This paper presents research results on the identification of shortcomings that communities suffer regarding the quality in the provision of touristic services and management of this economic activity. From there, a training process in touristic services is proposed with emphasis on community tourism strategies, as well as management tools that facilitate the integration of different agencies and communities of the sector. The text discusses, first, an approach to the concept of community tourism and its state of the art. Secondly, it presents the diagnostic and composition of the touristic product in the districts of Ciudad Bolivar, Usme and Sumapaz in the Colombian Capital City of Bogotá. Then, the article reviews the current activities of these communities in community tourism, under the auspices of the district government and some institutions such as universities and NGOs. Finally, quantitative and qualitative findings reached with the fieldwork, shown in tabulated results of surveys, observation and interview inquiries made by researchers and assistants are described. ; El presente artículo expone los resultados de investigación sobre la identificación de falencias que tienen las comunidades con respecto a la calidad en la prestación de los servicios turísticos y el manejo administrativo de esta actividad económica. Desde allí, se propone un proceso de formación en servicios turísticos con énfasis en las estrategias de turismo comunitario, así como en herramientas administrativas y de gestión que permitan la integración de los diferentes organismos y comunidades del sector. El texto aborda, en primer lugar, una aproximación al concepto de turismo comunitario y su estado del arte. En segundo lugar, presenta los diagnósticos y la composición del producto turístico en las localidades de Ciudad Bolívar, Usme y Sumapaz en el Distrito Capital de Bogotá. Luego, reseña las actividades que desarrollan actualmente estas comunidades en materia de turismo comunitario, bajo el auspicio del gobierno distrital y algunas entidades como universidades y organizaciones no gubernamentales. Artículo resultado de la estancia de investigación en la Universidad Bernardo O'Higgins (Chile), financiada por la convocatoria de Movilidad del Personal Investigador Doctor (2019) del Gobierno Vasco (MV_2019_1_0008) ; Entendida la fraternidad como el lazo de unión entre los seres humanos basado en el respeto a la dignidad a la persona, la igualdad de derechos y la solidaridad de unos hacia los otros, este trabajo hace un repaso sobre la relación que ha tenido históricamente este sentimiento, valor o afecto con la política, donde ha llegado a tener categoría de obligación política. También se hace un recorrido sobre los distintos modelos de comunidad política, haciendo hincapié en las obligaciones y responsabilidades que se generan hacia sus componentes, y se analiza la propuesta de fraternidad cristiana de la mano de la doctrina social de la Iglesia (DSI), que, comprometida con el testimonio de la caridad de Cristo, impulsa el desarrollo integral del ser humano y se involucra con la justicia social. Finalmente, respetando el principio de subsidiaridad, se aboga por la colaboración entre el Estado y las distintas fuerzas vivas de la sociedad, entre ellas la Iglesia, para construir una sociedad más justa y que promocione el bien común. ; I understand fraternity as an array of ties among human beings based on respect and the acknowledgement of the persons' dignity, equal rights and solidarity. This paper discusses the historical relationship between politics and fraternal feelings, values or affections, whereby the former becomes a category of political commitment. Furthermore, I examine several models of political community taking the mutual obligations and responsibilities generated by fraternity as starting point. Then, I discuss Christian fraternity from the point of view of the Social Doctrine of the Church and its compromise with Christ's charity for the integral development of the human beings and social justice. The aim of this study is to describe the process of professionalization of nursing in Lleida from the arrival of the Daughters of Charity of St. Vincent de Paul in St. Maria Hospital. MATERIALS AND METHODS: Historical study by documentary observation technique and analysis of legislative documents. The documents used are: copy of the deed of establishment of the Daughters of Charity of St Maria Hospital (1792) and the Constitutions for the government of the Holy City General Hospital in Lleida (1797). RESULTS: In the copy of the deed states that the sisters in charge of the regime and care of patients according to the rules of the institute and that both the government and direction inside and outside of them depends on the congregation. In the Constitutions of 1797, credits that have been beneficial to the organization of the hospital to care. Emphasize potential negative disclosures about them. CONCLUSIONS AND DISCUSSION: The establishment of the Daughters of Charity health care improved patients and health center. In this essay, fundamental milestones of the scientific and social institutionalization of Medicine in Barquisimeto in the period between 1870 and 1980 are addressed, giving emphasis to the foundation of the Charity Hospital (1877) and its relation to the origins of the medical studies in the region. The role of physicians Luis Razetti and Antonio Maria Pineda stands out in the times of the first local hospital in the XIX century and the creation of the First-Category School of Barquisimeto by the National Executive, in which university certificates in Medicine are authorized to be awarded. Once, it was closed in 1904, the medical knowledge does not disappear, but opens its path towards the Medicine and Surgery Society as well as the organizational and administrative progress of Antonio Maria Pineda Hospital created in1954. The impetus given by the Society of Friends of Barquisimeto, civil society, the political, religious, and economic powers made it possible that on September 22, 1962, the national Government created the Experimental Center of Superior Studies (CEDES), where the academic and administrative structure of the university training of physicians will be formalized until 1969 with the founding of the Experimental University of the Central-Western Region (URCO). Indicators of institutionalization, academic formation and social organization as an agency for the development of medical studies in Barquisimeto are analyzed with the method of the social history and documentary critique. The sources come from the regional historiography and Scientific Bulletin from the Charity Hospital (1877-1918). As a conclusion, we support the relevance of the participation of local society and leadership of the doctors in the scientific and social institutionalization of the medicine for the urban development of the region, both the period 1877-1954 and the period 1962-1980 ; En este ensayo se abordan los hitos fundamentales de la institucionalización científica y social de la medicina en Barquisimeto, en el período 1870-1980, haciendo énfasis en la fundación del Hospital de Caridad (1877) y su relación con los orígenes de los estudios médicos en la región. Se destaca el rol de los médicos Luis Razetti y Antonio María Pineda en la época del primer hospital local del siglo XIX y la creación por parte del Ejecutivo Nacional del Colegio de Primera Categoría de Barquisimeto, en el que se autoriza otorgar títulos universitarios en Medicina. Clausurada esta institución en 1904, el saber médico no desaparece, se abre camino en la Sociedad de Medicina y Cirugía y en el progreso organizativo y administrativo del Hospital Antonio María Pineda creado en 1954. El impulso dado por la Sociedad Amigos de Barquisimeto, la sociedad civil, poderes políticos, religiosos y económicos hicieron posible que el 22 de septiembre de 1962, el Gobierno nacional creara el Centro Experimental de Estudios Superiores (CEDES), donde se formalizará la estructura académica y administrativa de la formación universitaria de médicos hasta desembocar en 1969 con la fundación de la Universidad Experimental de la Región Centroccidental (URCO). Con el método de la historia social y la crítica documental, se analizan los indicadores de institucionalización, formación académica y organización social como agencia del desarrollo de los estudios médicos en Barquisimeto. Las fuentes provienen de la historiografía regional y del Boletín Científico del Hospital de Caridad (1877-1918). A modo de conclusión, sostenemos la relevancia de la participación de la sociedad local y el liderazgo de los médicos en la institucionalización científica y social de la medicina para el desarrollourbano de la región, tanto en el momento que va de 1877 a 1954, como en el período de 1962 a 1980.

