Geographers play an important role in the announced & expected reform of the political & institutional system by introducing a second tier of local self-government. Their role is not only associated with preparing an appropriate subdivision of Slovenia into functionally closed areas, but also, considering contemporary social causal links between forming the regions & regional development, the effects of the polycentric settlement network layout & the decentralization of public institutions. The paper derives from an assumption that decentralization of institutions plays an important role in overcoming regional disparities. Together with appropriate organization, decentralization of institutions allows more efficient utilization of development potential. In contemporary development policy, institutions are a decisive instrument. In addition to technical innovations & a creative environment, institutions stand out as an impulse & central support point, for harmonious social development. This paper is clearly of a theoretical nature. It deals with the role, effects & consequences of the decentralization of institutions as an instrument for balanced sustainable regional development. The factors, which have an impact on the success of regionalization in a function of decentralization policy, are analyzed They are: especially formation of clear political & legal frameworks for starting the reform process, a clear indication of powerful and, if possible, interdepartmental responsible persons for management & coordination of the decentralization process, forming the concept of decentralized regionalization of Slovenia that aims at an even distribution of tasks & responsibilities such as clear forms of mutual (horizontal & vertical) coordination & mutual reciprocal inspections between different regional & state levels, an outline of state-level transfers where individual administrative & legal steps mean transfer of financial & personal competences & equipment to the participants in regional communities, & finally, measures for providing professional qualification of institutions in decentralized regional associations for taking on new tasks. In the article we report a series of experiments with volunteers designed to detect differences in behavioural characteristics among Slovenian, Dutch and international students. Using eight standard tasks from experimental economics, we investigate the differences using experimental measures of solidarity, trust, cooperation, positive and negative reciprocity, competition, honesty, and risk attitudes. No significant cohort effects in any of the eight decisions are found when we compare the Slovenian and international cohorts. Still, when comparing the Dutch and Slovenian cohorts, Dutch students are found to exhibit lower levels of solidarity, generosity and honesty. This points to differences in sociality between institutionally similar yet ideologically distant countries like Slovenia and the Netherlands. Among the tasks performed by the Slovenian municipalities to meet the needs of individual residents there is also the provision of local public services. A municipality provides the performance of the public services determined by the municipality itself, & the performance of the public services established by law (local public services). The legal foundations for the regulation & operation of public utility services are given primarily in the Local Self-Government Act & in the Public Utilities Act, as well as in sector-specific laws for individual services. The overview of public utility services & the modes of their performance in two urban municipalities indicate that in Slovenian municipalities, public utility services are performed primarily in two ways: in public enterprises & by awarding a public service concession. V Sloveniji se že vrsto let odvijajo razprave o ustanovitvi druge ravni lokalne samouprave, kljub več poskusom in ustavni zahtevi pa zaenkrat še vedno nimamo pokrajin. Regionalna in širša lokalna samouprava sta stalnici v večini držav Evropske unije (EU), eden izmed ključnih in najpomembnejših vidikov vzpostavitve take oblike oblasti pa je prav gotovo skrbna in ciljno naravnana določitev pristojnosti. V osrednjem delu te naloge so predstavljene okvirne ureditve nalog pokrajin v državah EU po naslednjih vsebinskih sklopih: zdravstvo, regionalni razvoj, gospodarstvo in turizem, izobraževanje in kultura ter infrastruktura, varstvo okolja in kmetijstvo. Naloga na kratko predstavi tudi prispevek Sveta Evrope in EU k razvoju lokalne samouprave na tej vmesni ravni, za jasnejše razumevanje pa poskuša jasno določiti tudi ločnico med federalno in unitarno ureditvijo ter regionalno in širšo lokalno samoupravo. Na koncu dodaja pregled stanja v Sloveniji v povezavi z ustanovitvijo pokrajin, določitvijo njihovih pristojnosti, njihovo ureditvijo