The article addresses the influence of transition to the inflation targeting policy on the economic growth. It contains an analysis of different theoretical approaches to the explanation of monetary policy impact mechanism on real economy long-term dynamics. The article also presents the results of econometric research of the relation between inflation targeting regime and economic growth rates in developed countries based on the most recent data. The results of this research let conclude, that transition to the inflation targeting policy is associated with higher GDP growth rates.
In this paper we introduce the results of the research about the impact of financial development on the decrease in deviation of the real inflation rate from the central bank's stated target inflation rate. Using methods of cluster analysis and panel procedures on a sample of the countries, which at the moment of writing the research officially stated to adhere to a policy of inflation targeting, we show that improving characteristics of financial development benefit the success of an inflation targeting regime (in terms of achieving its desired goal). It is also stated that for emerging economies the most vital channels of this mechanism are the increases in the efficiency and in the stability of financial markets and institutions.
The paper analyzes inflation targeting which used in many countries as a tool for the monetary policy of central banks. The study of the experience of inflation targeting over the past quarter century shows a number of shortcomings. The important one is that inflation targeting is powerless in relation to import inflation. This problem is particularly acute for import-dependent countries. The authors summarize the failure of inflation targeting to influence the import of inflation regarding inflation caused by the increase in production costs. The problem is studied by the example of post-communist Georgia (that uses inflation targeting) and its major trading partners. The authors analyze various modifications of the inflation indicator, such as agflation, munflation, and imflation. It is shown that the first two reflect price fluctuations on the nutrition, medical care, medication and utilities. Imflation reflects the dynamics of import prices on the domestic market, in the formation of which the exchange rate of the national currency is of great importance. The indicators of agflation and munflation together with the traditional indicator of inflation should become one of the important macroeconomic indicators for governments that develop economic and social policies. The authors propose a new approach to monetary policy, called complex inflation targeting. In this case, monetary policy targets are not only inflation, but also imflation. As for the exchange rate of the national currency, it should be influenced by the actual level of the imflation indicator. ; В работе анализируется режим инфляционного таргетирования, который используется во многих странах как инструмент монетарной политики центральных банков. Изучение накопленного за последние четверть века опыта использования этого режима свидетельствует о наличии целого ряда недостатков. Среди них важное место занимает то, что инфляционное таргетирование бессильно в отношении импорта инфляции. Эта проблема особенно остро встает в импортозависимых странах. В статье проблема неспособности режима инфляционного таргетирования влиять на импорт инфляции обобщается в отношении инфляции, которая вызвана ростом издержек производства. Рассматриваемая проблема изучается на примере посткоммунистической Грузии (в которой используется режим инфляционного таргетирования) и ее основных торговых партнеров. Анализируются различные модификации показателя инфляции, такие как агфляция, манфляция и имфляция. Показано, что первые два отражают динамику цен на продовольствие, на медицинское обслуживание и основные медикаменты и на основные виды коммунальных услуг. Что же касается имфляции, то этот показатель отражает динамику на внутреннем рынке цен на импорт, в формировании которых большое значение имеет обменный курс национальной валюты. Показатели агфляции и манфляции должны стать совместно с традиционным показателем инфляции одними из важных макроэкономических индикаторов для правительств, разрабатывающих экономическую и социальную политику. В статье предлагается новый подход к монетарной политике, называемый комплексным инфляционным таргетированием. В этом случае целевыми показателями монетарной политики являются не только инфляция, но и имфляция. Что же касается обменного курса национальной валюты, то на него возлагается функция влияния на фактический уровень показателя имфляции.
