Oil and diamonds as causes of civil war in Sub-Saharan Africa: under what conditions?

Recent research has increasingly questioned the link between natural resources and violent conflict while stressing the importance of resource-specific context conditions under which internal conflicts become more likely. This paper engages in a systematic analysis of six of these resource-specific conditions comparing 15 African oil and diamond producing countries. Employing a Boolean logic, the results of our analysis indicate that, typically, a conflict-ridden diamond or oil producer is highly dependent on resources, its revenues are hardly spent on distributional policies and the security apparatus and, moreover, it suffers from intercommunal problems in the producing regions. Little income from resources per capita and substantial production of lootable resources in peripheral regions seem to constitute necessary conditions for civil war. Thus, our findings imply that future theoretical models and empirical strategies should integrate the full set of (resource specific) context conditions. Efforts to raise a more integrative approach combining quantitative and qualitative research designs seem particularly promising. (Colombia Internacional/GIGA)

Documental, industria y compromiso. La inmigración subsahariana como estudio de caso ; Documentaries, industry and social engagement. Sub-Saharan immigration as a case study
El presente artículo analiza algunos aspectos relativos a la producción de documentales en el campo específico de la inmigración subsahariana en España a lo largo de la última década, para constatar cómo ha evolucionado y qué variantes la afectan. Ello nos permitirá determinar quiénes son los agentes productores, cómo se comprometen televisiones, instituciones y otros organismos y hasta qué punto este tipo de creaciones se erigen en un canal de transformación social. Recurrimos para ello al análisis cuantitativo y cualitativo de un corpus representativo de cuarenta y un documentales de producción española enmarcados entre 2001 y 2011, un periodo en el que se han experimentado momentos de auge y crisis para el documental español en gene- ral y el documental de temática migratoria en particular. Este artículo demuestra que Cataluña ha sido en su conjunto la comunidad que ha producido un mayor número de documentales so- bre inmigración subsahariana y sostiene que en España su producción ha sido muy dependiente de los vaivenes económicos, las políticas públicas sobre inmigración, las «crisis de las pateras» y la propia dinámica de los medios de comunicación. Finalmente, proponemos tendencias en auge en la búsqueda de nuevas formas de financiación. This article discusses various aspects related to the production of Spanish documentaries over the last decade in the specific field of sub-Saharan immigration, to ascertain how it has evolved and what variants are involved. This will allow us to determine who the agents involved in production are, how televisions, institutions and other agencies are engaged, and to what extent such productions are made in a channel of social transformation. We use the quantitative and qualitative analysis of a representative sample of 41 Spanish documentaries made between 2001 and 2011, a period in which Spanish documentaries in general – and documentaries on migration issues in particular – experienced moments of boom and bust. This article shows that as a whole Catalonia is the community that has produced the largest number of docu- mentaries about sub-Saharan immigration, and argues that in Spain the production of these documentaries has been very dependent on economic fluctuations, government policies on immigration, the "crisis of the dinghies" and the dynamics of the media. Finally, we propose booming trends in the search for new forms of financing.

