This paper show the main economic and military cooperation treaties between Colombia and United States governments, during the first years after World War II, when the Cold War began and the United States adopted a policy of economic liberalism. Within this framework a new commerce and friendship agreement took place between them, and the Colombian government opened his doors to foreign capitals. Furthermore, the military treaties between both countries strengthen in those years, due to the United States idea of a hemispheric defense against the international communism, and the Colombian intention to improved their armed forces formation and modernization. ; En este artículo se mostraran los principales acuerdos que en materia económica y de cooperación militar alcanzaron los gobiernos de Colombia y Estados Unidos en la primera etapa de la posguerra, momento en que se dio inicio a la guerra fría y el gobierno norteamericano impulsó una política de liberalismo económico. Es en este marco que se negoció un nuevo Tratado de Amistad y Comercio entre los dos países, mientras el gobierno colombiano pudo aumentar sus aranceles y abrió las puertas al capital extranjero. Además, en estos años se estrecharon los acuerdos militares bajo la idea estadounidense de garantizar la defensa hemisférica frente al comunismo internacional, y el interés colombiano por mejorar la formación y modernización de sus fuerzas armadas.
The existence of cooperative relations is inherent to the State of Autonomies, yet cooperation among the various regional authorities has been scarce in Spain, both qualitatively and quantitatively. For a long time, intergovernmental relations hinged on cooperative sectoral mechanisms. However, concurring with the last statutory reforms, new cooperation mechanisms of a general nature own federal states have been introduced in the Spanish political praxis: Conference of Presidents and the Conference of Autonomous-Community Governments. This paper focuses on the new instruments which have been institutionalized to comply with the principle of intergovernmental cooperation. It analyses the results obtained so far and identifies the problems which need to be addressed for said instruments to consolidate and contribute to a more coherent and efficient functioning of the State of Autonomies. ; La existencia de relaciones de cooperación es algo consustancial al Estado autonómico, aunque en España la cooperación entre los distintos poderes territoriales ha sido, cualitativa y cuantitativamente, escasa, pues durante largo tiempo pivotó, casi exclusivamente, sobre los mecanismos sectoriales de cooperación. National governments are keenly aware of the need for investment in space. Canada, as a formal cooperating state in the European Space Agency (ESA), and Germany, as a leading member state of ESA, are interlinked in Europe's space endeavours. Beyond ESA, Germany and Canada additionally have a strong history of bilateral cooperation on a range of space projects. This paper discusses the novel interdependencies between clear national and now supranational space policies, using the examples of the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA). The agreement covers most aspects of the EU-Canada bilateral economic relationship and includes space. The paper focuses on international space policies, strategic bilateral co-operation, and technical accomplishments. It takes a closer look at German-Canadian collaboration in space programs and offers some reflection on the effect of both the EU and ESA'S transatlantic involvement in space.
The paper deals with cross-border insolvency protocols as special source of insolvency law. Protocols are agreements between parties in insolvency procedure that deal with many significant questions in order to establish cooperation and coordination between participants. Protocols are used in cross-border insolvency proceedings in order to overcome differences between state legislation that can pose major obstacle for maximization of the value or efficient reorganization procedure. This instrument has special significance in cases of cross-border-group-insolvencies. Namely, in this case every subsidiary is a separate entity, but the preservation of economic value of the group as a whole calls for cooperation between insolvency practitioners and/or judges. The topic is especially interesting having in mind that European Insolvency regulation Recast explicitly mentions the use of protocols as means of cooperation (Recital 49). This will most definitely have broader implications on insolvency laws of civil law countries and it will contribute to wider use of protocols in these countries.
