Die Dissertation enthält Abhandlungen des Autors zur Entwicklungspolitik und Solidarität in der DDR im Zeitraum von 1968 bis 1990 bzw. 1994. Im Rahmen analytischer Rekonstruktionen werden die entwicklungsbezogene Bildungsarbeit der unabhängigen Dritte-Welt-Gruppen und die staatliche Entwicklungszusammenarbeit untersucht. Wichtige Grundlagen für die Abhandlungen sind bisher zur wissenschaftlichen und theoretischen Fundierung des Verständnisses von Entwicklungspolitik und Solidarität in der DDR nur in geringem Maße herangezogene Archivmaterialien der ehemaligen Staats- und Parteiapparate sowie aus kirchlichen Beständen. Die entwicklungsbezogene Bildung der unabhängigen Dritte-Welt-Gruppen wird auf ihre Korrespondenzen mit internationalen Entwicklungen seit 1968 und den staatlichen Rahmen in der DDR analysiert. Aufgezeigt wird, dass die unabhängigen Gruppen seit 1968 mit internationalen emanzipatorischen Bestrebungen in Kontakt standen und von den ökumenischen Verbindungen der Kirchen partizipierten. Konzepte der evangelischen Kirchen der 1970er Jahre von einem "verbesserlichen Sozialismus" (Heino Falcke) und der "Kirche als Lerngemeinschaft" unterstützten frühzeitig substantiell die politische Bildungsarbeit der Gruppen unter den repressiven Verhältnissen der DDR und förderten eigenständiges und selbstorganisiertes Engagement. Impulse aus der westeuropäischen Erwachsenenbildung (Ernst Lange) und der "Pädagogik der Unterdrückten" (Paulo Freire) lassen sich nachweisen. In den 1980er Jahren kam es zu einem Wechsel von einer auf kirchliche Strukturen ausgerichteten Arbeit hin zu einer politischen Arbeit, die auf Veränderungen in der Gesellschaft der DDR abzielte. Der Ansatz der entwicklungsbezogenen Bildung, durch Informations- und Bewusstseinsarbeit Verständnis für Veränderungen im Nord-Süd-Verhältnis, wie in der eigenen Gesellschaft zu fördern, erwies sich auch unter den Verhältnissen der DDR als motivierend. Rekonstruiert wird die Entstehung und Arbeitsweise des ostdeutschen entwicklungspolischen Netzwerkes INKOTA. Ihm wird eine intermediäre Funktion zwischen verschiedenen Akteuren zugeschrieben, die den gemäßigt widerständigen Charakter der Dritte-Welt-Gruppen in der Oppositionsbewegung der DDR mit prägte. In den Gruppen fand vielfältiges informelles Lernen und selbstorganisierter Kompetenzerwerb statt. Herausgearbeitet wird, dass diese Lernprozesse im zentralistischen System der DDR für die unabhängigen Gruppen einen hohen Stellenwert aufwiesen. Den in den Gruppen erworbenen Fähigkeiten kam in der friedlichen Wende 1989/1990 eine herausragende Bedeutung zu. Mit der politischen Einheit Deutschlands verloren diese Fähigkeiten schnell an Wirksamkeit. Die weit verstreut und halboffiziell in Kleinstauflagen erschienenen kirchlichen Veröffentlichen zur entwicklungsbezogenen Bildung werden erstmals in einer Bibliografie nach den Herausgebern zusammengefasst und systematisch geordnet. Damit wird eine Grundlage zur weiteren Erforschung entwicklungsbezogener bzw. politischer Bildungsarbeit im Rahmen der Oppositionsforschung der DDR gegeben. An den Beziehungen der DDR zu Mosambik und Äthiopien wird untersucht, wie zu ausgewählten Entwicklungsländern auf Grundlage der marxistisch-leninistischen Theorie der Außenpolitik bzw. der Außenhandelspolitik und wirtschaftlicher Engpässe die praktische Solidarität gestaltet wurden. Aufgezeigt wird, dass die eigenen ökonomischen Interessen teilweise in erheblichem Maße zum Schaden der befreundeten Entwicklungsländer durchsetzt wurden. Dieser Widerspruch sollte unter anderem durch eine hohe Geheimhaltung verdeckt werden. Die staatliche Informationspolitik zu entwicklungspolitischen Fragen erfolgte aus diesem Grund besonders restriktiv. An Hand von exemplarischen Analysen (Äthiopien: Unterstützung des Machtwechsels 1977, Kaffeeimport; Mosambik: Steinkohlebergbau, landwirtschaftliche Großprojekte, Vertragsarbeiter, Außenhandelsschulden, Solidaritätsleistungen) werden Entscheidungsprozesse des Partei- und Staatsapparates aufgezeigt. The development-related education of independent, Third World groups and the state development cooperation will be examined in the framework of analytic reconstructions. Up till now, important fundamentals for the discourse have been the scientific and theoretical foundations of the