The general context of aid to developing countries has changed unexpectedly last year. The events in the Middle East and Southern Africa are the most recent manifestations of a radical change in the geopolitical scene, which is expected to trigger further pressure on aid, which is already very much needed to meet the needs of emerging democracies in Eastern Europe and the former Soviet Union. This year's report by the Chairman of the Development Assistance Committee (DAC) takes stock of developments in the global environment and calls on DAC members to rethink the structure and administration of their aid programmes in order to improve their effectiveness. It takes stock of the impressive progress made in most of the developing world over the 50 years since the Bretton Woods institutions were established in 1944 and outlines the future agenda for action. It is likely to be based on a regional approach, and the first part of the report is devoted to examining the strategic problems faced by the main developing regions and reporting on the ongoing work of the DAC. Among the achievements to be credited to the DAC for the past year are the recasting of the DAC List of Developing Countries and Territories and the revision of the definition of Official Development Assistance (ODA). The report contains an analysis of the consequences and a detailed account of the aid and other financial resources provided to the countries of Western Europe and the new independent States of the former Soviet Union. The second part of the report provides an overview of the trends in the volume and distribution of ODA and looks forward to the main key developments that have emerged from recent aid reviews. While, like previous ones, this report is published under my responsibility as Chairman of the DAC, it is nevertheless the result of the joint efforts of the OECD Development Cooperation Directorate and the DAC as a whole, which I would like to thank here.
