On August 1, 1994 the Cooperation Agreement between the European Community and the Republic of India on partnership and development entered into force. On June 16, 2004, in the tenth anniversary of the partnership, the European Commission presented the communication "An EU-India Strategic Partnership" in order to intensify cooperation with India. The Republic of India was regarded as a regional and global leader, being able to have equal relations with EU members. This paper is to analise signs of cooperation aimed at stategic partnership, and to present that despite legal and institutional frameworks of cooperation, no comprehensive concept of partnership was implemented. Moreover, years of relations have showned that partners are not equal, as well as that course and speed of cooperation are shaped unilaterally by the European Union. ; On August 1, 1994 the Cooperation Agreement between the European Community and the Republic of India on partnership and development entered into force. Głównymi zagadnieniami artykułu są: działalność polityczna ambasad przed pandemią, nowe warunki, do jakich musiał dostosować się świat polityki i dyplomacji, problemy i ograniczenia wynikające z konieczności wirtualnego prowadzenia dyplomacji ze szczególnym uwzględnieniem problemów ambasad Krajów Trzeciego Świata i krajów słabo rozwiniętych technologicznie, konsekwencje wynikające z przeniesienia dyplomacji z płaszczyzny face-to-face na płaszczyznę świata wirtualnego, media społecznościowe i inne wirtualne sposoby komunikacji w działalności ambasad, konsulatów, światowych liderów i innych organizacji działających na rzecz stosunków międzynarodowych, strategie komunikacji ambasad ze swoimi obywatelami, obcokrajowcami oraz innymi zagranicznymi państwami oraz partnerami This article utilises the 'Mediated public diplomacy theory' to analyse the methods and means by which diplomatic missions communicate in times of the Covid-19 pandemic, which led to the virtualisation of people's lives. The main themes of the paper are among other things: the political activities of embassies before Covid-19 and the need to adapt to the new conditions of the pandemic; social media and other virtual means of communication in the activities of embassies, consulates, world leaders, NGOs, and Co-operations active in international relations arena. Besides, other topics discussed in the paper are strategic communication of diplomatic missions with their citizens, foreigners, other foreign nations, and partners; consequences resulting from the transition of face-to-face diplomacy to the virtual world, and finally, the problems and limitations arising from the necessity of an impromptu virtual functioning of the entire diplomatic community in the ...
The analysis of electoral actions taken by Konfederacja [Confederation Liberty and Independence] party in 2019 leads to assumption that their core formation achieved a consistent (also regarding axiological dimension) strategic plan which included two campaigns and was aimed at arising on Polish political market (gaining parliamentary representation). Organization and consolidation of a new political formation, able (in terms of structure, resources and strategy) to create a communication strategy allowing them to effectively compete in parliamentary elections, should be regarded as considerable success.
The campaign preceding the elections to the European Parliament in 2014 in Poland was extremely dynamic and active in case of all subjects of political rivalry, regardless of their position on the political market (campaigns of Solidary Poland and Poland Together are prime examples). Even a superficial analysis allowed to point out several regularities: tendency of political subjects to adopt the standard strategy of national cross-party political rivalry, strategic focusing of media on current issues regarding national political rivalry, particularly interesting in the area of communication is adoption of advertising orientation by most of the parties (except Polish People's Party and National Movement) – wherein this advertising activity – in contrast to campaign from 2009 (and the parliamentary campaign of 2011), did not limit to the television, what is remarkable about the campaign of 2014 was the intensive use of all accessible Internet channels: own websites, special websites dedicated to the campaign and the possibilities offered by the social media (Facebook, Twitter, Youtube).
The main goal of this study is the verification of a hypothesis/idea of centralized personalization during Polish electoral campaigns. Because of its goal and implemented methodology, such research project is unique among research presented in scientific literature thus far. The work has a descriptive character; it is congruent with treatments from the field of political communication, combining approaches of communicology and political science, in that it expresses an attempt to include in the analysis the circumstances of election campaign personalization and factors specific to mediacentric and political -scientific perspectives, as well as because of the fact of recognizing media content in political party communication. Election communication research includes six Polish parliamentary elections from the years 1993—2001. Along with an analysis of communiqué contents, published in information media, as well as communiqué prepared by political subjects contending in the elections, basic analysis methods within the study are historical-comparative and statistical data analyses. The specific objectives of the treatment are: — Description of circumstances of the political communication personalization thesis on the level of mediatization of politics and political campaign professionalization theories; — Analysis of the trend occurrence and characteristics of the electoral campaign personalization trend based on empirical research conducted in western-European parliamentary democracies; — Recognition of conditions of electoral campaign personalization in parliamentary elections in Poland; — Analysis of the trend occurrence and characteristics of media personalization in Polish electoral campaigns based on opinion-forming press research; — Analysis of the trend occurrence and characteristics of strategic personalization in Polish electoral campaigns based on political TV advertisement research.
