Purpose: An analysis of Higher education in India gives insight into its present system, the transformation it has undergone and its future outlook. In this paper, we have made an honest attempt to understand the system, constitution, transformation, opportunities and challenges, and to offer necessary suggestions. Design/Methodology/Approach: It is a qualitative conceptual study, based on secondary data. Secondary data is collected from websites, research papers, journals, articles, various surveys & Government reports. This study includes discussion with experts from the field of Higher education. Findings/Result: Based on detail analysis of the constitution, transformation, NEP 2020 for a futuristic outlook in Indian Higher Education, SWOT analysis and challenges. There is a crucial need to relook at the financial funds, access and equity. To boost higher education in India, it is necessary to adopt strategic approach for tackling the various challenges. Originality/Value: This paper analyses and interprets the transformation of Indian Higher Education system with reference to its constitutions, SWOT analysis and challenges. The activeness of any nation citizenry determines how effective and the types of government such a nation will have. In the case of Nigeria, Nigerian citizens have been engulfed by stark illiteracy and chronic ignorance. Citizens have failed in their responsibility of participating actively in the polity of their nation. Citizens have been blindfolded that they cannot even differentiate between good governance and bad governance, as they still blindly pledge their support to bad leadership and to the decayed political parties of Nigeria, e.g. APC and PDP. Citizens found mostly in this blindness are the South western citizens despite their level of education. This paper examined the inability of Nigerian citizens to read within the lines and understand the dangers inherent in the politics of these two political parties of APC and PDP, and the fact that both parties have no better ideology and plans to better the lives of Nigerians. The paper examines the difference between People's Democratic Party (PDP) and All progressive Congress (APC) ideology in terms of corruption in Nigeria. The paper finally examines the effect of non-democratic citizenry in Nigeria. This paper adopts the hybrids method, as interview methods of data collection are adopted while other data are gotten from the readymade works of scholars and from the common sense views of the writer. This paper finally proffers workable recommendations to the problems of bad leadership in Nigeria.

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Al-Iraqiya channel topped this framework and tried to find solutions and avoid a collision between the government and the demonstrators and sought calm. 2. State defense threats that arise as a result of the development of the global, regional and national strategic environment also include social conflicts that are still widely found in various parts of Indonesia. The preparation of a national defense strategy from an early age is very much needed to face the worst possibility and the government must hold a total war. The involvement of all national resources is needed including human resources, social conflict is a serious problem in the development of the defense force, so a solution must be found. This paper uses a phenomenological qualitative descriptive method and the theory of defense policy implementation by Lukman Yudho Prakoso to analyze the current problems. The research results show that there is still a need to carry out good handling in handling social conflicts that are integrated, can communicate interactively between entities, and implement transparent, controlled and accountable activities. So that the conclusion can be formulated that it is necessary to instill the value of State defense in handling social conflicts, so that it is hoped that awareness will arise in the community for responsibility in defending the State. Another conclusion is that a strategy is needed to build the best network and the involvement of an entity that functions as a Driver Force for handling social conflicts in supporting military campaign strategies.

This research addresses the issue of the mutual influence between the administrative judge and the constitutional judge using a comparative analytical approach. In the beginning, the researcher discusses the role of the administrative judge in protecting the rights and freedoms of individuals by presenting the basic elements that prove the effective implementation of this control, such as proportionality and disciplinary decisions. The research also discusses the primary constitutional issue in France, or what some call the review of raising the issue of the unconstitutionality, to demonstrate the strengthening of the role of the judge and his involvement in reviewing the constitutionality of laws. Then the research discusses the role of the constitutional judge in protecting the rights and freedoms based on the achievements of the French constitutional judge, starting with his decision on freedom of association (1971), in which he enshrined the constitutional value of the preamble of the 1958 constitution. What gives the decisions of the Constitutional Council the utmost significance is their compulsory as they are imposed on the judiciary and administration automatically (the power of the case). Then the research addresses and analyzes the positive mutual impact between the constitutional judge and the administrative judge, so it first presents the confirmed influence of the administrative judge, as he turns into a miniature constitutional council through his role in reviewing the unconstitutionality. The researcher also presents the position of the jurist Bernard Stern, who believes that the administrative judge is the one who does not want to violate the authority of the Constitutional Council while he can enforce strong and violent control over the work of the Constitutional Council. Even though the issue of mutual influence between the administrative judge and the constitutional judge is fluctuating, the harmony and cooperation between them remain the master of the situation.

