Networks of nongovernmental organizations dedicated to socio-environmental issues have emerged in recent decades. The involvement of these networks in the international sphere has enabled new approaches to international cooperation. This article introduces the concept of international cooperation and the Global Alliance for Recycling and Sustainable Development (GARSD), a socio-environmental network created by a coalition of NGOs dedicated to promoting recycling of municipal solid waste. This article is the result of a doctoral study conducted using documentary analysis, participant observation and other qualitative data collection methods. The study conclusively finds that it is neessary to analyze the work of these non-state actors within the context of international cooperation between nation states and the possibility of (re)creating political-territorial arrangements, such as networks comprising a variety of actors especially geared towards socio-environmental issues. ; Durante as últimas décadas, surgiram redes de organizações não governamentais que se dedicam aos temas socioambientais. O envolvimento dessas redes com a esfera internacional ocasiona novas abordagens para a cooperação internacional. Apresentar o conceito de cooperação internacional e a rede socioambiental Global Alliance for Recycling and Sustainable Development - GARSD é o objetivo deste artigo. A GARSD, é resultado da coalização de organizações não governamentais dedicadas à promoção da reciclagem de resíduos sólidos urbanos. O artigo é o resultado de pesquisa realizada em processo de doutoramento, que utilizou por procedimentos metodológicos a análise documental, pesquisa participante e a coleta de dados de abordagem qualitativa. Conclusivamente, torna-se inerente analisar as atuações destes atores não estatais diante das relações de cooperação internacional estabelecidas entre Estados Nacionais na possibilidade para a (re)criação de arranjos político-territoriais como a construção de redes entre os diversos atores, especialmente, nos temas socioambientais.

OBJECTIVE: To describe the scope and limitations of the main strategies of cooperation in health, adopted between 2005 and 2017, in the context of the triple border Brazil, Colombia and Peru. METHOD: Single, explanatory, qualitative, integrated case study carried out in 2017, in the context of the triple Amazon border, Brazil, Colombia and Peru, in the city of Tabatinga, state of Amazonas, Brazil. Our sources of evidence were: documentary data; interviews with health managers of the State Health Secretariats of Amazonas and Municipal Health of Tabatinga, Municipal Health Council of Tabatinga and Consulate of Peru in Colombia; and direct observations in four health services of Tabatinga. Data were organized with MaxQDA12® software. RESULTS: Data analyzed showed that, during the study period, the Brazilian federal government made several health cooperation agreements with both Peru and Colombia and that the state government of Amazonas undertook strategies to improve the health conditions of the dwellers of Tabatinga and the region of Alto Solimões, which indirectly reached the populations of neighboring countries, supporting the interrelationships between the countries of the region. Regarding the municipal government, we verified the existence of health integration agreements, established informally, to minimize the adversities of the local health. CONCLUSION: The cooperation strategies in health adopted in the triple Amazon border have different purposes, benefits and limitations. It is noteworthy that the existence of cooperation agreements between the federal governments of Brazil, Colombia and Peru and the presence of informal cooperation agreements between the municipal governments of Tabatinga (Brazil), Leticia (Colombia) and Santa Rosa (Peru). The limitations of this study are the lack of knowledge of local managers about the cooperation agreements established between federal governments and the lack of legitimacy of the informal agreements established by the Tabatinga government. ; OBJETIVO: Descrever o alcance e as limitações das principais estratégias de cooperação em saúde, adotadas entre 2005 e 2017, no contexto da tríplice fronteira Brasil, Colômbia e Peru. MÉTODO: Estudo de caso único, explicativo, qualitativo e integrado realizado no ano de 2017, no contexto da tríplice fronteira no município de Tabatinga, Amazonas, Brasil. Como fontes de evidências foram utilizados: dados documentais, observações diretas em quatro serviços de saúde do município de Tabatinga e entrevistas com gestores da Secretaria de Estado de Saúde do Amazonas, Secretaria Municipal de Saúde de Tabatinga, Conselho Municipal de Saúde de Tabatinga e Consulado do Peru na Colômbia. Os dados foram organizados com o software MaxQDA12® . RESULTADOS: Os dados analisados demonstraram que, no período estudado, o governo federal do Brasil realizou diversos acordos de cooperação em saúde, tanto com o Peru quanto com a Colômbia, e que o governo do estado do Amazonas empreendeu estratégias para melhoria das condições de saúde da população de Tabatinga e região do Alto Solimões, as quais indiretamente alcançaram as populações dos países vizinhos, favorecendo as inter-relações entre os países da região. Quando ao governo municipal, verificou-se a existência de acordos de integração de saúde, estabelecidos informalmente, com o intuito de minimizar as adversidades da saúde local. CONCLUSÃO: As estratégias de cooperação em saúde adotadas na tríplice fronteira amazônica apresentam diferentes finalidades, benefícios e limitações. Destacam-se como benefícios a existência de acordos de cooperação em saúde entre os governos federais do Brasil, Colômbia e Peru e a presença de acordos informais de cooperação entre os governos municipais de Tabatinga (Brasil), Letícia (Colômbia) e Santa Rosa (Peru). As limitações são o desconhecimento dos gestores locais sobre os acordos de cooperação estabelecidos entre os governos federais e a falta de legitimidade dos acordos informais estabelecidos pelo governo de Tabatinga.

