The paper deals with cross-border insolvency protocols as special source of insolvency law. Protocols are agreements between parties in insolvency procedure that deal with many significant questions in order to establish cooperation and coordination between participants. Protocols are used in cross-border insolvency proceedings in order to overcome differences between state legislation that can pose major obstacle for maximization of the value or efficient reorganization procedure. This instrument has special significance in cases of cross-border-group-insolvencies. Namely, in this case every subsidiary is a separate entity, but the preservation of economic value of the group as a whole calls for cooperation between insolvency practitioners and/or judges. The topic is especially interesting having in mind that European Insolvency regulation Recast explicitly mentions the use of protocols as means of cooperation (Recital 49). This will most definitely have broader implications on insolvency laws of civil law countries and it will contribute to wider use of protocols in these countries.

İnsanoğlu varoluşu nedeniyle siyasi bir varlıktır. Ortadoğu diye adlandırdığımız bölge tarihin, medeniyetlerin ve siyasetin ana kaynağı olması hasebiyle siyasi ittifaklara tarih boyunca sahne olmuş bir bölgedir. İçinde yaşadığımız 21. Yüzyılda ülkemizin giderek gelişip dünya siyasetinde aktif rol oynamaya başlaması tarihi bağları olan yakın coğrafyalara yönelmesini de beraberinde getirmiştir. Türkiye son 10 yılda yani Adalet ve Kalkınma Partisinin iktidara gelmesiyle çok büyük bir kalkınma ivmesi kazanmıştır. Ancak gelişme ve dünya siyasetinde rol oynama arzusunun yakın coğrafyaların kazanılmasıyla gerçekleşeceğine inanan Türk Dış Politikasının yeni mimarı Ahmet Davutoğlu, belirlemiş olduğu yeni yol haritasında bütün yakın komşularla sıfır sorun ortamı yaratıp ilişkilerin en üst seviyeye çıkarılmasını amaçlamıştır. Bu bağlamda, Türk Dış Politikası yeni vizyonu ile yakın coğrafyalarda yeni müttefikler arama yoluna girmiştir. Dünya siyasetine bakıldığında son 10 yılda meydana gelen gelişmelere dikkat çekilecek olursa; Türkiye?nin ekonomik kalkınmaya başlaması ve bol miktarda dış yatırımlara ihtiyaç duyması aynı zaman da Körfez Arap ülkelerinin kasalarını taşıran nakit fazlasının özellikle 11 eylül saldırılarından sonra yeni ve güvenli limanlar aramaya başlamış olması göze çarpmaktadır. Bu gelişmeler göz önünde bulundurulduğunda Körfez İşbirliği Konseyi?ne üye ülkeler ve Türkiye?nin yakınlaşması çokta sürpriz olarak karşılanmamalıdır. Zira her iki tarafında birbirine farklı nedenlerden dolayı ihtiyaç duyduğu açıkça farkedilebilmektedir. Bununla birlikte Körfez ülkelerinin bölgedeki güvenlik kaygıları bulunmakta ve Türkiye?ye yakınlaşarak bunu kısmen aşmaya çalışmaktadırlar. Özellikle İran bu ülkeler tarafından büyük bir tehdit olarak görülmektedir. Bu noktada Türkiye ve Körfez ülkeleri aynı kaygıları taşımasalar da farklı çıkarlar onları ortak bir noktada buluşturmaktadır. Sonuç olarak son on yılda Türkiye ve Körfez ülkeleri arasında büyük bir yakınlaşma olmuştur. Bu yakınlaşma çok büyük ortaklıkları beraberinde getirmiştir. Bu yakınlaşmayı etkileyen en önemli unsurlar da değişen Türk Dış Politikası ve küresel konjonktürün bu iki tarafı yakınlaşmaya zorlaması denilebilir. Çalışmada da belirtildiği gibi ilişkiler gelişmeye devam etmekte ve ileriki safhalarda ilişkilerin güvenlik ortaklıkları boyutuna taşınıp daha da kökleşeceği öngörülebilmektedir. ; The Middle East region, as it has been in every stage of history, continues to take an active role without depreciating in the current century. Mankind is by nature a political existence. For that reason, the history or humankind has witnessed various political alliances. The region called as the Middle East had witnessed many political alliances due to the fact that the area is the source of history, civilizations and politics. The fact that Turkey started to develop day by day and play a crucial role in world politics in 21st century leads to interrelations with close regions. In the last decade, in other words after Justice and Development Party came into power; Turkey has gained a great growth rate. However the new master of Turkish Foreign Policy Ahmet Davutoğlu who draw a vision for Turkish Foreign Policy believes that, convergence with the immediate surroundings will help in development and being one of the major players of world politics. As it is explained in this study the last decade has witnessed to a significant convergence between Turkey and the Gulf Cooperation Council states. To examine the last ten years in the world politics one can see that: After the 9/11 attacks GCC states started to look for other safe destinations for their overflowed cashes. However Turkey as an emerging economy needed for foreign investments. These two factors are seen to be drawing force behind the convergence of these entities. In addition to that the threat perception of the GCC states associated from Iran forced them to look for a strategic regional