Em nossas práticas educativas como professoras na formação inicial e continuada de professores e em nossos processos formativos, temos usado os filmes em sala de aula. Estas experiências nos levaram a refletir sobre a importância dos seus usos na formação de professores. As produções de Napolitano, Miranda, Almeida, Oliveira Jr., dentre outros, nos permitiram problematizar acerca do seu uso na escola. Trazemos para a discussão uma experiência de aula e a partir dela discutimos o uso do filme no trabalho pedagógico. Afirmamos a necessidade de valorizar o filme como um produto cultural na sala de aula, quando a partir da experiência referida foi possível explicitar as múltiplas leituras que o filme provoca. Resgatamos neste artigo a idéia da experiência estética e suas implicações no contexto da sala de aula e discutimos acerca da intencionalidade do uso do filme nesse mesmo contexto.
O Brasil vive nos últimos dez anos uma crescente expansão da educação a distância (EAD) e da virtualização da sala de aula no ensino superior. Se antes de 1995 a produção da EAD era uma tarefa dos profissionais de rádio e TV, com as mídias digitais esse processo também passa pelas mãos de docentes que podem produzir, transmitir e gerenciar cursos e disciplinas na internet, tornando-se autores da produção audiovisual e hipertextual de suas aulas. Visando contribuir para que os docentes tenham noções básicas sobre como produzir para a EAD e para disciplinas semi-presenciais usando meios audiovisuais e hipertextuais, este artigo descreve os elementos básicos que compõem a linguagem cinematográfica e as narrativas digitais que incorporam a interatividade. Finalmente, apresenta alguns fundamentos da produção para as mídias mais comuns na EAD brasileira: material impresso, teleconferência, videoconferência, multimídia/hipermídia e ambientes virtuais de aprendizagem.
The future of an individual and society in the global world is reflected in the organization and quality of today's school, educational system and teacher education. Interculturalism is encouraged by education in school as a social community which accepts diversity as a value. The aim of intercultural education is the development of intercultural sensitivity and acquisition of knowledge, skills and abilities needed for functioning in a multicultural society. Inclusion of intercultural education in the school curriculum implies the responsibility of all, mostly teachers because they are directly involved in the educational process. The intercultural competence of teachers refers to the interaction encouraging mutual learning with culturally diverse pupils. The paper analyzes valid legal documents and university programs of Croatian teacher studies from the point of interculturalism. The aim of the research is to inspect the relevant legal framework and determine intercultural contents in the Croatian primary teacher education study programs. The comparative analysis of study programs for primary school teachers (in Osijek, Zagreb, Split, Rijeka and Pula) shows that intercultural content is present but differs in number and type. The premise of successful intercultural education is a quality initial teacher education. ; Budućnost pojedinca i društva u globalnom svijetu ogleda se u ustroju i kvaliteti današnje škole, sustavu odgoja i obrazovanja te izobrazbe učitelja. Interkulturalizam se potiče odgojem i obrazovanjem u školi kao socijalnoj zajednici koja prihvaća različitost kao vrijednost. Cilj interkulturalnoga obrazovanja je razvoj interkulturalne osjetljivosti te stjecanje znanja, vještina i sposobnosti potrebnih za djelovanje u multikulturalnom društvu. Uključivanje interkulturalnoga obrazovanja u školski kurikul implicira odgovornost svih, najviše učitelja jer neposredno sudjeluju u odgojno-obrazovnom procesu. Interkulturalna kompetencija učitelja odnosi se na ostvarivanje interakcija koje potiču uzajamno učenje s kulturalno drukčijim učenicima. U radu se analiziraju pojedine važeći dokumenti zakonske legislative i sveučilišni programi hrvatskih učiteljskih studija s motrišta interkulturalizma. Cilj istraživanja je uvid u relevantni zakonski okvir i utvrđivanje interkulturalnih sadržaja u hrvatskim studijskim programima za školskoga učitelja. Komparativnom analizom studijskih programa za školskoga učitelja (u Osijeku, Zagrebu, Splitu, Rijeci, Zadru i Puli) evidentno je da interkulturalnih sadržaja ima, no oni se razlikuju po broju i vrsti. Pretpostavka uspješnoga interkulturalnog odgoja i obrazovanja jest kvalitetno inicijalno obrazovanje učitelja.
