The third World Meteorological Congress opened in Geneva on April i, 1959, under the presidency of Mr. Andre Viaut. Delegates from nearly 90 member states, two non-member countries, and several other international organizations were joined by a number of distinguished guests. Following several welcoming speeches, Mr. Viaut, in his presidential address, referred to the accession of the 100th member of the World Meteorological Organization (WMO), which had taken place just before the opening of the Congress, and to the ever-increasing world-wide cooperation which had made possible such a vast project as the meteorological program of the International Geophysical Year (IGY).
The practice of working in the context of frequent changes in legislation in the field of technical regulation, as well as the adoption of a new edition of ISO 17025:2017 highlighted some problematic issues related to the identification of measuring instruments groups according to the international classification of measurement types, procedural issues of verification of medical devices with a measurement function, ambiguity of provisions some regulatory legal acts on the procedure for using standard samples of the composition and properties of substances and materials, etc.Special attention should be paid to the issues related to the establishment and regulation of procedures that replace the "voluntary verification" of measuring instruments and the "attestation" of test and auxiliary equipment with measurement functions, as well as approaches to the definition of procedures for checking (conformity confirmation) of the technical characteristics of devices, not a measuring instrument, but whose work is explicitly or implicitly related to the measurement and standardization of quantities (for example, refrigerators, thermostats, power supplies, etc.).In addition, issues related to the risk-oriented approach to metrological work with the aim of optimizing them are considered, among which the substantiation of the determination and adjustment of calibration intervals are especially prominent.In the report, we analyzed the above issues and suggested some ways to solve them, based on the practical activities of the Metrology Center of SE "Kharkovstandardmetrology". ; Практика роботи в умовах частих змін у законодавстві в сфері технічного регулювання, а також прийняття нової редакції стандарту ISO 17025:2017 висвітила деякі проблемні питання, пов'язані з ідентифікацією груп ЗВТ згідно з міжнародною класифікацією видів вимірювання, процедурними питаннями повірки медичних приладів з функцією вимірювання, неоднозначністю положень деяких нормативно-правових актів щодо порядку застосування стандартних зразків складу та властивостей речовин і матеріалів тощо.Окремої уваги заслуговують питання, пов'язані з встановленням та регулюванням процедур, що замінюють «добровільну повірку» ЗВТ та «атестацію» випробувального і допоміжного обладнання з функціями вимірювання, а також підходи до визначення процедур перевіряння (підтвердження відповідності) технічних характеристик приладів, що не є ЗВТ, але робота яких явно чи неявно пов'язана з вимірюванням та нормуванням величин (наприклад, холодильники, термостати, джерела живлення тощо).Крім того, розглядаються питання, пов'язані з ризик-орієнтованим підходом до метрологічних робіт з метою їх оптимізації, серед яких особливо вирізняється обґрунтування встановлення та перегляду міжкалібрувального інтервалу.В доповіді проведено аналізування вищезгаданих питань та запропоновано деякі шляхи їх вирішення, що базуються на практичній діяльності Метрологічного центру ДП «Харківстандартметрологія».

[EN] Based on the results obtained in the graphic study of the layout of the fourth Real building of Santo Domingo de Granada, Spain (Roldán 2011), a huge field of work is opened on the study and analysis of the possible use of the dual scale system in the historical monument.We plan to characterise the particular features of the system in order to deepen its research in order to clarify the forgotten knowledge, taking advantage of the graphic and representational implications required by the metrological scheme detected, the typological variety presented by its modular frames, and the recurrent combinations of modules of both scales. Unique combinations of modules allow operational approaches to fractions and reasons not present in the system. Metrological maintenance of measuring instruments for weapons and military equipment parameters control is carried out in order to provide reasonable conclusions about the serviceability, and, as a consequence, the suitability of measuring instruments for use as intended. However, today the metrological maintenance system of measuring instruments for weapons and military equipment parameters control requires improvement, taking into account modern requirements for weapons and military equipment, as well as development trends of the Ukraine Armed Forces. In order to prevent excessive expenditure of resources when carrying out metrological maintenance of measuring instruments for weapons and military equipment parameters control to ensure the correct decision-making regarding the technical condition of measuring instruments and a sample of weapons and military equipment in general, it is necessary to obtain estimates that will allow analyzing the measuring instruments for weapons and military equipment parameters control and to synthesize an optimal metrological maintenance system of measuring instruments for weapons and military equipment parameters control according to certain efficiency indicators, in particular, in terms of economic indicators. To determine the economic efficiency for metrological maintenance system of measuring instruments for weapons and military equipment parameters control, the article proposes to use a complex economic indicator, which takes into account the coefficient of performance by a sample of weapons and military equipment of the assigned task, the economic effect (that is, benefit), as a result of a sample of weapons and military equipment using for its intended purpose and losses associated with the failure to fulfill its tasks, respectively.
В статті запропоновано математичну модель і метод визначення оптимального плану розподілу й відповідних оптимальних маршрутів руху виїзних метрологічних груп за критерієм мінімуму вартості метрологічного обслуговування зразків озброєння та військової техніки й транспортних витрат. ; В статье предложено математическую модель и метод определения оптимального плана распределения и соответствующих оптимальных маршрутов движения выездных метрологических групп по критерию минимума стоимости метрологического обслуживания образцов вооружения и военной техники войск и транспортных расходов. ; In the article a mathematical model and method of determination of optimum plan of distributing and proper optimum routes of motion of departure metrologicals groups is offered on the criterion of a minimum of cost of metrological maintenance of standards of armament and military technique of troops and transport charges.