understanding of development polities and solidarity in the GDR. These were put together from scarce archive materials of the former state and party machine as well as from church documents. The development-related education of the independent Third World groups will be analyzed by their correspondences with international developments since 1968 and the state framework of the GDR. It shows that the independent groups were in contact with international emancipation attempts since 1968 and participated in the ecumenical connections of the church. Concepts of the evangelical churches in the 1970s of an "improvable socialism" (Heino Falcke) and the "church as a learning community" earlier substantially supported the political education of the groups under the repressive conditions of the GDR and demanded independent and self-organized commitments. Impetus from Western European adult education (Ernst Lange) and the "pedagogy of the repressed" (Paulo Freire) demonstrate this. In the 1980s there was a change from a work aimed at a ecclesiastical structure to a political work that targeted a change in the society of the GDR. The basic approach of education, which was development-related, promoted understanding through information and consciousness work for changes in the North-South relationship as one would do in his own society. This proved to be motivating even under the atmosphere of the GDR. The creation and the operating principles of the East German developmental policy network INKOTA was reconstructed. It was assigned an intermediary function between the different players that helped form the moderate resistive nature of the Third World groups in the counter movement of the GDR. A complex informal learning and self-organized acquisition of expertise took place in the groups. It was defined that the independent groups in the centralized system of the GDR highly valued this learning process. The abilities acquired in the group took on a prominent importance during the peaceful revolution between 1989/1990. However, with the political unity of Germany these accomplishments quickly lost their effectiveness. The widely dispersed and half-official ecclesiastic publications, which were printed in small runs on the development education were systematically organized into a bibliography and categorized according to their publisher. This laid the basis for further research on development related and political education in the framework of the opposition research given in the GRD. The relationship of the GDR to Mozambique and Ethiopia is being examined to see how they designed their solidarity to certain developing countries, which were chosen according to their foundations of Marxist-Lenin theory of foreign policies, foreign trade policies and economic bottle-necks. What was discovered was that their own economical interests were asserted usually at the expense of the developing countries they had befriended. This contradiction was kept hidden as a strict secret. The state information policies on questions involving development policies which followed as a result were especially restricted. By means of example analysis (In Ethiopia: supporting the change of power in 1977, coffee import; In Mozambique: anthracite, large agricultural projects, contract workers, trade schools, solidarity achievements) the decision-making processes of the party and state administrations were identified. The results did not correspond most of the time with their own demands, like with the solidarity of development cooperation criteria. Die GCC-Staaten zeichnen sich durch ein weltweit einmaliges Muster internationaler Arbeitsmigration aus. Die Zuwanderung ausländischer Arbeitskräfte setzte bereits in den späten 1940er Jahren ein, nahm aber nach dem Ölboom im Oktober 1973 eine neue Dimension an: Ausländer/-innen stellen seither nicht nur eine Mehrheit in der Erwerbsbevölkerung der GCC-Staaten (mit Ausnahme von Oman). In Katar, den Vereinigten Arabischen Emiraten und Kuwait übersteigt ihre Zahl auch diejenige der einheimischen Bevölkerung insgesamt. Zwar bemühen sich die Regierungen der GCC-Staaten darum, die ausländischen Arbeitskräfte nach und nach durch einheimische Arbeitskräfte zu ersetzen. Diese Strategie schlägt aber bislang vor allem in der Privatwirtschaft fehl.

