The paper explores wage setting practice in East Germany since unification. It gathers evidence for the claim that economically non-viable collective agreements have fostered decentralized wage setting. First, we document declining organization rates of both employers and employees, allowing drift between collective and actual wages. Second, we examine macroeconomic wage flexibility by estimating a switching regime model, in which the observed distribution of individual wage changes is generated by simultaneous processes of union, nominal or no wage rigidity. The results indicate that wages become more flexible during transition. Furthermore nominal wage rigidity, typical for decentralized bargaining, is much more common in East than in West Germany, while the opposite holds regarding union wage rigidity.

There are several studies on recent developments in collective bargaining in Eastern Europe, but there is still a debate about the extent to which collective bargaining practices resemble those in continental Western Europe. This paper aims to contribute to this debate, by examining primary data on collective bargaining practices in Romania using an actor-centred institutionalist approach. It focuses on collective bargaining in four large chemical companies. Comparisons are made to other countries in order to highlight the developments in Romanian cases. Unexpectedly, the study's findings point to an increase in state intervention in establishing the terms and conditions of employment after 1989, due to the state's new roles during the transformation process that affected job security. The study suggests a considerable increase in the influence of top managers in determining pay and working conditions, while trade unions retained the considerable influence over social benefits in large companies. The findings show continuance of certain pre-1989 practices, such as a persistence of high state intervention and a limited independence of the trade unions from the management. This paper contributes to a deeper understanding of institutional changes in the context of a shift from a centrally planned economy to a market-based economy.

Collective bargaining in the German metal and electrical engineering (M+E) industries has undergone a phase of considerable development since the 1990s. The profound changes which underwent collective bargaining in M+E over the last two decades have to be regarded against the background of a new global and national political and economic environment which emerged after the end of the Cold War. The M+E sector with at its core the automobile industry underwent successive waves of restructuring which shaped the bargaining agenda. This discussion paper examines these developments, putting a special focus on the changing bargaining agendas at both sectoral and company level and looks in particular at the decentralisation of collective bargaining. The management of the crisis of 2008 - 2010 in metal manufacturing is a further topic.A first version of this paper was presented at a meeting of the European GUSTO research project on 6 September 2011 in Barcelona. ; Die Tarifpolitik in der deutschen Metall- und Elektroindustrie hat seit den 1990er Jahren einen tief greifenden Wandel durchlaufen. Die Entwicklung der letzten zwei Jahrzehnte ist vor dem Hintergrund der Veränderungen in den globalen wie nationalen politischen und ökonomischen Rahmenbedingungen zu betrachten, die sich nach dem Ende des Kalten Krieges herausbildeten. Die Metall- und Elektroindustrie und insbesondere die Automobilindustrie erlebten aufeinander folgende Restrukturierungswellen, die die Inhalte der tariflichen und betrieblichen Aushandlungsprozesse prägten. Dieses Diskussionspapier untersucht diese Entwicklungen und die Veränderungen in der Betriebs- und Tarifpolitik, wobei besonders die Dezentralisierung der Tarifpolitik betrachtet wird. Das Krisenmanagement der Jahre 2008 bis 2010 in der Metall- und Elektroindustrie ist ein weiterer Punkt.Eine erste Version dieses Papier wurde am 6. September 2011 bei einem Treffen des europäischen GUSTO Forschungsprojekts in Barcelona vorgestellt.

"Das Papier bietet eine Kartell-Erklärung für die Stabilität der Institutionen der deutschen Tarifpolitik. Es wird gezeigt, dass ein dichtes Netz legaler gesetzlicher Schutzmaßnahmen rund um das deutsche Lohnsetzungskartell gewoben worden ist. Diese Maßnahmen machen Abweichungen von Kartell-Insidern weniger attraktiv und errichten gleichzeitig Zutrittsbarrieren für andere Gewerkschaften. Die Befragung gibt die betrieblichen Rahmenbedingungen in Privatwirtschaft und öffentlichem Dienst wieder und benennt die dort im Befragungszeitraum aufgetauchten Probleme für die Betriebs- und Personalräte. Deren Aktivitäten und Einschätzungen werden mit ihrem gesetzlichen Handlungsspielraum, ihrem Verhältnis zu den Arbeitgebern und schließlich auch ihrer Beziehung zu Tarifpolitik und Gewerkschaften konfrontiert, die ebenfalls Gegenstand der Befragung sind. Collective bargaining and workers' voice are often discussed in the past rather than in the future tense, but can they play a role in the context of a rapidly changing world of work? This report provides a comprehensive assessment of the functioning of collective bargaining systems and workers' voice arrangements across OECD countries, and new insights on their effect on labour market performance today. The publication provides a detailed review of existing collective bargaining institutions and workers' voice arrangements. It analyses the role of these institutions for employment, wages, labour market inclusiveness, as well as non-monetary aspects of job quality. The publication also discusses how collective bargaining can be mobilised to address emerging challenges in the labour market, and identifies the type of government intervention that may be required to do this. The report provides a resource for policy makers, trade unions and employers' organisations interested in understanding how collective bargaining and workers' voice can be used to complement public regulation in shaping ever-changing labour markets.
