The article attempts to shed light on Ivan Puliui's linguistic and political ideology based on the analysis of his recently published letters. The subject of the research includes the discription of this prominent figure's fate aimed at substantiating that it was a way of establishing united and independent Ukrainian State. The investigation of the problem has been performed in the terms of the Ukrainian language defense, family life as an example of native language preservation in a far-off land and struggle for establishing the Ukrainian university in foreign country. The letters demonstrate the consistent linguistic and ethno-national ideology of a thinker, who not only outstripped his time, but has great impact on the modern realities with typical for them devastating linguistic bifurcation and cultivating cosmopolitism and globalization. The thinker interprets the language as a determinative culture-bearing and state-building factor and claims that among the main reasons of Ukrainian national identity absence is Ukrainian statelessness. Key words: linguopersonology, language and political ideology, language and ethno-national consciousness, nation-oriented aspect, linguistic and political situation. The article presents the aesthetic and ideological concept of liberal criticism, which was expressed by a leading Galician critic, literary scholar, journalist and cultural figure of the interwar period Mykhailo Rudnytsky. His main scientific works were interpreted as a kind of postulate of "worldlessness" and "liberal criticism" focused on Western European intellectual models. Much of Rudnytsky's publications were written in the ideological vein of a resonant discussion, provoked by the critic and formulated by him under the slogan "Should a writer have a worldview?". In this discussion, M. Rudnytsky argued that it is not important for a writer to have a worldview. The main thing is the aesthetic criterion, which should also be decisive in the literary-critical evaluation of the writer's work. This thesis was quite ambiguous and controversial, as it sharply contradicted the general tendencies of the Galician society of that time. So the discussion provoked a polemical wave. The literary liberalism focused on issues of pure art, the search of Beauty, a kind of aesthetic ideal, non-involvement in politics, the predominance of form and style over content and ideas – founded in the Galician cultural environment of the interwar period more resistance than support. In anticipation of war, amid economic and political instability, in conditions of statelessness, the rejection of any ideology in Ukrainian society was interpreted as an ethical danger, ideological and political nihilism. Article focused also on the scientific and aesthetic problems of Rudnytsky's literary-critical scientific creativity, the specific eclectic stylistics of his works, the influence of the aesthetics and ideology of the Moloda Muza (Young Muse) group and modernism of 19 century on his philosophy and literary theory, the common and different in scientific theories of Mykhailo Rudnytsky and the Polish critic and literary theorist Ostap Ortwin, the cultural europocentrism of literary-critical assessments of Mykhailo Rudnytsky, reception of his ...
The article studies the functioning and development of civil society in Ukraine. In times of statelessness, it was the self-organization and resistance of the Ukrainian people that guaranteed the preservation of their identity and implementation of liberation strategies. Civil society has played a decisive role in gaining the independence of modern Ukraine and serves as a kind of precautionary mechanism for stabilizing crisis situations in its development. Attention is drawn to the importance of political strategies for reforming society and threats to substitute them with strategemes– situational concepts of influencing public opinion. Emphasis is put on the need to improve the relationship between civil society and various branches of power, moreover at different levels of government. This causes civic identity formation as conscious self-determination by citizens of their exclusive affiliation to the Ukrainian state and territorial space. Since ancient times, Ukrainians were enthusiastically embraced various theatrical performances, which made them a great impression not only songs and dances, but also content, inspiration, as well as a professional play of talented actors. Therefore, the leaders of the local branches of Prosvita first of all took care of the formation of theater circles in their village. Very often, the founders and long-term leaders of the branches of "Prosvita" in the villages were the priests, who were considered the most experienced people in the community and had a great authority among the population. The Enlightenment movement was best developed where there were intelligent and active priests with a sense of national dignity. Much depended on the spiritual shepherds: who was the priest – this was the community as well. In conditions of statelessness, priests in Ukraine for many centuries served not only to satisfy the religious needs of the faithful, they were often in the village with the only force that could protect the national interests of the peasants, they rallied the nation to social and political life without them not celebration of national memorable dates and events. One of the most famous and authoritative priests in the Ternopil region is the founder and head of the cell of the "Prosvita", Father Ambrosiy Krushelnytsky, who, together with his family, moved to the village of Bila near Ternopil in 1878. In 1884, he founded the "Prosvita" reading room in the village, giving away a lot of his own books to her, organizing the choir at the reading room, keeping them at the beginning at his own expense, despite the fact that his family was large children, but still had to be kept old parents. Becoming the first head of the reading room at the age of forty three, Father Ambrosiy stayed in this elective office until May 28, 1901, that is, presided over almost 17 years. Although the election of the readers of the leadership, according to its charter, took place annually, and the villagers all the time elected only his ...
