A three-tiered analytical framework influenced by a neorealist approach is used to examine the determinants of state response to international norms of nonproliferation. Iraq's refusal to disarm in spite of military pressure; the international community's "lukewarm response" to North Korea's nuclear weapons program; & mixed reactions of major powers toward states with weapons of mass destruction (WMD) are addressed. It is argued that states will comply with international security regimes of nonproliferation only if the geostrategic dangers of noncompliance are greater than those of compliance. Likewise, responses of the international community are determined by geostrategic interests rather than threats to security. Attention is called to a state's relationship with its regional counterparts; perceptions of a competing regional military hegemon; & the nature of the existing containment strategy. The ideal types of open (exempt), unanimous, & competing containment are described. The normative ideal of international security is used to increase pressure on non-major power states that develop WMD & targeted states react differently to pressure based on regional factors that necessitate the development of WMD.