partner. Although Turkey and the GCC do not have common stand towards Iran, their different interests brought them on the ground of convergence. Nevertheless, the new Turkish Foreign Policy perspective and the global conjuncture played a crucial role in convergence of these parties. To consider all, it seems that the bilateral relations will be carried further since both Turkey and the GCC are eager to establish partnership. It is expected that there will be a security partnership established between Turkey and the GCC. If such attempt comes true, definitely the bilateral relations will reside on a steady ground. International police and other cooperation is a necessity of the modern world and imperative for the survival of human civilization. The goal of cooperation is that states and the international community unite in opposing crime as the greatest peacetime evil in the world. This is particularly in relation to organized crime, terrorism, and corruption and other most serious forms of crime in contemporary society. Cooperation takes place at the bilateral, regional and multilateral levels. Bilateral cooperation mainly has a trans-border character of neighboring countries, while the regional cooperation between states within certain areas such as the SEE region (Western Balkan) or Europe (e.g. Europol). Multilateral cooperation is mainly on a broader level, e.g. in the field of combating terrorism or through universal organizations (e.g. Interpol). International police cooperation in Europe has a long tradition. One part takes place today in this area through the OSCE, with the caveat that this is a global organization that deals with security issues. The Council of Europe is the next organization through which co-operation began in the past and is partly carried out to this day, given that it brings all European countries together (except Belarus). Cooperation is more intensive still throughout the European Union, its forerunners, the current forms of the organization and present mechanisms (EAW- European surrender and arrest warrant).53 The cooperation in the EU, that takes place through Europol as a specialized agency of the Union is especially current, but with minimal operational competencies. In the SEE region, a significant cooperation between countries of the former Yugoslavia and countries in its neighborhood has been achieved. This cooperation is not only based on bilateral and multilateral acts, but primarily regional documents of which the most important are the International Convention on Police Cooperation in SEE and SELEC Convention. According to these and other acts, all the countries in the region have taken part in regional cooperation, since the fight against crime is the common interest of all. This applies in particular to organized crime, terrorism, corruption and other most serious forms of crime. Extremely important shapes, forms and mechanisms of international police cooperation are: exchange of information, joint investigation teams, joint operational actions, liaison officers, contact points, regional centers for police and customs cooperation, joint police stations and others. To recap, international police cooperation in the world today is an expression of anti-criminal solidarity between states and its prospects are clear, because the danger of crime is global and requires a harmonized response at the international level.
Soğuk Savaş sonrası uluslararası sistem dış politikada farklı amaçları olan ülkelerin işbirliği yaptıkları takdirde kazançlı çıkabilecekleri bir yapı ortaya çıkardı. Bazı ülkeler bu işbirliği olanaklarını değerlendirirken bazıları bunu hayata geçiremedi. Makalede Hazar bölgesinde yer alan ve enerji zengini olan Türkmenistan ve Azerbaycan ile NATO üyesi bir bölgesel güç olan Türkiye'nin işbirliği ve bunun olası etkileri analiz edilecektir. Türkmenistan, Azerbaycan ve Türkiye'nin enerji alanındaki işbirliğinin yanı sıra her üç ülkenin dışişleri bakanlarının bir araya gelerek bir vizyon ortaya koymaları entegrasyon yerine çatışmanın ön planda olduğu ve bir tarafın kazancının diğer tarafın mutlak kaybı olarak anlaşıldığı bir coğrafyada örnek bir işbirliği modeli oluşturmaktadır. ; The post-Cold War international system generated a structure in which cooperation among countries with different foreign policy objectives would be beneficial. While some countries have managed to take advantage of this, others have not been so successful in doing so. In this article, cooperation among the energy rich Caspian states of Turkmenistan and Azerbaijan and the NATO member and regional power of Turkey, and the possible impact of this cooperation will be analysed. Besides cooperation in the energy field among the three countries, foreign ministers of Turkmenistan, Azerbaijan and Turkey came together with a vision, which constitutes an important cooperation model, particularly, because the region is mainly dominated by conflict rather than integration and relations are conducted within the parameters of a zero-sum game in the region.