The Treaty of Lisbon, in line with the failed Constitutional Treaty and in the sequence of several initiatives which had taken place, came to provide for the mechanism of permanent structured cooperation. The goal of this mechanism is to enable the arising of a vanguard of Member States, eventually ready to form the embryo of a future European Union's exclusive defence system. Although permanent structured cooperation represents a step towards the application of the "community method" to security and defence of the European Union, it doesn't still fit in that pattern. Only future can tell, if permanent structured cooperation is likely to provide the European Union with a security and defence policy based on the "community method".

This paper addresses the State capacities organized to promote bilateral international cooperation between Brazil and South Africa, and between Brazil and China, concerning international trade and human's rights, using comparative method and transversal analyses. Aiming to examine the impacts of political institutions on State capacities, China and South Africa were chosen due to the fact that they compound, with Brazil, different dyads of international cooperation (Leeds, 1999): China, an autocracy, and South Africa, a democracy. The paper's main objective is to point differences and similarities in the States capacities of these countries, depending on variations in their political institutions. The three countries present different types of State capacities (Cingolani, 2013): in China, there is a contrast between high administrative and low legal, relational and political State capacities. South Africa and Brazil present a more complex network of actors and institutions, revealing a bigger development of the legal, relational and political State capacities.

Starting with the reflection on solidarity as the true and concrete element of the European Union, this article aims to reflect on the solidarity between people and states of Europe as the basis of the European construction.

An evaluation of Argentine, Brazilian and Chilean cooperation on security policies over the last decade demonstrates that high levels of trust have been sustained. This article proposes a heuristic model for the analysis of cooperation between states on matters of security policy. The model that is suggested is based on three levels of analysis that condition the security policies of the countries under consideration: 1) State and society; 2) inter-state relations and 3) international systems. Next, it is argued that common rules shared by different countries are more easily established when this involves small groups of states at a regional level, and not at a world scale, in which it is much more difficult to achieve unanimous or consensual acceptance of rules. Following a macro-theoretical debate on states' motivation to cooperate in an international system, the author introduces Karl W. Deutsch's concept of "security community" and questions whether such a community can be found in southern Latin America. The heuristic model that is introduced should permit answering the questions posed and determine the phase of integration.