Este texto pretende apresentar reflexões resultantes de um estudo de doutorado focado na análise, por meio da pesquisa-ação, de projetos escolares de educação ambiental desenvolvidos a partir da formação continuada de professores em exercício, e suas contribuições na constituição de novos conhecimentos e procedimentos didático-pedagógicos para o estudo do ambiente e o exercício da cidadania. Visando à construção do olhar geocientífico na escola, os projetos de educação ambiental utilizaram diferentes práticas de campo para o (re)conhecimento do lugar de estudo associadas a recursos de sensoriamento remoto (imagens de satélite, fotos aéreas e mapas), objetivando a construção de uma visão integrada da realidade socioambiental a partir do estabelecimento de relações dialéticas entre o local e o global como suporte à análise de problemas, de suas repercussões e implicações em diferentes escalas de observação. O desenvolvimento dos projetos oportunizou a formação de professores-pesquisadores inovadores, críticos e reflexivos ante as realidades escolar e socioambiental. Além disso, propiciou aos alunos condições para observarem e conhecerem seu meio ambiente e o lugar em que vivem, refletirem sobre suas condições reais e, com base nesse processo, proporem ações e construir em intervenções educativas diante dos problemas estudados, em busca de soluções. Ao incorporar a questão socioambiental à prática pedagógica, os projetos escolares buscaram inserir a escola na realidade, contribuindo para a formação, por meio da aprendizagem social, de cidadãos críticos e participativos em ações conjuntas e colaborativas (escola, comunidade, poder público), visando ao desenvolvimento de políticas públicas democráticas e sustentáveis para a melhoria da qualidade de vida. ; This text seeks to present reflections resulting from a doctorate research focused on the analysis, through action-research, of school projects in environmental education developed as part of in-service teacher education, and their contributions to the constitution of new knowledges and didactic-pedagogical procedures for the study of the environment and for the exercise of citizenship. Aiming at the construction of the geo-scientific perspective at school, the environmental education projects made use of different field practices based on remote sensing (satellite images, aerial photography and maps) to (re)cover knowledge from the place of study, with the purpose of building an integrated view of the socio-environmental reality based on the establishment of dialectic relations between the local and the global as a support to the analysis of problems, of their repercussions and implications on different scales of observation. The development of the projects created the opportunity to form teacher-researchers that are innovators, critical, and reflective before the school and socio-environmental realities. Besides, it gave students the conditions to observe and know their own environment and the place where they live, to reflect upon their real situations and, based on this process, propose actions and construct educative interventions in search of solutions for the problems investigated. By incorporating the socio-environmental issue to the pedagogical practice, the school projects attempted to insert school into reality, contributing to form critical citizens that participate in joint and collaborative actions (school, community, public authorities) through social learning, aiming at the development of democratic and sustainable public policies to improve the quality of life.
The article focuses on in-service teacher education policies in Brazil and on actions developed since the 1990s by states and municipalities with a view to promote the higher education of primary school teachers. To such purpose, it analyzes the official discourses from that period, presents a map of special programs created to respond to such demands, and examines with the help of an ethnographic fieldwork a specific case and the practices through which the teachers appropriated the results of this program. The use of new formative devices, such as Distance Learning and TICs, and the involvement of new pedagogical agents, define the more visible aspects of this new formation model. Tensions between the micro and macro spheres of the policies adopted in this area could be sensed: on the one hand, the political success attending the graduation of thousands of teachers; on the other, pedagogical improvements still uncertain in view of the conditions under which the programs were conducted. This article questions the centralization and standardization promoted by these programs, the managerial logic presiding over its conception, the deflation