autoridades centrais fortes, não haverá futuro para esse país tão grande. Em resumo, ou a Rússia ruirá como a Inglaterra, a França e outros impérios, ou precisará se modernizar e se reestruturar de acordo com os modelos de outros grandes países ocidentais (como os EUA). Este artigo foi desenvolvido com base em duas palestras que o presente autor apresentou em 2013 e em 2014 na Faculdade de Direito da Universidade Federal do Paraná graças ao convite e suporte desta Faculdade e aos esforços incansáveis do Professor Cesar Antonio Serbena. Nós sinceramente esperamos que este artigo seja uma importante adição às palestras e que seja de alguma ajuda aos nossos colegas brasileiros que buscam compreender a situação política atual da Rússia, assim como implicações e perspectivas sob a luz dos debates filosóficos que permeiam estes discursos.
Transnationalization of popular sovereignty is Jürgen Habermas' answer to the "postnational constellation". His position of a supranational constitutionalization has been critized from the perspective of popular sovereignty by political theorist Ingeborg Maus. Although from the view of democratic theory of highest interest, this debate has so far focused primarily on articulating prospective institutional and procedural designs or criticizing existing ones but has neglected to sufficiently address the problem of effective democratic access to the economic sphere. The aim of this paper is to strengthen popular sovereignty theory by confronting the two competing positions with insights from political economy on the background of the "new constitutionalism". We show that Maus' idea to cut back "new constitutionalism" to the form of international agreements without supranational institutions runs into the same problems of equality between states that Habermas faces with his idea of "global governance without government". We show also that a further unification of Europe as envisioned by Habermas is undermined by structural obstacles of capitalist economy that Habermas does not take into account. Therefore, both models, although contrary positions, share similar problems. It is our result that popular sovereignty theory must counter legitimatory and socioeconomic challenges simultaneously. --- This manuscript has been presented at the Research Seminar of ARENA, Centre for European Studies in Oslo. Até agora, na visão da "teoria democrática de maior interesse" esse debate se manteve focado em articular propostas de designs institucionais ou procedimentais, ou em criticar articulações já existentes. No entanto, a discussão acabou negligenciando o aspecto fundamental do acesso democrático efetivo à esfera econômica. Esse artigo tem por objetivo fortalecer a teoria da soberania popular ao tratar das duas posições concorrentes, sob a visão da econômica política, em um contexto do "Novo Constitucionalismo". Mostramos que a ideia de Maus para restringir o "Novo Constitucionalismo" aos acordos internacionais, sem instituições supranacionais, acaba se deparando com as mesmas questões de igualdade entre Estados com que Habermas lida em seu projeto de "Um governo global sem governante". Nós mostramos também, que uma unificação mais profunda da Europa, como Habermas idealizou, acaba enfraquecida por obstáculos estruturais da Economia capitalista, que o autor não leva em conta. Portanto, os dois modelos, mesmo que em posições contrárias, possuem problemas em comum. Sovereignty and what it means is less discussed on Political Science and International Relations. May be we could justify it because of the empiric and positivism that even more support that studies. However, the main justification could be found on the way as the rational sovereigns has crossed the modern and contemporary political body -- seems to be the air we breathe. The main purpose of the article is to examine why there is no paradox between the development of multilevel governance structures in the context of European integration and the maintenance of the sovereign state as the source of representation and loyalty. Accepting that the cession of constitutional independence, the changing of sovereign equality and the challenge to economic autonomy have not occurred in an homogeneous way, I intend to explain the differences among those processes of sharing of EU members' sovereignty. A adoção do princípio de soberania popular para fundar e legitimar o governo e a autoridade, comum para quase todas as tentativas de conformação de novas comunidades políticas após a ruptura da ordem monárquica espanhola, trouxe mudanças decisivas nas normas, nas instituições e nas práticas políticas. Para analisar tais mudanças, este ensaio recorre à categoria de "cidadania" como lente de observação que permite o questionamento sobre a participação política e as formas de inclusão/exclusão na república. En base a una amplia bibliografía disponible sobre esta cuestión, se exploran rasgos y tendencias compartidas en relación con la institución de la ciudadanía en tres de sus facetas más estudiadas hasta el momento: la electoral, la de las armas y la que refiere a la opinión pública. ; The purpose of this paper is to reflect upon the vast and long-term political change triggered by the fall of the Spanish Empire and the wars of independence in Spanish America. After the revolutions, attempts at nation building followed different directions, but all the new polities in the making adopted republican forms of government based on the principle of popular sovereignty. This "republican experiment" entailed a radical change in political norms and institutions, as well as in political practices. By resorting to the category of "citizenship", this essay focuses on one aspect of that vast political transformation, which pertains to political participation and to the borders of inclusion and exclusion from the polity. On the basis of the recent literature on these topics, it explores the institution of citizenship in nineteenth-century Spanish America.
The foreign policy options of Brazil are limited in view of the superior hard power of the established great powers. Brazil's soft balancing strategy involves institutional strategies such as the formation of limited diplomatic coalitions or ententes, such as BRIC, to constrain the power of the established great powers. The BRIC states have been amongst the most powerful drivers of incremental change in world diplomacy & they benefit most from the connected global power shifts. In a global order shaped by great powers through international institutions, those players who effectively operate within them as innovators, coalition builders & spokesmen while preserving great amounts of sovereignty & independence have the potential to substantially influence the outcomes of future global politics.