In 2003, the German Federal Centre for Health Education (BZgA) initiated the national Cooperation-Network (CN) 'Equity in Health'. The CN is constantly increasing in size and scope, supporting setting approaches aimed at reducing health inequalities. A detailed description of the CN has not yet been available in English. The CN comprises a total of 66 institutional cooperation partners. Information concerning the structure and activities can be found on a special website. Coordination Centres (CC) have been established in the 16 federal states, for the coordination of all state-specific activities. Funding for the CN and CC is provided by the BZgA, the German statutory sickness funds and by the state-specific ministries of health. These partners also support the continuous quality improvement, which is based on the good-practice criteria developed by the Advisory Committee of the CN. In 2011, the 'Municipal Partner Process (MPP)' has been launched, specifically supporting local partners and integrated life-course approaches focussing on children. In 2015, the focus has been widened to include all age-groups. In July 2015, a new national health law concerning health promotion and prevention has been ratified by the federal Parliament, with a focus on reducing health inequalities. Currently, the details of its implementation are discussed on a nationwide basis. The CN has long advocated for such a law, and today the CN is a well-accepted partner providing concepts, methods and a strong and long-standing network. The article closes with future challenges faced by the CN.

Die internationale Staatengemeinschaft steht Sezessionsbestrebungen zur Aufspaltung bestehender Staaten gewöhnlich ablehnend gegenüber. Gleichzeitig wendet sie in vielen Ländern Instrumente der Entwicklungspolitik an und greift so auch in den dortigen politischen Prozess ein. Untersucht wird, inwiefern Entwicklungspolitik so gestaltet werden kann, dass sie nicht, quasi als Nebenwirkung, einer Sezessionsbewegung zum Durchbruch verhilft. Betrachtet wird dabei neben der gezielten Förderung wirtschaftlichen Wachstums auch das Instrument der Dezentralisierung, das oft als Mittel zur "Beruhigung" separatistischer Bestrebungen vorgeschlagen wird. Zuvor jedoch wird aufgewiesen, dass eine Politik, die Sezessionen verhindern will, zumindest in vielen Fällen auch moralphilosophisch schlüssig begründet werden kann. Den Abschluss der Arbeit bilden drei Fallstudien zu Sezessionen auf dem Gebiet der ehemaligen Sowjetunion. ; The international community is usually set against secessionist movements that aim at the splitting up of existing states. At the same time, in many countries instruments of development policy are applied, that automatically influence the political process there. The investigation here seeks to answer the question whether development policies can be designed in a way that they don't unwillingly trigger secession as a side effect. In doing so, the focus is not only on growth-enhancing policies, but also on the instrument of decentralization, which is often presented as a tool suited to appease separatist movements. Prior to that, though, it is demonstrated that a policy aiming at the prevention of secessions can – in many cases at least – be justified with sound arguments of moral philosophy. The concluding chapter looks at three case studies of secessions that have been attempted on the territory of the former Soviet Union.

Im Mittelpunkt der Arbeit steht die transnationale Kooperation und Netzwerkbildung zwischen nationalen Wissenschaftseinrichtungen im Rahmen der europäischen Forschungs- und Technologiepolitik. Entstehungsbedingungen und Ausmaß solcher Kooperationsbeziehungen sind bisher ebenso ungeklärt wie ihre Bedeutung für die Handlungs- und Problemlösungsfähigkeit im europäischen Mehrebenensystem. In dem Projekt wird diese Forschungslücke mit Hilfe eines neoinstitutionalistischen Forschungsansatzes geschlossen. Dabei werden zwei Hypothesen systematisch untersucht, die über den Bereich der europäischen Forschungs- und Technologiepolitik hinaus von Bedeutung sind. Zum einen wird davon ausgegangen, dass sich die Organisation und die Rolle europäischer Wissenschaftsvereinigungen auf der supranationalen Ebene in hohem Maße durch das rahmengebende europäische Institutionensystem, einschließlich der nationalen Ordnungsstrukturen, erklären lassen. Und zum anderen wird angenommen, dass die Handlungs- und Problemlösungsfähigkeit europäischer Forschungs- und Technologiepolitik von der Existenz und dem Leistungspotenzial der institutionalisierten Zusammenarbeit auf der transnationalen Ebene beeinflusst wird. Um die Bedeutung unterschiedlicher nationaler Institutionen, Politiken und Politikstile für die Kooperationsbereitschaft und -fähigkeit nationaler Wissenschaftseinrichtungen zu berücksichtigen, ergänzt die Analyse eine vergleichende Betrachtung der Forschungssysteme und Forschungspolitiken in den drei großen EU-Mitgliedsstaaten (Deutschland, Frankreich, Großbritannien). ; The project focuses on the issue of transnational cooperation and network building between national research organizations in European Science and Technology Policy. In this context, little is known about the conditions of formation and the scope of existing transnational linkages. Moreover, it has been only barely asked what is their role and significance in the European multilevel governance system. The project addresses these questions by using an institutional approach as analytical framework. In particular, two hypothesis are tested which provide new insights beyond the field of European Science and Technology Policy. First, it is assumed that the organization and the role of European science organizations can be explained with the European institutional framework, including the national systems. Second, it is supposed that the ability to act and the problem-solving capacity in European governance connects closely with the efficiency and capability of institutionalized cooperation patterns at the transnational level. However, national institutions, policies and policy styles differ widely in the European Union. In order to include national factors determining transnational cooperation the study is completed by case studies of the research systems and policies in the three large member states (Germany, France, United Kingdom).