The main determinant of the development of the contemporary political communication constitutes the attempt to impart a rational dimension to the actions of communication in compliance with Weber's understanding of the term. M. Weber claimed that rationism is a direct reflection of (a) the ability to determine such aims which are optimal and adequate to one's own resources within a given situational context, as well as the possibility to calculate the consequences of the actions undertaken (rational actions on account of the aim) and/or (b) orientation of actions around a given value system (rational actions on account of the values). In this view, a direction of the development of the contemporary conception of political communication reflects the evolutionary transformation of the relations between an axiological and instrumental-functional approach to the process of creating, planning, and executing communication strategies. Four stages in the development of the conception of communicative actions strategically ordered can be distinguished: — stage I: domination of communicative actions oriented around the political system of values preferable by the sender of the information (the stage of a traditional political propaganda; the chief aim of communicative influences — social integration/persuasion), — stage II: a relative balance of actions oriented around preferable political values and pragmatic aims (the stage of institutionalised political propaganda; the chief aim of communicative influences — persuasion/integration/political activation), — stage III: domination of pragmatic aims parallel with political values preferable by the sender of the information (the stage of early communication campaigns market-oriented; the chief aim of communicative influences — persuasion/political activation), — stage IV: correlation of pragmatic aims and instrumental values (the stage of a developed political marketing communication; the chief aim of communicative influences — political motivation, with the main emphasis on the election activation). An increasing popularity of the marketing methods of organization and conducting political campaigns should be treated as a subsequent stage of the search for the efficient formula of political communication, the stage whose main determinants are the following: — organizational transformation of traditional political subjects (political parties, electional organizations of candidates), — gradual professionalization of politics, in two perspectives: professionalization of political parties evident in the increase of the role of professional politics in making important organizational decisions, as well as the appearance of new actors on the political stage, political consultants, taking over the position of a central decisive centre in political organizations, with responsibility for preparation and implementation of the political communication strategy, — mediatisation of political communication — means of mass communication have become the main transmission channel of political information on the one hand, and, on the other hand, a kind of creator of the political reality, shaping the image of the political market, particular political subjects, or the course of political rivalry by active selection and exposure of given information according to the commercial and/or political interests of the media transmitters, — change of the system of factors determining political behaviours (electional behaviours in particular) of citizens — what becomes especially important in this context is a progressing decrease of the level of political identification leading to the increase of the number of citizens slightly engaged in the political enterprise, possessing relatively low competences of receiving and understanding transmitted political information, as well as basic problems with taking a given political decision. The complexity of the market conditions makes the subjects of political rivalry choose and develop communication marketing strategies. Such a way of organizing and realising political communicative campaigns — in accordance with the four basic criteria: efficiency, predictability, calculationism, and the use of advanced technology — may be treated as an optimal variant of a strategic adjustment of the contemporary organizations to diversified requirements of the political environment.
The chief purpose of BBC World Service, Radio France Internationale, and Voice of America in the Context of International Communication: From Propaganda to Public Diplomacy is to analyse the role radio stations fulfil for international communication nowadays in the light of the roles they served in the past (that is, the times when radio dominated). During the interwar period and right before World War II, new radio stations came to being that aimed at broadcasting content targeted at the listeners abroad. Initially, these radio stations were transmitting mostly official messages or functioning as private point-to-point communication; in both cases, they functioned similarly to telegraphs (assuming one addresser and one addressee). Along with not only the development of the transmitting and receiving devices but also the widening of our knowledge on radio waves, radio turned into a mass medium, thanks to various "freaks," including investors and other radio lovers. Having access to the network of correspondents and a powerful radio signal, radio stations back then were able to provide live coverage of the events that interested listeners all around the globe. The capacities of radio were significant during World War II as well; precisely, it ceased to serve communication purposes exclusively, and was included into military arsenal (used not only in operations and diversion actions, but also for jamming and scouting). This military conflict showed that the possibility of reaching listeners abroad – that is, the citizens of adversary, allied, and neutral states – had been of enormous importance, whereas the ability of shaping the opinions of foreign citizens had become a crucial part of contemporary warfare. The relevance of radio for international communication was indisputable also during the Cold War. Radio Free Europe, Radio Liberty, Voice of America, BBC World Service, Radio France Internationale, Deutsche Welle, Radio Madrid, Radio Moskwa, and Radio China International were fundamentally engaged in both ideological