This article explores the legal frameworks of citizenship and naturalization of the six states of the Gulf Cooperation Council, and analyzes how they have been used since the creation of modern states to the present, with special attention to events after the Arab Spring. Within this context, it discusses to what extent the rentier character of the Gulf states has affected the design of policies of citizenship and naturalization; which are the main aspects of the legislation of each country; what are the differences between the use of legal frameworks before and after the Arab Spring; what legal reforms have been carried out since the Arab Spring; and with what objectives has citizenship been granted or revoked. The article concludes that the citizenship policies of the GCC states have been a fundamental aspect of the nation-state building process and the establishment of state-society relations, as well as of a very elaborate strategy to ensure political regime stability, survival and legitimization, especially visible in the aftermath of the Arab Spring. ; Este artículo explora los marcos legales de ciudadanía y naturalización de los seis estados del Consejo de Cooperación del Golfo, y analiza cómo han sido utilizados desde el establecimiento de los estados modernos hasta la actualidad, con especial atención a los acontecimientos posteriores a la Primavera Árabe. En este contexto, se investiga en qué medida ha afectado el carácter rentista de los estados del Golfo al diseño de sus políticas de ciudadanía y naturalización; cuáles son los principales aspectos de dicha legislación en cada país; qué diferencias hay entre la utilización de los marcos legales antes y después de la Primavera Árabe; qué reformas legales se han llevado a cabo tras de la Primavera Árabe; y con qué objetivos se ha concedido o revocado la ciudadanía. International police and other cooperation is a necessity of the modern world and imperative for the survival of human civilization. The goal of cooperation is that states and the international community unite in opposing crime as the greatest peacetime evil in the world. This is particularly in relation to organized crime, terrorism, and corruption and other most serious forms of crime in contemporary society. Cooperation takes place at the bilateral, regional and multilateral levels. Bilateral cooperation mainly has a trans-border character of neighboring countries, while the regional cooperation between states within certain areas such as the SEE region (Western Balkan) or Europe (e.g. Europol). Multilateral cooperation is mainly on a broader level, e.g. in the field of combating terrorism or through universal organizations (e.g. Interpol). International police cooperation in Europe has a long tradition. One part takes place today in this area through the OSCE, with the caveat that this is a global organization that deals with security issues. The Council of Europe is the next organization through which co-operation began in the past and is partly carried out to this day, given that it brings all European countries together (except Belarus). Cooperation is more intensive still throughout the European Union, its forerunners, the current forms of the organization and present mechanisms (EAW- European surrender and arrest warrant).53 The cooperation in the EU, that takes place through Europol as a specialized agency of the Union is especially current, but with minimal operational competencies. In the SEE region, a significant cooperation between countries of the former Yugoslavia and countries in its neighborhood has been achieved. This cooperation is not only based on bilateral and multilateral acts, but primarily regional documents of which the most important are the International Convention on Police Cooperation in SEE and SELEC Convention. According to these and other acts, all the countries in the region have taken part in regional cooperation, since the fight against crime is the common interest of all. This applies in particular to organized crime, terrorism, corruption and other most serious forms of crime. Extremely important shapes, forms and mechanisms of international police cooperation are: exchange of information, joint investigation teams, joint operational actions, liaison officers, contact points, regional centers for police and customs cooperation, joint police stations and others. To recap, international police cooperation in the world today is an expression of anti-criminal solidarity between states and its prospects are clear, because the danger of crime is global and requires a harmonized response at the international level.

This article presents the scenario of foreign and international cooperation policies in Ecuador prior to Rafael Correa ascend to power. In this case, cooperation in the frame of Plan Colombia and the Andean Regional Initiative were considered examples of this policy. The author illustrates the new policies of the current government has been produced by a paradigm guiding Ecuadorian internal and external policies and its link with the association to ALBA, to finish with a confrontation between retorics and practice in commercial and co-operation issues within different countries in South America. ; Este artículo presenta el escenario de la política exterior y cooperación internacional previo al gobierno de Rafael Correa, tomando a la cooperación dentro del Plan Colombia e Iniciativa Regional Andina como ejemplo de la misma. Igualmente, la autora plantea la existencia de un paradigma que rige tanto la política interna como externa del Ecuador y como éste se vincula con el ALBA. Finalmente, confronta el discurso con la realidad comercial y de cooperación de varios países de Sudamérica.