Статья посвящена институту уголовной ответственности за посягательства на честь и достоинство личности. С использованием исторического метода рассматриваются этапы развития этого института и особенности охраны чести и достоинства личности с точки зрения ценностей современного демократического государства. Автор анализирует влияние явных и неявных целей уголовной политики на способы защиты чести и достоинства личности. Особое внимание уделяет целям криминализации и декриминализации клеветы и оскорбления. Исследование направлено на выявление проблем целеполагания при переменах в институте уголовной ответственности за посягательства на честь и достоинство, когда соответствующие уголовно-правовые нормы замещаются административно-правовыми нормами. Автор стремится деполитизировать вопросы защиты личного права на защиту чести и достоинства на основе принципа равенства граждан перед законом. Действующее российское уголовное законодательство в основном направлено на защиту чести и достоинства лиц в связи с их социальными принадлежностями. В рамках охранительной концепции уголовного права автор статьи обосновывает вывод о гарантировании права любого человека, пострадавшего от клеветы или оскорбления, на достижение истины и государственное порицание виновного. Такой взгляд будет интересен также исследователям уголовного процесса. ; The article is devoted to the institution of criminal liability for attacks on the honor and dignity of the individual. The article, using the historical method, examines the stages of development of this institution and the features of protecting the honor and dignity of the individual from the point of view of the values of a modern democratic state. The author analyses the impact of explicit and implicit criminal policy objectives on the ways to protect the honor and dignity of the individual. Particular attention is paid to the criminalization and decriminalization of libel and slander. The research is aimed at identifying the problems of targeting in changes in the institution of criminal liability for attacks on honor and dignity, when the relevant criminal law norms are replaced by administrative law norms. The author seeks to depoliticize the protection of the personal right to honor and dignity on the basis of the principle of equality of citizens before the law. The current Russian criminal legislation is mainly aimed at protecting the honor and dignity of persons in connection with their social accessories. Within the protective concept of criminal law, the author of the article justifies the conclusion that the right of anyone who has suffered from slander or insult to achieve the truth and state censure of the perpetrator is guaranteed. Such a view will also be interesting to researchers of the criminal process.
The article treats long-term impact of monetary policy nominal anchor choice (inflation targeting, exchange rate targeting, money supply targeting) on inflation level in developed and emerging countries. The research was built on panel data for 188 countries, which includes period after the global financial crisis. The results show, that inflation or exchange rate targeting allows to reduce inflation rate in emerging countries, while in developed countries the use of monetary policy nominal anchor does not give additional benefits in inflation control. This difference can be explained by the fact, that nominal anchor implementation in emerging countries enhances public confidence in monetary authority actions to control inflation. Higher confidence decreases inflation expectations and hence inflation. In contrast, central banks of developed countries can stabilize price level without use of nominal anchor due to good reputation.
The article refers to the fact that consumer prices are the object of regulatory processes at the intersection of the real and monetary economy sectors. The authors assume that the principal institution which is responsible for maintaining price stability through the implementation of monetary policy is the central bank of the state. The legislation of different countries is briefly described, containing instructions on the core goals of the national central banks. The authors say that the selection and application of monetary leverage is controlled by national banks and depend on the overall state goals and objectives of monetary policy, taking into account the situation in the money market. It is noted that the universal strategic objective of monetary policy is economic growth with moderate inflation. It is emphasized that most central banks are not solved to declare this goal as a priority in their work, as it being a complex structure, difficult to implement. The impact on the price shocks, which should not degenerate into higher inflation and dissipate as a result of calm inflationary expectations, is a strategic objective of monetary control ; В статье идет речь о том, что потребительские цены являются объектом регуляторных процессов на пересечении реального и монетарного секторов экономики. Авторы исходят из того, что главным институтом, на который возлагается ответственность за поддержание ценовой стабильности путем реализации денежно-кредитной политики, является центральный банк государства. Кратко характеризуются законодательные акты разных стран, содержащие указания на основные цели деятельности центральных национальных банков. Авторы статьи говорят о том, что выбор и применение монетарных рычагов влияния осуществляется национальными банками государств в зависимости от общих государственных целей и задач монетарной политики с учетом ситуации на денежно-кредитном рынке. Отмечено, что универсальной стратегической целью денежно-кредитной политики является экономический рост при умеренных темпах инфляции. Подчеркивается, что большинство центральных банков не решается декларировать эту цель как приоритетную в своей деятельности, поскольку она, являясь комплексной структурой, сложна в реализации. Влияние на ценовые шоки, которые должны не перерасти в повышенную инфляцию, а рассеяться в результате спокойных инфляционных ожиданий, составляет тактическую цель денежно-кредитного регулирования
