The paper considers the tendencies of the international cooperation in the Black-Caspian Seas region. Since the collapse of the USSR in 1991, there has been formed the conditions for expanding the cooperation and strengthening the economic relations between the states of the Caspian and Black Seas Region. The paper analyses the international positioning and priorities of the cooperation applied by the regional states, on the basis of which key areas and formats of their interaction are implemented. The results of the cooperation are being studied. They include the creation of intergovernmental organizations and new transit routes for the supply of goods. The influence of the issue of the the legal status of the Caspian sea on cooperation in the Black-Caspian Seas region is also considered. In the context of the conflict of the foreign policy interests, the concept of the regional cooperation has not been formed both on state the intergovernmental level. However, due to the high transit potential of the region, international economic ties are being formed, which is in the interest of all regional states. Regional cooperation is pragmatic and has a limited scale. Expansion of the cooperation is so far possible between the parties that do not have opposing positions on ethnopolitical conflicts. ; В статье рассматриваются закономерности международного сотрудничества в Черноморско-Каспийском регионе. Начиная с распада СССР в1991 г. создались условия для расширения взаимодействия между прибрежными каспийскими и черноморскими государствами и усиления экономических взаимосвязей в Черноморско-Каспийском регионе. Анализируется внешнеполитическое положение и приоритеты сотрудничества региональных государств, на основе которых развиваются ключевые сферы и форматы их взаимодействия. Изучаются достигнутые результаты сотрудничества: создание межправительственных организаций и новых транзитных путей поставок товаров. Отдельно рассматривается проблема правового статуса Каспийского моря и ее влияние на сотрудничество в Черноморско-Каспийском регионе. В условиях конфликта внешнеполитических интересов не была сформирована концепция регионального сотрудничества как на государственном, так и на и межгосударственном уровнях. Однако ввиду высокого транзитного потенциала в регионе продолжают формироваться международные экономические связи, в которых заинтересованы все региональные страны. При этом сотрудничество носит прагматичный и ограниченный характер, его расширение возможно между сторонами, не имеющих противоборствующих позиций по разрешению этнополитических конфликтов.
В статье рассматриваются международное законодательство по противодействию торговле людьми, взаимодействие органов внутренних дел Республики Беларусь с правоохранительными органами зарубежных государств в данной сфере. Автор делает выводы о том, что сформирована правовая основа международного сотрудничества по противодействию торговле людьми; на разных уровнях осуществляется сотрудничество государств по противодействию торговле людьми; Беларусь активно участвует в данном процессе, ее деятельность соответствует комплексной государственной политике по борьбе с этим явлением; результаты международного сотрудничества Республики Беларусь по противодействию торговле людьми имеют высокую эффективность. ; Ключевые слова: противодействие; соглашения; сотрудничество; торговля людьми. = Keywords: agreements; cooperation; counteraction; human traffi cking. ; The article examines international legislation on counteracting human trafficking, the interaction of Internal Affairs bodies of the Republic of Belarus with Law Enforcement agencies of foreign countries in this sphere. The author concludes that the legal basis for international cooperation to counteract human trafficking has been formed; cooperation of states on counteracting human trafficking is carried out at different levels; Belarus actively participates in this process and complies with a comprehensive state policy to combat this phenomenon; the results of international cooperation of the Republic of Belarus on combating human trafficking are highly effective.
The article analyses some factors that may hinder the Russian-Venezuelan constructive political dialogue. Looking back at the complex state crisis hitting Venezuela, the author finds out three risks: the partisation of the Russian-Venezuelan strategic partnership; oversimplification, by the Russian side, of the phenomenon of the anti-US sentiment in Venezuela; the Bolivarian project image tarnished within the regional context. To conclude, some steps are proposed as possibly useful to mitigate the risks. ; В статье анализируются факторы, осложняющие современное взаимодействие России и Венесуэлы в политической сфере. Учитывая комплексный государственный кризис, поразивший Венесуэлу, автор выделяет три рисковых обстоятельства: партизация российско-венесуэльского стратегического партнерства, упрощение явления венесуэльского антиамериканизма российской стороной, дискредитация боливарианского проекта в региональном контексте. В заключение намечаются шаги, могущие, на взгляд автора, снизить указанные риски.
In the article there are marked difficulty fighting corruption in government agencies, are considered the interests of business structures in the implementation of anti-corruption policy. The characteristic of the shadow capital of corrupt subjects of public relations as a factor of occurrence of unequal conditions in the market is done. The positive and negative points of possible participation of commercial entities in anti-corruption activities of the state are analyzed. Proposals to empower the business community with additional authorities that can help reduce the level of corruption are done. ; Обозначены сложности борьбы с коррупцией государственных структур, рассмотрены возможные интересы бизнес-структур в осуществлении антикоррупционной политики. Дана характеристика теневому капиталу коррумпированных субъектов общественных отношений как опасного фактора возникновения неравных условий на рынке. Проанализированы положительные и отрицательные стороны возможного участия коммерческих организаций в антикоррупционной деятельности государства. Даны предложения по наделению бизнес-сообщества дополнительными полномочиями, способствующими снижению уровня коррупции.