Este artículo presenta en perspectiva histórica la experiencia del autor como alto funcionario en la Comisión Europea a temas ligados a la cooperación al desarrollo de la Unión Europea, tema al cual el autor había previamente contribuido con experiencias y reflexiones provenientes de una trayectoria académica en la Universidad de Barcelona, pero también en organismos privados y públicos, tanto catalanes como españoles e internacionales. Se aborda en particular la contribución de los funcionarios españoles a la elaboración de una perspectiva de cooperación al desarrollo como un proceso interactivo entre sociedades y no exclusivamente entre Estados. El artículo concluye sobre la transformación y expansión de la cooperación al desarrollo europea desde una perspectiva de exportación de un modelo social de desarrollo a otro de orden más estrictamente mercantil y con un cambio paralelo desde una perspectiva intergubernamental a otra más supranacional. El artículo también expone el impacto directo de la integración europea sobre la institucionalización de la cooperación al desarrollo en España, demostrando que gran parte de esa relevancia está directamente ligada a la integración europea. ; In this article the author introduces in historical perspective his experience as former high civil servant of the European Commission in topics related to the Development Cooperation of the European Union. The author had previously worked in such topics both as scholar and practitioner in the University of Barcelona and in public and private institutions in Catalonia, Spain and international organisations. He deals in particular with the contribution made by Spanish civil servants to the creation of a new perspective on development cooperation as an interactive process between societies and not exclusively between states. The article concludes on the transformation and expansion of eu development cooperation from the promotion of social model of development to another more strictly based on economic values which also changed from inter-governmental to a more integrated supranational policy. The article also elaborates on the direct impact of European integration on the institutionalisation of Spanish Development Cooperation, as a clear example of a direct influence of participation of the country to European integration.
The literature on governments without majority continues recording the problem ofachieving agreements between political parties, so it is pertinent to take a look at thereality that enables such statements. This is an exercise in this regard. Specifically, inthis contribution is made the follow-up of the reforms to the Constitution of the stateof Morelos since 1930, to contrast them with the integration of parliamentary groupsin the local Congress, and find out if there is a correlation between its fluctuations andthe amount of constitutional reforms. It has been chosen to focus the attention on suchreforms since they involve a greater exercise of negotiation and building agreements thanthe necessary one to add or amend any other law or regulation. ; La literatura sobre gobiernos sin mayoría sigue consignando el problema de lograr acuerdos entre partidos políticos, por lo que se hace pertinente volver la mirada a la realidad que permite tales afirmaciones. Este es un ejercicio en tal sentido. Específicamente, se realiza en esta contribución el seguimiento de las reformas a la Constitución del estado de Morelos desde 1930, para contrastarlas con la integración de los grupos parlamentarios en el Congresolocal, y averiguar si hay correlación entre sus fluctuaciones y la cantidad de reformas constitucionales. Se ha optado por centrar la atención en dichas reformas porque implican un mayor ejercicio de negociación y de construcción de acuerdos que el necesario para adicionar o reformar alguna otra ley o reglamento.
Colombia es un país bio-diverso ambientalmente, privilegiado por su posición geográfica y recursos naturales. Sin embargo, los problemas ambientales como la deforestación, las sequías, los residuos sólidos en bosques y fuentes hídricas, la polución del aire y la minería ilegal, entre otros, están acabando con los recursos naturales y la biodiversidad del país. Con todo, hay agencias de cooperación internacional oficiales, de países del norte y del sur y Organizaciones No Gubernamentales (ONG), que están ayudando a Colombia a solventar los problemas ambientales. Colombia ha iniciado un proceso de negociación de paz con la guerrilla de las Farc-EP en el año 2012, que concluyó el 24 de noviembre de 2016 a través de la suscripción del Acuerdo de Colón. However, environmental problems such as deforestation, droughts, solid waste in forests and water sources, air pollution and illegal mining, among others; they are destroying the country's natural resources and biodiversity. However, there are official international cooperation agencies from countries in the North and South and Non-Governmental Organizations (NGOs), which are helping Colombia to solve environmental problems. Colombia has initiated a peace negotiation process with the FARC-EP guerrilla in 2012, which concluded on November 24, 2016 through the signing of the Colón Agreement. Within the framework of a favorable economic and social investment situation in the country, certain international donors, from the very beginning of the negotiation to date, have been active in the transfer of resources destined to the conservation of national ecosystems on behalf of the increasingly evident negative global impact that derives from its deterioration ; Pregrado
