The article analyzes the text of the «Canada's Arctic and Northern Policy Framework», published in September 2019. The author conducted a comparative analysis with a comparable document «Canada's Northern Strategy: Our North, Our Heritage, Our Future» of 2009. As a result, new approaches to the development of Canada's Northern policy were revealed. There were detected unchanged priorities and goals, as well as emphases of the Canadian government in the shaping of Arctic and Northern policy on addressing the socio-economic problems of indigenous peoples and residents of the North of Canada.
A country's economic development is carried out according to objective economic laws. However, it can become an object of government influence and control within specified boundaries. This influence can intensify or lessen certain tendencies in its strategic or tactical (current) aspects. ; Экономическое развитие страны осуществляется по объективным экономическим законам. The article is devoted to the transformation of the energy strategy of Russia in the conditions of the current economic crisis. The special attention is paid to current trends in the sphere of international relations having a decisive influence on the formation of Russia's energy strategy. The authors point to the crisis of the modern world, the deepening of interstate contradictions, the expansion of confrontation, the revision of the uniform principles of trade, established by the World Trade Organization, the changes in the global financial system. The authors investigate the possibility of political arrangements between the leading suppliers of oil on the destabilization of the oil market in order to achieve geopolitical goals. In the article special attention is also paid to the issue of political motivation of anti-Russian sanctions directed at impeding Russia's development and its Fuel & Energy Complex, in particular. Today, against the background of the current political situation, the energy strategy of Russia is exposed to adjustment. The country has the important task of ensuring technological independence of the energy sector on the basis of import substitution of the equipment, diversification of the directions of export of energy resources, preservation of leading positions in the world market of peaceful nuclear energy, etc. The authors conclude that the energy strategy of Russia is important part of foreign policy strategy of the country, and it is focused on practical cooperation with all countries and is aimed at protecting interests of the state.
For several decades, the European Union has been steadily increasing its presence in Central Asian countries. The EU's interests in the region are due to a number of reasons, including the desire to expand its influence in the Central Asian countries, the high importance of the region as a transit corridor between Europe and China, the prospects for economic cooperation, and the importance of the region's energy potential. In May 2019 The European Union has presented a new Strategy for Central Asia, designed to intensify cooperation in a number of areas of interaction. The new strategy is aimed at both implementing these interests and expanding cooperation in a number of other areas.
The article examines the communicative strategies of language response. The novelty of the research is the detailed study of psychological impact and the analytical possibilities of response speech tactics. The article uses the descriptive-comparative method of linguistics. Considering the psychological nature of speech communication, the human character's relation to the speech strategies, including the speech response strategies, is considered. It is noted that repetitive questions as a response are syntagmatic.
The paper offers an overview of the trends and patterns behind researchers' focus shifting from strategies to business models in the sphere of management. Methodologically, the study rests on the set of traditional theories included in the strategic management paradigm, as well as the concepts of business models and platform economy. The authors examine various standpoints on the correlation between the terms "strategy" and "business model" in management and trace the genesis and prerequisites for the emergence of theoretical foundations that underlied business management in the 20th-21st centuries. We identify a number of factors behind the transition to a short-term model of company management. The paper demonstrates that a shift in the basic analytical management construct is due to heterogeneous elements of organization management, transformation of management logic "from the present to the future", the inclusion of microenvironment in the business ecosystem, etc. The research results can be of use in further empirical studies and in devising the methodological approaches to the development of relevant management tools based on the concept of business models.

The main idea of this article is to describe the process of Turkish foreign policy evolvement during the rule of Justice and Development party (JDP). From weak economy and unstable political situation in 2001, JDP quickly formulated a new strategy of foreign policy and stabilized economy. In the article the Turkish foreign policy in the 21st century is divided into several stages which respond to different international threats and circumstances. The first stage was a peacekeeping stage when Turkey tried to stabilize the situation near its borders and implement peace initiatives for the purpose to find new markets and allies. As a result, Turkey formulated a new strategy of foreign policy, called "Zero Problems Policy" which aimed to create a ring of friendly countries on the borders. On the second stage, Turkish foreign policy was more active – Turkey tried to balance among regional power centers and confront with one of the most powerful actors – Israel. Confrontation with Tel Aviv was a preface to the third stage, and today under the influence of "Arab Spring" and desire to change its role in international relations, Turkey refused "Zero Problems Policy" strategy and turned to a new aggressive and revanchist idea – neo- Ottomanism. Ankara tries to build a new regional set of rules where Turkey will play a leading role.
