SUPRANACIONALIZAM ; SUPRANATIONALISM
U ovome radu, supranacionalizam se istražuje kroz dva vida - kao ideja (koja se ponajprije odnosi na 'Europski projekt', tj. povijesni proces europske integracije od 1945. do danas); također, suodnosno - kao ideologija; i/ili - kao faza nadređenog/nadređenih procesa 'komunogeneze' ('globalizacije' i 'civilizacije'), konceptualizirane u širem filozofsko-političkom okviru - istraživanja tzv. 'kozmokracije' ili 'svjetske (globalne) vladavine. Započinjem istraživanje impliciranih značenja i prospektnog budućeg razvoja svjetske politike (uzete kao jedne cjeline), prvotno ispitivajući - povijesni kontinuum pretvorbi političke zajednice (iz "zapadnjačke" perspektive), kao i nužnih pretvorbi njihova središnjega koncepta - 'suvereniteta'. U drugom dijelu ispitujem supstancijalizirani radni (teoretski) okvir za analizu supranacionalnog fenomena preko dva velika djela političke filozofije (klasične i suvremene) - Kantovog Vječnog mira te Rawlsove Teorije pravednosti zajedno s Pravom naroda. Konačno, u trećem dijelu započinjem s ispitivanjem supranacionalnog fenomena u praksi, isključivo u kontekstu 'Europskog projekta' kao modela koji bi u budućnosti mogli pratiti i drugi. Europsku uniju uzimam kao primjer koji nam pomaže u razmatranju mogućih puteva/načina realizacije pretpostavki danih u drugom dijelu. Zaključujem s optimističnom perspektivom Europske unije kao (povijesne) jezgre moguće 'Globalne Zajednice' ili 'Svjetske Federacije', arbitrarno, ali znakovito nazvane - 'Sjedinjenom Zemaljskom Republikom'. ; In this paper, 'supranationalism' is being explored three-fold - as an idea (most commonly attributed to the 'European Project', i.e. historical process of european integration, from 1945. until today; also, conversely - as an ideology; and/or - as a phase of an overarching process(es) of 'communogenesis' ('globalisation' and 'civilization' or, following Nancy - 'mondialization') - conceptualised in the wider (meta-theoretical) philosophical and political framework of 'cosmocracy' or 'world (global) governance'. Measurement of Supranationalism
Which policies should the European Union (EU) regulate? Which issues should national governments regulate? This is a crucial issue within the EU. Citizens in EU member states have had little influence on decisions allocating political decision-making powers between the supranational and the national/regional levels. Given this situation, it is important to study the supranationalism of people in different European countries. The issues addressed here are the following: - How can one determine the supranationalism of European citizens? - Is the homogeneity of these opinions such that one scale can be used for the whole of Europe? Data used are obtained from the first round of the European Social Survey. The paper reports on an effort to develop a cumulative (Mokken) scale of supranationalism. The paper concludes that one unique scale does not exist that is applicable to all European countries; however, different cumulative scales can be constructed for four clusters of countries. Finally, cross cultural comparisons are carried out testing different hypotheses relating the level of supranationalism with political trust, age, education and establishment in the area.

"Deliberative Supranationalism" Revisited
Legal and political science cannot merge, but they should, at the very least, 'listen to each other'. This working paper is a further step in an ongoing interdisciplinary cooperation which seeks to make sense out of Louis Henkin's famous admonition. This co-operation had begun with a research project on the European comitology system in 1995 and the publication, inter alia, of two articles on deliberative supranationalism in 1997. The present article is an effort to get?/go beyond the scope of our original analyses and to explore the potential of our guiding ideas at a more general level of integration research. In Part I of this paper, Jürgen Neyer summarises strands of normative and positive political theory on which deliberative approaches to international and European governance can build. These approaches not only support coherence, social acceptance and normative recognition, they also have in important potential for the design of empirical studies. They seem to be particularly promising for the understanding of the institutional design and the political process in the EU. In Part II, Christian Joerges first summarises the objections against deliberative suprantionalism and comitology in legal science. He then presents a conflict-of-law's approach to European law which builds upon the 1997 articles and seeks to develop their normative-legal perspectives further. European law is interpreted as a new type of conflict of law which constitutionalises a European unitas in pluralitate. Comitology is interpreted as a cognitive opening of the legal system which institutionalises a second order of conflict of laws.

Is the European Commission a 'Hothouse' for Supranationalism? Exploring Actor‐Level Supranationalism*

AbstractThe article explores actor‐level supranationalism among seconded national experts (SNEs) in the European Commission. The transformative clout of the European Commission is assessed by the extent to which SNEs adopt a supranational role perception. The survey and interview data presented demonstrates that SNEs evoke multiple roles, notably departmental, epistemic and supranational roles. OLS regression analyses reveal that actor‐level supranationalism among SNEs reflect (i) processes of re‐socialization inside the Commission, (ii) the organizational composition of the Commission and (iii) organizational incompatibilities between the Commission and domestic government institutions.

"Der Beitrag kontrastiert zwei Ansätze zur Konzeptualierung legitimen Regierens jenseits des Verfassungsstaates, die beide unter dem Titel 'deliberativer Suprantionalismus' auftreten. Rainer Schmalz-Bruns hat seine Version, die auf einen nicht-staatlichen, nicht-nationalen Konstitutionalismus und eine reflexive suprantionale Institutionenpolitik zielt, als systematische Fortschreibung deliberativer Demokratiekonzepte insbesondere bei Joshua Cohen, Michael Dorf und Charles Sabel entwickelt. Demgegenüber haben der Autor dieses Beitrags und Jürgen Neyer ihre Vorstellungen aus einer Analyse und Rekonstruktion institutioneller Entwicklungen und Entscheidungspraktiken im Prozess der europäischen Marktintegration gewonnen. Dabei gehe es, anders als Schmalz-Bruns dies wahrgenommen und kritisiert hat, nicht um die Absegnung eines technokratischen Paternalismus, sondern um eine Alternative zur Programmatik eines von "non-majoritarian institutions" beherrschten europäischen 'Regulierungsstaates', wie sie insbesondere Giandomenico Majone vertritt. Die innovativen und normativen Qualitäten des europäischen Projekts könnten allerdings nur zur Geltung kommen, wenn man es tatsächlich als Experiment behandelt, also von der Notwendigkeit der Entdeckung neuer institutioneller Arrangements ausgeht, die dafür unabdingbare Autonomie gewährt und erst auf der Grundlage (neuer) Erfahrungen korrigierend eingreift."