Following a brief overview of immigration in Spain, the present paper first analyses the main routes of illegal immigration into Spain, giving recent data on the number of arrivals by sea and land to the Iberian Peninsula, Balearic Islands, Canary Islands and Spanish territories in North Africa. The sea has traditionally been the main route of entry to Spanish territory for immigrants primarily from Sub-Saharan Africa. However, the years 2013 to 2015 proved an exception to this rule, with immigration by land outstripping that by sea due to an increase in the arrival of Syrian immigrants to the cities of Ceuta and above all Melilla. Next, a description is given of the political and operational mechanisms established by the Spanish authorities to control Spain's maritime borders, especially in the Canary Islands. Such border control is achieved through unilateral surveillance measures (the Integrated External Surveillance System, Spanish initials: SIVE), bilateral cooperation (inter-state agreements with Morocco and other countries in Sub-Saharan Africa) and regional cooperation within the European Union (EU). This is followed by a discussion of how immigration routes have been affected by increased cooperation between Spain and African States to intercept immigrants in their countries of origin or during transit. There is likewise an analysis of Spain's use of summary returns or pushbacks following assaults or jumps on the border fences surrounding Ceuta and Melilla and attempts of arrival by swimming in Ceuta or by sea to Spanish islands and islets in North Africa, within the framework of the 1992 Spanish-Moroccan agreement on readmission of foreigners who have entered illegally. Lastly, we argue that the reinforcement of border control alone is insufficient to curb migration flows: to be effective, it must be accompanied by common policies in the European countries of destination and increased investment in the countries of origin to provide their citizens with the opportunity to obtain a higher standard of living and overcome the temptation to emigrate as a first option. ; La inmigración en España: rutas migratorias, cooperación con terceros países y derechos humanos en los procedimientos de devolución Tras una breve presentación de la inmigración en España, se analizan las principales vías de entrada a España para la inmigración ilegal, con datos recientes del número de llegadas por vía marítima y terrestre al territorio peninsular y balear, al archipiélago canario y a los territorios españoles en el norte de África. Las rutas marítimas se consolidan como la tradicional forma de acceso al territorio español para los inmigrantes procedentes, principalmente, del África Subsahariana. Una excepción se dio en los años 2013 a 2015, en los que la inmigración por vía terrestre fue superior a la marítima, debido al incremento de la llegada de inmigrantes sirios a las Ciudades de Ceuta y, principalmente, de Melilla. En particular, el análisis se centra en los mecanismos políticos y operativos establecidos por las autoridades españolas para mantener el control de sus fronteras marítimas, especialmente en las Islas Canarias. Estas fronteras marítimas se controlan mediante medidas unilaterales de vigilancia (Sistema Integrado de Vigilancia Exterior –SIVE-), cooperación bilateral (acuerdos interestatales con Marruecos y otros países del África subsahariana) y cooperación regional (dentro de la Unión Europea –UE-). Este estudio destaca cómo el aumento de la cooperación entre España y los Estados africanos en la interceptación de inmigrantes en los países de origen y tránsito ha alterado las rutas migratorias. Igualmente, se analiza la práctica española de las devoluciones en caliente de inmigrantes, tras los asaltos a las vallas fronterizas de Ceuta y Melilla, la llegada a nado a Ceuta o por vía marítima a las Islas y Peñones españoles en el norte de África, en el marco del acuerdo hispano-marroquí de readmisión de extranjeros entrados ilegalmente de 1992. Finalmente, se plantea cómo el refuerzo del control fronterizo es insuficiente para frenar los flujos migratorios, si no se complementa con políticas comunes en los países europeos de destino y con mayores inversiones en los países de origen, que den a sus ciudadanos la oportunidad de tener un nivel de vida más alto y superar la tentación de emigrar, como primera opción. ; Immigration en Espagne: routes migratoires, coopération avec les pays tiers et droits de l'homme dans les procédures de retour Après une brève présentation de l'immigration en Espagne, les principales voies d'entrée en Espagne pour l'immigration clandestine sont analysées, ainsi que des données récentes sur le nombre d'arrivées