During the Classical Age, a new way of governing the poor emerges in France. The police of the poor was the institutional name of such a government in Spain during the Enlightenment. This paper identifies and analyzes those elements that forged the new governmental knowledge about the poor connected to the police of the poor. Such a governmental knowledge based upon the science of the police, which aimed at achieving the happiness of the Monarchy. Nevertheless, it also took into account religious elements. The doctrine of charity, in particular, was not only a point of rejection, but also bequeathed some essential elements to the emerging governmental knowledge about the poor. Crucially, this new type of knowledge will not only specify the types of needy, but also establish that giving to them was a duty of the State. ; La época clásica inventó en Francia un nuevo modo de gobernar a los pobres. Policía de los pobres fue el nombre institucional que dicho gobierno recibió en la España ilustrada. El presente artículo identifica y analiza los elementos que conformaron el saber gubernamental sobre los pobres que se articuló en relación con la policía de los pobres. Dicho saber si bien se forjó desde conocimientos policiales orientados a lograr la felicidad de la Monarquía, consideró también elementos religiosos. La doctrina de la caridad, en particular, sirvió no sólo como punto de rechazo, sino también como punto de apoyo esencial en la emergencia del saber gubernamental ilustrado sobre los pobres. Dicho saber tendrá por efecto no sólo reconfigurar los rostros de los pobres, sino también establecer como un deber del Estado darles lo que necesitaban para subsistir y trabajar.