Geçmiş dönemlerden itibaren uluslararası alanda Karadeniz Bölgesi, önemini koruyan bir bölge olmuştur. Stratejik, ekonomik ve politik alanda her zaman önemini koruyan Karadeniz Bölgesi, soğuk savaş sonrası dönemde politikaların çatıştığı bir alan olmuştur. Bu durumun ortaya çıkmasının nedeni ise Sovyetler Birliği'nin dağılması ile birlikte yeni devletlerin ortaya çıkmasıdır. Bu yeni oluşan devletler ya kendileri ya da kendileri üzerinden Rusya ve Amerika Birleşik Devletleri (ABD), Karadeniz'deki çıkarlarını kollama yoluna gitmiştir. Böylece Karadeniz, yeni bir çatışma alanı olmuştur. Her çatışmanın ve savaşın karşılıklı işbirliği ve güvenlik doğuracağı gerçeği, Karadeniz'de yeni işbirliklerini ve güvenlik anlayışını doğurmuştur. Hem ABD hem de Rusya bu anlayışı farklı aktörler, farklı araçlar ve niyetlerle sürdürmüştür. Bu çerçevede soğuk savaş döneminde Karadeniz'e komşu olan ülkeler, Karadeniz üzerinden kendi güvenliklerini sağlamak amacıyla Karadeniz Ekonomik İşbirliği Örgütü (KEİÖ)'nün temellerini atmış ve gelebilecek tehditlere karşı birlik içerisinde hareket etmeyi amaçlamıştır. Bu ve buna benzer işbirlikleri, Karadeniz'in, soğuk savaş sonrası oluşan dünyanın yeni odağı, olduğunu göstermektedir. Ayrıca Karadeniz'in, dünyanın yeni odağı haline gelmesiyle birlikte gelişen olaylar sonucu, işbirliğinin kaçınılmaz olmasının temel nedeni ise güvenlik kaygısının ortaya çıkmasıdır. Karadeniz'e kıyısı olan ülkeler ise bu durumun önemini kavrayarak daha çok Batı Bloku'ndan gelebilecek tehditlere karşı işbirliği ve güvenlik politikaları geliştirmiştir. ; Black sea region maintains its importance in the international area since previous periods(ya da throughout the history). The black sea region that has been always maintaining its importance with regard to the field of strategical and political economy has been a region where policies conflict with each other post-Cold war. The reason for this shown up situation arises from the emergence of new states with the disintegration of the soviets. These newly formed states have chosen to protect their interests in the Black Sea either by themselves or Russia or the Us. Thus black sea has been a new region for the conflicts. The fact that each conflict and war will lead to mutual cooperation and security paves the way for the new sense of security and cooperation in the region. Both the us and russia have put forward this sense with different actors, tools and intentions. In this framework, the states that are adjacent to the Black sea in the Cold war period have established the basis of Black Sea Economic Cooperation in order to provide their own security over the region (Black Sea) and aimed to act jointly against any threats. This and similar collaborations show that Black Sea is the new focus of the world after the cold war. Furthermore, the fact that black sea is the new focus of the world and events caused by the cooperations has caused security concerns. The states that have coasts of Black sea have developed the cooperation and security policies against any threats coming from the Western Bloc by comprehending the importance of this situation.
Tarih boyunca ülkeler birbirleri ile sürekli iletişim halinde olmuşlardır. Bazı devletler iletişim araçlarını etkin kullanmış ve süper güç veya bölgesel güç olmuşlardır. Bu bağlamda yeni dünya düzenin de yeni kavramlar ve yaklaşımlar oluşmaya başlamıştır. Konstrüktivizm (Sosyal İnşacı Yaklaşım) bu bağlamda oluşan yeni bir yaklaşım olarak dış politikada yerini almıştır. Yine yumuşak güç sert kavramı dış politika kavramları arasına girmiştir. Bir devletin süper güç olması diğer güçleri farklı arayışlara itmiştir. Gücün araçları değişmiş, artık sert ve askeri güç yerini ikili ilişkileri kuvvetlendirici yumuşak güce bırakmıştır. Sert güç caydırıcı bir faktör olmakla birlikte uluslararası ilişkilerde ki boşluğu tam olarak dolduramamış ve yerini yumuşak güce bırakmak zorunda kalmıştır. Bu kapsam yumuşak güç araçları bir devlet politikası olmuştur. Gelişmiş ülkelerden Amerika Birleşik Devletleri, İngiltere, Fransa, Japonya, Almanya vb. devletler artık devlet destekli yardım fonlarını dış politika aracı olarak görmelerinden dolayı desteklemektedirler. Türkiye'de de TİKA gibi devlet destekli kurumlar yapmış oldukları yardım ve projelerle ön plana çıkmaktadır. 1990'lı yıllara kadar dış yardım miktarları çok yetersiz kalmıştır. TİKA'nın kurulmasıyla başta Orta Asya ülkeleri başta olmak üzere dünyanın 140'tan fazla ülkesine yardım ve projeleriyle katkı sağlamıştır. Afrika Orta Asya ve Güney Doğu Asya, Balkanlar ve Kafkaslar, Ortadoğu, Latin Amerika da önemli projelere imza atan TİKA, Türkiye'nin dışa açılan kapısı olmuştur. TİKA'nın uyguladığı projeler devletlerarasındaki diplomasinin gelişmesini kolaylaştırdığı gibi ticari ilişkilerin de iyileşmesinde önemli rolü olmuştur. 