The State Civil Apparatus (ASN) is the executor of governmental and development duties. Therefore, ASN must be neutral. According to Law No. 5 of 2014, the neutrality of ASN must be free from the influence and intervention of all groups and political parties. In order to maintain the neutrality of the State Civil Apparatus from the influence of political parties and to ensure the integrity, cohesiveness and unity of the State Civil Apparatus, and to focus all attention, mind and energy on assigned duties, ASN is prohibited from becoming a member and / or political party official. Historically, the arrangement of ASN neutrality began during the Old Order period, which the issuance of Presidential Regulation No. 2 of 1959 on the Prohibition of Civil Servants and State Officials in Political Parties in that time. Furthermore, this Presidential Regulation is followed up and extended by Circular Letter of the President of the Republic of Indonesia No. 2 of 1959 concerning on Prohibition of Political Party Membership for State Civil Apparatus that implement state obligation outside his position. Furthermore, in the New Order era, Law No. 8 of 1974 on the Principal of Employee Affairs, while in the Reform Order was issued Law No. 43 of 1999, Civil Servants should be neutral from the influence of all groups and parties and not discriminatory in providing services to the community.

The neutrality of ASN has always been a hot topic in various circles. Concern over the alignment of ASN to one of the candidate pairs is the main reason there are three types of politicization of the bureaucracy in Indonesia: First, openly politicization. Second, semi-open politicization, third, closed politicization. By utilizing the votes of civil servants, it is obvious for incumbent candidates with the promise of being given a position or to support their superiors and the mobilization of civil servants during general and regional elections. The politicization of the bureaucracy in Indonesia is still exist, currently politicization can appear from the legislature or from the executive with the aim of perpetuating power. From symptoms ranging from users of state facilities, mobilization of civil servants, compensation for positions, commercialization of positions, recruitment of new civil servants, to removal (depromotion) of regional secretaries. The involvement of the State Civil Apparatus (ASN) in practical politics is obvious because ASN is considered as the easiest way to influence society. The position of ASN is quite strategic and seen in the community, of course, will make it easier for candidates to gain support and have big hopes in the pilkada. The non-neutrality of ASN is certainly in the spotlight amidst the hopes of the community that ASN is able to become a pillar of an example of an honest and fair course of democratization.

Provinces that are spread from Sabang to Merauke, of course, have state civil servants who assist each province. The State Civil Apparatus is a profession for civil servants and government employees with work agreements who work for government agencies. Indonesia is a large country, but the existing situation is that the number of civil servants is still less than the total population of Indonesia, so that the fulfillment of the state civil apparatus is needed. Tutoring is one of the means to help candidates for State Civil Apparatus to pass the Basic Competency test. The competencies tested are the national insight test, general intelligence test and basic personality test using computer assistance. The use of virtual based learning methods is a solution in the COVID-19 pandemic that minimizes physical contact between tutors and participants and is expected in the future to help the learning process in Indonesia, which is an archipelago so that there is equitable access to education in Indonesia.

This study aims to analyse and describe the Utilization of Performance of the State Civil Apparatus in the Regional Secretariat of Malang Regency. This type of research is descriptive qualitative research. This research was chosen because it is to present data systematically, factually, and accurately about the facts in the field. The data collection method used was a questionnaire / questionnaire. The parameters obtained are based on a study that is defined as an investigation conducted on the utilisation of the performance of the State Civil Apparatus according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia number 38 of 2018. The data analysis technique used in this study is the qualitative data analysis of Miles and Hubermen models. Based on the results of the study it can be concluded that: the results of the interpretation of the questionnaire that has been distributed to 20 ASN Secretary of Malang Regency were found that the performance in the research location was still excellent. Employee career development can still be said to be useful where effective career development will improve and enhance the effectiveness of the work carried out by employees, in order to be able to provide the best contribution in realising organisational goals.

This study aims to analyze the Accountability of Career Development of State Civil Apparatus in Maybrat Regency. Judging from the aspects of transparency, liability, controllability, responsibility and responsiveness. This research was conducted at the Agency for Personnel and Human Resources Development, Maybrat Regency. The research method used is descriptive qualitative. Data collection techniques using in-depth interviews, observations and documentation studies. While the data analysis techniques used are data condensation, data presentation, verification and drawing conclusions. The results of this study indicate that the Accountability of State Civil Apparatus Career Development in Maybrat Regency in the aspect of Transparency is transparent enough, but in terms of the Liability dimension it has not been fully implemented because there are several obstacles faced by the BKPSDM of Maybrat Regency, and in the Controllability dimension of State Civil Apparatus career development accountability in Maybrat Regency has in accordance with the BKPSDM's main task and responsibility, while in terms of accountability, career development, State Civil Apparatus in Maybrat Regency has followed the applicable rules regarding personnel management, as seen from the BKPSDM, Maybrat Regency, has received an award from BKN, while for the Responsiveness dimension of Accountability of State Civil Apparatus Career Development, Maybrat Regency is seen from the presence of the program includes echelons for DIKLATPIM.

