The study presented in the article examined the mediating role played by internationalisation in both government financial support–export strategic performance and government non-financial support– export strategic performance relationships. The moderating role of a strategic alliance in the relationships between government financial support and degree of internationalisation, and between government nonfinancial support and degree of internationalisation, was also considered. The study entailed a cross-sectional survey and included 301 indigenous export firms in Ghana. The reliability and validity of the data was tested using confirmatory factor analysis, with structural equation modelling as the primary means of analysis, run using Amos (v.23). It was concluded that both government financial support and non-financial support had a direct positive influence on export strategic performance. These relationships were partially mediated by the degree of internationalisation. Strategic alliance positively moderated the relationships between government financial support and degree of internationalisation, and also between government non-financial support and degree of internationalisation. Abstract. The Covid-19 crisis that hit the USA especially hard was accompanied by intensified anti-Chinese racism fuelled by the anti-Chinese rhetoric used by the Trump Administration. Although Trump's political opponents blamed him for having mismanaged the pandemic response, the anti-Chinese stance was a bipartisan issue. The article aims to analyse anti-Chinese racism in its systemic and historical dimensions. It examines the nature and strategic utility of antiChinese racism for past, the Trump, and future administrations as well as for America's elites generally. It is shown that anti-Chinese racism was substantially transformed during the pandemic and above all utilised to address the general destabilisation of the US-dominated socio-political and socio-economic order both at home and globally. China's growing importance around the world and the potential domestic destabilisation of the US mean that the strategic utility of anti-Chinese racism may well remain important for some time to come. The war in Ukraine is the most significant threat to the peace of the Euro-Atlantic area in decades. After 4 years of Trump's weakening of transatlantic relations, Biden's presumed foreign policy doctrine includes their quick renewal, or re-Atlantisation. The article problematises the 'new' strategy of containment given Russia's aggression, the state of transatlantic relations, and the current global order's configuration, whereby the transatlantic bond is being strengthened and the formation of Biden's foreign policy doctrine is being followed by a 'grand-strategic' shift. Four different models of transatlantic relations (mutual autonomy, strategic autonomy, strategic partnership, situational partnership) are discussed where variables include the approach taken by the USA to transatlantic relations, and the approach of Europe's EU and NATO members to transatlantic relations are addressed. The main argument is that transatlantic relations during Biden's mandate have constantly oscillated between a stra-tegic partnership, especially related to common goals of democracy promotion and containment and situ-ational partnership. Magistrska naloga se ukvarja z vprašanjem dejanskega in ne zgolj deklarativnega strateškega partnerstva med Evropsko unijo in Rusko federacijo. Dobri odnosi so namreč ključnega pomena v luči pogajanj o novem sporazumu. Ruska federacija je ena izmed najpomembnejših gospodarskih partnerk Evropske unije. Ta povezanost ju sili, da skušata kljub ne vedno enakim in včasih celo nasprotujočim si pogledom globalne in regionalne izzive reševati z medsebojnim sodelovanjem. Magistrska naloga podrobno predstavi odnose med Evropsko unijo in Rusijo ter analizira dejavnike, ki prispevajo tako k pozitivnemu razvoju odnosov kot k naraščanju napetosti. Na podlagi analize magistrsko delo zaključi z ugotovitvijo, da se soodvisnosti med partnerkama ni mogoče izogniti in da je napočil čas, da konfliktne predpostavke izkoristita kot možnosti za poglobljeno sodelovanje in vzpostavitev stabilnih politik za reševanje skupnih izzivov. ; The thesis discusses the question of actual and of not just declarative strategic partnership between the European Union and Russian Federation. Good relations are namely key in the light of negotiations on the new agreement. Russian Federation is one of the most important economic partners of the European Union. Despite not always equal and sometimes even divergent positions this relation forces them to solve global and regional challenges with cooperation. The relationship between the European Union and the Russian Federation is presented in great detail. Individual factors, which contribute to a positive development of relations on the one side and to the increase of tensions on the other, are also analyzed. On the basis of the analysis the thesis concludes that interdependence is inevitable and therefore the time has come to turn conflicting suppositions into possibilities of profound cooperation and establishment of stable politics to cope with common challenges.