1990 öncesinde kültürel bağlarımızın kuvvetli olduğu Orta Asya Türk cumhuriyetleri ile olan ticaretimizin az olması ve TİKA sonrasında ticari ilişkilerin hızlı bir şekilde artması TİKA'nın misyonunu anlamamız bakımından iyi bir örnektir. Ekonomik ilişkilerin iyileşmesi yalnız Orta Asya Türk Cumhuriyetlerinde değil Afrika, Balkanlar Ortadoğu, Asya ve Güney Doğu Asya'da kendini göstermiştir. ; Throught history, countries have been in constant contact with each other. Some states have used communication tools effectively and have become superpowers or regional powers. In this context, new concepts and new approaches have begun to emerge in a new world order . Constructivism ( Social Constructivist Approach ) has taken its place in foreign policy as a new approach in this context. On the other hand the concept of soft and hard power has become one of the foreign policy concepts. A state being a superpower push other powers in different seeks. The tools of power have changed. Now the hard and military power has left the place to soft power which strengthening of bilateral relations. Although the hard power has become a deterrent factor, it has not fully filled the gap in international relations. For that reason hard power lad to leave the place to soft power. In this context soft power tools have become a state policy. The developed countries like United States of Amerika, Britain, France, Japan Germany etc. are supporting state- aid fund because of their views as foreign policy instruments. In Turkey, state-funded institutions such as Turkish Cooperation and Coordination Agency ( TİKA) come into prominence with their aids and projects. Until 1990's the amount of foreign aid has been insufficient. With the estanblishment of Turkish Cooperation and Coordination Agency contributed with their helps and projects especially Central Asian countries and also more than one hundred and fourty countries of the world. TİKA, which has made important projects in Africa, Central Asia and South East Asia, Balkans and Caucasus, Middle East, Latin America has become the outward opening door of Turkey. The projects implemented by TİKA have facilitated the development of diplomacy between states and also played an important role in improving trade relations. Before 1990, Turkey and Central Asian Turkish Republics culturel ties are strong but trade relations low. After the TİKA commercial relations increase.So it is a good example to understanding the mission of TİKA. The improvement of economic relations has not only occured in the Cenral Asian Turkish Republics but also in Africa, The Balcans, The Middle East, Asia and Southeast Asia
United States participation in international politics during the period between the two world wars, come not only from the general and often declarative interest in peace, but was also a consequence of extremely rapid expansion of their foreign trade and overseas capital investments. It was a period of intense financial diplomacy, when efforts to maintain the gold standard, to determine the amount of reparations and the manner of payment of war debts, brought confusion not only in relations between victors and vanquished, but also in relations between the United States and its former European allies. Abandonment of the gold standard and the creation of the tripartite agreement between the United States, Britain and France, in the 1936, was a milestone in the development of international monetary cooperation and the role of United States in international economic relations. .
Yerel hizmet sunumunda yerel yönetim ve sivil toplum kuruluşları paydaşlığı ortaya konurken devlet anlayışının geçirdiği değişim önemlilik arz etmektedir. Aslında değişen devlet anlayışı kamu yönetimindeki dönüşümü beraberinde getirmiştir. Bu dönüşüm sürecinde kamu hizmetinin sunucuları değişkenlik göstermektedir. Bu açıdan değerlendirildiğinde yerelleşmenin önem kazanmasıyla kamu hizmet sunucusunun çoğunlukla yerel yönetimler olduğu öngörülmektedir. Ayrıca bu süreçte katılımcılık ve demokrasi kavramları ön plana çıkmış olup, bu kavramlar kamu hizmet sunumunda sivil toplum kuruluşlarının aktör olarak ele alınabileceğini ortaya koymuştur. Bu çalışmada değişim sürecinde söz konusu paydaşlık, Türkiye açısından ele alınmış olup, kamu hizmeti sunumunda yerel yönetim sivil toplum kuruluşları işbirliğinin teorik izahı yapılmaya çalışılmıştır. ; While cooperation between local government and non-governmental organizations in local service delivery is revealed, the changing in the comprehension of the state is important. In fact, the changing in the comprehension of the state brought about the transformation in public administration. In this transformation process, the public service providers vary. From this point of view, with the importance of localization, it is foreseen that the public service provider is mostly local governments. Furthermore, the concepts of participation and democracy came to the forefront in this process and these concepts revealed that non-governmental organizations can be considered as actors in the provision of public services. In this study, the cooperation involved in the change process is discussed for Turkey and the theoretical explanation of the cooperation of local government and non-governmental organizations in the public services delivery has been tried.