of practice, and the small contribution of this kind of formation to the professionalization of the teaching activity. ; El artículo enfoca las políticas de formación de profesores en servicio en Brasil y las acciones emprendidas a partir de la década de 1990 por estados y municipios, con el objetivo de promover la formación superior de docentes de la escuela primaria. Para ello, analiza los discursos oficiales de ese período, traza una cartografía de los programas especiales creados para atender a esas demandas y examina, por medio de un trabajo de campo etnográfico, las prácticas por las cuales las profesoras se apropiaron del modelo. El uso de nuevos dispositivos de formación, como la educación a distancia y las TIC, y el involucramiento de nuevos agentes pedagógicos definen los trazos más explícitos de ese nuevo modelo de formación. Se detectaron tensiones entre las esferas macro y micro de las políticas adoptadas en esa área: de un lado, el éxito político proveniente de la titulación en nivel superior de millares de profesores; de otro, el incierto éxito pedagógico frente a las condiciones en que los programas se llevaron a cabo. El artículo cuestiona la centralización y la estandarización instauradas por tales programas, la lógica administrativa que guía la concepción del modelo, el vaciamiento de la práctica y el poco alcance de ese tipo de formación para la profesionalización del magisterio. ; O artigo focaliza as políticas de formação de professores em serviço no Brasil e as ações empreendidas, a partir da década de 1990, por estados e municípios com vistas a promover a formação superior de docentes da escola primária. Para isso, analisa os discursos oficiais desse período, apresenta um mapeamento dos programas especiais criados para atender a essas demandas e examina, por meio de trabalho de campo etnográfico, as práticas pelas quais as professoras se apropriaram do modelo. O uso de novos dispositivos de formação, como a EaD e as TIC, e o envolvimento de novos agentes pedagógicos definem os traços mais explícitos desse novo modelo de formação. Tensões entre as esferas macro e micro das políticas adotadas nessa área puderam ser percebidas: de um lado, o êxito político decorrente da diplomação em nível superior de milhares de professores; de outro, um êxito pedagógico ainda incerto em virtude das condições em que os programas se realizaram. O artigo questiona a centralização e a padronização instauradas por tais programas, a lógica gerencial que guia a concepção do modelo instaurado, o esvaziamento da prática, e o pouco alcance desse modelo para a profissionalização do magistério.
The aim of this article is to investigate the importance of the political dimension in the pre-service language teacher education programme. To do so, some models of necessary competencies for the language teaching craft (ALMEIDA FILHO, 2005; NEWBY et al., 2007, SCHART and LEGUTKE, 2012; KUMARAVADIVELU, 2012; ENDE et al., 2013) will initially be presented in order to examine the relevance that these authors put on language policy in this context. Based on Christ (1992), we will then debate that the political dimension cannot be considered a secondary aspect of language teaching, but rather should be seen as a basic element that not only determines but also structures the conditions under which language teaching takes place in a given context. For this reason, we will defend that language policy needs to be already addressed in pre-service teacher education. Based on the example of German teaching in Brazil, it will be shown how the impact of the political dimension on language teaching has become more marked in the present situation of globalization. ; O artigo tem por objetivo investigar a importância da dimensão política na formação inicial de professores de línguas. Nesse intuito, apresentaremos, inicialmente, alguns modelos de competências necessárias ao ofício do professor na área (ALMEIDA FILHO, 2005; NEWBY et al., 2007; SCHART e LEGUTKE, 2012; KUMARAVADIVELU, 2012; ENDE et al., 2013) a fim de examinar a relevância que os autores atribuem a questões da política linguística. Argumentaremos em seguida, com base em Christ (1992), que a dimensão política não pode ser considerada um aspecto secundário do ensino de línguas, mas, ao contrário, deve ser vista como um elemento basilar que determina e estrutura as condições em que o ensino se dá em um dado contexto. Defenderemos, por esse motivo, que a política linguística precisa ser abordada já na formação inicial dos professores. Com base no exemplo do ensino de alemão no Brasil, pretendemos mostrar no final como o impacto da dimensão política no ensino de línguas ficou mais patente na conjuntura atual da globalização.