The economic recession has exerted an important influence on the livesof the population in the European Union. Since 2008, when initial indications of the recession appeared,unemployment and poverty have increased in most member states of the European Union. Many European and national strategic documents were exposed; one of the key non-economic factors in easing out of a recession is investment in the development of knowledge. Political opinion regarding the important role of knowledge in solving problems of the economic recession raises the question of actual change in this area. In this paper, an understanding of the role of adult education in economic development (as oulined in the European strategic documents) is demonstrated, and in opposition to the same, an analysis of participation (and obstacles) in adult education at the beginning of the economic recession is pursued. ; Gospodarska recesija je pomembno zaznamovala življenje prebivalcev Evropske unije. Od leta 2008, ko se pojavijo prvi znaki recesije, sta se povečali brezposlenost in revščina v večini članic Evropske unije. Številni evropski in nacionalni strateški dokumenti so kot enega ključnih neekonomskih instrumentov izhoda iz recesije omenjali vlaganje v izobraževanje. Prepričanje politikov o pomembni vlogi izobraževanja pri reševanju gospodarske recesije pa odpira vprašanje o dejanskih spremembah na tem področju. V prispevku je na eni strani prikazano razumevanje vloge izobraževanja odraslih pri gospodarskem razvoju v evropskih strateških dokumentih in na drugi strani vključenost odraslih v izobraževanje in ovire pri tem ob začetku gospodarske recesije.
Abstract. Firms of different business strategy types reveal different behavioural patterns in their innovation and business performance while facing various difficulties as they seek to adapt to a turbulent competitive environment. Accordingly, we want to make progress by using the dynamic view, which follows the Schumpeterian perspective of firm behaviour through innovation (business) strategy. We advocate a dynamic approach to the strategic and behavioural patterns influencing business performance that is appropriate for small and mediumsized firms as well as giant corporations in highly competitive industries and catching-up economies. Thus, by combining different theoretical approaches we develop an alternative conceptual 'cost-advantage leader-follower' (CALF) model of innovation for when firms are developing cost-cutting process inventions.
Abstract. The article deals with the wide range of mechanisms in support of civil society institutions–government interaction in the context of developing and implementing European integration reforms in Ukraine. The authors identified 6 strategic documents and 20 areas of reform related to the process of European integration, as well as the key issues concerning implementation of the Association Agreement between Ukraine and the EU. The authors conclude that positive trends are visible in recent decades in the institutional development of Ukrainian civil society, which has become a driving force of the country's European integration aspirations. In this setting, civil society institutions (CSIs) work with government agencies, engage in informal advocacy, conduct monitoring policies, perform and publish policy analysis and recommendations, and work with and lobby international agencies and other actors.
The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service. Abstract. The article examines how the landscape of social networks has significantly transformed the job search process. The objective of the study was to evaluate attitudes to searching for a job on social media with a focus on students attending the Faculty of Economics, University of Prishtina. The findings indicate that selfperceived level of social media activity is associated with time spent on social networks, and that unemployed individuals are more likely than those with jobs to use social media. The results show the most popular methods used for job searching were social media networks and online job portals. A noteworthy finding is that even individuals who do not use social networks recognise the importance of maintaining a professional profile on social media when it comes to searching for work. The study's findings hold implications for both job seekers and employers by highlighting the importance of using social media while searching for a job, necessitating strategic investments in online platforms, customised support programmes harnessing these platforms, enhanced digital literacy, and continuous research to adapt policies in response to evolving social media trends among job seekers. The primary goals of regional policy in Slovenia are reducing regional development disparities and ensuring balanced development based on the principles of sustainable development. This article examines the performance of Slovenian regions in achieving these goals in the socioeconomic and environmental fields after 2010. For this purpose, four synthetic indicators (gross domestic product per capita, ecological footprint per capita, development risk index and indicator of sustainable regional development) and 32 separate economic, social and environmental indicators, which are also included in the calculation of the indicator of sustainable regional development, were examined. Most of the economic and social indicators indicate progress towards the strategic development goals, while most of the environmental indicators show a shift away from them. ; Zmanjševanje regionalnih razvojnih razlik in uravnotežen razvoj, temelječ na načelih trajnostnega razvoja, sta osrednja cilja regionalne politike v Sloveniji, zato v članku preučujemo uspešnost slovenskih regij pri doseganju teh ciljev na socialno-ekonomskem in okoljskem področju po letu 2010. V ta namen so bili preučeni štirje sintezni kazalniki (bruto domači proizvod na prebivalca, ekološki odtis na prebivalca, indeks razvojne ogroženosti in kazalnik trajnostnega regionalnega razvoja) in 32 posameznih ekonomskih, socialnih in okoljskih kazalnikov, ki so vključeni tudi v izračun kazalnika trajnostnega regionalnega razvoja. Večina ekonomskih in socialnih kazalnikov kaže približevanje strateškim razvojnim ciljem, večina okoljskih pa oddaljevanje od njih.