Crime and violence pose a serious challenge to Mexico. The problem appears to be growing worse, with 2011 on pace to become the most violent year on record. The rising violence in Mexico has resulted in a sharply heightened sense of fear among citizens, who now feel the presence of cartels in their every day lives. The use of extortion and kidnapping by cartels combined with a lack of trust in security forces terrorizes the population and makes them feel like they have no where to turn. Despite this fact, crime rates in Mexico remain lower than in other parts of Latin America. Venezuela, for example, has among the highest homicide rates in the world. Yet the pervasive infiltration of cartels into public life gives Mexicans a heightened sense of the severity of violent crime in their own country. Although accurate statistics are hard to come by, it is quite possible that 60,000 people have died in the last six-plus years as a result of armed conflict between the Mexican cartels and the Mexican government, amongst cartels fighting each other, and as a result of cartels targeting citizens. Mexico has been struggling with drug production and drug transit through its territory from South America to the U.S. for many decades, given the fact that it is the most important transit country for drug production originating from South America. In recent years, the escalating violence in Mexico has led to dramatic deterioration of the security situation. Recent wave of drug-war violence is associated with the beginning of the term of President Felipe Calderón in December 2006. The immediate implications of his assumption of the presidency and his hard-line policy, which he has applied against drug cartels and organized criminal groups across the country, were the deployment of Mexican army to fight cartels and the gradual weakening of the influence of local and state police at the expense of federal troops. This was done in order to combat corruption and collaboration of local law-enforcement institutions with drug trafficking organizations (DTOs). The consequence of such a policy, however, has been increased violence among rival cartels and between them and the federal police and military, resulting in a dramatic increase of the number of victims. The future of US-Mexican counter drug cooperation, as well as of the whole bilateral relation in the area of security, depends on the outcome of US presidential elections. As for Mexico, Enrique Peña Nieto takes the office on December 1, 2012 that will mark a comeback of his party PRI after 12 years in opposition. As far as the security strategy of the future Mexican President is concerned, there are no significant changes to be expected. Peña Nieto seems to be aware of the current situation and its consequences as well as of the inevitability of an extremely close and dynamic mutual cooperation with the US.
Bu çalışmada Kırgız Cumhuriyeti'nin güvenlik alanında uluslararası örgütlerle olan işbirliği ve bu işbirliğinin pespektifleri ele alınmıştır. Kırgız Cumhuriyeti, bağımsızlığını elde etmesiyle beraber acil ve etkili bir çözüm gerektiren bir takım sorunla karşı karşıya kalmıştır. Bağımsızlığını yeni kazanmış olan Kırgız Cumhuriyeti'nin gündemindeki en önemli sorunlardan biri de ülkenin güvenlik sorunu olmuştur. Bunun da nedeni, SSCB'nin dağılmasından önce var olan uluslararası, bölgesel ve iç güvenlik mekanizmalarının ve sistemlerinin, ulusal çıkarlarını koruma konusunda zengin bir tecrübeye sahip olmayan Kırgızistan gibi yeni uluslararası aktörleri tehdit eden çağdaş sorunların çözümünde etkisiz kalmasıdır. Böyle bir durumda Kırgız Cumhuriyeti kendi ulusal güvenliğinin korunmasını sağlayabilmek için yeni mekanizmalar aramak zorunda kalmıştır. Bu bağlamda, Kırgızistan için ulusal güvenliğin korunmasını amaçlayan kendi sisteminin oluşturulmasına yönelik ana mekanizmalardan biri, güvenlik alanında çeşitli uluslararası ve bölgesel örgütle yapılan işbirliği olmuştur. Uluslararası ilişkilerin ve uluslararası hukukun gelişiminin bugünkü aşamasında uluslararası örgütlerin rolünün önemli ölçüde arttığını ve güçlü bir işbirliği merkezi haline geldiğini söylemek mümkündür. Hükümetler arası ve uluslararası birçok sivil toplum kuruluşu, resmi ve gayri resmi kuruluşun Orta Asya bölgesinde ve Kırgızistan'daki güvenlik, barış ve istikrar konularında Kırgız Cumhuriyeti ile işbirliğinin gelişmesine ciddi bir önem gösterdiğini de belirtmek gerekmektedir. Bu da büyük ölçüde, Kırgızistan'ın bölgedeki istikrarsızlık merkezlerinin (örneğin Afganistan) ve bunun yanı sıra Rusya ve Çin gibi büyük uluslararası oyuncuların yakınında yer alan jeopolitik konumundan kaynaklanmaktadır. Kırgızistan da, dünya topluluğunun pek çok ülkesi ile yakınlaşmaya, karşılıklı fayda çerçevesinde işbirliği yapmaya ve kurmuş olduğu kapsamlı ve adil ilişkileri geliştirmeye çalışmaktadır. Böylece, uluslararası işbirliği ve güvenlik konusuyla alakalı olarak uluslararası kuruluşlara olan aktif katılım Kırgızistan'ın yeni jeopolitik stratejisi haline gelmiştir. Bu bağlamda, çalışmanın ana amacı çeşitli uluslararası örgütlerin Kırgız Cumhuriyeti'nin ulusal güvenliğini oluşturma süreci üzerindeki etkisini incelemek, bu işbirliğinin etkinliğini değerlendirmek ve Kırgızistan'ın çeşitli uluslararası örgütlerle güvenlik alanında işbirliğinin geliştirilmesine yönelik beklentileri değerlendirmektir. ; This paper is devoted