The article elucidates specific features of the biographical and ideological image of the famous Ukrainian linguist and politician Sviatoslav Karavanskyi (1920–2015). The study seeks to identify the integrity of the nationalist worldview of the linguist that developed in the conditions of more than30 years of restraint by the Moscow totalitarian regime and 37 years of emigration. The analysis has been conducted in terms of two principal conceptions of the thinker, scientist, and fighter: historical and socio-lingual. Under the current socio-political conditions, the topicality and appropriateness of the socio-lingual methodology of the linguist and politician are coherent. Ukrainian lingual and historical truth is interpreted by the linguist and politician against the background of the American-European strategies concerning the aggressor-country Moscow and the newly-established independent state of Ukraine. According to S.Karavanskyi, the issue of the official status of the Ukrainian language is identical to the Ukrainian statehood existence and, vice versa, any preferences given to the Russian language imply a return of Ukraine to the colonial status. That is, Ukrainian and Russian languages in Ukraine are two political poles: independence and colonialism, statehood and statelessness. In the focus of his judgments are activities of prominent and equally distinguished figures of our history – T.Shevchenko, S.Bandera, and R.Shukhevych. They are considered as a litmus test for the national maturity of the Ukrainians themselves and an approach to explain the European structures' irritation caused by a fear of a new competitor in the heart of Europe. The linguist's main criterion of perceiving the global and the national is the cross-cutting concept of truth substantiated in his publicist works and regarded by him as a unique thing we have and fight with. In this man, heroic history of almost a century is woven with a pervasive Ukrainian nation ideal – to be in its otherness.

Fundamental principles of the institution of citizenship: jus soli and jus sanguinis. The international legal principles of citizenship in the national systems of law of different countries are researched. Considered the content of the appropriate principles of the institution of citizenship and their importance in the context of globalization are also considered. The provisions of the constitutional law of foreign countries, as well as the current legislation of Ukraine are analyzed. The attention is focused on the existing international legal principles of the institution of citizenship, their impact on the domestic legal system; The proposals on adaptation of the legislation of Ukraine in accordance with the requirements of the European Union were further developed. The author of the article agrees with those scientists who point out In the present constitutional law of foreign countries two principles prevail. "Jus soli" is a principle that is common in Latin America, Asia, some oceanic countries and North America. According to him, citizenship is acquired in the territorial jurisdiction of the country. The Jus Soli principle is not always absolute. Sometimes countries with "soil rights" laws require legal residence in the country before the authorities will enforce this right, such as in Cambodia or Thailand. Sometimes jus sol laws only apply to one generation, for example, in some countries in the Middle East where a child born in that territory is granted citizenship only if the child's father (regardless of nationality) was born in the same territory, and sometimes "jus salt" will be limited by age. The "right of blood" (jus sanguinis) is a principle based on the fact that citizenship is acquired from their parents regardless of their place of birth. This is usually the case in most parts of Asia and Europe and parts of Africa. This form of citizenship is more ethnocentric, solves the problem of statelessness, but in most cases leads to the emergence of dual citizenship. It should be noted that more countries are adopting citizenship laws that combine both of these principles. Although countries have often adopted the rules of "jus salt" or "jus sanguinis" at first, many countries have recently changed their policies to move to a different approach. As for Ukraine, the author concludes that the legislator has combined the above two principles. There are a lot of approaches to understand the concept of «nation». Scientific interest to the problem of determining the nature of this phenomenon is substantiated. Some researchers define the nation as an ethnic community, others have put the basis for understanding the nation's social and psychological components. In particular, the concept of