The model of "welfare state" effect, where the central government provides the services or social guarantees to the inhabitants of a territory, is one of the greatest triumphs of plan policies in developed countries. This advance, sometimes unfortunate economic crisis, has an obvious historical germ in the preceding centuries. The love of neighbor, inspired by Christian doctrine, was the main driver of the various forms of aid implemented since the Middle Ages. The mainstay of what constituted charitable individual and collective actions by lay materialized in pious foundations and fraternities, which are represented at any point of the Spanish, during the Old Regime. Serve this article to expose the reality of care observed in the town of Antequera, as an example of the wide network Iberian Peninsula beneficial soil woven from XVI century. ; El modelo de "estado de bienestar" vigente, donde el gobierno central proporciona los servicios o las garantías sociales al conjunto de habitantes de un territorio, supone uno de los mayores triunfos del plan de políticas aplicadas en los países desarrollados. Este avance, malogrado en ocasiones de crisis económicas, tiene un evidente germen histórico en las centurias precedentes. La caridad al prójimo, animada por la doctrina cristiana, fue el principal motor de las distintas formas de ayuda puestas en marcha desde el Medievo. El pilar de la beneficencia lo constituyeron actuaciones individuales y colectivas por parte de laicos, materializadas en fundaciones pías y cofradías, las cuales encuentran representación, en cualquier punto de la geografía española, durante el Antiguo Régimen. Sirva este artículo para exponer la realidad asistencial constatada en la localidad de Antequera, como ejemplo de la amplia red benéfica tejida en suelo peninsular a partir del siglo XVI.

The article analyzes how care was developed for various poor sectors in Costa Rica. Through the review of laws, decrees and official circulars, it is shown that the State practiced different protection measures through the early institutionalization of charity, the partial or total exoneration of certain charges, the distribution of land and the promotion of public health through medicine and hospitals. Various actors were key in its development, such as citizens, the Catholic Church and some members of the elites. Its purposes were also the strengthening of capitalism, the promotion of the agricultural production and the fight against vagrancy. It is concluded that the State was institutionalizing charity and public health towards poor populations through the financing and supervision of various actors. ; El artículo analiza cómo se desarrolló la atención hacia diversos sectores pobres en Costa Rica. A través de la revisión de leyes, decretos y circulares oficiales, se demuestra que el Estado practicó diversas medidas de protección a través de la institucionalización temprana de la caridad, la exoneración parcial o total de ciertos cobros, la repartición de tierras y el fomento de la salud pública a través de la medicina y de los hospitales. Diversos actores fueron clave en su desarrollo, como la ciudadanía, la Iglesia Católica y algunos integrantes de las elites. Sus propósitos también fueron el fortalecimiento del capitalismo, el fomento de la producción agrícola y la lucha contra la vagancia. Se concluye que el Estado fue institucionalizando la caridad y la salud pública hacia las poblaciones pobres a través del financiamiento y la fiscalización de diversos actores.

The article focuses on the emergence of the third sector in the scenario of structural transformations of the State and the economy at the end of the 20th century in Argentina. Accompanying such transformations, a symbolic shift is evident -with important political implications- in the profile of civil society organizations, which goes from an original idea of philanthropic associationism, associated with charity and voluntary work (Thompson, 1995; Di Steffano, 2002), towards the notion of civil society and, already in the nineties, to the idea of the social as a sector ("social sector" or "third sector"). During these years, the notion of the third sector acquired centrality and a formidable institutional capacity: it named and classified practices and actors, ordered the social and delimited the political, thus reconfiguring the relations between State and society, the scenario for the construction and exercise of citizenship. ; El artículo enfoca en la emergencia del tercer sector en el escenario de transformaciones estructurales del Estado y la economía a fines del siglo XX en Argentina. Acompañando tales transformaciones, se evidencia un desplazamiento simbólico -con importantes implicancias políticas- en el perfil de las organizaciones de la sociedad civil, que va de una primigenia idea del asociacionismo filantrópico, asociado a la caridad y el trabajo voluntario (Thompson, 1995; Di Steffano, 2002), hacia la noción de sociedad civil y, ya entrados los noventa, a la idea de lo social como sector ("sector social" o "tercer sector"). Por estos años, la noción de tercer sector adquirió centralidad y una formidable capacidad instituyente: nombró y clasificó prácticas y actores, ordenó lo social y delimitó lo político, reconfigurando de este modo las relaciones entre Estado y sociedad, escenario para la construcción y ejercicio de la ciudadanía.