V magistrskem delu raziskujemo model in delovanje Slovenske digitalne koalicije (SDK) ter različne poglede deležnikov, ki so vanjo vključeni. V uvodnem delu opišemo strateške dokumente na področju vloge in razvoja informacijsko-komunikacijske tehnologije in informacijske družbe. Na podlagi obstoječih dokumentov in empiričnih podatkov, pridobljenih prek strukturiranih intervjujev, ter po analizi prednosti, slabosti, nevarnosti in izzivov s strani različnih deležnikov ocenimo model in delovanje SDK, v okviru raziskovalnega dela pa je izvedena tudi primerjalna analiza nacionalnih digitalnih koalicij držav članic Evropske unije. Rezultati so pokazali, da je model SDK vzpostavljen po smernicah Evropske komisije, delovanje vzpostavljene SDK pa še ni optimalno in ne izkorišča vseh potencialov delovanja. ; The Master's thesis analyses the model and the functioning of the Slovenian digital coalition (SDK) and the different views of the stakeholders who are part of it. The introduction presents the strategic documents regarding the role and the development of information-communications technology and information society. Based on the current documents, the empirical data we collected through structured interviews and the analysis of the advantages, the disadvantages, the risks and the challenges faced by different stakeholders we evaluate the SDK model and its functioning ; moreover, the research also includes a comparative analysis of national digital coalitions in European Union member states. The results show that the SDK model has been developed in accordance with the guidelines of the European Commission, while its functioning has not yet reached the optimal level and does not fully take advantage of all its potential.
V magistrskem delu obravnavamo različne politike internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem. Glavni temelj naloge predstavlja analiza in primerjava strateških dokumentov internacionalizacije visokega šolstva obeh izbranih držav. V teoretičnem delu izpostavimo internacionalizacijo v zgodovinski perspektivi. Na kratko opišemo družbenoekonomski kontekst razvoja nizozemskih univerz ter obravnavamo nastanek in razvoj slovenskih in nizozemskih univerz. Osredotočimo se na njihovo poslanstvo ter z njim povezanim položajem jezika v raziskovalni in pedagoški dejavnosti. Opredelimo tudi termin internacionalizacije in navedemo različne definicije. Nato predstavimo oblike internacionalizacije: internacionalizacijo doma, internacionalizacijo kurikuluma ter internacionalizacijo v tujini. V okviru razvoja bolonjskega procesa predstavimo nastanek evropske gospodarske skupnosti, začetke samega procesa ter kritiko njegove neoliberalne zasnove. Raziščemo tudi zelo relevantno temo – transfer izobraževalnih politik. Zaključimo s predstavitvijo jezikovne problematike, to je vedno večja vloga angleščine v pedagoškem in raziskovalnem visokošolskem prostoru ter položaj nacionalnih jezikov. V okviru empiričnega dela najprej ugotavljamo podobnosti in razlike med nacionalnimi politikami internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem ter med politikami na institucionalni ravni – opravimo torej primerjavo Univerze v Ljubljani in Univerze v Amsterdamu. Analiza nacionalnih strateških dokumentov dokazuje, da tako slovensko kot nizozemsko visoko šolstvo sledi podobnim ciljem internacionalizacije. Kot prvo bistveno razliko pa lahko izpostavimo težnjo Nizozemske po povezovanju visokošolskih institucij z gospodarstvom in posledično prevlado gospodarskih motivov za internacionalizacijo. Nasprotno pa internacionalizacijo slovenskega visokega šolstva usmerjajo predvsem politični motivi, saj želi država utrditi prepoznavno podobo nacionalnega visokega šolstva. S tem pa je povezana tudi druga pomembna razlika. V nizozemskih strateških dokumentih je poudarjena namera po konkurenčnosti in prepoznavnosti države na globalni ravni, medtem ko je v slovenskih strateških dokumentih v ospredju potreba po vzpostavitvi regionalne identitete. Nizozemska se torej usmerja v bolj globalno internacionalizacijo, Slovenija pa v regionalno. Državi sta si podobni v tem, da vidita internacionalizacijo kot poglavitni dejavnik pri razvoju svojega visokega šolstva, ki rezultira v izboljšanje njegove kakovosti. Analiza politike internacionalizacije dveh osrednjih univerz v obeh država pokaže, da je zaradi statusa mednarodne in dvojezične univerze Univerze v Amsterdamu internacionalizacija njena ključna značilnost, medtem ko je ljubljanska univerza pri svoji internacionalizaciji dokaj omejena. Zaradi svoje izrazite mednarodne usmerjenosti Univerza v Amsterdamu izvaja pouk v t. i. mednarodni predavalnici. Nizozemska in njene univerze so že – gledano z zgodovinske perspektive – veliko bolj mednarodno odprte. Slednje pa je prispevalo k temu, da Nizozemska spada med najbogatejše države na svetu. Prednost bogatih držav pa niso le zadostna finančna sredstva za implementacijo optimalne internacionalizacije, ampak tudi »privilegij« postavljanja trendov na področju internacionalizacije. Preučujemo tudi medsebojno skladnost strateških dokumentov v posamezni državi ter način odražaja ciljev bolonjskega procesa v ciljih strateških