The emergence of bilateral regulatory cooperation is one of the most notable trends in global governance. This book explains which factors constrain the formation and choice of a bilateral regulatory cooperation strategy. It deduces a new integrative theoretical framework, the Inter-relational Institutionalism, combining actor-centred institutionalism and the New Interdependence Approach. Moreover, it integrates existing conceptualisations of strategies into a new typology, differentiating strategies according to their 'dimension' and 'depth' into 'regulatory alignment', 'equivalence', 'alignment of implementation procedures' and 'information exchange'. The Inter-relational Institutionalism developed in this book argues that the formation and choice of a bilateral regulatory cooperation strategy is constrained by three factors: the presence of bureaucratic pressure, the compatibility of regulatory institutions and the mobilisation of societal actor. Whereas bureaucratic pressure initiates the formation of a strategy, the supportive mobilisation of societal actors drives its adoption. The distribution of compatibilities of regulatory institutions, i.e. 'regulatory authority structures' and 'regulatory principles', between the domestic and the foreign jurisdiction constrain the choice among the strategies. The theoretical framework is empirically tested in four sectoral case studies for the strategy choice of the European Commission in regulatory cooperation with the United States: chemicals, engineering, food safety and ICT. It uses a comparative case study design and examines strategies during the New Transatlantic Agenda (NTA), the Transatlantic Economic Council (TEC) and the Transatlantic Trade and Investment Partnership (TTIP) negotiations, builds on document analysis and 26 expert interviews conducted between 2015 and 2017. Theoretically, this book refines the conceptualization of domestic constraints in international cooperation and specifies an alternative micro-foundation for the engagement of state actors in international cooperation. Empirically, it implies that downward pressure on consumer safety, health and environmental protection as a result of regulatory cooperation is unlikely whereas administrative efficiency is enhanced.

Durch technische und politische Veränderungen wird die Vernetzung verschiedenster gesellschaftlicher Gebiete immer leichter – so auch im Bibliotheksbereich. Vor diesem Hintergrund stellt sich die Frage, was dies für die "Bibliothekslandschaft" Europas bedeutet: Befinden die europäischen Bibliotheken sich in einer Phase intensiver Zusammenarbeit durch Vernetzung – oder ist bereits ein arbeitsteiliges System auf europäischer Ebene im Entstehen begriffen? Nach Beschreibung der verschiedenen Infrastrukturebenen wird das Zustandekommen zweier unterschiedlicher, EU-geförderter Projekte erläutert (IMPACT und EDLnet). Zum einen, um die Bedeutung von Vernetzung für typische Projektabläufe darzustellen, zum anderen, um zu zeigen, dass Projekte als "temporäre Systeme" funktionieren. Auf Basis der Analyse werden "Desiderate" für die Zusammenarbeit formuliert und abschließend die Frage nach "Systembildung" oder "Vernetzung" beantwortet. ; Networking, facilitated by technological progress and changing policies, is becoming increasingly easier today – an experience shared by librarianship. Thus the question arises what impact these phenomena have on the European library sector: Is it in a state of intense cooperation, using its different networks and is there a developing system with divided duties on a European level? Have new visions and forms of cooperation replaced the wound-up action plans for libraries and thus more coherent European policies? What parts do different institutions like the European Union, libraries of different functions, the political responsibilities in the member states play in the changing situation and what can be identified as the major challenges? Based on a comprehensive analysis, some desirable objectives for future cooperation are extrapolated. Finally, the question whether there is a "system" on the rise or whether "networking" will remain the preferred practice is answered.