to the analysis of cooperation and its perspectives established by Kyrgyz Republic with international organizations in the field of security. Since declaring independence, Kyrgyz Republic has been faced with a myriad of problems that require urgent and effective solutions. One of the main issues on the agenda of the new independent state was the problem of security. The reason lied in the fact that the international, regional and internal security mechanisms, which existed before the collapse of the USSR system, became ineffective in dealing with the current problems that threatened new international actors such as Kyrgyzstan, which did not have enough experience in protecting their national interests. Thus, Kyrgyz Republic needed to establish new mechanisms with the purpose of protecting its national security. In this respect, cooperation with various international and regional organizations in the field of security has become one of the main strategies for the formation of a new system in protecting national security for sovereign Kyrgyzstan. Indeed, at the present stage as far as the development of international relations and international law is concerned, the role of international organizations has significantly increased, and they have become centers of cooperation on many global and regional issues. It is also worth noting that many international, governmental and non-governmental organizations have shown significant interest and displayed initiative in the development of cooperation with Kyrgyz Republic on the issues of security, peace and stability in the country and in the Central Asian region. This is largely due to the geopolitical position of Kyrgyzstan, which is located near precarious regions (for example, Afghanistan), as well as major international players as Russian Federation and China. Kyrgyz Republic, in turn, strives for closer and mutually beneficial cooperation with most countries of the world with a view to establish comprehensive and equitable relations with them. Thus, international cooperation, active participation in international security organizations became the new geopolitical strategy of Kyrgyzstan. In this context, the aim of this study is to investigate the influence of various international organizations in the process of forming national security for Kyrgyz Republic at different levels, to evaluate the effectiveness of this cooperation as well as to consider the prospects of further development.

Buna ek olarak, siber güvenliğin sağlanmasındaki kısıtlı uluslararası işbirliği çabaları, Rusya-Ukrayna Krizi'nde Siber Berkut'un eylemleri ile sosyal medyada siber korsan ve terör gruplarının meydan okumaları incelenmiştir. Ayrıca, Türkiye'nin ulusal güvenlik stratejisi siber yeterlilikleri gelişmiş olan devletlerle kıyaslanmış ve Türkiye için bir siber güvenlik modeli ortaya konulmuştur. 'Beşinci Boyut' olarak adlandırılan siber uzayın güvenlik algısında yarattığı değişimler, ulus devletin kara, hava, deniz ve uzayın yanı sıra siber alanda da tavizsiz güç yarışını sürdüreceğini göstermektedir. Bununla birlikte, devletlerin siber diplomasiyi yabancı devletlerin halklarını etkilemede etkin bir araç olarak kullandıkları, siber istihbarat faaliyetlerine önem verdikleri ve siber ordular kurdukları görülmektedir. Siber güvenlik stratejilerinde devletlerin ulusal yazılımlarını geliştirmeye öncelik vermeleri ulusal güvenlik kaygılarının uluslararası işbirliğinin önüne geçebileceğine işaret etmektedir. Çalışmada uluslararası siber güvenliğin sağlanması için siber terör gruplarıyla olan mücadelede uluslararası işbirliğinin sağlanması gerektiği sonucuna ulaşılmıştır. ; In our era, when knowledge is equal to power, cyber space – where information is shared with one click – has led to radical changes in the national and international perception of security. This master's thesis researches how the perception change that cyber space has created affects the national security strategies of states. After the analysis of the conceptual and theoretical frameworks, we have defined the relations among nation states and the relations between nation states and non-state actors as reactional, strategic and diplomatic. In addition, we have examined the limited attempts of international cooperation, the acts of Cyber Berkut in the Russia-Ukraine Crisis and some challenges raised by hacktivist and terror groups in cyber space. Furthermore, we compared Turkey's national cyber security strategy to the states with developed cyber capabilities, and a cyber security model for Turkey has been put forward. The changes cyber space or 'The 5th Domain' has led to in the perception of cyber security demonstrates that the fierce power struggle among nation states will continue not only in land, air, sea and space but also in cyber space. Along with this, it has been observed that states use cyber diplomacy as a powerful means of influencing the people of foreign countries, they give importance to cyber intelligence activities and they establish cyber armies. The fact that nation states give priority to developing their national software suggests that concerns about national security will surpass the efforts of international cooperation in cyber space. In order to ensure international cyber security and to cope with cyber terror, it has been concluded in the thesis that international cooperation is a must.