par mer et par voie terrestre vers les territoires péninsulaire et baléare, les îles Canaries et les territoires espagnols en Afrique du nord. Les routes maritimes sont consolidées en tant que forme traditionnelle d'accès au territoire espagnol pour les immigrants originaires principalement de l'Afrique subsaharienne. Une exception s'est produite entre 2013 et 2015, dans laquelle l'immigration par voie terrestre était supérieure à la mer, en raison de l'augmentation du nombre d'immigrants syriens dans les villes de Ceuta et, principalement, de Melilla. Ces frontières maritimes sont contrôlées par des mesures de surveillance unilatérales (Système de surveillance externe intégré –SIVE-), une coopération bilatérale (accords entre États avec le Maroc et d'autres pays d'Afrique subsaharienne) et une coopération régionale (au sein de l'Union européenne –UE-). Cette étude souligne en quoi la coopération accrue entre l'Espagne et les États africains en matière d'interception des immigrants dans les pays d'origine et de transit a modifié les itinéraires de migration. De même, la pratique espagnole des renvois ou refoulements 'à chaud' d'immigrants est analysée, après les assauts contre les barrières frontalières de Ceuta et Melilla, les arrivées en nageant à Ceuta ou par voie de mer dans les îles, les îlots et les rochers espagnoles en Afrique du Nord; pratique espagnole qui a comme cadre juridique l'accord de réadmission hispano-marocain de 1992 pour les étrangers entrés illégalement. Enfin, le renforcement des contrôles aux frontières est insuffisant pour freiner les flux migratoires, s'il n'est pas complété par des politiques communes dans les pays européens de destination et par des investissements plus importants dans les pays d'origine, qui donnent à leurs citoyens la possibilité d'un niveau de vie plus élevé et de vaincre la tentation d'émigrer, comme première option.
Durante siglos, la persistencia de relaciones contradictorias entre las comunidades locales de la Raya ibérica y los poderes estatales y regionales de la frontera ha conformado un desarrollo difícil para la cooperación transfronteriza. En su territorio, el despoblamiento, el retroceso de la agricultura, el desmantelamiento de la industria local y la precariedad de los servicios fueron creando un espacio en crisis, un espacio perdedor, en términos de darwinismo territorial. Sin embargo, desde hace unas décadas, en un nuevo marco institucional de cooperación entre los Estados de la Unión Europea, aparecen programas y fórmulas que intentan favorecer a los territorios de la frontera. Su implantación ha conseguido mejorar algunos elementos estructurantes, ya sean, puentes, carreteras, puertos y otras infraestructuras, pero no consiguen desterrar graves problemas de despoblamiento y atonía económica en la mayor parte del territorio rayano. Como hipótesis de partida, creemos que las políticas de cooperación transfronteriza han beneficiado a las estructuras políticas del Algarve, Alentejo y Andalucía, pero no han repercutido en el desarrollo de la Raya, ni en su gobernanza, ni en su dinamización productiva. Antes bien, los espacios fronterizos han aumentado su grado de marginalidad territorial con respectos a centros urbanos muy alejados de su problemática como pueden ser Lisboa y Sevilla. En consecuencia, el objetivo de este artículo es conocer y evaluar los efectos de los programas de cooperación transfronteriza de la Unión Europea en el ámbito de la Eurorregión conformada por Andalucía, Algarve y Alentejo, en las escalas regionales y en los espacios de frontera, especialmente desde el año 2000, cuando el programa INTERREG III comenzó a tener alguna repercusión en la cooperación transfronteriza. The persistence of contradictory relationships between the local communities of the Iberian Raya and state and regional authorities of the border has formed a difficult development for this territory, where depopulation, the decline of agriculture, dismantling of local industry and precariousness of services are creating a space in crisis, a loser space in terms of territorial Darwinism. In a new institutional framework for cooperation between the States of the European Union, a few decades ago new programs and formulas have appeared, trying to stimulate cross-border territories. Its implementation has improved some structural elements (bridges, ports and other infrastructures) but can not completely eradicate the serious structural problems of most of this frontier area. As hypothesis we believe that the policies of cross-border cooperation have benefited the political structures of the Algarve, Alentejo and Andalusia, but have not had repercussions in the improvement of the governance nor the development of border areas, which have increased their degree of territorial marginality respect to the nearest urban centres (Lisbon and Seville) and continue losing population. Therefore, the objective of this paper is to understand and assess the effects of cross-border cooperation programs of the European Union in the area of this AAA Euroregion, on regional scales and on border spaces, especially from the INTERREG III (2000-2006).