v ustavi in trenutni predlagani zakonodaji. Ustava Republike Slovenije iz leta 1991 namreč predvideva tri vrste pristojnosti, in sicer naloge širšega lokalnega pomena, zadeve regionalnega pomena in naloge iz državne pristojnosti. Pri tem bomo morali biti pozorni, da pokrajinam ne bomo naložili preveč državnih pristojnosti in jim tako otežili ali celo onemogočili učinkovito opravljanje njihovih izvirnih pristojnosti. Ustrezna določitev pristojnosti je namreč ključnega pomena, pri tem pa nam je lahko v veliko pomoč poznavanje dobrih praks drugih držav, vendar pa se moramo vedno zavedati, da jih je treba razumeti v luči njihove družbene realnosti in ne pričakovati popolne preslikave pri nas. ; In Slovenia, discussion about the establishment of the secondary level of local self-government have been going on for years, but despite numerous attempts and a constitutional order, we still do not have provinces. Regional and local self-government are regularities in the majority of States of the European Union (EU), but one of the crucial and most important aspects of the establishment of such an authority is for sure a careful and goal-oriented determination of competences. In the main part of this thesis, we present framework regulations of the tasks of provinces in EU States by the following content sets: healthcare, regional development, economy and tourism, education and culture, infrastructure, environmental protection and agriculture. The thesis also briefly presents the contribution of the Council of Europe and EU to the development of local self-government at this intermediate level, but for better understanding, it tries to set a clear boundary between the federal and unitary regulation and the regional and wider local self-government. Finally, it adds an overview of the state in Slovenia in relation to the establishment of provinces, the determination of their competences, their regulation in the constitution and current proposed legislation. The 1991 Constitution of the Republic of Slovenia namely assumes three types of competences ; tasks of wider local importance, matters of regional importance and tasks within the State competence. In this manner, we will have to be careful to not assign to many State competences to provinces and thus complicate or even prevent provinces from effectively execute their original competences. Appropriate determination of competences is namely crucial and in this matter knowledge about good practices of other States can be of great help to us, but we have to be always aware that we have to understand them in the light of their social reality and not expect their perfect reflection in our case.
Planning discharge from a psychiatric hospital from the social workers' perspective Planning discharge is the central task of social workers in a psychiatric hospital. Effective hospital discharge planning is a team process based on assessing needs and finding suitable responses to them. The research results show considerable inconsistency in this area, as the process of discharge planning is initiated at different times. It is especially the users' poor health that does not allow their wishes and needs to be consistently considered, and prevents user participation and autonomy. Consequently, patronizing practices are inevitable. Being treated in a psychiatric hospital is still associated with considerable stigma. The research findings show that social workers feel as equal members of department teams and face plenty of ethical dilemmas at their work. Undergraduate studies have equipped social workers with a wide specter of theoretical and practical knowledge; however, they would like the study programme to be supplemented with health care topics.
Impact of Covid-19 epidemic on the lives of residents of homes for old people The year 2020 was marked by the Covid-19 epidemic, which had the greatest impact on socially vulnerable groups, especially old people. Based on qualitative research, the article explains the impact of measures to curb the Covid-19 epidemic on the lives of old people in the Ajdovščina Home for the Old People. During this period, social work found itself in a difficult situation and was forced to respond. In institutions for old people, it found itself in an unenviable position, as it had to adapt very quickly to new challenges - to maintain contact in a time that severely limited physical contact, and to enable communication between residents and their loved ones. The article connects homes for old people with the concept of a total institution and shows how social work in the home for old people coped with challenges during the Covid-19 epidemic. The impact of epidemiological measures and social isolation on people's mental health and everyday life is shown. The fundamental tasks of social workers in crisis situations are listed.