nation German sociologist M. Weber was formed in the system of concepts such as «nation-state», «culture», and was closely associated with such area as social psychology. For the French philosopher E. Renan concept of «nation» belonged to the field of social psychology, morality, and only then – politics. In the anthropological sense American political scientist B. Anderson proposes to define the nation as imagined political community.Supporters of the political concept of understanding the nation identify it with a particular form of political system and define the nation as a politically organized community. For example, K. Deutsch – a supporter of the political concept of understanding the nation, argues that the nation – a population that has any state implementation of public instrument, and in this sense, national interests. In particular, D. Schnapper notes that the main feature of the nation is to unite people in a community of citizens, whose existence determines domestic and foreign policy. The representative of the constructivist approach to understanding the nation E. Gellner notes that the nation creates a man and nation is a product of certain beliefs, preferences and mutual recognition. A certain group of people becomes a nation when members of this group clearly recognize the joint mutual rights and obligations through the membership in this group. In the Ukrainian tradition of intellectual interest in issues of nations and nationalism has quite venerable history both in terms of the ideological development, and academic research. In particular, V. Lipinskiy defines the nation as a political community that exists within a state. Ukrainian politician Y. Vassyyan invested in understanding the importance of the nation different content. The nation is defined by as a thinker of national character, not as a political community and it is in the negative features of the national character a thinker sees the cause of contemporary Ukrainian statelessness. For the ideologist of Ukrainian nationalism M. Mihnovskiy the main condition for the existence of the nation is the state independence and right of nations to self-determination. D. Dontsov – ideologist of the Ukrainian nationalism expressed similar thoughts concerning national independence.Worth attention of thinkers attempt to define the nation by objective signs, including the following components isolated nation as historical territory, common language, ideology and religion, national consciousness, a common civic culture and traditions, shared the mutual rights and obligations of members of the community, etc.

Consideration of the basic contemporary mental characteristics of the Ukrainian people will make it possible to better understand the global perspective of the newest state building in Ukraine.Recent research and publications analysis. Mentality is thoroughly investigated by many scholars as a sociocultural phenomenon in all its diversity and complexity (S. Acre- man, R. Dodonov, J. Dyubi, D. Eber, G. Gachev, M. Gubanov, V. Gulay, L. Herasina,L. Lévy-Bruhl et al.). Particular attention deserves works that explore the phenomenon of Ukrainian mentality in all its diversity.Paper objective. The purpose of this article is to identify the modern political and mental characteristics of the Ukrainian people based on an analysis of its long-standing and recent historical experience.Paper main body. The article reveals the historical context and specific features of the modern political mentality of the Ukrainian people. The most important mental char- acteristics of Ukrainians are established using methods of historical description and sociological survey. Today, community-centeredness is a necessary mental lever for the process of decentralization, which thanks to the efforts of the central Ukrainian authori- ties led by the President of Ukraine P. O. Poroshenko is gaining momentum in modern Ukraine and has full support from the overwhelming majority of the population. This is the case when Ukrainians are typical Europeans for whom the efficient system of local self-government acts as the basis of the regime of the political polyarchy. The dominant factor in the specifics of the mental basis of Ukrainianity is long-term statelessness. This factor led to the emergence and existence of statist (state) anomie as an integral part of the political mentality of the Ukrainian people.Non-government led to the apparent disunity of Ukrainian ethnic territories in time. The affiliation of the Ukrainian lands to the Austro-Hungarian, Russian empires, Czecho- slovakia, Poland, Romania influenced the traditions, life and culture of various groups of the Ukrainian people. For example, anarchism, collectivism and paternalism