This article is the first comparative study on the education of primary college women teachers in Slovenian and Croatian lands of Austria-Hungary through legislation and the organisation of women's teacher training colleges. The study consists of a historical comparative analysis covering the period from the emergence of the dualist Austria-Hungary (1867) until World War I (1914). During the period covered in this article, many changes were implemented in women's teacher education. Before the year 1869, women who wanted to become teachers acquired the necessary knowledge as nuns in monasteries, in private girls' schools, or at home. The Austrian school legislation of 1869 had a quantitative and qualitative influence on the development and organisation of women's teacher training colleges and on the quality of women's teacher education. Women teachers became state employees. Analysis of the legislation showed differences between the syllabuses of women's teacher training colleges in Slovenian and Croatian lands. The syllabuses were adapted to the requirements of individual lands. A comparison of their activities also shows differences in development, number, and organisation. New state women's teacher training colleges and private ones with public accreditation appeared. In Slovenian lands, under the Austrian school legislation, the development of four-year women's teacher training colleges was somewhat faster than in Croatian lands. The comparison shows that private women's teacher training colleges were predominant and women's teacher education became more standardised and professionalised both in Slovenian and Croatian lands. ; Rad daje uvid u obrazovanje osnovnoškolskih učiteljica u slovenskim i hrvatskim zemljama Austro-Ugarske Monarhije preko zakonodavstva i organizacije ženskih učiteljskih škola. Istraživanje se sastoji od povijesne komparativne analize razdoblja između 1867. i 1914. godine. Pojavom Dvojne Monarhije dolazi do promjena u obrazovanju učiteljica. One se mogu najprije identificirati na temelju školskoga zakonodavstva. Učiteljice postaju državne službenice. Javljaju se nove državne ženske učiteljske škole, ali i one privatne s pravom javnosti. Analiza zakonodavstva pokazala je razlike između nastavnih planova u učiteljskim školama u slovenskim i hrvatskim zemljama unutar Monarhije. Komparacija njihovih aktivnosti također pokazuje razlike u razvoju, broju i organizaciji. U slovenskim zemljama, koje potpadaju pod austrijsko školsko zakonodavstvo, razvitak četverogodišnjih škola za učiteljice tekao je nešto brže nego u hrvatskim zemljama. This article deals with a discussion about language teaching policies in the contemporary setting for a reflection on the education of the teacher of the Letters area. It is based on linguistic theories and educational policies, as well as on studies on language teaching in Brazil, which reflect directly on the teaching-learning process and was constituted throughout the historical process of Brazilian education. Its objectives are to present the contemporary scenario of language teaching; and describe the political-educational discourses of teaching and teacher education. The methodology is that of a descriptive research, of qualitative approach, on linguistic theories and the curricular guidelines for the Course of Letters, for a reflection on the contemporary linguistic practices and the educational policies of education and the teaching of languages. ; Este artículo aborda una discusión sobre las políticas de enseñanza de idiomas en el escenario contemporáneo para una reflexión sobre la formación de docentes en el área de las letras. Se basa en teorías lingüísticas y políticas educativas, además de presentar estudios sobre la enseñanza de idiomas en Brasil, que reflejan directamente el proceso de enseñanza-aprendizaje y que se constituyó a lo largo del proceso histórico de la educación brasileña. Sus objetivos son presentar el escenario contemporáneo de enseñanza de idiomas; y describir discursos político-educativos de enseñanza y formación docente. La metodología es la de una investigación descriptiva, con un enfoque cualitativo, sobre teorías lingüísticas y pautas curriculares para el curso de formación en lenguas, para una reflexión sobre las prácticas lingüísticas contemporáneas y las políticas educativas de formación y enseñanza de idiomas. ; Este artigo trata de uma discussão sobre políticas de ensino de línguas no cenário contemporâneo para uma reflexão sobre a formação do professor da área de Letras. Fundamenta-se em teorias linguísticas e nas políticas educacionais, além de se apresentarem também estudos sobre o ensino de línguas no Brasil que refletem diretamente no processo de ensino-aprendizagem que se constituiu ao longo do processo histórico da educação brasileira. Tem como objetivos, apresentar o cenário contemporâneo do ensino de línguas; e descrever discursos político-educacionais de ensino e de formação do professor. A metodologia é a de uma pesquisa descritiva, de abordagem qualitativa, sobre teorias linguísticas e diretrizes curriculares do curso de Letras, para uma reflexão sobre as práticas linguísticas contemporâneas e políticas educacionais de formação e de ensino de línguas.