Особое внимание уделяется влиянию дипломатического обеспечения на эффективность указанного процесса, специфике данной формы межгосударственного взаимодействия в контексте актуальных тенденций на рынке вооружений, задач укрепления национальной и региональной безопасности, популяризации достижений белорусской науки. ; Current issues pertaining to military-technical cooperation of the Republic of Belarus with foreign countries are discussed. Special attention is paid to the potential of diplomatic support for increasing the effectiveness of such cooperation, and specifics of such gooperation in the context of the latest trends in the arms market, national and regional security objectives, and promotion of the achievements of Belarusian science.

The article deals with the issues of participation of Yakutia in the international scientific cooperation in the Arctic during the last decade of the 20th and the first years of the 21st century. The author describes the history of realization of the international initiatives for studying social and cultural transformations and challenges of life of Arctic Indigenous Peoples, studying natural phenomena and processes, as well as environmental protection in the Yakutia's Arctic and their main results on the basis of a set of archival documents, English- and Frenchlanguage materials. The author called the most important factors that determine the extent of joint research of Russian scientists and their foreign colleagues, identified the key participants (scientists from Great Britain, Germany, Canada, Russia, Finland, France and Japan), forms (collection of field data, its processing and laboratory analysis; provision of academic institutions of Yakutia, their research base, provision of special equipment for foreign partners; coordination of research and the exchange of the data obtained; organization of conferences and workshops; organization of protected areas; publication of research results), and mechanisms (organization of special structures to intensify and coordinate research; association of research through a unified methodology; elaboration of international programs and projects, taking into account the potential of the involved parties - financing, tools and staff) of international scientific cooperation development. The article examines the new realities of Russia's foreign policy after the "Arab Spring" and the potential for increased Russian influence in the Maghreb. One of the consequences of the recent political upheavals in North Africa is the growth of terrorist threat – this factor draws particular attention to this region. The Maghreb is important for the promotion of Russian interests in the Arab world and the African continent. Russia and North Africa are seeking strategic cooperation, and these countries have long-term friendship and mutual interests in the political and economic spheres. Further increase of the interaction will strengthen bilateral relations, will make it easier to survive during the political and economic crisis. The article analyzes the formation, the current state and prospects of Russian-Algerian, Moroccan-Russian and Russian-Tunisian relations. Algeria is one of the leading economic partners of Russia on the African continent. The main areas of bilateral cooperation are the energy and military spheres. The growth of the terrorist threat in the Sahara-Sahel region prompted Russia and Morocco to deepen security cooperation. In the context of EU economic sanctions against Russia a priority in Russian- Tunisian and Russian-Moroccan trade relations is to enhance cooperation in the field of agriculture. Russia is a traditional exporter of Moroccan oranges and Tunisian olive oil. Promising areas of cooperation of Russia and Tunisia are the development of water resources and hydraulic engineering, infrastructure projects in the field of construction of roads, bridges, industrial facilities. Expansion of ties with the North African countries will allow Russia to increase influence in the region.
The article examines the energy cooperation of the South Korea and Persian Gulf oil exporters in the context of development of the military-political situation in the Middle East. The authors reveal the reasons why Saudi Arabia, Qatar, the UAE and Kuwait are the most important oil suppliers for the Republic of Korea since 2011 till present. ; В статье рассматриваются внешнеполитические факторы, влияющие на сотрудничество в энергетической сфере Республики Корея и ряда арабских стран - экспортеров нефти Персидского залива (Саудовская Аравия, Катар, ОАЭ и Кувейт), которые являются крупнейшими поставщиками нефти в Южную Корею с 2011 г. по настоящее время.

At the turn of the century, the rogue state concept has become an integral part of the theory of international relations. However, even contemporary approaches lack the appropriate academic tools to reach a comprehensive understanding of the international community's role in determining the normative frameworks of the proper behavior of the states as the main actors of international system, leaving the relations between global community and the rogues almost an uncharted territory on the international stage. The article considers the category of rogue states as "excluded" members of the international community through the sociological lens of "stigma" (E. Goffman) and "labelling theory" (H. Becker and E. Lemert). Engaging an empirical case of Iraqi foreign policy during and after the Gulf War 1991, the author demonstrates two thresholds of the labelling state as the rogue: public initiation of the offender and self-fulfilling prophecy. It is possible to define some specific features of the outsider's behavior on the international stage: the high level of cooperation among the representatives of the same category, "unsustainable bravado" as the set of fluid and inconsistent actions of the rogue state in foreign policy, finally, the tendency toward obtaining the "secondary gains". Contrariwise, global community tends to pay greater attention to rogue states and exercise some discrimination practices on the ground of their outcast position in the world normative structure with the category of "wise" actors, for example China, being an exception from the common mainstream and maintaining close cooperation ties with rogues.