It is now necessary to follow and account for the ecological and chemical status of aquatic ecosystems. This status should improve with the objective of "good status" in 2015 for all waters of Member States. Such a regulation will lead to an intensification of chemical contaminants control and has important metrological implications. In order to ensure the comparability of data, it appears necessary to develop internationally validated standard methods and to organise intercomparison exercises for analytical laboratories.

In the article based on the Siberian materials of the 19th-21st centuries, a way to solve the problem of understanding the foundations and characteristic features of the Russian Orthodox architecture as a way of expression of religious ideas of an ethnos and society is proposed. The proportional-metrological system and the figurative-symbolic structure of the churches are considered as indicators of the essence of foundations of the cult Orthodox architecture. The conducted review of the scientific literature showed that the largest number of studies was done on the materials of Ancient Russia, only a few works are devoted to modern structures, and there are few works done on the Siberian materials. Publications concerning the "golden section" in the church architecture were revealed. The problem offoundations ofproportioning, symbols and images in the temple architecture is still far from being solved, experts have not yet come to a consensus. There are no generalizing and systematizing scientific works on this topic, although there is an extensive relevant source base. An original set of approaches and methods is proposed that allows solving the problem, which includes general scientific methods and methods of individual sciences using the advantages of an interdisciplinary approach. The research arsenal includes methodological techniques of ethnography and other historical sciences (direct observation, historical-genetic, typological, relics, case-study, hagiographic), history and theory of architecture (identification of proportional compositional features of buildings and structures, metrological structure, construction methods dimensional drawings, the original author's method of analysis of proportional-metrological features of buildings and structures), informatics (the use of computer programs for processing primary data and the formation of resulting images and drawings, the author's automated method of variant modeling). The conclusion is made on the possibility of solving the set problem.
In this paper a metrology model is proposed for inspection and evaluation of medical devices, which provide cost-oriented re-diagnosis rate of non-accuracy of the results. This work focuses on the current situation of medical devices in military hospital and Khartoum hospital, by applying the statistical methods such as the mean, frequencies, percentages and independent T – test. Results obtained by the model reflect the state of medical devices in hospitals. However, the average percentage of standards inspection and evaluation of medical devices which reached at military hospital is (46.8%) and Khartoum hospital is (47.9 %). While, the ratio required to ensure the efficiency of medical devices scientifically more than (95%) which helps in diagnosis, treatment, monitoring of patients to provide the best healthcare services.
В статті проаналізовано існуюче метрологічне забезпечення в Збройних Силах України, структура системи метрологічного забезпечення озброєння і військової техніки, яка відображає просторово-часову підпорядкованість її підсистем й елементів та дозволяє вдосконалити якісні показники її роботи. ; В статье изложен анализ системы метрологического обеспечения Вооружённых Сил Украины, структура системы метрологического обеспечения вооружения и военной техники, которая отображает пространственно-временную подчинённость её подсистем и элементов и определяется функциями, которые она должна реализовать. ; The analysis of the system of the metrological providing of Military Powers of Ukraine, structure of the system of the metrological providing of armament and military technique, which represents spatio-temporal subordination of its subsystems and elements and determined functions which it must realize, is expounded in the article.