O objetivo deste artigo é analisar a regulação da formação de professores oferecida nos cursos de mestrado e de doutorado dos programas de pós-graduação em direito (PPGDs) da Universidade de Fortaleza (Unifor) e da Universidade Federal do Ceará (UFC). Empregando uma abordagem dialética, nossa investigação partiu da seguinte pergunta-síntese: como ocorre a regulação da formação de professores oferecida nos cursos de mestrado e de doutorado dos PPGDs da Unifor e da UFC? Como estratégia metodológica, realizamos uma análise documental, a partir da qual discutimos a Lei de Diretrizes e Bases da Educação Nacional (LDB) nº 9.394/1996, os documentos de avaliação e regulação elaborados, de 2017 a 2019, pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes), os regimentos internos vigentes em 2020 e os programas das disciplinas ofertadas por ambos os PPGDs. Cada documento foi submetido a um exame em duas etapas: uma preliminar e outra, em conjunto com os demais. Na análise dos resultados, tomamos os documentos abordados como fontes e como dados das ações reguladoras expressas pelo Poder Legislativo Federal, pela Capes e pelos PPGDs. Na tensão entre teoria e pesquisa, percebemos que a LDB pouco regula a formação de professores na pós-graduação, o que, consequentemente, repercute na avaliação dos PPGDs realizada pela Capes, que privilegia a pesquisa, a despeito de sua qualidade substantiva, em detrimento da formação docente, dissociando ensino e pesquisa, levando os PPGDs a preterirem a formação de professores em favor dos cursos de direito no Brasil. A pesquisa revelou que, no que tange à avaliação da qualidade dos cursos feita pela Capes, a formação de pesquisadores ocupa lugar de destaque e de privilégio, enquanto a docência ocupa lugar desvalorizado, quase invisível. Dito isso, destaca-se, nos contextos analisados, a ausência de um preparo articulado entre teoria e prática do trabalho docente, fundamental ao exercício da profissão de professor, fato que compromete significativamente a profissionalização e a construção de identidades docentes, assim como a qualidade do ensino oferecido nos cursos de direito no Brasil. ; The aim of this article is to analyze the regulation of teacher education offered in master's and doctoral courses in the graduate programs in Law (PPGDs) at University of Fortaleza (Unifor) and the Federal University of Ceará (UFC). Using a dialectical approach, our research started from the following synthesis question: how does the regulation of teacher education offered in the master's and doctoral courses at Unifor and UFC law graduate programs (PPGDs) occur? As a methodological strategy, we carried out a documentary analysis, from which we discuss the Law of Guidelines and Bases for National Education (LDB) No. 9394/1996, the assessment and regulatory documents prepared, from 2017 to 2019, by the Coordination for the Improvement of Higher Education Personnel (Capes), the internal regulations in force in 2020 and the syllabuses of the courses offered by both law graduate programs (PPGDs). Each document was submitted to an examination in two stages: one was a preliminary examination and the other, along with all other documents. In the analysis of the results, we considered the documents as sources and as data of the regulatory actions expressed by the Federal Legislative Power, Capes and PPGDs. Intertwining the tension between theory and research, we noticed that the LDB does not regulate the training of teachers in graduate courses, which, consequently, affects the assessment of PPGDs performed by Capes, which privileges research, despite its substantive quality, to the detriment of teacher education, dissociating teaching and research, leading PPGDs to deprecate teacher education in law courses in Brazil. The research revealed that, with regard to the assessment of the quality of courses made by Capes, the training of researchers holds a place of prominence and privilege, while teaching holds an unappreciated place, almost invisible. That said, in the contexts analyzed, it is emphasized that there is the absence of an articulated preparation between theory and the actual practice of teaching work, fundamental to the exercise of the teaching profession, a fact that significantly compromises the professionalization and construction of teaching identities, as well as the quality of teaching offered in Law courses in Brazil.
Este artigo visa refletir sobre a formação do professor de língua inglesa, a partir da análise da mudança curricular de um Curso de Licenciatura em Letras-Inglês, em uma universidade pública mineira. Fundamentamo-nos no pressuposto bakhtiniano de que a linguagem é dialógica e buscamos, com base em uma metodologia qualitativa de pesquisa, identificar alguns enunciados, no Projeto Pedagógico do Curso em questão, que apontassem para concepções do que seja formar um professor de língua inglesa. Nossas análises apontam que o eixo organizador das diferentes vozes colocadas em cena acerca da formação parece estar na necessidade de interpelar o licenciando a tomar um posicionamento diante das diversas concepções de língua(gem) que constituem sua profissão. ; This paper aims to reflect upon English teacher education from the analysis of a curricular change in an English Language Teacher Education Program, in a public university in Minas Gerais. Based on the studies in Applied Linguistics and on the bakhtinian assumption that language is dialogic, and based on a qualitative research methodology, we seek to identify some utterances in the curriculum document of the aforementioned Program that could point to conceptions of what it is to educate an English teacher. Founded in the dialogical functioning of utterances we identified institutional, educational and pedagogical voices in the curriculum that resignify different perspectives of language, as well as teaching and learning. In our analyses, we identified statements that negate technicist views and emphasize the political, social, scientific, responsive, critical and continuous nature of education, which seem to have as an organizing axe of their different voices the need to interpellate the pre-service teachers to take a stance on the various conceptions of language that constitute their profession.