Use of stimulating activities in social work with people with dementia With growing number of cases of dementia, social work with people with dementia faces new challenges in maintaining dignity in the lives of people with dementia and their families. The article discusses the importance of continuous implementation of various stimulating activities for people with dementia in homes for older people (which are also suitable for implementation in home environment), and their well-being, maintenance of self-worth and self-esteem. Stimulating activities are non-pharmacological forms of care and include various areas: daily tasks (in household and garden), physical exercise, cognitive exercises, as well as complementary activities such as: music and visual arts activities, playing with babies, incorporating modern information technologies, aromatherapy. Stimulating activities can be provided by social workers, occupational therapists and other professionals. Their goal is to maintain cognitive abilities, slow the progression of dementia, and promote well-being of people with dementia. In stimulating activities, the person with dementia, together with a professional, discovers activities that they can manage and enjoy. This leads to reduction in the behavioral and psychological symptoms of dementia.
The discussion about the establishment of regions has been going on in Slovenia for some years. In addition, the regional legislation package has been in the parliamentary procedure for quite some time, too. The purpose of this paper is neither to analyze the proposed legislation nor to provide a detailed list of all the solutions the legislation can bring in. The real purpose of this paper is to analyze various existing regional divisions in the fields of the state administration, general public services & civil society. Some of these regional divisions are supposed to be adapted (according to the regional tasks presented in the legislative proposal) to the proposed dividing the country into fourteen regions. It interests us how the regionalization, taken into consideration by various institutions of the state administration, broader public sector & civil social organizations, complies with the proposals made in attempts to introduce a broader level of local self-government. Besides, we would also like to ascertain whether in already existing regional divisions in Slovenia there might be the predominant solution that could be the basis for the future dividing Slovenia into regions. The need for legal regulation of essential local community relations derives from the nature of these relations, because vital conditions for life & work are regulated in a local community. In a locally conditioned form of association of people, the relative stability & predictability of relationships, which present a potential conflict of interest, can be achieved through the legal institutionalization of citizens' communication. The necessity for rationalizing the legal regulation of social relations has been emphasized lately. These trends need to be followed also in legal defining of regions. A detailed normative definition & over-organization of local self-government & performing governmental functions represent an obstacle to the implementation of authentic interests of local residents. The very satisfaction of the common needs & interests of the population in the future region represents a functional element in the legal image of the regional self-government. This image includes also territorial & organizational components. From this point of view, it is necessary to very carefully analyze the new Article 143 of the Constitution of the Republic of Slovenia that allows starting establishing regions as a second level of local self-government. In adopting acts that define system frameworks of regions, particular attention needs to be paid to the process of forming regions, to their financing & to delegating some tasks from the state competence to regions. Pravica državljanov, da sodelujejo pri opravljanju javnih zadev, je eno od tistih demokratičnih načel, ki bi moralo biti skupno vsem državam sodobnega sveta in je zapisana v uvodu Evropske listine o lokalni samoupravi (MELLS). To načelo lahko najneposredneje uresničujemo na lokalni ravni.Prenos pristojnosti, odgovornosti in finančnih virov iz države na organe lokalnih oblasti (lokalne skupnosti) je demokratičen proces (fiskalne) decentralizacije. MELLS je mednarodna pogodba, veljavna tudi v Sloveniji. Občine so v Sloveniji temeljne enote lokalne samouprave, torej predstavljajo tisto raven oblasti, ki je najbližje državljanom. Odgovorne so za zagotavljanje široke palete javnih dobrin