The article discusses the problems that may appear in the federative cooperation between the central level and municipalities and generate divergence around offered programs. Empirically, we analyze the National Program of Support to Fiscal and Administrative Management of Brazilian Municipalities (PNAFM) turned to modernize municipal management because it permits to evaluate the contrasting viewings between federal agencies (Department of the Treasury (MF)/Caixa Econômica Federal (CEF)) and municipalities. Theoretically, the argument to be discussed is that the existence of contradictory positions between federal agencies offering programs and local governments as recipients may create federative dissonances that result in low performance in terms of adhesion from subnational governments. This is a qualitative (we did interviews and documentary analysis) and quantitative research (we applied a survey in Brazilian municipalities and compiled information of the signed contracts according to reports obtained with the CEF. I was found that the federative dissonance expressed through numbers of municipal adhesion and by the opposed viewings of the feds and locals as the interviews with representatives of MF, CEF and municipalities. In terms of intergovernmental cooperation to promote municipal state capacities the analyzed case evidences as the optimism and capacities of enforcement from federal managers can approach the ambition of goals of a program with the failures of implementation and timidity of reached results. ; El artículo discute los problemas que pueden surgir en la cooperación federativa entre el nivel central y los municipios, que generan diferencias en relación a los programas ofrecidos. Empíricamente, se analiza el Programa Nacional de Apoyo a la Gestión Administrativa y Fiscal de los Municipios Brasileños (PNAFM), dedicado a modernizar la gestión municipal, pues ello permite evaluar las visiones contrastantes entre las agencias federales -Ministerio de Hacienda (MF)/Caixa Econômica Federal (CEF)- y los municipios. Teóricamente, el argumento a discutir es que la existencia de posiciones contradictorias ente las agencias federales que ofrecen programas y los gobiernos locales como destinatarios puede generar disonancias federativas que resultan en bajo desempeño en términos de adhesión de los entes subnacionales. Esta es una investigación cualitativa (entrevistas y análisis documental) y cuantitativa (basada en una encuesta a los municipios brasileños y compilación de informaciones de los contratos firmados según informes obtenidos de la CEF). La investigación constató a disonancia federativa se expresó en los números de adhesiones municipales y en las visiones opuestas de los feds y locals, según las entrevistas con representantes del MF, de la CEF y del municipalismo. En términos de cooperación intergubernamental para la promoción de capacidades estatales municipales, el caso analizado evidencia cómo el optimismo y los recursos de enforcement de los gestores federales pueden aproximar la ambición de un programa con las fallas de implementación y timidez de resultados. ; Este artigo discute os problemas que podem surgir na cooperação federativa entre o nível central e os municípios, que gera divergências em relação aos programas ofertados. Em termos da cooperação intergovernamental para promover capacidades estatais municipais, o caso analisado evidencia como otimismo e recursos de enforcement dos gestores federais pode aproximar a ambição de um programa com falhas de implementação e timidez de resultados.