Long-standing gaps of teachers' academic qualifications persist despite changes and developments of educational policies the government has continually been making. The gaps eventually result in a gradual decrease in the quality of vocational school graduates, which has recently caused grave national concern. The decrease is evident in Indonesian vocational students' lack of competitive spirit and skills in the national labor market. In an attempt to find a creative and effective solution to this problem, this paper seeks to explore and describe the educational policies and the implementation of standards by vocational subjects teachers in a developing country and those in a developed county, hoping that it will help vocational school graduates acquire professional qualifications. Using a critical ethnography, in-depth analyses on the professors' commentaries reveal that it is common in most universities in both countries to select vocational teachers by following educational policies in order to establish reliable criteria for qualified teachers in the future. This teacher certification program seems to have positively influenced the welfare of teachers in both countries, but other daring innovations in improving skills and qualifications of teachers are still a great need. ; Dugogodišnji propusti u akademskim kvalifikacijama nastavnika ne nestaju usprkos promjenama i unaprjeđenju obrazovne politike koju vlada stalno izrađuje. Ti propusti u konačnici rezultiraju postupnim smanjenjem kvalitete učenika strukovnih škola, što u posljednje vrijeme izaziva ozbiljnu zabrinutost na nacionalnoj razini. To smanjenje kvalitete manifestira se u činjenici da indonezijski učenici nemaju natjecateljski duh ni vještine na domaćem tržištu rada. S ciljem pronalaska kreativnog i učinkovitog rješenja tog problema, ovaj rad pokušava istražiti i opisati obrazovne politike i provedbu obrazovnih standarda od strukovnih nastavnika u zemlji u razvoju i u razvijenoj zemlji, u nadi da će to pomoći učenicima koji završe strukovne škole u stjecanju stručnih kvalifikacija. Primjenom kritičke etnografije, detaljne analize komentara profesora otkrivaju da je na većini sveučilišta u objema državama uobičajena praksa pri odabiru strukovnih nastavnika ta da se poštuje obrazovna politika kako bi se uspostavili pouzdani kriteriji za kvalificirane nastavnike u budućnosti. Čini se da takav program licenciranja nastavnika ima pozitivan utjecaj na dobrobit nastavnika u objema državama, no još uvijek postoji velika potreba za ostalim smjelim inovacijama bitnima za razvoj vještina i kvalifikacija nastavnika.
O conhecimento dos movimentos epistemológicos, culturais e políticos que definiu, em uma perspectiva histórica, a compreensão do campo da formação de professores, pode ser uma significativa contribuição para a prática da formação. Entender esse processo na sua dimensão evolutiva favorece o entendimento da complexidade desse campo de conhecimento e as múltiplas influências que se estabelecem sobre ele. O objetivo deste trabalho, portanto, é mapear e estudar as tendências teórico-práticas que marcaram a compreensão da docência no Brasil, preferencialmente no período que se inicia na segunda metade do século XX. O trabalho reconhece sua condição aleatória e não pretende exclusividade a respeito do tema. A partir do mapeamento realizado, conclui-se que as diferentes tendências teórico-práticas para a docência tiveram significativos impactos nas pesquisas educacionais e essas, por sua vez, também exerceram um papel de protagonismo nas mudanças paradigmáticas que atingiram a formação de professores. Na medida em que o paradigma da racionalidade técnica foi dando lugar à compreensão do fenômeno educativo como produzido social e culturalmente, houve significativas mudanças nas formas de produzir conhecimento na área da educação. Todas as fases que marcam as tendências dos estudos a respeito da formação de professores produziram conceitos e se apresentaram como produtos e produtoras das ações formativas, influenciando e sendo influenciadas pelas políticas, legislações e culturas. ; The knowledge of the epistemological, cultural and political movements which defined, from a historical perspective, the understanding of the field of teacher education can be a significant contribution to the practice of education. Understanding this process in its evolutionary dimension favors understanding the complexity of this field of knowledge and the multiple influences that are established in it. Therefore, this study aims to map and study the theoretical and practical trends which marked the understanding of teaching in Brazil, preferably in the period beginning in the second half of the twentieth century. The work recognizes its random condition and does not demand exclusivity. From the mapping done, it is concluded that the different theoretical and practical trends for teaching had a significant impact on educational research and this, in turn, also played a leading role in the paradigmatic changes that have hit teacher education. As the paradigm of technical rationality gave way to an understanding of the educational phenomenon as socially and culturally produced, there were significant changes in ways of producing knowledge in the education area. All the phases that mark the trends of the studies on teacher education have produced concepts and presented themselves as products and producers of educational actions, influencing and being influenced by policies, legislations and cultures.