Untersuchungsgegenstand der Arbeit ist eine neorealistische Hypothese, wonach ein Staat in der Regel auf die Vorteile einer potentiellen Kooperation verzichtet, sollte sein Kooperationspartner einen größeren Vorteil – einen relativen Gewinn – aus der Zusammenarbeit erzielen als er selbst. Zeitweilig war dies ein dominierendes Thema in der politikwissenschaftlichen Theoriediskussion zwischen Vertretern des Neorealismus und Neoliberalismus, doch hat die Debatte um die Relevanz relativer Gewinne kein allgemein akzeptiertes Ergebnis erbracht. Unter Verwendung eines spieltheoretischen Instrumentariums werden daher die verbreitetsten theoretischen Darstellungen verglichen, um Hypothesen für die anschließende empirische Überprüfung am Beispiel der amerikanisch-chinesischen Beziehungen zu gewinnen. ; The study investigates a neorealistic assumption whereby states normally abstain from gains of potential cooperations, if the other side achieved an even greater gain from that cooperation. The debate on inhibiting effects of such relative gains dominated temporarily theoretical discussions among neorealistic and neoliberal scholars, but did not yield a widely accepted result. By means of game theoretic methods common descriptions of relative gains issues are being compared to obtain a hypothesis for the empirical examination of sino-american relations.

Mit der ökonomischen Globalisierung geht auch eine Internationalisierung des Konfliktfelds der Arbeitsregulierung einher. Sie findet ihren Ausdruck in der Debatte um internationale Arbeits- und Sozialstandards, die sowohl Menschenrechtsverletzungen als auch den Deregulierungsdruck einer Abwärtsspirale, eines 'race to the bottom', Einhalt bieten sollen. In den Mittelpunkt der kontroversen Diskussion ist die Forderung nach Sozialklauseln gerückt - Klauseln in Handelsverträgen, die Handelsvorteile an die Einhaltung von Arbeitnehmerrechten binden. Befürworter sehen vor allem in ihrem Sanktionspotenzial ein wirksames Mittel der Durchsetzung internationaler Arbeits- und Sozialstandards. In unserem Artikel setzen wir uns kritisch mit den verbreiteten Wirkungsannahmen zu Sozialklauseln auseinander. Wir beziehen uns dabei auf die Ergebnisse eines empirischen Forschungsprojekts zum North American Agreement on Labor Cooperation, einem der beiden NAFTA-Nebenabkommen. Es ist dies das erste multilaterale, zwischen Mexiko, den USA und Kanada - also höchst heterogenen Staaten - vereinbarte Abkommen dieser Art. Unsere Ergebnisse stärken letztlich Zweifel an den verbreiteten Begründungen für Sozialklauseln. Wir zeigen auf, dass diese überwiegend ökonomistisch verkürzt sind, die soziale und politische Logik nationaler Arbeitsbeziehungen und auch die Machtassymetrien auf internationaler Ebene vernachlässigen. Problematisch ist auch das einfache Ursache-Wirkungs-Modell internationaler Arbeitsregulierung, das der sozialen Dynamik in einem widersprüchlichen Mehrebenenprozess von transnational governance zwar zugrunde gelegt, letztlich aber nicht gerecht wird. Was somit als effektives Verfahren angesehen wird, könnte sich in der Praxis als Hemmschuh internationaler Arbeitsregulierung erweisen. Es bleibt die Aufgabe politologischer und auch soziologischer Forschung, Erfahrungen existierender Ansätze internationaler Arbeitsregulierung auszuwerten und differenziertere Modelle und Konzepte zu entwickeln. ; Along with economic globalisation there is a visible trend towards a internationalisation of labor regulation as indicated by the debate about international social and labor standards designed and implemented to prevent human rights abuses as well as a 'race to the bottom' of deregulation. One of the central issues in this debate is that of social clauses - clauses in trade agreements that link trade preferences to compliance with international labor standards. Advocates of the concept stress especially the importance of sanctions as an effective means of enforcement of labor standards. In our article, we discuss critically the assumptions regarding the effectiveness of social clauses. Our argument is supported by the results of an empirical research project on the North American Agreement on Labor Cooperation, one of the two NAFTA-side agreements. It is the first multilateral agreement of that kind negotiated between the U.S.A., Canada and Mexico - i.e. between very heterogeneous states. Our findings further a sceptical view on the effectiveness of social clauses: The concept suffers from an economistic bias and ignores the social and political logic of domestic labor relations as well as power asymmetries in international relations. Most important, it assumes a simple cause-effect model of international labor regulation that does not takes into account the social dynamic of the contradictory and multilevel process of transnational governance. What is seen as a suitable instrument could, finally, turn out to be a bar for effective international labor regulation. Indeed, it remains a challenge for the political and sociological debate to evaluate the experience from existing forms of international labor regulation and to develop more differentiated models and concepts.