Qual o papel que a política social desempenha no desenvolvimento? Que ferramentas teóricas e conceptuais podemos usar para compreender melhor esse papel - considerando que as de que dispomos actualmente são, na maioria, as associadas aos modelos socioeconómicos e políticos dos países mais industrializados? Neste trabalho procuramos analisar estas questões, com base na reflexão sobre os modelos de regimes de bem-estar aplicados à realidade dos países em desenvolvimento. Nesta discussão recorremos a um conceito de política social abrangente e, nesse sentido, procurámos identificar a multi-dimensionalidade de funções que aquela pode desempenhar no desenvolvimento, designadamente em sociedades caracterizadas pela instabilidade e pela fragilidade institucional. Por outro lado, considerando a dependência que grande parte dos PED vive em relação à ajuda pública ao desenvolvimento, procurámos perceber também, de que modo a política social é entendida pelos actores-chave da cooperação – qual a posição que ocupa na agenda actual, dominada pelos objectivos da luta contra a pobreza, da melhoria dos níveis de saúde e de educação? Este articulado de questões está vertido na análise do caso da Guiné-Bissau numa perspectiva de regime de bem-estar, cuja evolução recente tem sido marcada pela instabilidade política, conflito, e degradação dos níveis de bem-estar. Which theoretical and conceptual instruments can we use to better understand that role – considering that the ones we usually have are, mostly, associated with the socioeconomic and political contexts of industrialized counties. In this work, we aim to discuss those questions, using the welfare regimes theoretical framework, as it has been applied to the reality of developing countries. In this discussion we have used a broader concept of social policy and, in that sense, we've tried to identify the multi-dimensionality of roles that it can perform in development, particularly, in societies characterized by instability and institutional fragility. On the other hand, considering the great dependency on foreign aid that many developing countries face, we've tried to understand the approaches of the main development cooperation actors' towards social policy – what's the position of social policy in the present agenda, characterized by the importance given to poverty, health and education? This set of questions is integrated in the analysis of the Guinea-Bissau case in a wellbeing regime perspective, considering that it recent history has been characterized by political instability, conflict and the falling of wellbeing levels. Nel Ministero dei beni e delle attività culturali e del turismo (MIBACT), l'Istituto Centrale per il Catalogo e la Documentazione (ICCD) è il referente istituzionale per la programmazione, l'elaborazione metodologica e la pianificazione delle attività connesse alla catalogazione del patrimonio culturale italiano. A tal fine coordina la ricerca per la definizione degli standard di catalogazione per le diverse tipologie di beni culturali inerenti gli ambiti di tutela del MiBACT e gestisce il Catalogo generale del patrimonio archeologico, architettonico, storico artistico ed etnoantropologico nazionale. Dall'epoca della sua fondazione (1975) ad oggi, l'ICCD ha costantemente indirizzato le proprie politiche operative verso il "colloquio" con gli altri soggetti impegnati nel settore dei beni culturali, al fine di individuare regole e modalità di lavoro per condividere le conoscenze sul patrimonio, come ad esempio gli standard catalografici e i protocolli di interscambio dati. Con la realizzazione del nuovo Sistema Informativo Generale del Catalogo su base web (SIGECweb), l'Istituto si è dotato di nuove funzioni e tecnologie per gestire l'intero processo di produzione dei dati catalografici, dall'assegnazione dei codici univoci di catalogo alla pubblicazione delle schede per la libera fruizione, in maniera da garantire l'omogeneità e la condivisione delle informazioni prodotte. Sono inoltre state definite procedure per l'interoperabilità con sistemi esterni e l'ICCD ha partecipato allo sviluppo della piattaforma cooperativa Vincoli in Rete (VIR), che realizza l'interoperabilità tra le tre principali banche dati del MIBACT e rappresenta il punto fondamentale di accesso all'anagrafica condivisa dei beni afferenti al patrimonio culturale immobile. ; No Ministério dos Bens e Atividades Culturais e do Turismo (MiBACT), o Instituto Central de Catalogação e Documentação (ICCD) é a referência institucional para a programação, o desenvolvimento metodológico e o planejamento das atividades relativas à catalogação do patrimônio cultural italiano. Com essa finalidade, coordena a pesquisa relativa à definição dos padrões de catalogação para os diferentes tipos de bens culturais referentesaos âmbitos de proteção do MiBACT e coordena o Catálogo Geral do Patrimônio Arqueológico, Arquitetônico, Histórico, Artístico, Étnico e Antropológico Nacional. Desde a sua fundação (1975) até hoje, o ICCD tem constantemente direcionado suas políticas operacionais para o diálogo com outros sujeitos envolvidos no setor dos bens culturais, a fim de identificar as regras e modalidades de trabalho para compartilhar os conhecimentos em relação ao patrimônio, tais como os padrões de catalogação e os protocolos de intercâmbio de dados. Com a criação do novo Sistema de Informação Geral de Catalogação baseado na tecnologia web (SIGECweb), o Instituto tem novos recursos e tecnologias para gerenciar todo o processo de produção de dados de catalogação, desde a atribuição de códigos unívocos até a publicação das fichas para a utilização gratuita, com o objetivo de garantir a homogeneidade e a partilha das informações produzidas. Também foram definidos os procedimentos para a interoperabilidade com sistemas externos e o ICCD participou do desenvolvimento da plataforma de cooperação Vincoli in Rete (VIR), que efetua a interoperabilidade entre os três principais bancos de dados do MIBACT e representa o principal ponto de acesso ao registro de dados compartilhados dos bens relativos ao patrimônio cultural imóvel. ; MIBACT's (Ministry of Cultural Heritage and Activities and Tourism) ICCD (Central Institute for Cataloguing and Documentation) is the in stitutional reference in terms of defining, developing methodologies and planning activities related to cataloguing Italy's cultural heritage. To that end, it coordinates research relating to the definition of cataloguing standards for the different kinds of cultural assets under the MiBACT's protection. It also coordinates the general national catalog of archeological, architectural, historic, artistic, ethnic and anthropologic heritage. Since its inception (1975) to this day, ICCD has consistently focused its operational policies on the "dialog" with other actors involved in the cultural assets segment to identify rules and work categories to share knowledge related to heritage, such as cataloguing standards and data exchange protocols. The creation of the new SIGECweb (Web-based General Cataloguing Information System) gave the Institute new resources and technologies to manage the entire process of producing cataloguing data, from assigning unambiguous codes to file cards publishing for free use, in order to assure consistency and the sharing of generated information. The procedures for the interoperability with external systems were defined, and ICCD was part of the development of the Vincoli in Rete (VIR) collaboration platform. This platform enables the interoperability between the three major MIBACT's databases, it is also the main access to the shared data registry of assets related to immovable cultural heritage.