The article is addressed to the legal analysis of advertising placed in video games. Topical issues of the concept of advertising are touched upon from the point of view of its compliance with the legal definition enshrined in the Federal Law "On Advertising". There has been analized the distribution of advertising in video games, such as ads embedded in game content, including "product placement". In Russian legislation, there is an analogue of this category which is defined by the legislator as "references to a product, means of its individualization, about a manufacturer or seller of a product, which are organically integrated into works of science, literature or art". The conclusion is made about the possibility of qualifying this technique as an advertisement in the absence of a sign of "organic integration". The examples of judicial and law enforcement practice of inorganic integration are considered. In such cases, the disseminated information is recognized as advertising, in respect of which the requirements of advertising legislation regarding restrictions on advertising of tobacco and alcohol, weapons and a number of other goods must be observed. There are special requirements for video games for minors in order to protect their rights. The author presents the position regarding the qualification of targeted advertising from the point of view of its compliance with such a sign of advertising as being addressed to an indefinite group of people. The conclusion is supported by the argument that personalization of an advertising message does not exclude its qualification as an advertisement. The problem of advertising distribution in computer games, including multiplayer games, carried out via the Internet, where obtaining the preliminary consent of the online game user to receive advertising is achieved by including this condition in the user agreement, is investigated. The conclusion is made about the need to improve legal regulation in the studied field. ; Статья посвящена правовому анализу рекламы, размещаемой в видеоиграх. Затрагиваются актуальные вопросы понятия реклама с точки зрения ее соответствия легальному определению, закрепленному в Федеральном законе «О рекламе». Анализируются такие способы распространения рекламы в видеоиграх, как реклама, встроенная в контент игры, в том числе «product placement». В российском законодательстве аналогом данной категории является используемая законодателем дефиниция «упоминания о товаре, средствах его индивидуализации, об изготовителе или о продавце товара, которые органично интегрированы в произведения науки, литературы или искусства». Делается вывод о возможности квалификации данного приема в качестве рекламы в случае отсутствия признака «органичной интеграции». Рассматриваются примеры судебной и правоприменительной практики неорганичного интегрирования. В таких случаях распространенная информация признается рекламой, в отношении которой должны соблюдаться требования рекламного законодательства относительно ограничений на рекламирование табачной и алкогольной продукции, оружия и ряда других товаров. Особые требования предъявляются к видеоиграм для несовершеннолетних с целью защиты их прав. Автором представлена позиция относительно квалификации таргетированной рекламы с точки зрения ее соответствия такому признаку рекламы, как адресованность неопределенному кругу лиц. Обосновывается вывод, что персонализация рекламного сообщения не исключает его квалификации в качестве рекламы. Исследуется проблема распространения рекламы в компьютерных, в том числе многопользовательских играх, осуществляемых посредством сети Интернет, где получение предварительного согласия пользователя онлайн игры на получение рекламы достигается посредством включения данного условия в пользовательское соглашение. Делается вывод о необходимости совершенствования правового регулирования в исследуемой сфере.
The article examines the most significant challenges (threats) predetermining the prospects of development ofRussia in XXI century and suggests possible ways to support people and the real economy in the conditions of deepening economic crisis. The author believes that the government should develop a comprehensive program to stimulate the industrial development: on the one hand, it should facilitate the transition to a more balanced production pattern and, on the other hand, should push the companies towards producing innovative and competitive products. At the same time as a part of the stimulus program, the government should adopt a list of criteria to be met by a company which expects to receive government support. In order to improve the situation on the labor market we need, first of all, to provide tax incentives for companies which create new high-performance jobs; compensation of tuition fees or training expenses of employees; measures to support labor mobility. ; В статье исследуются наиболее значимые проблемы (угрозы), предопределяющие перспективы развития России в XXI веке, и предлагаются возможные направления поддержки населения и реального сектора экономики в условиях углубляющегося кризиса. Автор считает, что необходимо разработать комплексную Программу государственного стимулирования развития промышленности, которая, с одной стороны, будет содействовать переходу к более сбалансированной структуре производства, а с другой стороны, подталкивать предприятия к выпуску инновационной и конкурентоспособной продукции. Одновременно в рамках Программы стимулирования следует утвердить перечень критериев, которым должны соответствовать предприятия, рассчитывающие на получение государственной поддержки. Чтобы улучшить ситуацию на рынке труда, в первую очередь нужны налоговые стимулы для компаний, которые создают новые высокопроизводительные рабочие места; необходимы компенсация расходов на обучение или повышение квалификации работников, а также меры по поддержке мобильности рабочей силы.