Der Ostseerat, ein 1992 auf deutsche und dänische Initiative hin gegründeter internationaler Zusammenschluss der Ostseeanrainerstaaten und der EG, stellt ein komplexes organisatorisches Gebilde dar, das gekennzeichnet ist von einer flexiblen, eine genaue rechtliche Qualifizierung bewusst vermeidende Form der Zusammenarbeit. Im Laufe der Jahre haben seine Mitglieder den Ostseerat, der ursprünglich ausdrücklich kein institutionelles Gebilde mit einem ständigen Sekretariat sein sollte, immer weiter institutionalisiert. Heute verfügt er neben einem, sogar mit Völkerrechtsfähigkeit ausgestatteten, internationalen Sekretariat über eine Vielzahl von Leitungs- und Arbeitsgremien. Seit seiner Gründung hat der Ostseerat an politischer Bedeutung noch hinzugewonnen und sich zu einem Forum weiter entwickelt, das heute die gesamte Zusammenarbeit seiner Mitglieder in allen den Ostseeraum betreffenden Fragen koordiniert. Trotz seiner Institutionalisierung und seiner prominenten Rolle als Akteur auf der regionalen politischen Bühne muss dem Ostseerat die Qualifizierung als internationale Organisation versagt bleiben – auch wenn einige Beteiligte und Beobachter dies anders sehen. Hierfür fehlt es ihm an der erforderlichen Gründung durch einen völkerrechtlichen Vertrag und der Ausstattung mit Völkerrechtsfähigkeit. Das Gründungsdokument des Ostseerats kann deswegen nicht als völkerrechtlicher Vertrag qualifiziert werden, weil aus seinem Wortlaut und vor allem den politisch-historischen Gesamtumständen bei seiner Unterzeichnung auf das Fehlen völkerrechtlichen Bindungswillens der Beteiligten zu schließen ist. Auch später ist der Ostseerat nicht mit Völkerrechtsfähigkeit ausgestattet worden. Seine Mitglieder haben insbesondere gelegentlich der Schaffung der verschiedenen neuen Ostseeratsgremien keinen entsprechenden völkerrechtlichen Vertrag abgeschlossen. Die Ansicht, dass ein Zusammenschluss auch ohne völkerrechtlichen Gründungsvertrag durch allmähliche Institutionalisierung in die Völkerrechtsfähigkeit gleichsam hineinwachsen und auf diese Weise zu einer internationalen Organisation werden könne, ist abzulehnen. Gleiches gilt für die Ansicht, dass es internationale Organisationen gebe, die nicht durch einen völkerrechtlichen Vertrag gegründet oder später mit Völkerrechtsfähigkeit ausgestattet wurden. Die Existenz eines auf Dauer angelegten institutionellen Apparats mit zur eigenständigen Willensbildung fähigen Organen, dem von seinen Mitgliedern die umfassende Aufgaben zugewiesen wurden, stellt lediglich einen soziologischen Befund dar, welcher die entscheidenden juristischen Fragen unbeantwortet lässt. Was die Mitwirkung der EG am Ostseerat anlangt, so ist es zu begrüßen, dass diese den Ostseerat mitgegründet hat und heute, parallel neben den genannten Staaten, Mitglied in ihm ist. Denn der Ostseerat ist auf Grund seines weiten Tätigkeitsfelds auch in Bereichen tätig, die in die alleinige Kompetenz der EG fallen, aus deren "treaty making power" eine "policy making power" folgt. Als nicht konform mit den Gemeinschaftsverträgen zu kritisieren ist dagegen, dass die Kommission über die Gründung des Ostseerats mit entschieden hat, ohne über ein entsprechendes Mandat des Rats zu verfügen. Art. 302 bis 304 EGV gelten nämlich für die Gründung rein politischer internationaler Zusammenschlüsse weder direkt noch analog. Vielmehr ist mit Blick darauf, dass die Gründung solcher Zusammenschlüsse mit viel weiter reichenden Folgen für die Gemeinschaft verbunden sein kann als die Gründung von internationalen Organisationen, Art. 300 EGV analog anzuwenden. ; The Council of Baltic Sea States is not an international organization. Since its foundation in 1992, its member states have developed the Council into a coordination forum for all political cooperation in the Baltic Sea Region and have founded an increasing number of committees within the Council. However, the Council lacks an international treaty as its basis and hence international legal capacity. It is wrong to believe that an international body can grow into international legal capacity and the status of an international organization via gradual institutionalization.

