Strategie classique contre strategie quantique

Since Sept. 11, 2001, nations have been engaged in a struggle against terrorism. The question has arisen in this struggle of how nations may identify an enemy that is not recognizable through traditional means of identifying & quantifying enemy forces? The principles of quantum mechanics suggest a way in which this problem may be addressed. Against an enemy that is microscopic in comparison to a nation, that is always in motion, that is both body & shadow, that has chaos as its only goal, it is necessary to use a strategy that attacks those elements that are stable within terrorist networks so as to reduce their power & influence.
