Przedmiotem niniejszych rozważań, dotyczących współczesnych stosunków międzynarodowych są z jednej strony suwerenność, a z drugiej – bezpieczeństwo międzynarodowe oraz analiza związku pomiędzy systemem bezpieczeństwa zbiorowego a suwerennością państw w kontekście utrzymania trwałego pokoju i stabilności na świecie. Państwa są tradycyjnie przywiązane do idei suwerenności, jednakże do najbardziej charakterystycznych cech stosunków międzynarodowych naszych czasów należy narastanie różnego rodzaju zagrożenia, zarówno ze strony państwa (np. Iran, Korea Północna), jak i ze strony innych podmiotów (np. Al-Kaida). Bezpieczeństwo i suwerenność to dwa podstawowe pojęcia w literaturze i doktrynie prawnomiędzynarodowej. Dzieje się tak z dwóch powodów: po pierwsze – głównymi aktorami w stosunkach międzynarodowych są państwa, będące suwerennymi podmiotami, a stosunki czy też współpraca między nimi oparte są w zasadzie na poszanowaniu owej suwerenności; po drugie – kwestia bezpieczeństwa jest podstawowym zagadnieniem i warunkiem niezbędnym do wykonywania w pełni suwerennych praw tychże państw oraz zapewnienia współpracy międzynarodowej i rozwoju społeczno-gospodarczego. W artykule tym poruszono również problem konieczności instytucjonalizacji legalnego użycia siły, zarówno w organizacjach ogólnoświatowych, jak i na gruncie struktur regionalnych organizacji międzynarodowych, aby szybko i skutecznie zarządzać sytuacjami i konfliktami zagrażającymi pokojowi i bezpieczeństwu międzynarodowemu. W artykule zwrócono również szczególną uwagę na rolę i miejsce organizacji międzynarodowych w procesie utrzymania pokoju i bezpieczeństwa międzynarodowego, zarówno na poziomie ogólnoświatowym, jak i regionalnym.

Suwerenność państw w procesie integracji europejskiej
The paper concerns an attempt to determine the status of European Union member states. It takes as its starting point the statement that the EU's organizational structure provides for more than a confederation of states but less than a federation. At the present stage of the EU's development a unique organization has been established that has not predecessor in the standards of international organizations. This is accompanied with a new approach to the interpretation of the nature of sovereignty of integrating European states, which is connected with intensifying processes of decomposition and the loosening of sovereign control by states over their territories and populations. States achieve their sovereign interests within the framework of international structures. They can also voluntarily restrict their sovereign rights on the basis of the commonly accepted rules and principles of international organizations. In this way they assign a comparative degree of state authorities' competencies to these organizations. As a consequence, numerous issues that were formerly regulated by states are increasingly more often solved by means of corporate operations. This naturally leads to the states' opening to the international environment without any threat to their sovereignty. The process of integration in Europe has not resulted in sovereignty of the European Union itself. Sovereignty remains an attribute of states. European states maintain their ability to

Artykuł wpisuje się w nurt badań dotyczących suwerenności państw w międzynarodowych organizacjach integracyjnych, w których uczestnictwo wiąże się z największymi ograniczeniami w zakresie kompetencji i autonomii państw, w porównaniu z udziałem w innego typu organizacjach. Zostaje wyjaśnione pojęcie suwerenności, zwracając uwagę na jej wymiar prawny i polityczny, jak również międzynarodowej organizacji integracyjnej, która występuje tylko w grupie organizacji regionalnych. Artykuł zawiera analizę zróżnicowanego, z punktu widzenia suwerenności, usytuowania państw w organizacjach integracyjnych, w których stosowane są nowego typu rozwiązania instytucjonalne, w tym ponadnarodowe. Badania odnotowują znaczące zróżnicowanie rozwiązań instytucjonalnych, pokazujące, że modele zastosowane w Europie nie znajdują uniwersalnego zastosowania. Widoczne jest odmienne podejście do suwerenności w procesach integracyjnych i organizacjach międzynarodowych na Zachodzie oraz wśród państw rozwijających się, które większą wagę przywiązują do ochrony i zabezpieczenia suwerenności w ramach organizacji.

Niepodległość, suwerenność i demokracja w exposés premierów III Rzeczypospolitej
Twenty–five years after the first Polish partly–free legislative election in June 1989 and after the? entrance to the North Atlantic Treaty Organizationand and to the European Union, the Poles still regard as important concepts of the in-dependence and the sovereignty. Both are very often identified, by many societies, with the democracy. Over the quarter century thirteen politicians hold the office of the prime minister. In their first speeches in the Parliament, Polish prime minis-ters repeatedly invoked on those important for Polish society values. In this article author confirmed the hypothesis that the prime ministers de-scended from the former democratic opposition in PRL referred more often in theirs exposés to the ideas of the independence, the sovereignty and the democracy, than prime ministers derived from the postcommunist party. The analysis also revealed that the passage of time does not reduce the number of Polish prime ministers commitments to these ideas. Polish prime ministers since 1989 – without exception – accepted the integration of the Polish Third Republic of North Atlantic Treaty Or-ganization and to the European Union, even though they were aware that Poland abandon for those international organizations part of its sovereignty. This applica-tion is also confirmed by the analysis of the most important speeches of the prime ministers in Polish parliament. ; Abstrakt: Dwadzieścia pięć lat po pierwszych polskich częściowo wolnych wyborów w czerwcu 1989 r. oraz po przystąpieniu do Paktu Północnoatlantyckiego Organizacja i Unii Europejskiej, Polacy nadal uważają za ważne pojęcia niezależności i suwerenności. Oba te pojęcia są bardzo często utożsamiane w powszechnej świadomości z demokracją. Przez ćwierć wieku politycy piastujący stanowisko premiera wielokrotnie przywoływali te ważne dla społeczeństwa polskiego wartości. W tym artykule autor potwierdziły hipotezę, że premierzy wywodzący się z dawnej opozycji demokratycznej w PRL częściej odwoływali się w swoich exposé do idei: niepodległości, suwerenności i demokracji niż premierzy wywodzący się z partii postkomunistycznych. Analiza wykazała również, że upływ czasu nie umniejsza wagi tego rodzaju zobowiązań formułowanych przez polityków. Polscy premierzy od 1989 r. – bez wyjątku – popierali integrację Polski w ramach Traktatu Północnoatlantyckiego oraz członkostwo Polski w Unii Europejskiej, mimo że byli świadomi, że Polska poprzez przynależność do organizacji międzynarodowych zmuszona została do porzucenia część swojej suwerenności.

Collective security and state sovereignty ; Bezpieczeństwo zbiorowe a suwerenność państw
The subject of these reflections on the contemporary international relations is, on the one hand, sovereignty and, on the other, international security, and the analysis of the relationship between the system of collective security and the sovereignty of states in the context of sustainable peace and stability in the world. States have traditionally been tied to the idea of sovereignty. However, among the most characteristic features of the international relations of our time is the growing number of various types of threats originating in states (e.g. Iran, North Korea), in organisations or other entities (e.g. al-Qaeda). Security and sovereignty are two basic concepts most commonly discussed in literature and international legal doctrine. There are two reasons for that: (i) firstly, the main actors in international relations are states which are sovereign entities and the relations or cooperation between them is based on respect for the principle of that sovereignty, and (ii) secondly, the issue of safety is a key issue and a prerequisite for the performance of fully sovereign rights of these countries, necessary to ensure international cooperation and socio-economic development. This paper discusses the need to institutionalise legitimate use of force in global organisations as well as in their regional structures, and to rapidly and effectively manage situations and conflicts intercept to international peace and security.