Along with the formation of institutions in Indonesia, it is known by the term Non-Departmental Government Institutions (LNDP) which after the enactment of the Law on State Ministries which changed department term into ministry, but at the initiative of several ministries, there were also other terms that were introduced, namely Non-Structural Institutions (LSN). One of the NonStructural Institutions (LSN) currently is State Civil Apparatus Commission. In Article 1 number 19 of Law Number 5 of 2014 concerning State Civil Apparatus is stated that the Commission of ASN, which abbreviated as KASN, is a non-structural institution which independent and free from political intervention to create ASN employee that professional and performs to provide services fairly and neutral and become adhesive and unifier of the nation. KASN was formed to supervisethe implementation of basic norms of the ethic code and behavior code of ASN as well as the Application of the Merit System in ASN's policy and management.

Indonesia is facing the Industrial Revolution 4.0 which affects aspects of human life. This era is often characterized by the condition of VUCA, which stands for Volatility (turbulence), Uncertainty (uncertainty), Complexity (complex), and Ambiguity (unclear). The importance of increasing competence in the State Civil Apparatus (ASN) and the impact of the VUCA era will also be increasingly felt. with the aim that ASN with qualified leadership qualities. This research is intended to provide management recommendations to improve the professionalism of ASN. This type of research is qualitative (doctrinal). Qualitative normative research is intended to formulate the basic problems being faced by using a measurable analytical knife. The results of this paper are recommendations for succession management which are suggested to be implemented in government agencies as well as the work culture of ASN in the future by obtaining appropriate cadres of leaders in facing the challenges of changing eras.

Initially, Employment and social protection was based on National Social Security System Law and it is applied for public, includingState Civil Apparatus. According to the law, all employment social security should be implemented by Social Security Administration of Employment. Legal problems then emerged as a result of the stipulation of occupational accident insurance rules for State Civil Apparatus that were managed by PT Taspen as mandated by Government Regulation No. 70/2015. This research aimed to describe and analyze the legal construction of Occupational Accident Security and Death Security regulations for State Civil Apparatus. This research uses doctrinal legal research as part of qualitative research with conceptual and statue approach. The analysis was carried out descriptively by processing primary legal materials, secondary legal materials, and tertiary legal materials. The results of the research showed that legal problems were in the form of disharmony and regulatory inefficiency in the Occupational Accident Security and Death Security policies. A clash occurred between the State Civil Apparatus Law, the Social Security Administration Law and Government Regulation No. 70/2015. The problems occurred were related to the authority of PT Taspen as the organizer of Occupational Accident Security and Death Security for State Civil Apparatus as well as violations of the National Social Security System principles in the management of Occupational Accident Security and Death Security for ASN based on Government Regulation No. 70/2015.

In relation to the existence of State Civil Apparatus, at least there are two issues that must be observed in the implementation of Regional elections, namely the issues of participation and neutrality of State Civil Apparatus. The phenomenon that occurs during this time is the involvement of the State Civil Apparatus in attendance is still minimum (low). Moreover, it is believed that there are many Civil Apparatus State who is not neutral in the organization of Regional Elections. In this regard, this study aims to analyze the participation and neutrality of State Civil Apparatus. The method utilized in this study is qualitative. The result of the study shows that in general the participation of State Civil Apparatus in Surabaya is adequately good, but the neutrality of State Civil Apparatus has not implemented well enough. There areat least three (3) main factors influencing the participation of Civil State Apparatus, namely the factors of leadership exemplary, commitment to employees, and employee development. As for the neutrality of the State Civil Apparatus, among others, is influenced by the factors of the ambition of employee, primordialism, and working environment of employees.

The main role and resposiblity of bureaucracy is to organize the nation and state constitusionally, it needs to be realized that the bureaucracy is a factor that determines the success or failure of a government. So far, the bureaucracy is still considered convoluted and the widespread practice of KKN (Corruption, Collusion and Nepotism; not only makes bureaucratic services access very difficult for the public, but also makes people have to pay more in terms of services and human resource who are slow in providing service. This study aims to determine how the New Paradigm of State Civil Apparatus after the ratification of the State Civil Apparatus Law. This research is qualitative descriptive study. The formation of the ASN Law is the beginning of the management of ASN which is expected to be more professional, transparent and accountable bureaucracy because ASN is a major factor in state administration. The existence of the "Merit" system and the profesionality of ASN (civil servant) support in providing excellent public services. And with the existence of KASN, it is expected to be able in managing, monitoring, and evaluating of ASN policies and management implementation.