in storitev. Z nalogo preverjamo skladnost veljavnega sistema financiranja lokalnih skupnosti (občin) v Sloveniji z osnovnimi usmeritvami iz teorije (fiskalne) decentralizacije ter z načeli MELLS. Pri tem proučujemo področje pokrivanja stroškov nalog občin, njihovo strukturo ter stopnjo medsebojne povezanosti med računsko dodeljenimi sredstvi v okviru mehanizma primerne porabe in zbranimi podatki o stroških po občinah. Na teh podlagah želimo ugotoviti, ali sistem financiranja lokalne samouprave, ki je v veljavi v Republiki Sloveniji, izpolnjuje načelo sorazmernosti virov sredstev z nalogami, ki jih lokalne skupnosti izvajajo. Glede na rezultate lahko ugotovimo, da so načela MELLS zadovoljivo vgrajena v pravni red države. Odstopanja pa ugotavljamo na finančnem področju, kjer načelo sorazmernosti ni ustrezno upoštevano. V obdobju 2010 do 2014 občine niso bile ustrezno financirane glede na njihove naloge. Povprečni stroški na prebivalca so v tem obdobju povprečno za 1,8 odstotka višji od virov na osnovi zakonsko določene primerne porabe. Občine so odvisne predvsem od dohodnine, kot deljenega davka, stopnja avtonomija glede lastnih davkov in njihovih stopenj je nizka. Odhodki občin so se v proučevanem obdobju v povprečju zmanjšali za 6 odstotkov, vendar pa skrbi, da je glavni vzrok tega zmanjšanja v znižanju investicijskih odhodkov za 17,2 odstotkov in investicijskih transferov za 21,8 odstotkov, tekoči odhodki so se znižali za 1odstotek, povišali pa so se transferni odhodki za 4,6 odstotka. Skupaj so se tekoči stroški, ki se upoštevajo pri izračunu povprečnine v razmerju 2014/2010 zvišali za 1 odstotek, sama povprečnina pa se je znižala za 2,5 odstotka. To dokazuje, da se je bistveno poslabšala naložbena sposobnost občin, kot najpomembnejši element izvajanja razvojnih nalog občine. Obseg dodeljene primerne porabe po občini pa se je v povprečju zmanjšal za 1,14 odstotka, in zaostajal za dejansko občinsko porabo. Skupna zadolženost občin je sprejemljiva in znaša 899,2 mio EUR, kar pomeni 2,41odstotka BDP, v skupnem dolgu države pa 2,8 odstotkov. Delež občinskih investicij v skupnem BDP je narastel na 2,4 odstotkov BDP. Občine so investicije financirale predvsem z lastnimi viri (55 odstotkov), s sredstvi EU (24 odstotkov) in z zadolževanjem (5 odstotkov), s sredstvi države pa 16 odstotkov investicij. Glede na določila iz nove finančne perspektive EU za obdobje 2014 - 2020 se bistveno zmanjšujejo možnosti in sredstva za sofinanciranje občinskih investicij, kar bo imelo posledice za zmanjšanje občinskih investicij. Če teh virov ne bo možno nadomestiti, lahko pričakujemo iz tega naslova negativni vpliv na BDP države in razvojnih razlik med občinami. V primerjavi z obdobjem 2007 do 2009 ugotovimo povečanje trenda negativnega razkoraka sredstev primerne porabe in stroškov za izvajanje nalog občin. To kaže na to, da je potrebno izboljšati obstoječi model financiranja. ; The right of citizens to participate in the conduct of public affairs is one of those democratic principles which should be common to all countries of the modern world. And this right is also enshrined in the introduction of the European Charter of Local Self-Government (MELLS). This principle can be most directly exercised at local level, through democratically elected local authorities. The transfer of powers, responsibilities and financial resources from the state to local authorities (local communities) is the democratic process of (fiscal) decentralization. The exercise of MELLS affect the financial relationships between the central and local authorities, since it is necessary to provide such funding of local communities that these will be effective and sufficiently independent in satisfying the public needs of the local population and increasing prosperity of society as a whole. Municipalities in Slovenia are basic units of local self-government. The thesis checks compliance of the current system of funding local communities (municipalities) in Slovenia with the basic guidelines of the theory of (fiscal) decentralization and the MELLS principles. The area of covering the costs of municipal tasks is being discussed, their structure and the degree of interconnection between the allocations in the framework of the mechanism of statutory spending and the data collected on the costs of the municipalities. Based on the results we can conclude that the MELLS principles are satisfactorily integrated into the legal system of the country. However, deviation is observed in the financial sector, where the principle of proportionality is not observed. In the period from 2010 to 2014 the municipalities had not been adequately funded according to their