The concept of "youth" or "youth" is a special concept inherent in any society and covering certain demographic periods. Although modern researchers do not deny that young people are active in all spheres and industries in the new century, which is the information society, they note that the current development creates certain social, political, economic, legal and, of course, spiritual problems.
The modern global civilization is at the stage of the formation of the information society. The scientific and technological revolution, accentuation of the services production sphere, and growing importance of information resources determine the special significance of education as a driving force of social progress. This work is devoted to the analysis of the role of education in achieving the goals of sustainable development, in socio-economic development, its features during the period of information transformation of society, and key principles that contribute to solving the challenges of our time.
This article presents the results of a study of how getting young students engaged in practical training can be a means of job placement in the future. The author relies on the work of those Russian sociologists who study issues such as employment, strategies for finding a job, young people's educational trajectories. The aim of this article is to examine the process of how students go through practical training, to identify their expectations from such practices, difficulties in their interaction with employers, as well as to formulate methodological recommendations for organizing practical training in universities.
In order to examine students' opinions on the specifics of going through practical training, interviews were conducted in two stages. 43 students were surveyed in total. The first stage took place in 2018, prior to going through practical training, during which respondents' expectations from practical training and employment were determined. The second round of interviews was carried out in 2019 – after they had completed their practical training. The authors found out that students have become more demanding: they expect practical training to help them acquire new skills, grab the attention of potential employers, as well as receive a monetary reward. The following strategies were identified during interviewing: employment, educational, career-based, compensational, personal development focused, the anticipation strategy; strategies for going through practical training were included into one of two categories – active or passive.
Students expressed their thoughts on the difficulties they encountered while going through practical training which involved a lack of attention and interest on behalf of employers. According to students, employers showed a low degree of interest, while their attention was focused on keeping track of attendance, and on students strictly fulfilling the obligations that they put upon them.
The article also considers foreign practice in resolving the issue, manifested in the idea of paying employers for providing young people with jobs. In Russian universities, employers are invited to work at said universities, with payment being issued for training students. The author recommends inviting employers to universities for them to conduct master-classes and organize students' practical training while taking into account the specifics of their field, motivating and attracting the interest of potential employers by putting money on the table. Another suggestion is to conduct seminars, in preparing young people for job interviews, for putting together a resume and a portfolio for future employment. Hence, according to the author, practical training can not only promote future employment, but also help in developing competencies, in socialization, a person's personal growth, enhancing competitive capacity and familiarizing youth with labor.
The paper highlights the current issues of the National Strategy for Action on Children in the Russian Federation in 2012-2017. Analyzing these problems, the author proposes a number of recommendations that will improve the quality of the implementation of the National Strategy in the second phase (2015-2017). The article uses data from official statistics, official documents in the field of social policy, the results of the author's expertise of the National Strategy documents.
The article focuses on the analysis of the methodology and content of the Strategy for Spatial Development of the Russian Federation until 2025. Particular attention is paid to the task set in the Strategy to improve the population settlement system and to reflection of regional issues in it. The orientation of the Strategy on large cities is in conflict with the objectives of the national project «Demography». Pulling the population into large cities makes it difficult to achieve the target indicator «Increase in the total fertility rate to 1.7 per woman by 2024». For the Strategy of spatial development, whose task was proclaimed to improve the system of population settlement, the problem of its reproduction and placement is far from an idle question. Nevertheless, in the Strategy this issue does not go beyond the framework of duty generalizations, which proclaim a differentiated approach to the directions and measures of the State support for the socio-economic development of territories, taking into account the demographic situation, characteristics of the settlement system, level and dynamics of the economic development and specifics of the environmental conditions. And the thesis formulated in the Strategy: «Stabilization of the population in most constituent entities of the Russian Federation», in fact, has no foundation. In 2005-2018 two thirds of the regions (67.1%) were losing their population. Analysis of the place and role in the Strategy of the region taken as an example (Komi Republic) shows that, in comparison with most other subjects of the Federation, quite a lot of attention and place is given to this republic. It is described as a part of the Northern macroregion, the economic specialization of the republic is indicated there, its capital — the city of Syktyvkar is represented among the promising economic centers, a number of municipal entities of the republic are identified as mineral resource centers, and the city of Vorkuta is presented as a part of the priority geostrategic territories of the Arctic zone. And this is quite understandable. The spatial development of the country is primarily oriented to the North and East.