Изменение геополитической ситуации, ограничения поставки в Россию стратегически важных технологий, программных продуктов, оборудования и компонент сделали неизбежным переход российской промышленности к более замкнутой стратегии развития с меньшей долей международной кооперации. В условиях вынужденной локализации остро встал вопрос обеспечения технологической самостоятельности при существующих финансовых проблемах. Целью исследования стало определение характера воздействия денежно-кредитной политики на реальный сектор в отечественной экономике для формирования предложений ее оптимизации. В рамках статьи дана оценка состояния денежно-кредитной политики, проанализированы последствия выбора режима таргетирования инфляции Банком России. Исследованы проблемы транспарентности денежно-кредитной политики в экономике России по материалам опросов, научных публикаций, аналитических докладов, стратегических и программных документов. Акцент сделан на изучении статуса национальной валюты, структуры потребительского спроса, предельной склонности к потреблению, экономической активности, инфляционных ожиданий. Раскрыты особенности технологии применения межбанковского кредитования и регулирующего воздействия ЦБ РФ. С позиции кредитного процесса и нормативных условий представлена характеристика тарифной политики банков. Авторами проведена группировка банковских комиссий по принципам разумности и свободы договора, на основе которой могут приниматься решения оценочного характера о деятельности кредитных организаций. Сформулированы предложения для повышения эффективности денежно-кредитной политики, выявлены механизмы усиления ее влияния на экономические процессы, которые обеспечат сбалансированность интересов участников кредитного процесса. ; The change of the geopolitical situation, limiting supplies of many strategically important technologies to Russia, software, equipment, and components made the inevitable transition of Russian industry to a self-contained development strategy with a smaller share of international cooperation. The conditions of forced localization acutely raised the issue of providing technological autonomy under the existing financial problems. Thus, the aim of the paper is to determine the nature of the impact of monetary policy on the real sector of the national economy to formulate the suggestions for its optimization. Forced localization of knowledge-intensive industries should potentially lead to an increase of GDP. Under the market conditions, it was more profitable to purchase at foreign markets and not to engage their organization in Russia because of a high level of capital intensity and risk. The article assesses the state of monetary policy and analyzes the consequences of inflation targeting by the Bank of Russia. The authors study the problems of communication of the monetary policy in the economic policy based on surveys, scientific publications, analytical reports, strategic and program documents. The authors emphasize the status of the national currency, the structure of consumer demand, the marginal propensity to consume, economic activity, and inflation expectations. The authors reveal the features of the interbank lending application and regulatory impact of the Central Bank of Russia. The authors characterize the banks' tariff policy based on the credit process and regulatory environment. The authors carried out the grouping of bank commissions on the principles of rationality and freedom of contract. It is possible to make decisions about the nature of the assessment of credit institutions with such a method. In conclusion, the authors formulate a proposal to improve the effectiveness of monetary policy and identify the mechanisms to enhance its influence on economic processes that will ensure the balance of interests of the participants of the credit process.