tasks. The average cost per capita in this period is by 1.8% more than the resources on the basis of statutory spending. Municipalities depend mainly on income tax and the rate of autonomy regarding their own taxes and their rates is low. In the observed period, expenditure of municipalities on average decreased by 6%, worrying is the fact that the main cause of the decrease is in the reduction of capital expenditures by -17.2% and capital transfers by - 21.8%, the current expenditure decreased by -1% while the transfer expenses increased by + 4.6%. Together, the running costs that are taken into account when calculating the lump sum in proportion 2014/2010 increased by + 1%, and the lump sum itself decreased by 2.5%. This demonstrates that the investment capacity of municipalities significantly worsened and this is the most important element of the implementation of the development tasks of the municipality. The volume of statutory spending of the municipality dropped by 1.14%, and lagged behind the actual municipal budget. The total indebtedness of municipalities is acceptable and amounts to 899.2 million euros which represents 2.41% of GDP, and 2.8% in the total debt of the country. The share of municipal investments in total GDP has increased to 2.4% of GDP. The municipalities financed the investments from its own resources (55%), EU funds (24%) and debt (5%), with funds from the state 16% investment. According to the provisions of the new EU financial perspective for 2014-2020, the opportunities and funding for co-financing municipal investments is significantly reducing, which will have implications on the reduction of municipal investments. If these resources will not be possible to replace, we can expect a negative impact on the country's GDP and developmental differences between municipalities. In comparison with the period 2007 to 2009, an increase in the trend of negative gap has been noticed between the statutory spending and the cost for carrying out the tasks of municipalities. This shows the need to improve the existing model of financing.
V želji po globalnemu in gospodarskem napredku ter iskanju rešitev za okoljske izzive je Evropska unija ustanovila skupno Evropsko kohezijsko politiko, ki izvršuje ukrepe in instrumente na nacionalni ravni. Ena izmed posledic skupne Evropske kohezijske politike v Sloveniji so posebni centri, ki omogočajo stičišče različnih organizacij, kjer se nove ideje prenašajo v gospodarski trg. Gre za inovacije predvsem na področju mobilnosti, trajnostnega okolja, tehnologije, kemije, farmacije. Takšne inovacije prinašajo večji izkoristek materialov, storitev in boljše zdravje, z velikim poudarkom na nizkoogljično družbo. S takšnimi instrumenti se poveča dodana vrednost finančnega vlaganja v takšne centre, hkrati pa spodbuja sodelovanje gospodarske, akademske in raziskovalno razvojne sfere. Namen naloge, da z analizo Javnega razpisa za sofinanciranje vzpostavitve in delovanja kompetenčnih centrov za razvoj kadrov v dveh izvedenih obdobjih dokažemo, kako pomembno je financiranje takšnih instrumentov. Ustvarjajo visoko stimulativno okolje za iskanje rešitev in odpravljanja izzivov, s takšnim načinom dela pa ljudje pridobijo reference, kompetence, višajo konkurenčnost svoje države in pridobijo izkušnje s širšim razmišljanjem in sodelovanjem. ; In pursuit of global and economic progress or finding solutions to environmental challenges, the European Union has set up a common European cohesion policy that implements measures and instruments at national levels. One of the consequences of the common European cohesion policy in Slovenia are special centers, which enable the junction of various organizations, where new ideas are transferred to the economic markets. These are innovations mainly in the field of mobility, sustainable environment, technology, chemistry and pharmacy. Such innovations bring greater use of materials, services and better health services, with a strong emphasis on low–carbon society. Such instruments increase the added value of financial investment in such centers, while encouraging the participation of economic, academic and research development spheres. The purpose of the task is to demonstrate the importance of financing such instruments by analyzing the Public Tender for Co–financing the Establishment and Operation of Competence Centers for Personnel Development in two implemented periods. They create a highly stimulating environment for finding solutions and tackling the challenges, and with this way of working people acquire references, competences, increase the competitiveness of their country and gain experience with wider thinking and cooperation.
Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).
The question of inequality of men and women became a world problem in second half of the 20th century and the solution has been sought by important international organisations (OZN), European Union and individual states. Assuring same options for both sexes in all departments and on all levels of life became one of preferential tasks of European Union since we can still find different forms (open and hidden) of gender discrimination in modern states. In the fist part author presents key features of male centred traditional social order in western civilisation, main characteristics and bearers of ensuring same opportunities for both genders stretching from global to European level. Informal and formal education have important role with the process of abolishing discrimination. Educators carry new patterns of relationship between sexes and it is therefore important that they are educated and also lifelong educated, especially those who are on key positions and make decisions in all areas of life. Author therefore in the second part presents some approaches and usages of such education in members of European Union and in Slovenia. ; Vprašanje družbene neenakosti žensk in moških je v drugi polovici 20. stoletja postalo svetovni problem, ki so se ga resno lotile pomembne mednarodne organizacije (OZN) in državne skupnosti (EU) ter posamezne države. Zagotavljanje enakih možnosti za oba spola na vseh področjih in na vseh ravneh življenja je postalo ena prednostnih nalog EU, kajti v sodobnih družbah še obstajajo različne oblike (odkrite in zlasti prikrite) diskriminacije po spolu. Avtorica v prvem delu razkriva ključne značilnosti moškosrediščnega tradicionalnega družbenega reda v zahodni civilizaciji ter predstavlja glavne značilnosti in nosilce zagotavljanja enakih možnosti žensk in moških od globalne do evropske ravni. Pomembno vlogo pri odpravljanju diskriminacije imata formalno in neformalno izobraževanje. Ker pa morajo biti tudi izobraževalci in nosilci novih vzorcev odnosov med spoloma izobraženi, je pomembno vseživljenjsko izobraževanje odraslih, zlasti tistih, ki zasedajo ključne položaje odločanja na vseh področjih življenja. Zato avtorica v drugem delu prispevka predstavlja nekatere pristope in prakse takšnega izobraževanja v drugih državah članicah EU ter v Sloveniji.
For Le Corbusier, the architect was the authority on living and their role was to know what is best for humans, as it becomes evident from what he declares in The Athens Charter: "Who can take the measures necessary to the accomplishment of this task if not the architect who possesses a complete awareness of man, who has abandoned illusory designs, and who, judiciously adapting the means to the desired ends, will create an order that bears within it a poetry of its own? The paper is focused on the critique of the principles of the Athens Charter and its relation to the attempt to strengthen the articulations between architecture and its social, economic and political context. It examines Team 10's intention to replace the four functions — dwelling, work, recreation and transport — of the Charter of Athens by the concept of the "human association", on the one hand, and to incorporate within the scope of architecture reflections regarding the impact of scale on the design process, on the other hand. The CIAM X was structured around two groups representing the two conflicting generations. As Nicholas Bullock notes, in Building the Post-war World: Modern Architecture and Reconstruction in Britain, the group representing the older generation focused on the work of CIAM since its foundation in the form of a charter similar to the Athens Charter, while the group representing the younger generation tried to extend the work of CIAM to rethink, as Alison and Peter Smithson noted in 1956, "the basic relationships between people and life". The goal of the CIAM X, held in Dubrovnik between 19 and 25 July 1956, was to challenge the assumptions of the Charter of Habitat. During this meeting, which neither Le Corbusier nor Walter Gropius attended, the younger generation consisting of Aldo van Eyck, Jacob Bakema, Georges Candilis, Shadrach Woods, and Alison and Peter Smithson established a new agenda for mass housing, "Habitat for the Greater Number". It was at this CIAM meeting that the Smithsons presented their "Fold Houses". A number of meetings preceding the CIAM X were held in London, Doorn, Paris, La Sarraz, and Padua. The main objective of this paper is to show how the debates that preceded the CIAM challenged the Charter of Habitat.