: Employing a qualitative approach, the present study outlooks the political participation of people in Denpasar, Bali, with regard to the 2020 regional head election in the city during COVID-19 pandemic. Data were garnered through observation and documentation. The findings of this study informed that societies participated in the election with the belief that their interest are accommodated by political parties. Although the election was done during pandemic, the stakeholders carried out strict health protocol of COVID-19 in order to prevent the virus dissemination among societies. Based on the findings, this study suggest that the regional head election has an impact on the relationship between political parties at the regional level and the central level, in which, the central executive board always exercises hegemony towards regional party administrators in providing support recommendations for regional head candidates. The circumstances and contexts that set Qatar on a road of prosperity are gaining momentum every new day. From a small British colony country as late as 1970, Qatar has undergone evolution beginning with settling on its current name after numerous suggestions for the Arab state. Thus, the study interest was to answer two research questions; what is the basis of the success stories of Qatar and lessons for other third world countries? And Is Qatar headed to another level of categorization to leverage into the status of first world countries? The study is mainly guided by structural functionalism theory. The study entailed a systematic literature review approach through which various current literature were analyzed. The progress is largely attributed to the effective strategies entailing financial investment, cultural branding, and policy re-engineering. The political stature and efficient constitution controlled by effective leadership are contributions to milestones observed in the country.

: Energy diplomacy as a country's foreign policy agenda in securing access to international energy sources. The significance of energy for a country can always be a cause or proxy for its foreign policy or even its military actions. The plan for the development of nuclear power plants in Indonesia in support of the climate change program is based on global agreements and is able to provide a deterrent effect on national defense. However, until now the role of defense diplomacy in achieving national interests has not been optimal and its achievements are still limited to defense issues only (Sudarsono et al., 2018). This study aims to analyze the role of diplomacy on energy and defense, where diplomacy provides a first treat on energy, thereby realizing national energy security supported by defense diplomacy. This study uses a literature study to collect relevant data related to energy diplomacy, nuclear power plant development plans to support the NDC program, and defense diplomacy. The results of the study indicate that a diplomacy synergy is needed in achieving the national interest. Defense diplomacy can be synergized with energy diplomacy, which in this case is able to accelerate the development of nuclear power plants in Indonesia which provides a multiplier effect both in terms of energy security in the issue of climate change, even to the deterrent effect of Indonesian defense. The effect of diplomacy on energy indicates that diplomacy has a significant role in politics and the economy that a country's energy can create.

This study aims to examine administrative efforts as Premium Remidium in the settlement of State Administrative disputes (TUN) in Indonesia. In particular, the discussion in this study regarding administrative efforts as a premium remidium in state administration disputes in Indonesia, the legal consequences of not carrying out administrative efforts by the plaintiffs, and discussing the advantages and disadvantages of implementing administrative efforts in the settlement of state administration dispute. The research method used in this research was normative juridical and used secondary data consisting of laws related to government administration as the primary material and secondary legal materials, namely literature related to research problems. Based on the results of the study, it is known that administrative efforts are the premium remedy (main drug) in the settlement of state administration disputes in Indonesia. The legal consequences that arise when the settlement of the state administration dispute is not preceded by administrative efforts but directly submits a lawsuit to the Administrative Court, namely the lawsuit can be declared not accepted by the judges. Administrative efforts have advantages and disadvantages related to the state administrative dispute resolution mechanism in Indonesia.

Cases of high levels of public debt have mostly been reported in many developing countries part of which is debt borrowed abroad. Foreign debt is more preferable by many developing countries because it is cheaper to service in terms of interest costs. These countries tax their citizens heavily to raise enough finances to pay foreign debt. It was thus feasible to establish the influence of the foreign debt and taxation on expenditure of the Kenyan government. The study employed a causal research design. The period under study ranged from 2002 to 2017. The study used secondary data which was extracted from the National Bureau of Statistics, and National Economic Surveys which were available at the Government of Kenya website. Correlation statistics were conducted to establish the association between variables. Regression analysis was used to establish the effect of foreign debt and taxation on government expenditure in Kenya. The findings revealed that foreign debt and taxation influences government expenditure individually. However, on the test of the joint effect, only taxation was found to influence public expenditure significantly unlike foreign debts.