dokumentov. Ugotovimo, da je v nizozemskih strateških dokumentih v primerjavi s slovenskimi prisotno bistveno večje ujemanje v ključnih oziroma prioritetnih ciljih, kar je mogoče pripisati aktivni vključenosti nizozemskih univerz pri oblikovaju politik. Bolonjski cilji so izraženi v obeh državnih in obeh institucionalnih strategijah internacionalizacije. Izpostavili bi cilj pospeševanja mobilnosti, ki se pojavi v vseh štirih strategijah. Na koncu raziskujemo, kako državi urejata oziroma rešujeta vprašanje jezika visokega šolstva. Ugotovili smo, da v obeh državah zakona, ki urejata področje visokega šolstva, izpostavljata skrb za materinščino. Ta naloga spada v okvir visokošolskih zavodov. Univerza v Amsterdamu ima – za razliko od Univerze v Ljubljani – oblikovano svojo jezikovno strategijo, v kateri je pojasnjeno, na kakšen način se izbere oziroma določi jezik poučevanja, s čimer je odločitev o jeziku poučevanja olajšana. Kot je pokazala primerjava različnih dokumentov s področja visokega šolstva in strategij, je današnja internacionalizacija v različnih državah pod vplivom tako sodobnih procesov, konkretneje bolonjskega procesa, kot tudi različnih zgodovinskih dejavnikov oziroma okoliščin. Enake politike internacionalizacije se torej v različnih okoljih implementirajo različno. S tem tudi potrjujemo ugotovitev de Wita in F. Hunter (2015, str. 2), da ni modela internacionalizacije, ki bi ustrezal vsem. ; Internationalisation of Higher Education in Slovenia and the Netherlands After the Implementation of the Bologna Process In this thesis, we discuss the different internationalisation policies of higher education in Slovenia and the Netherlands. Analysing and comparing the strategic documents about the internationalisation of higher education in the chosen countries is the basis of the following thesis. In the theoretical part, we put internationalisation in a historical perspective. We concisely describe the socioeconomic context of the development of Dutch universities and analyse the origins and development of Slovene and Dutch universities. Furthermore, we focus on the mission of universities and their related position of language in research and teaching. We also define internationalisation and present its different definitions. Additionally, we introduce the forms of internationalisation: internationalisation at home, internationalisation of the curriculum, and internationalisation abroad. In the context of the development of the Bologna Process, we present the emergence of the European Economic Community, the beginnings of the process itself, and a critique of its neo-liberal concept. Moreover, we also explore the transfer of educational policies. We conclude by presenting the language issues, i.e., the growing role of English in teaching and research in higher education, and the position of national languages. In the empirical part, we first identify similarities and differences between national policies on the internationalisation of higher education in Slovenia and the Netherlands. Then we examine the policies at the institutional level by comparing the University of Ljubljana and the University of Amsterdam. Analysis of national strategy documents shows that both Slovenian and Dutch higher education pursue similar internationalisation objectives. However, the first significant difference is the Dutch tendency to connect higher education institutions with the economy. Consequently, economic motives for internationalisation prevail. In contrast, the internationalisation of Slovenian higher education is driven primarily by political motives, as the country wants to consolidate a recognisable national higher education. Nonetheless, there is another important difference. The Dutch strategy documents emphasise the intention to make the country competitive and visible on a global level, while the Slovenian strategy documents focus on the need to establish a regional identity. The Netherlands is therefore moving towards a more global internationalisation, whereas Slovenia moves towards a regional one. At the same time, they both perceive internationalisation as the crucial factor in developing higher education. Particularly, in the context of increasing its quality. The two countries are similar in the way they see internationalisation – as the major factor in the development of their higher education and as means to enhance its quality. An analysis of the internationalisation policies of the two central universities in both countries shows that, due to its status as an international and bilingual university, internationalisation is a leading feature of the University of Amsterdam. On the contrary, the University of Ljubljana is somewhat limited in its internationalisation. Due to its strong international orientation, the University of Amsterdam holds its classes in a so-called "international classroom." Historically viewed, The Netherlands and its universities have been much more internationally opened. This has contributed to the Netherlands being one of the wealthiest countries in the world. The advantage of rich countries is not only having sufficient financial resources to implement optimal