Bu çalışmada Türkiye Selçuklu Devleti ile Kilikya Ermenileri arasındaki siyasi ilişkiler incelendi: Türklerle Ermeniler arasındaki ilişkiler Selçukluların Anadolu'ya girişi ile başlar. Bizans yönetiminde baskı altında yaşayan Ermeniler, Selçukluları kurtarıcı olarak karşıladılar. Ancak Haçlı Seferleri sırasında Hıristiyanlar, Ermenileri Türklere karşı kışkırttılar. Haçlıların yardımı ile Çukurova bölgesini ele geçiren Ermeniler burada bir baronluk kurdular. Ermeniler Haçlılarla ittifak yaparak Türk topraklarına saldırılar düzenlediler. Haçlılar Kilikya Ermenilerini baronluktan Krallığa yükselttiler. Türkiye Selçuklu Sultanları İzzeddin Keykâvus ve Alâeddin Keykubâd zamanında Selçuklular Ermenileri kendilerine tabi hale getirdiler. 1243 Kösedağ savaşı sırasında Ermeniler Selçuklulara ihanet ettiler. Moğollarla işbirliği yapan Ermeniler Selçuklu Sultanı Alâeddin Keykubad'ın eşi Hunat Hatun'un yolunu kesip, Moğollara teslim ettiler. Moğollar Hunad Hatun'u şehit ettiler. Türkiye Selçuklularının yıkılması ile Ermenilerle mücadeleye Memluk Devleti devam etti. Kilikya Ermeni Krallılığına Memluklar son verdi. ; The political relations between Turkey Seljuk States and the Cilician Armenians have been viewed in this article: The relations between Turks and Armenians have begun by coming of Çağrı Beg'sto Anatolia. Armenians who was living under pressure of Byzantine rul ewel comed Seljuks as liberators. However Christians provacated the Armenians against the Turks during the Crusades .Armenians who captured the Çukurova region by the help of the Crusaders, so they established a barony there. Armenians as attacks on Turkish territory by having alliance with Crusaders. Crusaders raised the Cilicia Armenians from baronage to kingdom. In the period of İzzeddin Keykavus and Alâeddin Keykubâd who are theTurkey SeljukSultans had Armenians subject to them. Duringthewar of Kösedağ in 1243, Armenians betrayed the Seljuks. By the cooperation of Mongolians, Armenians barried the path of theSeljuk Sultan Alaeddin's Khatun, and they caught Hunat Keykubad. Then, handed her theMongols. Mongols martyred Khatun Hunad. By the destruction of Turkey Seljuks, the Mamluk Empire continued to fight with Armenians. Mamluks kingdom put an end to Armenian Cilicia.
Dünya ekonomik sisteminde ülkeler, karşılıklı uluslararası bağımlılığı arttırmak ve kendi ülke çıkarlarını koruyarak daha yüksek refaha sahip olmak için liberalleşme olgusuna daha sıcak bakmaktadırlar. Rekabet koşullarıyla mücadele etmek, üretim hacmini ve verimliliklerini arttırmak gibi amaçlarla ticaretin serbest olduğu ekonomik birlikler oluştururlar. Bu entegrasyonlar üye ülkelerin birbirleri arasındaki ticaretinde olumlu sonuçlar yaratsa da üye olmayan ülkeler ile yapılan ticarette dışlama etkisi yaratabilmektedir. Türkiye'nin ekonomik entegrasyonlar çerçevesinde Avrupa Birliği (AB) üyelik sürecinin sancılı geçmesi Gümrük Birliği (GB) Anlaşması'nı tartışılır hale getirmiştir. Bu durumda Türkiye'nin GB'ye farklı bir seçenek olarak değerlendirilebilecek olası Şanghay İşbirliği Örgütü (ŞİÖ) üyeliğinin dış ticaretimiz üzerinde yaratacağı etki ülkenin uluslararası iktisat politikasına ışık tutması açısından önemlidir. ŞİÖ Orta Asya'da kapsadığı alan bakımından zengin doğal kaynaklara sahiptir ve örgüt sınırlarının çevresinde güçlü devletlerin varlığı söz konusudur. Bu bakımdan önemli bir jeopolitik ve stratejik bölge statüsündedir. Bu açıdan bakıldığında Türkiye'nin örgüte üyeliğinin önemi açığa çıkmaktadır. Nitekim hem siyasal hem de ekonomik anlamda küresel bir aktör olma hedeflerine katkı sağlayabilecektir. Türkiye tarihsel ve kültürel bağları bulunan bu örgüte üyelik konusunda çekimserdir. ŞİÖ de Türkiye'nin şimdiye kadarki üyelik taleplerine sıcak bakmamıştır. Ancak hem örgütün hem de Türkiye'nin reddedemeyeceği bir durum vardır. ŞİÖ sınırlarına komşu olduğu ve Avrupa ile arasında bir köprü görevi gören Türkiye ile ilişkilerini daha sıkı tutmak ve ilerletmek zorunda kalacaktır. En başından beri Sırpların çoğunluğu, Eski Yugoslavya için Uluslararası Ceza Mahkemesi'ni sadece Sırpları cezalandırmak için kurulmuş Sırp karşıtı bir mahkeme olarak değerlendirmişlerdir. Bu düşünce, doğal olarak mahkeme ile işbirliği konusunda ciddi bir dirence neden olmuştur. Buna ilaveten, Avrupa Birliği ve ABD'nin Sırplara milli kahraman olarak gördükleri kişileri