Entrepreneurship of Teaching Education for Special Education. After the extinction of the Special Education qualification in the Pedagogy Degree course in 2006, the initial teacher training for acting in this modality became available through the Special Education degree. In order to provide an overview of the availability of Higher Education Institutions that offer the mentioned course, documentary analyzes was conducted to show the expansion of this course, mainly in private institutions and in the distance modality as of 2008. The results demonstrate that the expansion of this process is anchored in the discourse of democratizing access to higher education, contributing to consolidate the entrepreneurial process of teacher education to work in Special Education. ; Empresariamento da Formação Docente para a Educação Especial. Após a extinção da habilitação em Educação Especial no curso de Licenciatura em Pedagogia no ano de 2006, a formação inicial docente para atuação nessa modalidade passou a ser oferecida por meio da licenciatura em Educação Especial. Com o objetivo de traçar um panorama da disponibilização das Instituições de Ensino Superior que ofertam a referida licenciatura, foram realizadas análises documentais que evidenciam a expansão desse curso, principalmente a partir do ano de 2008, em instituições privadas e na modalidade a distância. Os resultados demonstram que esse processo se a ncora no discurso da democratização do acesso ao ensino superior, contribuindo para consolidar o processo de empresariamento da formação docente para atuação na Educação Especial.
Este artigo aborda o tema da formação docente, especialmente a formação continuada e sua relação com a baixa qualidade dos sistemas públicos de ensino; e apresenta análises de pesquisa sobre os principais programas educacionais implementados pelo governo do estado de São Paulo entre os anos 1982 e 1994. Além da análise documental, foi desenvolvida uma pesquisa empírica que incluiu um estudo de caso de um dos projetos de formação continuada idealizados à época da implementação da Escola Padrão (1991-1994). As análises da literatura educacional e dos programas educacionais indicam que a formação continuada de professores foi encarada como elemento estratégico para forjar a competência do professor. O texto segue registrando a presença de um discurso que tem sustentado a crescente importância atribuída à formação continuada de professores, projetos e ações que visam à melhoria da qualidade dos sistemas de ensino. Trata-se do argumento da incompetência que é então descrito e problematizado. São apresentadas as várias versões que tal argumento assume, de acordo com o contexto no qual comparece, bem como as diferentes apropriações feitas pelos vários atores envolvidos nas políticas de formação continuada, desde os idealizadores dos programas até os professores participantes. Advoga-se que o argumento da incompetência tem fundamentado concepções e práticas reducionistas e homogeneizantes da formação continuada. Reitera-se a importância de se considerar, nas políticas de formação continuada, a heterogeneidade que caracteriza o corpo docente e as escolas e de se desenvolverem políticas educacionais mais abrangentes que visem melhorar de fato a qualidade dos serviços educacionais e não apenas a competência de seus professores. ; This article deals with the theme of teacher education, especially with continued education and its relation with the low quality of public school systems. It presents analyses from a research on the main educational programs implemented by the government of the State of São Paulo in the 1982-1994 period. Together with the documental analysis, an empirical research was carried out including a case study of one the continued education programs envisaged at the time of the implementation of the Standard School Program (1991-1994). The analyses made of the educational literature and of the educational programs reveal that teacher continued education was seen as a strategic element to build up teacher competence. The text moves on to register the presence of a discourse that has given support to the growing importance attributed to teacher continued education, projects and actions aiming at improving the quality of education systems. The discourse of incompetence is then described and problematized. The different forms assumed by this discourse are presented, according to the context in which it appears, and also the various appropriations made by the several agents involved in the teacher continued education policies, from the architects of the programs to the participating teachers. It is proposed that the argument of incompetence has founded reductionist and homogenizing practices of continued education. The importance is highlighted of taking into account, when conceiving continued education policies, the heterogeneity that characterizes the teaching staff and schools, and also of developing broader educational policies targeting the actual improvement of the educational services and not just the competence of their teachers.