: A strong national defense system does not require consideration of empathy, including the geographical factors of the country being examined, the national resources of a country, an analysis of possible threats that will arise, and the development of information technology. Defense is something that is fundamental to the survival of a country. Cooperation between Indonesia and South Korea in the defense industry is centered on the development of the changbogo class submarine and the development of the KFX / IFX fighter aircraft. Seen from the Government's policy, it can be seen that the domestic industry is unprepared to support the independence of the defense industry. This unpreparedness can be caused by the absence of supporting infrastructure or financial support for mass production of defense and security equipment. This scientific work is expected to provide recommendations in defense policy regarding submarine development. This study uses a scientific approach with qualitative descriptive methods and uses implementation tehory by George C. Edward. The results of this study a policy review of South Korea's Submarine purchase policy . The conclusion of this study are constraints and challenges faced in improving submarines, particularly related to the ability of PT. PAL Indonesia is still limited in the manufacture of the DSME 209/1400 submarine.

The purpose of this is to study scrutinizes the dispute of gender discrimination, and how discriminated female employees incline towards interpersonal and organizational deviance. With quantitative approach, the data is collected through close-ended questionnaires on the adopted instruments of the sample size of 332, and these questionnaires were distributed among female employees working in public organizations. Structural equation modelling was performed to test the multi path regression analysis by using Smart-PLS software. Results show that there is impact of gender discrimination on both, interpersonal deviance and organizational deviance, where as lack of trust plays mediating role in these relations. The study recommends devising more surveillance plans to hamper gender discrimination as it creates menace, in the shape of drastic deviance, in social and organizational set up.

Six decades after the political independence of the Nigerian state, its government like many other governments across the third world has not been able to eradicate poverty within its borders. The prevailing situation has defied the introduction of different political structures, economic policies and even the deployment of foreign expertise and aids. This study therefore examines the causes, consequences and extant solutions proffered before now and concludes that for a nation to grow economically and rise above poverty level, there is need for human capital development since the poverty level in the country has negative impact on Gross Domestic Product (GDP) and Gross National Product (GNP). This study measures Human Capital Development (HCD) through per capital income and Human Development Index (HDI).

Coronavirus disease 2019 (COVID-19) is a contagious disease caused by severe acute respiratory syndrome coronavirus. The virus that causes COVID-19 spreads mainly when an infected person is in close contact with another person. The aim of this study is to determine the effect of COVID-19 on different countries, using USA as comparism factor. Ninety four countries were selected based on their continents, countries and cases of infection. Data from each country were obtained from United Nations Geoscheme and WHO and were analyzed and compared to that of the United State of America (USA).Data analyzed revealed that most countries in Africa appears to be least affected by the virus. Data also revealed that many countries have been able to understand and manage the spread and infectivity of the virus compared to the USA. Result from the study also showed that the many countries have been able to improve on managing the infection when compared to USA mortality. This may be due to among other factors a more robust immune response, herd immunity and united approach in the management of the disease. The result also helps to provide insight as to how significant developing and providing vaccine may be to this part of the world. Result from the study suggests that while Africa has a better immunity for the virus, there seems to be improvement the management of disease by other continent.

"The Supreme Court is final not because it is infallible; but it is infallible because it is final" – this status quo of the Supreme Court of Nigeria and its application in various electoral cases, especially in the just concluded 2019 general elections in Nigeria has aroused mixed feelings and raised questions on the credibility of the Nigerian Judiciary and its capability of enshrining sustainable democracy in Nigeria. Meanwhile, according to the report of the Kayode Eso Panel on Reform of the Judiciary, the mindset of an average Nigerian is that "the Nigerian Judiciary hardly redeems itself from the unfortunate image it acquired during the military interregnum when it was described as a judiciary in patent chaos, riddled with corrupt Judges and in need of urgent and radical reform". This study which sought to explore the infallibility of the Supreme Court and sustainable democracy in Nigeria; the effect of the infallibility of the Supreme Court verdicts on sustainable democracy in Nigeria; and the effects of bribery and corruption of the Supreme Court Justices on sustainable democracy in Nigeria, is an exploratory research which employed qualitative method of research and adopted the Transitional Jurisprudence Model as propounded by Ruti Teitel (2015) to analyze these. The study found that the bribery and corruption of the Supreme Court Justices has significant effect on sustainable democracy in Nigeria; and that the infallibility of the Supreme Court verdicts have significant effect on sustainable democracy in Nigeria. The study recommends among others that there is need for the independence and accountability of the Judiciary with the other arms of the government in Nigeria.