war and public diplomacy. Simultaneously, various international processes changed the position radio occupied among other media; the "Golden Age of Radio" reached a significant decline in the 1950s, when the dominance of radio gave way to the advent of television, whereas from late 1990s on the situation of all media was revolutionised by the birth of the Internet. As a result, digitalisation, convergence, shifts in reception and use of media – not to mention other broader phenomena, including the dominance of audiovisual culture – affected not only listeners and their preferences (inclining to fragmented radio programmes), but also ratings and marketability of radio stations. Finally, since political communication has privileged the audiovisual paradigm, and domestic policy has gradually become a media issue, radio has withdrawn in this area as well, giving primacy to television and new media. Because of the aforementioned factors and shifts, it becomes vital to carefully reconsider the contemporary and international status of radio. After all, one might be tempted to think that radio is no longer in its heyday, whereas both governments and individual listeners do not deem it as a genuine informative medium or a means capable of reaching the foreign public opinion. This book, therefore, explores how Radio France Internationale, Voice of America, and BBC World Service changed diachronically in reference to other radio stations alike, points to rules they follow and formats their programmes take, and analyses their recent activity in international communication between 2014 and 2018. Chapter 1 introduces theoretical vocabulary international communication relies on, and juxtaposes its various definitions with related cultural phenomena, including transcultural communication, political communication, propaganda, public diplomacy, cultural diplomacy, media diplomacy, and soft power. Aside from analysing these concepts, this chapter also proposes an innovative definition of international communication and its graphic model. Chapter 2 is diachronic, and it focuses on the discovery of radio waves and the invention of radio read from the technical perspective, which determines the position of radio for international communication. Moreover, the early forms of radio are recalled with regard to their significance for foreign communication. Finally, the development of radio and broadcasting in France, United Kingdom, and the USA is presented with an emphasis put on the differences between their broadcasting models. Chapter 3 is devoted to the development of international broadcasting, dividing it into three stages: 1) the early 20th century (until the 1930s), when radio waves were being tested, the first experimental stations came to being, and first international radio stations were founded, including those in Nauen and Zessen (Germany), Sainte-Assise and Le Post Colonial (France), Eindhoven and Heuzen (Netherlands), Chelmsford (United Kingdom); 2) the World War II period, in which the uses of radio for international military communication are analysed in reference to propaganda radio stations (Radio Berlin, Radio Hamburg, Radio Stuttgart, Radio Tokio) and its prominent figures (William Joyce ("Lord Haw-Haw"), Paul Ferdonnet ("the Stuttgart Traitor"), Mildred Gillars ("Axis Sally"), Ive Togure ("Tokyo Rose")), British pirate radio stations functioning in response to the Axis propaganda (for instance, Gustav Siegfried Eins), the radio stations of French Resistance with a special emphasis put on Radio Brazzaville, that is, Charles de Gaulle's chief means of international communication, and, finally, Voice of America serving for public diplomacy purposes; 3) the Cold War period, in which the objectives, assumptions, and strategies of international broadcasting posed by France, United Kingdom, the United States of America between 1945 and late 1980s are examined. The last chapter is entirely dedicated to BBC World Service, Radio France Internationale and Voice of America nowadays, paying attention to their regulations, structures, and broadcasting services. These radio stations are understood as means used for public diplomacy of their countries, and their institutional and formal connections to government institutions are discussed. Consequently, this comparative chapter refers to the legal contexts, supported by acts and regulations of a given country, presents the principles and levels of funding, reconstructs the institutional positions of radio among other media, and characterises broadcasting in terms of services, directions, and programmes. The analysis of contemporary strategies and activities of the discussed radio stations makes it possible to claim that the use of radio for international communication has not lost its relevance, and currently is supported with television and the Internet, that is, the media that were invented later in the course of historical progress. Radio stations, therefore, are not held in media bubbles; rather, they are still significant means of foreign communication because of their specificities. Furthermore, radio communication complies with strategic foreign policies, which affects various parts of the world where levels of technological development diverge whilst the access to television or the Internet connection is not available. In the countries stricken with military conflicts or poverty, radio is still the predominant means of communication that serves numerous purposes; not only is it a source of information on military operations, epidemiological situations, climate and natural disasters, but also it educates its listeners on civil and human rights, especially women's rights. Finally, Voice of America, BBC World Service, and Radio France Internationale support policies against extremism and propaganda (for instance, fake news). The services of the discussed radio stations are related to the policies the United States of America, United Kingdom, and France put forward against ISIL and international terrorism, but also to those actions that support democratic changes in the countries affected by war and political unrest.

; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. They also put in a new light the problems of connections between and building up of ideologies hostile to schools, that is, neoliberalism, nationalism and militarism. ; satkow@gmail.com ; Uniwersytet Gdański ; Amici, F., & Bietti, L.M.