Das vorliegende Kapitel rückt die Governance-Perspektive auf kommunaler und regionaler Ebene in den Mittelpunkt und bezieht sich dabei auf die in den vorausgegangenen Kapiteln analysierten fünf Handlungsfelder (vgl. Kap. 5.2 bis 5.6). Dabei wird auf die übergreifenden Fragen eingegangen, welche Rolle Planungsakteure sowie andere staatliche und nicht-staatliche Akteure für die Transformation spielen, wie besonders staatliche Akteure im Sinne eines gestaltenden Staates zur Transformation beitragen können, welcher Beitrag durch Strategien und Instrumente der Stadt- und Raumentwicklung sowie -planung geleistet wird und welche förderlichen und hinderlichen Faktoren Transformationsprozesse bzw. das diesbezügliche Wirken von Akteuren beeinflussen. Im Ergebnis zeigt sich, dass Politik und Verwaltung eine maßgebliche Rolle zukommt, Strukturen und Bedingungen zu schaffen, die es ermöglichen, dass staatliche Akteure Veränderungen der räumlichen Entwicklung realisieren können und nicht-staatliche Akteure in öffentlichen und insbesondere Planungsstrukturen Resonanz finden, um wirksam Schritte zu einer großen Transformation zu gehen. Gleichzeitig wird aber auch deutlich, dass für die große Transformation nicht-staatliche Akteure eine besondere Rolle einnehmen, wenn sie als "Pioniere des Wandels" auftreten und Impulse einbringen. Daneben kommt einem konstruktiven Zusammenwirken der unterschiedlichen Akteure eine hohe Bedeutung zu, damit die räumliche Planung und Entwicklung mit ihren Kompetenzen, Kapazitäten und Ressourcen einen Beitrag zur großen Transformation leisten kann. Weiterführende Forschungsfragen in Bezug auf eine transformative Governance beziehen sich auf das Wechselspiel der verschiedenen Akteure, auf die spezifischen Handlungslogiken der Akteursgruppen sowie auf eine vertiefte Betrachtung der Hemmnisse und Restriktionen. Aus Akteursperspektive ist es für die große Transformation von Städten und Regionen insbesondere förderlich, Synergien zwischen möglichen Akteuren zu identifizieren, Schnittstellen für gemeinsames Handeln auszubauen und daraus Anforderungen an Institutionen, Prozesse und Instrumente einer transformativen Governance abzuleiten. ; This chapter focuses on the governance perspective on the municipal and regional level and draws here on the five fields of action analysed in the previous chapters (cf. Chapter 5.2-5.6). Discussion addresses a number of overarching issues: the role played by planning actors and other state and non-state actors in the transformation; how state actors in particular can contribute towards transformation in the sense of a formative state; what contribution is made by the strategies and instruments of urban and spatial development and planning; and what factors promote or hinder the transformation processes or the relevant activities of actors. The findings demonstrate that policy and administration play a significant role in creating structures and conditions that allow state actors to implement changes in spatial development and non-state actors to find support from public and particularly planning structures to enable them to take effective steps towards a great transformation. At the same time, it has become clear that non-state actors have a special role in the great transformation when they introduce stimuli as "pioneers of change". Of similarly great importance is constructive cooperation between the various stakeholders so that spatial planning and development with all its competences, capacities and resources can contribute towards the great transformation. Further research questions connected to transformative governance are related to the interaction of different actors, the specific logics of action of groups of actors, and an in-depth observation of hindrances and restrictions. Turning to the stakeholder field, for the great transformation of urban areas it is particularly advantageous to identify synergies between actors, to develop interfaces for joint action and thus to derive requirements for institutions, processes and instruments of transformative governance.