In the absence of the effective system of state regulation, the monetary and financial market not only does not carry out the function of the financing of value-adding investment, but it is also a source of destabilization of the Russian economy. In the article, the analysis of the policy instruments of the Central Bank of the Russian Federation is provided. The reasons and consequences of the financial and currency speculation and transition to free ruble exchange rate are considered. The concept of "inflation targeting" is investigated and the conclusion that the transition to the inflation targeting declared by the Central Bank of Russia did not achieve the stated goals is drawn. The need for using the instruments as the control parameters, corresponding to a host of factors of currency system instead of using only refinancing rate is reasoned. The arguments to apply the currency restrictions are considered. The assessment of a current situation of the Russian monetary and financial system is given as uncontrollable. The manipulation of the Russian monetary and financial market from the foreign financial institutions connected with issuers of world currencies is identified as the main political consequence of the currency and monetary policy. The aggravation of stagflation and of crisis phenomena in the Russian economy at the further realization of similar monetary policy is forecasted. In the article, a number of measures for stabilization of the Russian economy by the state regulation of the monetary and credit sphere, which would secure the monetary and financial market against external and internal threats, is offered. ; Проанализированы основные инструменты, используемые при реализации политики Центрального банка Российской Федерации. Предложены меры по стабилизации российской экономики с помощью средств государственного регулирования денежно-кредитной сферы, которые позволят обезопасить валютно-финансовый рынок от внешних и внутренних угроз.
The article is devoted to the «Trilemma» of the policy of the monetary authorities, or the «rule of impossible trinity». This policy compatibility rule, formulated more than 50 years ago, remains relevant today. Its reliability is generally confirmed by a number of empirical studies, although there are also suggestions on the need to adjust this economic and theoretical development. The corresponding discussion also affects the policy of the Bank of Russia (mega-regulator), which carries out inflation targeting in conditions of the free movement of cross-border capital and the use of a floating ruble exchange rate. Regarding the effectiveness of this policy, carried out in the presence of increased sensitivity of the Russian economy to external shocks, the authors express certain doubts.
Anti-corruption and competition policies intersect at certain regulators and at the goalsetting. Under different conditions effects of codirectional interaction and contrariety can occur. In this connection it is necessary to determine the factors of anti-corruption tools and antitrust policies interinfluence. This article focuses on generalization of available foreign studies, where relationship between indicators of corruption and competition are analyzed. The main objective of the study is to identify factors that influence the correlation between the levels of competition and corruption. In addition, the paper deals with the problem of choosing indicators of corruption and competition for targeting and selecting a set of competition and anti-corruption measures. Study findings can be used as guidelines for the competition authority and other regulators, whose activities are aimed at reducing the level of corruption.
The article focuses on the implementation of the exchange rate policy of the Bank of Russia aimed to switch from the managed arrangement to floating under inflation targeting. It provides a theoretical framework of such policy with special regard to emerging countries. The main part of the article deals with the policy issues, which Russia has been facing within the western sanctions and oil price falling at the world market. It contains the analysis of risks, which countries implementing the switching to floating may be exposed to and which should be taken into account by government authorities. Special attention is paid to the measures of economic policy to minimize the risks. It is concluded that the switching to floating may be appropriate only in case of availability of a set of required conditions.
After two and a half decades of state-mandated cotton production, the diversification of agriculture and the downsizing of the cotton area have become prominent features of Uzbekistan's current modernization strategy. Given the momentum of agricultural policy reform, this policy brief aims to evaluate the success of farm restructuring so far. Moreover, it asks what policymakers should do next to promote agricultural competitiveness without losing sight of the social consequences of reform. After initial downsizing of the former collective farms and achieving nominal self-sufficiency in grain during the 1990s, the government has struggled to find a new model for its farming sector. In January 2019, the government initiated a new wave of farm consolidation. Rather than targeting at a particular type or size of farm organization, policymakers are recommended to focus instead on ensuring that all farmers receive undistorted market signals and have access to an optimal set of supporting public services. Stepwise liberalization of output and factor markets will contribute to this goal, and it needs to be complemented by better tailored public services to Uzbekistan's heterogeneous farming sector to lead to a successful agricultural transformation. The latter is especially important for household producers who will likely appreciate better non-farm income opportunities generated by reforms that go beyond the agricultural sector.