Argues that the Arabic nations, particularly those of the Magreb, limited their modernization following liberation from European colonialism to science, technology, & economics. In an attempt to retain their non-Western identity, they embraced an ideological form of Islam that does not reflect the religion's humanism & tolerance. This has produced totalitarian, nonsecular states that suppress the social expression of tolerant forms of Islam by the majority of their citizens. This political phenomenon, combined with Western leaders' misrepresentation of Islam as an inherently fundamentalist & violent religion, eclipses the genuine Islamic religion defined by brotherhood, faith, & charity. The irony is that Islam, perhaps more than any other world religion, embraces democratic values. This work shows how the National Milk Program was an expression of the interventionism of a revolutionary social state that urged the social control of the popular sectors, recognizing the community work of the professionals of the social and of the people. Based on ministerial files, charity posters from Polla Chilena de Beneficencia and interviews with beneficiaries, this article explains the mission of the State in the modeling of bodies, the new status of social professionals and the foundations of social participation. From the above, it can be deduced that social control permeated different dimensions of social relations, aiming to correct the body and mind of the mother-people. ; Este trabajo muestra cómo el Programa Nacional de Leche fue una expresión del intervencionismo de un Estado social revolucionario que instó al control social de los sectores populares, reconociendo la labor comunitaria de los profesionales y del pueblo. Desde archivos ministeriales, carteles de la Polla Chilena de Beneficencia y entrevistas a beneficiarias, el presente artículo explica la misión del Estado en el modelamiento de los cuerpos, el nuevo estatus de los profesionales sociales y los fundamentos de la participación comunitaria. A partir de lo anterior, se deduce que el control social permeó en distintas dimensiones de las relaciones sociales, buscando corregir el cuerpo y mente de la madre-pueblo.

Coinciding with the growth of poverty at the beginning of the XIX century, we see how the State gradually begins to assume control over social affairs. The private and eclesiastic charity of the Old Regime begins to transform in public charity although marginal society still receives the same treatment, which basically intends their moralization. Basic elements of this moralization were work and education, that are the main points of this article, which in particular refers to charity establishments. Work and education for the poors were requirements that were reiterated in the writings of philantropists, politicians and moralists, following the tradition of the preceding centuries, and which were written into the legislation of the XIX century, the same as in the statutes of the poor houses. An always basic education and with a strong practical character, that intended basically to neutralize the risks of social dangers, transmitting the values of the dominant society. ; Coincidiendo con el incremento de la pobreza a comienzos del siglo xix, asistimos a la paulatina asunción del control social por parte del Estado. La caridad privada y eclesiástica del Antiguo Régimen, comenzará a transformarse en beneficencia pública, aunque sigue dándose un mismo tratamiento a la sociedad marginal, tratamiento que básicamente pretende su moralización. Fundamentos básicos de esa moralización fueron el trabajo y la educación, que centran el interés de este artículo, en particular referidos a los establecimientos benéficos. Trabajo y educación para los pobres fueron exigencias que se reiteraron en los escritos de filántropos, políticos y moralistas, siguiendo la tradición de los siglos precedentes, y que se fueron integrando en la legislación decimonónica, así como en los documentos rectores de los lugares de acogida. Una educación siempre elemental y con un fuerte carácter profesionalizador, que pretendía, básicamente, neutralizar los riesgos de la peligrosidad social, transmitiendo los valores de la sociedad dominante.

The paper introduces a critical analysis on the conventional discourse prevailing in the Spanish-speaking world about the origin of Social Work as a profession, with special attention to its historical development in its origins: the United States. Classic theses defending the role of Social Work as resulting from the evolution of charity and philanthropy are rejected. Besides, the fact that it is the State, in last instance, the protagonist in the management of the social question derived from the development of the monopolistic capitalism is also questioned. Likewise, the critical historical theses that attempt to construct a structural and materialist alternative reading are doubted. These advocate for regarding the Social Work and State Social Policies as components legitimizing the social order imposed by the development of the large-scale capitalism of the late nineteenth and early twentieth centuries .Thus, the two classic positions analysing the origins of Social Work, especially represented by the practices of the COS and the Settlements Movement, are analysed. We will show that both options end up aligning with antagonistic political-moral positions: the logics of accumulation in the case of the COS and the democratic-emancipatory logics in the case of Settlements. ; El trabajo plantea una crítica al discurso convencional preponderante en el mundo hispanohablante acerca de los orígenes del Trabajo Social como profesión, con especial atención a su desarrollo histórico en sus orígenes: los Estados Unidos. Se rebaten las tesis clásicas por las cuales el Trabajo Social es el resultado de la evolución de la caridad y la filantropía y que es el Estado el que, en última instancia, será el encargado de gestionar la cuestión social derivada del desarrollo del capitalismo monopolista. Así mismo, se ponen en cuestión las tesis histórico-críticas que intentan construir una lectura alternativa materialista, por la cual, el Trabajo Social y las políticas sociales del Estado se construyen como componentes que dan legitimidad al orden social que se impone con el desarrollo del capitalismo a gran escala de finales del siglo XIX y principios del XX. Se analizan las dos posiciones clásicas que analizan los orígenes del Trabajo Social representadas especialmente por las prácticas de la COS y el movimiento de los Settlements. Demostraremos que ambas opciones acaban alineándose con posiciones político-morales antagónicas: las lógicas de la acumulación en el caso de la COS y las lógicas democrático-emancipatorias en el caso de los Settlements.