Zusammenfassend kann festgestellt werden, dass zivilgesellschaftliche Organisationen bedeutende Innovations- und Entwicklungsleistungen hervorbringen und ihre Arbeit als Themenanwälte und Dienstleister von hoher Bedeutung für die Überwindung von sozialer, wirtschaftlicher und politischer Marginalität ist. Staat und Markt können die entscheidenden Herausforderungen von Globalisierungs- bzw. Entgrenzungsprozessen, nämlich die Bekämpfung und Überwindung von Marginalität und die natur-, sozial- und kulturverträgliche Gestaltung von Veränderungsprozessen, alleine nicht bewältigen, sondern sind auf ein günstiges Zusammenwirken mit Akteuren der zivilgesellschaftlichen Sphäre angewiesen. Zivilgesellschaftliche Akteure können einen wesentlichen Beitrag zum infrastrukturellen, sozialen und politischen Wiederaufbau, zur politischen Konsolidierung und zu inclusive governance in Krisenstaaten leisten. Allerdings befinden sich zivilgesellschaftliche Akteure ihrerseits in komplizierten Abhängigkeitsgeflechten. Es können sich besonders bei hoher internationaler Anerkennung ihrer Arbeit leicht ambivalente Dynami-ken wie ein Expansionssog und ein Professionalisierungsdilemma einstellen, die dazu führen, dass ihr Bedeutungsaufschwung als Dienstleister einen abnehmenden Grenznutzen aufweist, weil ihre Arbeitsweise jenseits des Innovationsmoments rasch sowohl zum »funktionalen Dilettantismus« als auch zum »dilettantischen Funktionalismus« tendieren kann. ; The debate on governance issues has put significant emphasis on the role of institutions in the development process. The aim of the memorandum on the development of health services research (HSR) in Bavaria is to operationalise the global objectives of the State Working Group "Health Services Research" (LAGeV) and to collectively define future topics, specific implementation steps, methods as well as ways of working for the future course of the LAGeV. The LAGeV is an expert committee that integrates and links the competencies of different actors from science, politics and health care regarding HSR and facilitates their cooperation. The memorandum is based on an explorative survey among the LAGeV members, which identified the status quo of health services research in Bavaria, potential for development, important constraints, promoting factors, specific recommendations as well as future topics for the further development of HSR in Bavaria. From the perspective of the LAGeV members, the 12 most important future topics are: 1) Interface and networking research, 2) Innovative health care concepts, 3) Health care for multimorbidpatients, 4)Health care for chronically ill patients, 5) Evaluation of innovations, processes and technologies, 6) Patient orientation and user focus, 7) Social and regional inequalities in health care, 8) Health care for mentally ill patients, 9) Indicators of health care quality, 10) Regional needs planning, 11) Practical effectiveness of HSR and 12) Scientific use of routine data. Potential for development of HSR in Bavaria lies a) in the promotion of networking and sustainable structures, b) the establishment of an HSR information platform that bundles information and results in regard to current topics and aims to facilitate cooperation as well as c) in the initiation of measures and projects. The latter ought to pinpoint health care challenges and make recommendations regarding the improvement of health care and its quality. The cooperation and networking structures that were established with the LAGeV should be continuously expanded and be used to work on priority topics in order to achieve the globalobjectives of the LAGeV.