are considered to be decisive for the mentality of the Dnieper people, compared with the Galician national consciousness and identification in them is much weaker. On the other hand, the mentality of Galician Ukrainians was constantly in the field of Western European culture (Polish, German, and Austrian). An important role in the mental setting of this branch of the Ukrainian people was played by the Greek-Catholic Church, which is directly subordinate to the Pope. According to the overwhelming major- ity of specialists, the habitants of Galicia have more characteristic features such as respect for property, hard work, management skills, conservatism and individualism. In addition to the regional mental separation among Ukrainians, social mental het- erogeneity has always been manifested. It is a question of the existence of two main types of mental: the Cossack and peasant. The 2004 Orange Revolution and the 2014 Revolution of Dignity showed a complete rejection of dictatorial and authoritarian-voluntarist practices with modern Ukrainian mentality. Conclusions of the research. Conclusions are drawn: the modern political mentality of the Ukrainian people has a hybrid character (modern elements are combined with traditional ones); in connection with the process of decentralization, the mental constantof Ukrainianity was updated; will and freedom have become existential imperatives for the vast majority of modern representatives of the Ukrainian people; a new, pro-Western activist type of mentality is gradually being born and spread; the national identity and the state character of the political consciousness of Ukrainianity crystallize.

Although the election of the readers of the leadership, according to its charter, took place annually, and the villagers all the time elected only his chairman. An active cultural and educational work was carried out by the rural branch of "Prosvita" Society under the chairmanship of Father Mykola Chubaty who was the pastor of the village of Petrykiv from 1888 until his death in 1928. Father Mykola Chubaty in the rural "Prosvita" paid special attention to the education of local residents: they arranged a school in their hut, free peasant education, founded a brotherhood of sobriety. He was constantly elected chairman of the Prosvita Society in Petrykiv village. The village of Ostriv reached the highest cultural and artistic level in the first half of the twentieth century, in particular when Father Vasyl Glukhovetsky became a pastor of the village – who took a great interest in the community of the village and actively attracted people to the educational work.Especially many works and efforts to revitalize the national consciousness of the village community of the village of Butsniv were made by the pastor Father Izidor Glinsky, at the end of the nineteenth century. Thanks to him the local reading-room gathered the villagers not only on weekends or holidays, but almost every evening. Father Izidor has repeatedly invited priests from Ternopil for the service of worship and lectures on various topics so that people can hear more interesting news from educated people from the county. The patriotic position of a local priest and his associates-like-minded people in the cultural and artistic sphere did a great deal of work in the village, primarily among the participants of the local "Prosvita", whose number was increasing every year.Instead of the long-lived head of the Butsniv "Prosvita" of Isidor Glinsky, Father Mykola Kulinych came in, who was also indifferent to the activity of the theater circle in the village. In 1933, the young priest Vasyll Kurilas became the head of "Prosvita" Butsniv village. In the new parish, in addition to the diligent performance of pastoral duties, he led the Brotherhoods of the most sacred mysteries, the Savior and the Ukrainian Catholic Union acting in the church, took an active part in the community life of the village. Much attention was paid to the cultural and artistic work of the reading room, giving the owners practical advice. Thus, the activity of the priests in cultural and educational institutions, in particular, "Prosvita" and "Ridna Shkola", played an important role in the development of education and the elevation of spirituality in the region. By helping rural communities create and operate amateur theater circles, priests have made an important contribution to the spread of culture and art among their parishioners. Through viewing another-genre performances, viewers were able to learn about the history, customs, traditions and the lives of their ancestors-Ukrainians, to realize their mission in difficult times for them, and to form their own national position and defend it in the future.