A refundação do regulamento n.º 44/2001 pelo regulamento n.º 1215/2012 pautase pela observância, em absoluto, no espaço da União Europeia, dos princípios da confiança recíproca entre Estados-Membros na administração da justiça e do acesso à justiça dos cidadãos que nela residem e circulam. Numa União marcada pelas liberdades fundamentais de circulação e pela existência de um mercado interno, estes princípios justificam que as decisões judiciais proferidas num Estado-Membro sejam automaticamente reconhecidas e executadas, noutro Estado-Membro, exceto em caso de impugnação por parte do demandado. Seria difícil imaginar a prossecução de uma cooperação e uma integração judiciárias sem confiança – esta tem de ser criada entre tribunais de diferentes Estados-Membros, e de ser sentida pelos próprios cidadãos europeus, de modo a que possam ver que a Europa está ativamente à procura de melhorar as suas condições de vida e de trabalho. A Comissão Europeia envidou esforços construtivos para uma supressão do exequatur, querendo que o processo de reconhecimento e de execução ora previsto no regulamento n.º 1215/2012 fosse mais simplificado (até propôs a exclusão da cláusula de ordem pública, o que não foi adotado). É necessário analisar como o Tribunal de Justiça interpreta as regras relativas à recusa de reconhecimento ou de execução de sentenças emanadas noutros Estados-Membros, para perceber se a tutela jurisdicional efetiva é observada pelo regulamento n.º 1215/2012. ; The Brussels I Regulation's re-foundation by the New Brussels I Regulation was thought to secure reciprocal trust on justice administration among Member States and to grant full access to justice for those who inhabit and circulate in its territory. In a Union characterized by circulation freedoms and an internal market existence, those principles justify a situation in which judgments ruled by a Member State's court are automatically recognised and enforced, in other Member-State, except when the defendant evokes the rules on denial of judgments' recognition and enforcement. There would not be judicial cooperation and integration's prosecution without trust – trust must exist among Member States' courts and it must be felt by EU citizens so they can acknowledge that EU is actively seeking to improve their life and working conditions. The European Commission made constructive efforts to promote an exequatur's abolition, making recognition and enforcement proceedings on the New Brussels I Regulation simpler (it even proposed to remove the "public policy" clause, which was not accepted). It is necessary to analyse howthe CJEU applies the rules on denial of judgments' recognition and enforcement to perceive if the principle of an effective judicial protection is fulfilled under New Brussels I Regulation.

Over the past decade, Brazil has launched a foreign policy that has revealed its aim to broaden its influence in the design of the global multilateral architecture, and increase both its presence in UN peace operations and its cooperation in the development of low-income countries (LICs) in Latin America and Africa. In order to achieve this aim, the Brazilian government has been stimulating the country's international participation in humanitarian assistance actions, in UN-led peace missions and in cooperation for development initiatives. This paper will present three illustrative cases, which demonstrate the different forms this participation can take and the variety of methods of intervention they may involve: Haiti, Bolivia and Guinea-Bissau. These cases reveal the diversity of Brazilian involvement in Sousth-South Cooperation( SSC), regarding political motivations, cultural affinities and regional/global aspirations. They also help illustrate certain plasticity in Brazil's performance as an emerging donor. The three cases portray the multidimensional nature of the Brazilian South-South agenda, in which security, development, and political and institutional support are intertwined. In addition, these countries represent areas of high interest in Brazilian foreign policy. In the case of Bolivia, its importance relates to the Brazilian interest in promoting democratic stability in South America. In the case of Guinea-Bissau, its importance relates to the Brazilian aim to strengthen its commitments to the Community of Portuguese Language Countries (CPLP), as an instrument to foster relations with the African continent. Finally, in the case of Haiti, its significance is related to Brazil's stance when intervention takes place in vulnerable states with the aim to improve Brazil`s presence in global governance associated with the promotion of sustainable development in the low income countries.

Habermas discusses the chances for the establishment of world citizenship in contemporary society, marked by multiculturalism and the process of globalization. Habermas identifies the historical configuration of the post-national constellation, and from there themed the transition from international law to the law of citizens of the world, which aligns the concept of citizenship to the idea of ​​human rights. Habermas analyzes the Kantian idea of ​​a cosmopolitan state in which citizens are legal subjects of their respective States and members of a cosmopolitan entity. Kant elaborates on the concept of world republic, which Habermas disagrees with, but offers the example of the European Union for a discussion on the realization of a just and peaceful international order. Based on the Kantian orientation of constituting an order of world citizenship, Habermas discusses the conformation and viability of this idea in contemporary times. For Habermas, it is possible to spell out the idea of ​​cosmopolitan citizenship. From the European Union, cooperation between States and citizens shows that a cosmopolitan community is needed to complement an international community of States.