Si bien en la Argentina poseemos una inmigración desde el África subsahariana a partir de fines del siglo XIX y principios del XX, como la de los sudafricanos y los caboverdeanos, esta nueva inmigración, de la última década del siglo XX y la primera del XXI, que llega desde Senegal, Nigeria, Camerún, Ghana, entre otros países, aparece en un contexto histórico y político diferente, enfrentada a regímenes jurídicos y estatutos administrativos cada vez más restrictivos, enmarcada en la creciente globalización de la economía.Este trabajo constituye una parte de los primeros resultados de la investigación iniciada en el año 2009 sobre esta migración desde una perspectiva antropológica, sumando los aportes que nos brindan la historia, la ciencia política y la demografía –entre otras disciplinas–, haciendo uso de los materiales producidos por científicos sociales africanos y no africanos, con el convencimiento de que en el diálogo de miradas se pueden superar las propias limitaciones. ; Even though in Argentina we have immigrants from Sub Saharan Africa arriving at the end of the Nineteenth Century and beginning of the Twentieth Century such as those from South Africa and Cape Verde, this new immigration from Senegal, Nigeria, Cameroon, Ghana, among other countries, during the last decade of the Twentieth Century and first decade of the Twenty-first Century appears in a different historical and political context. Sub-saharan Migrations to Argentina: Interaction, Integration or Exclusion ; Migraciones subsharianas a Argentina: interacción, integración o exclusión ; Migrações subsaarianas a Argentina: interação, integração ou exclusão
Objective: this paper aims at investigating the representations of the population of three neighborhoods of Buenos Aires (Flores, Once and Constitución) about the new immigrants from Sub-Saharan Africa and a possible correlation between social class and racism, relating this fact to the history of the making of the Argentine nation-state.Methodology: it is a qualitative research based on participant observation and semi-structured interviews to sub-Saharan immigrant population, as well as to Argentinian people (Argentinians, mainly sellers and informal vendors), with whom they have daily interactions in the neighborhood of Flores, commercial pole of the Federal Capital, Buenos Aires.Results: it is observed the existence of a "politically correct" discourse, but with strong discriminatory elements when inquiring more deeply about certain issues related to the "control" of the migrant population.Conclusions: the study shows that there are indeed areas of conflict where migrants "disturb", become "strange", not only for their national origin, but also for their racial status. ; Objetivo: indagar por las representaciones que la población nativa de tres barrios de Buenos Aires (Flores, Once y Constitución) tiene acerca de los nuevos inmigrantes del África Subshariana, así como una posible correspondencia entre clase social y racismo, vinculando este hecho a la historia de la conformación del Estado-nación Argentino.Metodología: investigación cualitativa, basada en observación participante y entrevistas semi-estructuradas realizadas a población inmigrante de países subsaharianos, así como también, a población "nativa" (argentinos, principalmente empleados de comercio y vendedores ambulantes) con los cuales mantienen interacciones cotidianas en el barrio de Flores, polo comercial de la Capital Federal, Provincia de Buenos Aires.Resultados: se observa la existencia de un discurso "políticamente correcto" pero que presenta elementos fuertemente discriminatorios al indagar más en profundidad sobre ciertos aspectos que refieren al "control" de la población migrante.Conclusiones: el estudio demuestra que efectivamente hay espacios de conflicto donde el migrante "molesta", resulta "extraño", no sólo por su condición nacional, sino también por su condición racial. ; Objetivo: indagar pelas representações que a povoação nativa de três bairros de Buenos Aires (Flores, Onze e Constituição) tem cerca dos novos imigrantes de África Subsaariana, assim como uma possível correspondência entre classe social e racismo, vinculado este fato à historia da conformação do Estado nação Argentino.Metodologia: pesquisa qualitativa, baseada em observação participante e entrevistas semi-estruturadas realizadas a povoação imigrante de países subsaarianos, assim como também, a povoação "nativa" ( argentinos, principalmente empregados) de comercio e vendedores ambulantes) com os quais mentem interações cotidianas no bairro de Flores, pólo comercial da Capital Federal, Província de Buenos Aires.Resultados: observa se a existência de um discurso "politicamente correto", mas que apresenta elementos fortemente discriminatórios ao indagar mais em profundidade sobre certos aspectos que referem ao "controle" da povoação migrante.Conclusões: a pesquisa demonstra que efetivamente há espaços de conflito onde o migrante "molesta", resulta "estranho", não só por sua condição nacional, também por sua condição racial.

Implicaciones de la condicionalidad política de la Unión Europea en el África subsahariana ; Implications of the political conditionality of the European Union in the Sub-Saharan Africa
La Unión Europea (UE) estableció los principios democráticos y los derechos humanos como objetivos centrales de la condicionalidad para la Ayuda Oficial al Desarrollo, desvirtuando el propósito de disminuir la pobreza en los países en vías de desarrollo. En África, los impactos de la política de condicionalidad con las metas establecidas en los Objetivos de Desarrollo del Milenio (ODM), han sido económicamente marginales en los países receptores y políticamente sustanciales para los intereses y propósitos de la UE. Este artículo examina los aspectos relevantes que existen entre la condicionalidad política de la UE y el África subsahariana (ASS). ; The European Union (EU) instituted democratic and human rights principles as the main objective conditions for determining eligibility for Offi cial Development Aid. As a consequence, they debilitated their original goal of reducing poverty in developing countries. In the African continent the effects of political conditionality in relation with Millennium Development Objectives, have proven to be economically marginal for receiving countries, although significant for the interests and agenda of the EU. Innovations in Sub-National Government in Europe
La mejora del gobierno se encuentra arraigada con frecuencia en los niveles descentralizados. En este artículo es el cambio dentro del gobierno mismo, principalmente la emergencia de la "gobernanza" y el cambio en el tamaño administrativo. Las reformas estructurales adoptan formas diversas: el aumento del tamaño para mejorar la capacidad del sistema, el aumento del tamaño para favorecer la participación ciudadana, y la reducción del tamaño para favorecer asimismo la participación ciudadana. Además, se advierten nuevas formas de acción dentro de los mismos gobiernos: cooperación transfronteriza, cooperación intermunicipal y nuevas formas de evaluación del rendimiento y de la gestión financiera. Los autores concluyen el artículo mencionando algunos desafíos para los académicos y para los gobiernos. ; Improvement in government is often rooted in decentralised layers of government. In this article the authors discuss the recent history of innovations in sub-national government in Europe. They focus on two general trends and developments. Cases of interesting practices and developments illustrate the general trends. For each general trend a distinction is made between two kinds of innovations: structural reforms and new ways of working within existing institutional settings. The first trend concerns changing relations between government, civil society and citizens, in response to the increased contestation of the nature of traditional representative democracy. Examples of structural reforms are: increased citizen participation, the expanded use of referenda and the introduction of the directly elected mayor. New ways of working are: forms of coproduction between the public sector and the third sector. The second trend described in this article is change within government itself, mainly the rise of 'governance' and changing administrative scales. Structural reforms take several forms: scale enlargement to enhance system capacity, scale reduction to enhance system capacity, scale enlargement to enhance citizen effectiveness, and scale reduction to enhance citizen effectiveness. Next to them, new ways of working can be observed within governments: cross-boarder co-operations, inter-municipal co-operations, and new forms of performance assessment and fiscal management. The authors conclude the article with a few challenges to both academics and governments.