bu mahkemeye teslim etmeleri yönündeki baskıları, Sırpların yine kurban edildikleri yönündeki tarihi inançlarının canlanmasını da beraberinde getirmiştir. Ancak savaş yorgunu Sırplar, o yıllarda ekonomik ve siyasi anlamda aşağılanmış, izole olmuş ve çaresiz durumda olduklarından; bu umutsuz vaziyetlerinden kurtulmak ve Avrupa'ya dönebilmek adına AB ile kurumsal ilişkiler kurmayı alternatifsiz ve hayati olarak görmeye başlamışlardır. Mahkeme ile işbirliği konusu ise, Sırpların karşısına AB tarafından çok net ve vazgeçilmez bir koşul olarak ortaya konmuştur. İlişkilerin sadece başlayabilmesi için bile bir ön şart niteliğinde olmuştur. Bu nedenle mahkemeyle işbirliği yapmamak yönündeki istikrarlı ve net duruş, zaman içerisinde değişmeye başlamıştır. Buna ilaveten, AB ile kurumsal ilişkilerin başlaması, Rasyonal Seçim Kurumsalcılarının öngörülerine uygun olarak, AB'nin Sırplar üzerindeki etki kapasitesini daha da arttırmıştır. Nihayetinde AB'nin çekim ve etki gücü, Sırpların direncini kırmayı başarmış ve birçoğunun eskiden kahraman olarak gördükleri kişilikleri Lahey'e teslim etmelerini sağlamıştır. ; From the very beginning, the majority of Serbs have evaluated the International Criminal Tribunal for the Former Yugoslavia (ICTY) both as anti-Serb and as an instrument created to punish Serbs only. This feeling created a strong resistance among them against cooperation with the Tribunal. Furthermore, the pressure from the European Union and the United States of America as well as the threats on Serbs to extradite their war heroes, revived the historic Serbian anti-West victim based feelings. However, since war-thorn Serbia was so humiliated and isolated both politically and economically that Serbs couldn't figure out any other alternative then to build institutional relations with the EU in order to get rid of this desperate situation and return back to Europe. Nevertheless, cooperation with the ICTY was put forward by the EU as a precise and indispensable condition for even the initiation of such relations. Therefore, both the Serbian public's and politicians' initial consistency on noncooperation started to change. Besides, in accordance with the rational choice institutionalists' assumptions, the building of institutional relations with the EU had even increased EU's impact capacity on Serbia. Ultimately, magnetic and transformative impact of the EU overcame and successfully convinced Serbia to extradite its most important leaders and former war heroes to The Hague.

Avrupa Birliği Entegrasyon Teorileri Işığında Türkiye-Suriye-Ürdün-Lübnan Arasındaki Yüksek Düzeyli Dörtlü İşbirliği Konseyi'nin Değerlendirilmesi, Yüksek Lisans Tezi, Ankara, 2014 Bu çalışmada Türkiye-Suriye-Ürdün-Lübnan arasında kurulmak istenen "Yüksek Düzeyli Dörtlü İşbirliği Konseyi" mekanizmalarının da yer aldığı bölgesel vizyon temelinde bütünleşme süreci, Avrupa Birliği'ni konu alan entegrasyon teorileri ışığında incelenecek ve entegrasyon teorilerine kısaca değinilecektir. Avrupa Birliği Bütünleşme Teorileri içerisinde bütünleşmeyi tamamıyla açıklayabilecek tek bir teori olduğunu söylemek zordur. Bu görüşten yola çıkarak Türkiye'nin entegrasyon ihtiyacını, entegrasyon arayışını ve en başta yakın komşularını kapsayan yeni bölgesel entegrasyon vizyonunu en iyi açıklayabilecek teoriler incelenecektir. An Evaluation of the High Level Quartet Cooperation Council between Turkey-Syria-Jordan-Lebanon in the Light of the European Union Integration Theories, Master's Thesis, Ankara, 2014 In this study, the integration process on the basis of regional vision including the High Level Quartet Cooperation Council mechanisms that are wanted to be established between Turkey-Syria-Jordan-Lebanon will be assessed in the light of the European Union Integration Theories and the integration theories will briefly be touched upon. It is hard to state that there is not a single theory which fully explains the integration among the European Union Integration Theories. In this context, the theories that can explain in the best way of Turkey's need for integration, its search for integration and especially its new regional integration vision covering its close neighbors will be analyzed. The reasons for failure in the integration process that is aimed to be conducted will be researched in the light of mentioned theories.