The office is a representation of the trip distribution. Travel behavior of the State Civil Apparatus (ASN) is one of the causes of transportation problems that occur. This condition is an idea to examine the activities of employees who have an influence on the productions and attraction zones that occur in Bandar Lampung Government Office.This research focuses on the characteristics and travel behavior of the State Civil Apparatus in Bandar Lampung Government Office with the existing land use. Data is collected by interview method. The analysis used is a descriptive crosstab analysis.From the results of the research, the percentage of the mode of travel used by the State Civil Apparatus is motorcycle, 59.17%; personal car 25.00%; and public transportation 15.83%. The most influential factor on the behavior of the State Civil Apparatus prefers to use personal vehicles compared to public vehicles, are time and distance traveled. The biggest production and attraction trip is in North Teluk Betung sub-district with the value of production is 48.79% and the attraction is 49.35%. Communication skills are the basic skills needed by each ASN in performing its job duties. The elements of communication skills that are studied include the skills of speaking, writing, reading, listening, and using media. This study aims to: (1) describes ASN communication skills; (2) analyze the factors that are related and affect the elements of ASN communication skills; and (3) analyze the influence of the elements of communication skills to the achievement of ASN job performance. The sample used was 380 respondents, taken using random proportional stratified sample method. This study uses quantitative approach and is strengthened by qualitative through interview result, focus group discussion, and field observation. The results show that ASN communication skills are in sufficient category, with the order of the highest being the skills in using media, listening, speaking, reading, and writing. Factors that have a positive and significant effect on all elements of communication skills are individual characteristics of employees and work motivation. Communication skills proved to have a positive and significant impact on ASN job performance, with the strongest predictor being skills in using media.

Civil apparatus of the state should remain optimal in providing service to the community at the time of running work from home as a pandemic impact of Covid-19. Bureaucratic performance should also be maintained to ensure government programs can be directly perceived by the public. Governments are required to be able to apply flexible work patterns from two sides. That is flexible from the side of the work implementation, and flexible from the user side that in this case is the community. Despite working from home, the state civil apparatus is required to be able to provide optimal performance. This research seeks to see the motivation influence of state civil apparatus on their performance either directly or through disciplinary variables. Quantitative design has been adopted for this study using survey questionnaires prepared based on the Likert Scale (strongly disagree -1 and 5 to strongly agree). The sample size consists of 100 state civil apparatuses and is processed using PLS. The results of this study concluded that direct motivation does not affect performance, but indirectly through discipline, motivation can influence a significant effect at the overall performance of civil apparatus of the state

This research aims, firstly, to analyze the open selection of the State Civil Apparatus (ASN) in the Ministry of Administrative And Bureaucratic Reform. Secondly, it purposes to formulate an open selection model of the State Civil Apparatus (ASN) in the Ministry of Administrative And Bureaucratic Reform. This research used a descriptive research method with a qualitative approach. The analytical tool in this study uses the concept of the selection process from Dresang (2002:192-194), which are: (1) Complete Human Resource Planning and Position Analysis, (2) Identify Necessary Knowledge, Skill, and Abilities, (3) Develop Indicators of Required Knowledge, Skill, and Abilities, (4) Design a Recruitment Plan, (5) Screen Applicants for Minimum Qualification, (6) Construction and Administrative Examination (s), (7) Apply Laws and Rules for Certification and Veterans' Preference Points, (8) Make a Selection, (9) Evaluate Performance During Probationary Period. In order to find a new model or concept of open selection of the State Civil Apparatus (ASN) in the Ministry of Administrative And Bureaucratic Reform, researcher used the Soft System Methodology (SSM) which is a system based approach through the learning process.The results showed that the open selection of the State Civil Apparatus (ASN) in the Ministry of Administrative And Bureaucratic Reform was good enough, but not yet optimal in the process:(1) Complete Human Resource Planning and Position Analysis,(2) Identify Necessary Knowledge, Skill, and Abilities,(3)Develop Indicators of Required Knowledge, Skill, and Abilities,(4) Construct and Administer Examination(s), (5) Apply Laws and Rules for Certification and Veteran's Preference Points,(6) Make a Selection,(7) Evaluate Performance During Probationary Period. The Ministry of Administrative and Bureaucratic Reform is currently gradually implementing the selection process optimally. Selection process presented by Dresang to be applied to an open selection process in the Ministry of Administrative and Bureaucratic Reform not yet applicable because the principle of "Public Service Neutrality" has not been implemented in Indonesia. Therefore it is necessary to develop in the form of a strict separation between the selection process of the selection process is technically and politically, this strict separation is a new driving factor in providing solutions to create an open selection process in the Ministry of Administrative and Bureaucratic Reform to be optimal.

This study aims to determine the responsiveness of the State Civil Apparatus (ASN) serving the community in the administration of Population Administration at Medan Johor Sub-district office. The research method used is descriptive qualitative. The location of this research is Medan Johor Sub-district Office on Jln. Cipta No. 16 Pangkalan Mashhur, Medan Johor. Techniques of collection the data through observation, interviews and documentation. The data analysis technique carried out provides a clear picture of the research problem to be discussed and subsequently the data is presented qualitatively by reducing data, displaying data, and drawing conclusions. The results of this study indicate that the responsiveness of the State Civil Apparatus in the administration of population administration services in the Medan Johor Sub-district office has been going well. Related to responding to the applicant, speed, accuracy, accuracy, and responding to complaints, while regarding the timeliness indicators have not been implemented optimally. The supporting factor of responsiveness is in the form of a community that can listen well to the instructions of officers. Besides the inhibiting factors of responsiveness in the form of a network that is suddenly offline, people who do not want to be invited to cooperate, and the absence of printing machines in Medan Johor Sub-district office.