internationalisation, but also the "privilege" of setting trends in the area of internationalisation. We also look at the coherence between the strategic documents in each country and how the objectives of the Bologna Process are reflected in the objectives of the strategic documents. We have found out that there is a significantly higher congruence in the key objectives in the Dutch strategic document compared to the Slovenian ones. The reason for that could be the active involvement of Dutch universities in policymaking. The Bologna objectives are reflected in both national and both institutional internationalisation strategies. We aim to highlight the objective of promoting mobility, which appears in all four strategies. Lastly, we explore the way of how countries are addressing the issue of the language of higher education. We have discovered that the laws governing higher education emphasise care for the mother tongue in both countries. The University of Amsterdam has constructed a language strategy that explains how the instruction language is chosen and determined. By doing so, the decision for the instruction language is less complicated. At the moment, the University of Ljubljana still does not have the same approach. By comparing different higher education documents and strategies, we have shown that contemporary changes (specifically the Bologna Process) and various historical factors have influenced internationalisation today. The same internationalisation policies are therefore implemented differently in various contexts. This also confirms the observation made by de Wit and F. Hunter (2015, p. 2) that there is "no one model that fits all".
Cilj magistrskega dela je ugotoviti, ali je skupna zunanja in varnostna politika Evropske unije primeren okvir za izvajanje mirovnih operacij. V prvem sklopu sem preučil pogodbeni razvoj, institucionalni okvir ter glavni strateški dokument SVOP. V drugem sklopu sem se osredotočil na same vojaške operacije SVOP, v okviru katerega sem preučil zgodovino in razvoj operacij, vpliv vojaških operacij na podobo EU kot varnostnega akterja ter način planiranja in financiranja vojaških operacij. Na koncu drugega sklopa sem izpostavil tudi ključne izzive, ki se pojavljajo pri vzpostavljanju in izvajanju mirovnih operacij v sklopu SVOP. V tretjem sklopu sem se osredotočil na operacijo EUFOR Althea. V začetku sklopa na kratko opišem zgodovino samega konflikta in predstavim grožnje varnosti in stabilnosti Bosne in Hercegovine, nato pa se osredotočim na samo operacijo in opišem njen mandat, proces planiranja, obseg sil in njihovo organizacijo ter naloge, ki jih izvajajo. Tudi v tem sklopu na koncu izpostavim pomanjkljivosti in kritike, ki so se pojavile skozi obdobje izvajanja operacije. Pri analizi operacije Althea sem ugotovil, da se le-ta giblje med delno uspešno in uspešno. Pri primernosti SZVP za izvajanje mirovnih operacij sem ugotovil, da ima ta za izvajanje res širokega spektra mirovnih operacij kar nekaj pomanjkljivosti. Ker sta SZVP in z njo SVOP medvladne narave, je opaziti, da se področja, ki so v pristojnosti samih institucij EU, razvijajo hitreje od področij, na katerih imajo večjo prisotnost same države članice. Moja glavna ugotovitev je, da je SZVP primerna predvsem za izvajanje manjših in manj intenzivnih mirovnih operacij. ; The aim of the master's thesis is to determine whether the common foreign and security policy of the European Union is an appropriate framework for the launching of peacekeeping operations. The first content set analyses the contractual development, institutional framework, and the main strategic document of CSDP. In the second set, I focus on the CSDP military operations. In this context, I examine the history and development of operations, the impact of military operations on the image of the EU as a security actor, and the way in which military operations are planned and financed. At the end of the second set, I also point out the key challenges that arise in the establishment and implementation of CSDP peacekeeping operations. In the third set, I focus on the EUFOR Althea operation. At the beginning of this final set, I briefly describe the history of the conflict and the threats to security and stability of Bosnia and Herzegovina, followed by the focus on the operation itself—its mandate, planning process, force and organization as well as the tasks carried out. Furthermore, this section points out the shortcomings and criticisms that arise during the course of operation. Analysing operation Althea, I have found out that it ranges from semi-successful to successful. With regard to the suitability of CFSP for the conduct of peacekeeping operations, I have found that it has quite a few shortcomings for the conduct of a considerably wide array of peacekeeping operations. As CFSP and CSDP are intergovernmental in nature, it can be observed that the areas under the responsibility of the EU institutions are evolving faster than the areas where the majority of the responsibility lies upon the member states. My main finding is that CFSP is particularly suitable for carrying out smaller and less intensive peacekeeping operations.