In article contradictions, their reasons, and also processes of cooperation in the Russian-Belarusian relations are noted. Are allocated and considered policy of bilateral interaction in the foreign economic, investing activities of the states. Ways of optimization of integration processes within the interstate relations of the Russian Federation and Republic of Belarus are offered. ; В статье отмечаются противоречия, их причины, а также процессы сотрудничества в российско-белорусских отношениях. В результате исследования данных вопросов авторы делают вывод о том, что в дальнейшем построение тесных экономических связей между Беларусью и ЕС будет зависеть от учета всех рассмотренных факторов и решения возникающих противоречий. ; The article considers the contractual basis of economic relations between the Republic of Belarus and the EU. The features of foreign economic cooperation of Belarus with the EU countries are studied. The analysis of data on mutual trade and investments in 2018 has been carried out. Problems and prospects for the further development of foreign economic cooperation of the Republic of Belarus with the EU countries have been identified. As a result of the study of these issues, the authors conclude that in the future, the construction of close economic ties between Belarus and the EU will depend on taking into account all the factors considered and resolving the emerging contradictions.

Рассмотрены положения ключевых актов законодательства, регулирующих такое взаимодействие, функции, виды государственной деятельности таможенных органов, а также формы (направления) их правоохранительной деятельности.= The article refers to the problems of cooperation between the Customs authorities and other state bodies of the Republic of Belarus, while fulfilling the tasks and functions assigned to the Customs authorities by the state. The provisions of key legislative acts, regulating such interactions, functions, types of state activities of Customs authorities, as well as the forms (directions) of their law enforcement activities are analyzed.
The relationship in the United States - Russia - China triangle was one of the most important factors of international relations during the Cold War and remains so in the post-bipolar period. Its relevance has increased even more after the victory of Donald Trump in the presidential elections in the United States, who as a candidate repeatedly advocated closer relations with the Russian Federation and revised cooperation with China. This article appraises bilateral relations between these three countries in 2014 by conducting quantitative analysis of both flows (trade and investment, migration and others) and events (reciprocal visits), as well as cooperation in multilateral organizations (United Nations, Shanghai Cooperation Organisation) and in the format of the club diplomacy (the Group of 20; the BRICS group of Brazil, Russia, India, China and South Africa). The authors stared out using the Global Database of Events, Language and Tone to assess existing events according to the Goldstein scale. However, this event-analysis method could not estimate relations within the triangle accurately because of language factor (news in Russian and Chinese is underrepresented). Thus U.S. - Russia - China relations were examined through a quantitative analysis of specific series in four spheres - economic, political, humanitarian and military - in 2014. Each index was evaluated with points. Summaries reveal which countries in the triangle have the most successful connections and in which spheres. The study concluded that China and the United States had the most effective cooperation in 2014: the partnership developed more intensively in the economic and humanitarian spheres. Overall, U.S. - China and China - Russia relations are comparable to each other - the Russia - U.S. partnership cannot rival them. The U.S. - China and China - Russia couples cooperate the most effectively in two spheres. According to Henry Kissinger, cooperation between the United States and its partners must be more effective than the partners' relations with each other. The United States thus remains stay the leader in international relations. The authors conclude that this the U.S. leadership formula applies, because the value of U.S. - China and U.S. - Russia bilateral relations in sum is more powerful than the partnership of China and Russia.
The article examines the issues ofexpanding and strengthening the military-political cooperation ofthe Republic ofTajikistan with the Russian Federation to ensure the security ofthe states ofthe Central Asian region. It is noted that a broad legal and organizational-structural base has been created that enshrines the directions ofmilitary-political cooperation between the two states. The international activities ofstates inthe field ofsecurity inthe framework ofthe Commonwealth ofIndependent States hereinafter (CIS), the Collective Security Treaty Organization (hereinafter CSTO) and Shanghai Cooperation Organization (hereinafter SCO). The history ofthe formation ofsecurity cooperation aimed at countering modern challenges is disclosed. The basic principles and features ofthe development ofmilitary— technical cooperation between the two states inthe framework ofthe CSTO are determined. The importance ofmilitary-technical cooperation inorder to ensure the security ofCentral Asian states is substantiated. ; Исследуются вопросы расширения и укрепления военно-политического сотрудничества республики Таджикистан с Российской Федерацией по обеспечению безопасности государств Центрально-азиатского региона. Отмечается, что создана широкая правовая и организационно-структурная база, закрепляющая направления военно-политического сотрудничества двух государств. Освещается история формирования сотрудничества в сфере безопасности, направленной на противодействие современным вызовам. раскрыты основные формы сотрудничества государств в сфере региональной безопасности в рамках Содружества Независимых Государств (СНГ), организации договора о коллективной безопасности (ОДКБ), а также Шанхайской организации Сотрудничества (ШоС). Определены основные принципы и особенности развития военно-технического сотрудничества двух государств в рамках ОДКБ. обоснована важность военно-технического сотрудничества в целях обеспечения безопасности государств Центральной Азии.