Slovenija je po osamosvojitvi organizirala vojaško obrambo na način, kot je bil v nekdanji skupni državi. Razvijala je številčno veliko vojsko, v katero so bili vključeni z majhnim deležem pripadniki stalne sestave ter pripadniki rezervne sestave, ki so bili v enote SV razporejeni na podlagi zakonsko obveznega služenja v rezervni sestavi. Pripadniki moškega spola so se usposabljanja za obrambo domovine udeleževali na služenju vojaškega roka, ki je bil prav tako zakonsko obvezen za vse zdravstveno sposobne moške državljane, stare med 18 in 27 let. Ob nadaljnjem razvoju Slovenske vojske se je vse bolj kazala potreba po drugačnem organiziranju vojaške obrambe, ki bi tako zagotovila doseganje novih doktrinarnih in strateških obrambnih načel. Vse bolj se je kristalizirala potreba po prehodu na poklicni način popolnjevanja vojske. Slovenska vojska je s prehodom na poklicni način popolnjevanja, dopolnjenega s pogodbeno rezervo doživela številne spremembe tako v kadrovski kot tudi v organizacijski strukturi. Vse te spremembe pa so zahtevale spremembe tudi na drugih področjih, med njimi vojaški infrastrukturi. Po izvedeni koncentraciji sil in sredstev v perspektivne objekte, ki jih uporablja Slovenska vojska, je sledilo zagotavljanje bivalnih in delovnih zmogljivosti, kjer je nastanjena poklicna vojska. Sledeč cilju razviti majhno in dobro usposobljeno vojsko, so bili posodobljeni ali na novo zgrajeni tudi nekateri objekti, namenjeni izobraževanju, usposabljanju in urjenju. Pripadnik je najpomembnejši in ključni dejavnik v delovanju Slovenske vojske. Celostna skrb za pripadnike Slovenske vojske je postala s profesionalizacijo vojske pomembna dejavnost, ki pa do danes še ni zaživela v celoti. Prostorska urejenost za izvajanje programov celostne skrbi za pripadnike Slovenske vojske je marsikje še v obliki načrtov. ; After Slovenian independence the military defence in Slovenia was organized in the same way as it was in the former joint country. Slovenia developed armed forces, great in numbers, which were complemented by permanent forces' members in a minor part, and by reserve army, which were organized into Slovenian Armed Forces (SAF) units on the basis of a legally mandatory military service. Male citizens participated in homeland defence training in the form of military service, which was also legally mandatory for all medically fit male citizens between 18 and 27 years of age. With the further development of Slovenian Armed Forces, it has become clear that the military defence should be organized differently to ensure the achievement of new doctrinal and strategic defence principles. The need of transition to complement the armed forces with professional army has become more and more clear. With the transition to the professional army, additionally complemented by contract reserve force, the Slovenian Armed Forces have experienced numerous changes, both in staff and organizational structure. All these changes resulted also in modifications in other fields, such as military infrastructure. Following the concentration of forces and assets to perspective facilities, used by the Slovenian Armed Forces, the living and work capacities for the professional army were ensured. Some facilities intended for education, training and drills have been upgraded or rebuilt in the pursuit of developing small and well-trained armed forces. The most important and key factor in the functioning of SAF is a military member. The integral care for members of the SAF has, with the professionalization of the armed forces, become an extremely important activity, which has not yet entirely thrived. The spatial arrangement of implementation of integral care programmes for SAF members is still largely in the planning phase.
